Hassan Sheikh Mohamud, his Cabinet, the Somali Parliamentarians, and the process that ended the country’s status as a transitional government. All Somalis in the Diaspora and in the homeland were enthusiastic and optimistic about the future of Somalia, and were ready to support the new government to lead the country to a new era of peace, true reconciliation and development. PDF and its members are glad to see the quick decrease of wanton destruction of human life, piracy activities, human smuggling and other crimes that blighted Somalia for the past 20 years. This improvement came through the combined efforts of the Federal and local administrations, including Puntland State, but mainly through the military and material support from the International Community. It is possible that many Somalis living in Somalia have lost the concept or personal experience of an effective and peaceful Somali State, especially in terms of democratic institutions, good governance and the requisite qualities of national leadership. It is appreciated that more than anything, all Somalis need a deep political-culture change. All the same, given sufficient good will, abiding by rudimentary agreements and rules should not be beyond any current Somali politician. Despite the chaos that has reigned in Somalia for the last two decades, the TFG and the Internal Community managed to draft a new Roadmap in (2010) to timeline the way forward. A draft Constitution (2012) was ratified through a series of intense collaborative processes involving the Federal Transitional Government, the Regional States, and other Somali stakeholders. Implementing the principles outlined in these documents as agreed by all these stakeholders was to provide a tangible basis for the way forward and to outline opportunities for reconciliation on divisive issues. However, PDF and other Somali Diaspora communities now have serious concerns about the direction the new Federal Government seems to be taking, a direction quite different from that mandated in the ratified agreements. For instance, recent remarks made by the new President hinted at his Excellency’s intention to revisit the agreed upon Constitutional principles with respect to central aspects like land and regional autonomies. Any Mogadishu-centric such attempt would undermine, or undo, the significance of the ratified Draft Constitution, which is the most important political achievement in Somalia’s recent history. PDF does not and would not support any political acrobatic maneuvres or actions that would jeopardize or weaken the relationship between the regional states and the Federal Government. We only want to urge the Federal Government and regional administrations, with the assistance of the International Community, to safeguard the integrity of the Federal Constitution of Somalia and the fundamental principles agreed upon by: • Respecting the principle of the Federal Constitution with regard to regional boundaries and resources • Encouraging local, regional, and federal collaboration on good governance • With help from reliable friendly States and in close partnership and consultation with regional states, to re-establish an effective and inclusive National Army and Border Police whose cadres are recruited from all regions, trained inside the country and accountable only to professional Somali officers • Sharing international aid and support, whether humanitarian, developmental or security equitably between the existing regional administrations and the Federal Government • Including Puntland and other affected key stakeholders from Awdal State, Sool, Sanaag & Cayn regions of ex-British Somaliland in any consultation between Somaliland and the Federal Government of Somalia, if the intention of these meetings is to achieve a lasting peace in that area • Developing a national strategy for the repatriation of our refugees (IDP/EDP) who have been living in inhumane conditions for more than 20 years. This is an urgent matter. The international community should support this. • Resolving land and property issues. In reality, today millions of Somalis can’t go back to their homeland due to illegal occupation of their land, their homes, and other properties. Col. Jama Said Warsame "Afgadu d " told Radio Garowe during a telephone interview that Puntland government forces launched a surprise raid on Al Shabaab positions in the Galgala mountains area on Tuesday morning. "The terrorists have dispersed and fled to different directions, " said Col. Afgadud, the commander of Puntland Defense Force units stationed in the Galgala area. Col. Afgadud noted that Puntland government forces seized key areas in the mountainous region and inflicted casualties on Al Shabaab militants. "The civilian population has fled this area long ago because of the abuses by Al Shabaab militants who came from southern Somalia, " said Col. Afgadud. On Dec. 5 , 20 12, and ag ain on Jan. 3, 2013, Puntland government forces repelled nighttime by Al Shabaab militants in Galgala area. Puntland government officials have vowed to dislodge Al Shabaab militants in the Galgala area . In mid-2010, Puntland government forces concluded a three-month military operation in Galgala by seizing all mountain areas under the militants' control and Puntland officials say the Al Shabaab group in Galgala receives logistical support from Somaliland, to the west. Abdirahman Mohamed Mohamud (Farole) has received U.S. Special Representative to Somalia H.E. Ambassador James C. Swan, on Thursday at the State House in Bossaso. Puntland Cabinet ministers welcomed Amb. Swan’s delegation at Bossaso International Airport and the visiting U.S. delegation met with the President at the State House for discussions on a range of topics. Puntland Finance Minister Farah Ali Jama, Ports Minister Said Mohamed Rage, and Security Minister Khalif Issa Mudan joined President Farole during the discussion with the visiting U.S. officials. The range of discussions covered included, issues related to security and stabilization efforts, humanitarian aid programs, the constitutional adoption in Puntland and the ongoing democratization process, and national developments since the emergence of the Somali Federal Government in August 2012. Amb. Swan commended Puntland Government for strengthening stability and for playing a key role during the end of transition process in Somalia, including contributing to the process for the Somali Federal Constitution. The U.S. Special Representative to Somalia also extended his congratulations to Puntland for rescuing 22 hostages from six countries aboard the MV Iceberg 1 vessel, which pirates held hostage for nearly three years. A 14-day Puntland counter-piracy operation laid siege to the MV Iceberg 1 and all the hostages were safely rescued on Dec. 23, 2012. President Farole expressed appreciation for Ambassador Swan’s visit to Puntland. Puntland government to inaugurate television and radio stations. Puntland government is planning to inaugurate the first television and radio channels since creation of Puntland , sources told Puntlandi. Puntland president Abdirahman Farole told journalists that new Television and Radio stations would be installed in Puntland as soon as possible. The building of the Puntland’s Media stations is about to be completed and all equipments are ready to be set up by expert technicians. Italy has donated the television and the radio for Puntland government . Many journalists in Puntland would have get employment opportunities as well as training facilities.
