FRANCE - A loan of $650 million at ``very advantageous'' terms. EUROPEAN UNION - $650 million in new aid and loans. SAUDI ARABIA - $1 billion in development funding and an additional $100 million grant for the Lebanese government. GERMANY - $134 million. UNITED ARAB EMIRATES - $300 million. SOUTH KOREA - Reluctant to offer a new donation beyond the $5.5 million pledged last year.
