At the top of that list is al-Shabaab. That debate has been renewed by the appointment of now-Acting Secretary of Defense Christopher Miller, who as the director of the National Counterterrorism Center traveled last month to Doha, where he reportedly sought Qatar’s assistance to marginalize hardcore al-Shabaab members connected to al-Qaeda.
