In May this year, president Farole of Puntland said his administration would attack pirates in Gara’ad district of Mudug region when “the link between the people and pirates was broken.” On monday a group of pirates in Mudug kidnapped Said Mohamed Raage, Puntland Minister of Ports & Marine Transport. Mr Raage was visiting Mudug districts when pirates attacked the minister and his convoy and, reportedly, killed two of his bodyguards. There is little doubt that Puntland administration is serous about dealing with pirates but its strategy has backfired. People in north-eastern districts such as Baargaal fight pirates who try to make a base in their the district and other nearby coastal hamlets in Puntland. Pirates cannot operate without a local support. In Eyl, the Puntland coastal town synonymous with piracy, is no longer pirate a base because pirates moved to other places in Mudug and north-eastern districts, and even to Xarardheere in south-central Somalia where their piracy ‘expertise’ generates fees from consultancy to piracy ‘firms’. Puntland administration has diverted attention to fighting Galgala militias of Sheikh Atom and protecting dubious, clan-based agencies like Puntland Intelligence Service in the hope of forging consensus within sub-clans who were traditional supporters of Somali Salvation Democratic Front (SSDF). But this strategy has backfired too. It is Mudug region where the late Puntland Minister of Information, Warsame Cabdi Shirwac, was assassinated last year while on a tour of duty. The murderers are still at large. How can Puntland benefit from the new American policy of engaging with regional administrations, clans and sub-clans if the administration adopts counter-productive policies to address political and security challenges?
