Upside to Somali piracy: Better fishing MALINDI, Kenya–Kenyan fisherman are perhaps the only people in the world who have reason to be grateful to Somali pirates – they keep away illegal fishing boats. In past years, illegal commercial trawlers parked off Somalia's coast and scooped up the ocean's contents. Now, fishermen on the northern coast of neighboring Kenya say, the trawlers are not coming because of pirates. "There is a lot of fish now, there is plenty of fish. There is more fish than people can actually use because the international fishermen have been scared away by the pirates," said Athman Seif, the director of the Malindi Marine Association. On one early morning, as the sun bathed their wooden dhow in a pale yellow, four fishermen jumped out of their rickety 15-foot boat, grabbed a hand-woven straw basket and waded ashore. The basket held the bounty: 175 pounds (80 kilograms) of sailfish, barracuda and red snapper, the haul from a 12-hour night on the ocean. Each fisherman stood to make $12, enough in this town to be considered a decent night's work. Fishermen and sportsmen say they've been catching more fish than ever. Howard Lawrence-Brown, who owns Kenya Deep Sea Fishing, said fishing stocks over the last year have been up "enormously – across all species.'' "We had the best marlin season ever last year," said Lawrence-Brown, who owns Kenya Deep Sea Fishing. "The only explanation is that somebody is not targeting them somewhere. ... There's definitely no question about it, the lack of commercial fishing has made a difference.'' Fishermen in the region have seen their incomes and quality of life rise. New boats and better equipment can be seen on the water. In Malindi, a second-tier tourist town whose tastiest seafood restaurant is called "The Old Man and the Sea," after the Ernest Hemingway novel, the income of many families is determined by the number of fish caught during a half-day's turn at sea. On a recent weekday, fisherman Abdi Ali said he has more money of late to send his kids to high school, which costs money in Kenya. As Ali spoke, a man nearby held up a 2.5-foot (.75-meter), 9-pound (4-kilo) red snapper to motorists on Malindi's main oceanfront drive in hopes of enticing a sale. "This year the amount of fish we have caught has been very good. We get about 150 kilograms to 200 and even 300 kilograms, depending on how much we fish," said Ali. Three hundred kilograms is about 660 pounds. "There were fish that had disappeared and have come back like the barracuda, oranda, red snapper and other types," he said. "We are very happy now that there are so many fish.'' Fishermen in Somalia, too, say they've seen increased catches. Traders at a Mogadishu fish market are happy because more fish means lower prices, which means more Somalis can afford to buy. "I remember some days I used to go to the sea early to catch fish and would return with no fish, but nowadays there are plenty. You can catch it everywhere," said fisherman Bakar Osman, 50. "I do not know the reason but I think the foreign fishing vessels, which used to loot our fish, were scared away by pirates.'' Somali pirates have increased attacks the last two years because of the millions of dollars in ransom they can earn. They currently hold close to a dozen vessels and more than 200 crew hostage. Fishermen here acknowledge the horror of the attacks – they occasionally are harassed by pirates themselves. Before the pirates came out in big numbers, fishing longliners roamed the coasts, Lawrence Brown said, laying out miles (kilometers) of line. "They kill everything from the bottom of the ocean to the boat. They run at 22 knots. They can lay their lines for 24 hours, pick them up and get out of there," he said. "The damage on the sports fishing side is immeasurable.'' A report on pirates this year by the S. Rajaratnam School of International Studies in Singapore said the value of illegal catches from Somalia's maritime jurisdiction is estimated at between $90 million and $300 million a year, and that foreign fishing vessels hail from all around the world. The report's author, Clive Schofield, a research fellow with the Australian Centre for Ocean Resources and Security at the University of Wollongong, called it ironic that nations contributing warships to anti-piracy efforts are in some cases directly linked to the foreign fishing vessels "stealing Somalia's offshore resources.'' "This situation has led some pirates to justify their actions on basis of illegal foreign fishing activities – styling themselves 'coastguards' and characterizing ransom demands as 'fines,'" the report said. "Without condoning acts of violence at sea, it is clear that the Somalis who hijack shipping off their coast are in fact not the only 'pirates' operating in these waters," it said. Piracy has not had a huge effect on Kenya's overall fishing industry, which is not very well developed on the coast, according to the permanent secretary for Kenya's Ministry of Fisheries Development, Micheni Japhet Ntiba. Kenya has brought in between 5,000 and 7,000 metric tons of fish off its Indian Ocean coast each of the last several years, he said, less than a tenth of Kenya's yearly catch from Lake Victoria, on Kenya's western edge. Piracy "is a negative thing for Kenya fisherman. It's a negative thing for the Kenyan economy. It's a negative thing for the western Indian Ocean economy," Ntiba said. "What I think is important for us is to invest in security so the government and the private sector can invest in the deep sea ocean resources.'' Still, Kenya's sports fisherman say the pirates appear to have had a hugely positive effect on their industry. Angus Paul, whose family owns the Kingfisher sports fishing company, said that over the past season clients on his catch-and-release sports fishing outings averaged 12 or 13 sail fish a day. That compares with two or three in previous years. Somali pirates, Paul said, are a group of terrorists, "but as long as they can keep the big commercial boats out, not fishing the waters, then it benefits a lot of other smaller people.''   4. Capacity and size are not matters for discussion when you propose a merger. They are a reality that you acknowledge before a proposed merger and take into account. Additionally - a merger implies a meeting of equals more or less. In the business world - there are other terms that would be more appropriate to what you are suggesting. A takeover, an acquisition etc. BUT... At the end of the day - folks have to want to be part of a political entity and the folks in the political entity they are joining must desire a union. One last point - why do you need to merge regions if the problem is Gslkacyo security? Surely there are other ways of addressing that without proposing this. It seems you have a big blindspot here. Could not have said it better. What is merging? Now the whole purpose of the federal system that we want to promote is that when states like Galmudug and others eventually get their acts together, then it is very possible we can all "merge" the different Somali states politically under one united SOMALIA. In the meantime, each and everyone of us must work towards developing the political, economic and social infrastructure necessary to make this possible in the near future, insha Allah.   6. .. CL: Adeer, as a parent I have my own preferences for my child, I prefer a Somali and in that I don’t care what clan he hails from. Her veins already has the blood of many different clans running through them. However I believe culture is important, and I do not want her, to marry outside her Somali race that’s the only advice I would give her, however its just my advice and position. Now go roll your eyes some more.
  7. After a near decade of skirmish, full battles and saber rattling, is it not time for a peace initiative between the secessionists and unionists from Puntland? These two communities have frustrated the rest of the law abiding Nomads in the forum with their constant competition, who cares if Burco is better than Galkacyu or if Qhardo is hipper than Hargaysa? The peace requires a grand gesture from a young, educated noble Somali such as myself, who’s life quest is to promote good will amongst the clans. I have therefore decided to make that greatest of sacrifice and ask for Ibti;s hand. I am making a formal request to the SOL secessionist bigwigs and kinsmen of the lady in question, notably Ngoonge, Norf & JB. I am willing to negotiate a good price for the dowry, and all communications should be addressed to my kinsmen and Abdullahi Yusuf supporter S*S. My best man will be Che, and bodyguard will be FUFU in case reer Burco try anything. PS: Edoo KK’s approval is pending, she will decide if this union meets the families Nasab requirements.

If someone lived in Japan, and fell in love with a local girl, would they think of Nasb? Somali groups fight over key central town 10 Jan 10, 2010 - 3:06:01 PM Heavy fighting between Ahlu Sunna Wal-Jamaa and Hizbul Islam forces in Beledweyne town, the capital of Hiran region in central Somalia, have caused heavy casualties mostly on combatants. Witnesses in Beledweyne said the fighting start after Ahlu Sunna militias attacked Hizbul Islam fighters in the town. Adam Abdulle Awale, Hizbul Islam official told the reporters that his group attacked Ahlu Sunna militias based a place near east of the city and they want to recapture whole the city. "Our troops attacked east of the town and now they are at the central of the city, the fighting still is going on, the government are not backing us." said the Ahlu Sunna official. Reports suggest that the pro-government troops is getting support from clan militia nd Government forces. Hiran governor for Hizbul Islam militias Sheikh Shurie Farah Sabrie told the reporters Ahlu Sunna militias attacked his group and they are defending their authority, adding that the clashes has spread to the entire town. Journalists in Beledweyne told GO the fighting is heavy and the two groups are exchanging heavy weapons, with most the town’s business and transport coming into standstill. The actual figure of the casualty is yet unknown however report suggest that several people are feared to be dead with wounded ones admitted in Beledweyne Hospital. The clashes come after Ahlu-Sunnah, which controlled large swathes of central Somalia, vowed to capture Hiran region from the rebel forces. Meanwhile, heavy fighting in the restive capital Mogadishu has killed more than three people and injured eight others. The clashes erupted after government forces backed by African Union troops launched attacks on rebel-held district of Abdulaziz, leading to heavy exchanging of gunfire with Al-Shabaab fighters. The bullet-riddled seaside city has been scene of heavy clashes between rival forces, which killed more than 30 people last week.   12. Hassan: adeer, Eyl is a district of Garowe, and comes under the control of the state. The pirates are a criminal enterprise and not a clan one. In Hobyo, Guriceel, Cadaado and even Galinsoor, you have sub clans with arms who do not recognise nor even nogotiated with Galmudug. Thus what is your point?
  13. Zack, adeer you dont understand the whole point here. Galmudug is a single sub clan that claims South Mudug. Thus how does joining a state with many united Sub clans help their cause? They would be marginal. As for south Galkacyu, an arrangement could be made to bring the city under a joing security of the communities. Thats something we can work on. Pushing a non existent political merger would only make things worse, specially for the Galmudug folks.
  14. It's a fact that Galmudug does not control Hobyo or Xaradheere and that it is claims will not work on hese regions without th consent of the well armed and numerous clan of Cadaado & Guriceel. This the problem with this whole argument, how can a sub clan claim to be a state? It's like the clan of Goldogob or North Mudug claiming to be a state. Ludicrous really and those who think this is a good idea, will get no where.
  15. There is no claim to Galkacyu Adeer. There is Baraxlay which we never coveted nor claimed. The cities main arteries are in Puntland. This talk is wastefull and this day dream of some will only result in unnecessary loss of lives. The SSDF agreement with the USC Highlights the truth. Galkacyu admin under the new Mayor Ina Xaji Xasan is taking the right steps to address certain issues which has plague the previous admins.

  18. Galkacyu is one city, the cities airport, markets, both check points south and North come under Puntland state. All the main districts come under Puntland, only Baraxlay or parts of Wadajir comes under what is termed as Galmudug. Now what is merging? A state that covers the whole North East of Somalia and a single sub clan? The future for Galkacyu is to be like Kansas city, a city with two states, two police forces, working to maintain order with a common goal of protecting all the population living in peace. The local clans should hold a conference to work out the security, so as to not have any further confusion. The political reality is, Galkacyu will remain Puntland State's second largets city and second economic cash cow, regardless of what many want. Galmudug need to look to central Somalia, to join Galgadudd, Hiiraan & Lower Shabbele in a new union and a new state comparable to Puntland.

Political: Somali lawmakers protest non-payment 5 Jan 5, 2010 - 6:24:08 AM Somali lawmakers are protesting against the non-payment of nine months, resulting to the delay in parliament proceedings. Somali speaker Sheikh Adan Madobe and his 2nd Deputy Prof. Mahammed Omar Dalha, said the parliamentary session could not be hold before settling the dues of the lawmakers. “The MPs could not afford expenses to attend the parliament. And they don’t have security guards who will protect them inside Mogadishu, particularly the government-controlled areas,” said Prof. Dalha. The Speaker on his part said the several agendas are lined up for the parliament to debate but could not be debated because of lawmakers’ non-payment. “The lawmakers don’t have money to rent cars. So, they need allowance to allow them attend the meetings and that’s the work of TFG,” added Madobe. However, the 2nd Deputy Speaker says the parliament will resume its sitting once all this is settled and the MPs who are currently outside the country return to the restive capital. Mahamed Gelle Kahiye escaped a remote-controlled bomb targeted on his car while driving in the southern of the restive capital Mogadishu . Somali police spokesman Abdullahi Hassan said the blast ripped through the car of the chief’s security guards, killing a soldier and injuring three others. “The roadside bomb was targeted on Somali military commander vehicle. One of his security men died and three others were wounded. The military chief was unhurt” he told reporters. Somalia’s Al-Shabaab insurgents claimed responsibility of the blast, adding the commander was targeted because of his decision to lead the government forces in the planned offensives against the rebels. “We wanted to kill the military chief to counter government planned offensives on our positions in Mogadishu and its environs,” said an Al-Shabaab member, who refused to be named. Witnesses said the security guards opened fire on by-passers after the blast, injuring three people.
