Dozens killed in clashes between Somali government forces and Islamist militants NAIROBI -- Intense clashes between U.S.-backed Somali government forces and Islamist militants linked to al-Qaeda killed at least 53 civilians and wounded scores over the past week, a Somali human rights group said Tuesday. Fighting, including tit-for-tat shelling on heavily populated areas, has escalated in northern Mogadishu, the Somali capital, in the days since Somalia's hard-line al-Shabab militia asserted responsibility for bombings in the Ugandan capital of Kampala that killed 76 people watching the World Cup final on television at two crowded venues. "The shelling is continuing," Ali Yesin, deputy director of the human rights group Elman, said by phone from Mogadishu. "The situation is getting worse." On Tuesday, al-Shabab ambushed a Kenyan police unit patrolling the Kenyan-Somali border, wounding one officer and prompting Kenyan authorities to send reinforcements to the border, according to news reports. Since the bombings in Uganda, Kenyan security officials have been on heightened alert, fearing that Somalia's civil war could spill into Kenya. In recent months, al-Shabab has staged several cross-border raids into the northeastern part of the country, where hundreds of thousands of Somali refugees live. African leaders are expected to discuss the civil war at an African Union summit this week in Kampala. The Ugandan bombings were the first major international attacks by the militia, raising fears that Somalia's conflict could destabilize the region. The militia, which has imposed a strict interpretation of Islam in areas it controls, is seeking to overthrow the weak transitional Somali government. An African Union peacekeeping force is protecting the government in the sliver of the capital it controls. But medical officials and human rights groups accuse the force of indiscriminately killing hundreds of civilians. Al-Shabab leaders have declared the Ugandan bombings retaliation for the shelling by the peacekeeping force, which is made up of Ugandan and Burundian troops. On Tuesday, Gen. William E. Ward, who heads U.S. Africa Command, said the U.S. military is prepared to increase its support for the peacekeepers. "The nations that are contributing forces to . . . the African Union mission in Somalia -- we are working very closely with their logistics, their training, their transportation, information that they would use to be effective in what they do, and we continue looking for ways, based on what they ask us, to enhance these efforts," he told the Center for Strategic and International Studies, Reuters reported.

AU military chiefs draw Somalia war plan Posted Wednesday, July 21 2010 at 00:00 A key Somalia strategy meeting is underway in the Ethiopian capital, Addis Ababa, with military chiefs from across Africa expected to hammer out a plan of action to confront the crisis in the war-torn country. It was announced yesterday on the sidelines of the ongoing AU Summit in Kampala that the African Union and regional Inter-Governmental Authority on Development (IGAD) expect their military representatives to assess the resources that will be required to rid Somalia of the terrorist-affiliated al Shabaab militants. Deputy Chairperson of the African Union Erastus Mwencha told journalists in Munyonyo that Somalia is high on the Summit agenda. He said resolutions from the Addis meeting would be presented to the AU Executive Council sitting in Kampala in three days. “Our military people are having a meeting in Addis Ababa to discuss the strategy and the logistics needed to deal with this Somali situation,” he said. He blamed the delay by other African countries to reinforce Burundian and Ugandan peacekeepers in Somalia on lack of capacity. “It takes courage, commitment and resources to deploy troops for peacekeeping especially when you hear that those who are there are being killed. The problem has been lack of capacity. Commitment from the member countries exists but they lack resources, nothing else,” he said. Uganda has about 3,400 troops, whereas Burundi has so far sent 1,600 troops. Nigeria, Malawi and Ghana had pledged forces to make up the initial envisaged 8,000 peacekeeping mission (AMISOM) but have not honoured their pledges. AMISOM has recently been upgraded to an expected 20,000-strong force. Mr Mwencha said the July 11 terrorist attacks in Kampala were “a wake-up call” to African countries to unite and put in place measures to end the 19-year Somalia civil war that threatens regional security. The Somali militant group, al- Shabaab, have claimed responsibility for the bomb blasts that left 76 people dead in Kampala. Giving a hint of a possible shift in continental opinion that will likely see Amisom’s peacekeeping mandate changed, Mr Mwencha asked: “What peace is there to keep” in the troubled country?” “That is why we are saying we need at least 20,000 troops in Somalia to ensure peace. We are calling upon the international community to come and help us. “If we got everything we need in place today, troops will be dispatched to Somalia tomorrow.” “The international community is too far to feel the pinch of the Somalia situation, but we now have piracy and terrorism that are affecting everybody. These are not African problems alone,” said the official. Following the blasts in Kampala, President Museveni announced that he was ready to commit more troops to deal with the terrorists in Somalia, once cleared by IGAD and other AU member states.

Sabbar Kashur, 30, was sentenced to 18 months in prison on Monday after the court ruled that he was guilty of rape by deception. According to the complaint filed by the woman with the Jerusalem district court, the two met in downtown Jerusalem in September 2008 where Kashur, an Arab from East Jerusalem, introduced himself as a Jewish bachelor seeking a serious relationship. The two then had consensual sex in a nearby building before Kashur left. When she later found out that he was not Jewish but an Arab, she filed a criminal complaint for rape and indecent assault. Although Kashur was initially charged with rape and indecent assault, this was changed to a charge of rape by deception as part of a plea bargain arrangement. Handing down the verdict, Tzvi Segal, one of three judges on the case, acknowledged that sex had been consensual but said that although not "a classical rape by force," the woman would not have consented if she had not believed Kashur was Jewish. The sex therefore was obtained under false pretences, the judges said. "If she hadn't thought the accused was a Jewish bachelor interested in a serious romantic relationship, she would not have cooperated," they added. The court ruled that Kashur should receive a jail term and rejected the option of a six-month community service order. He was said to be seeking to appeal. Segal said: "The court is obliged to protect the public interest from sophisticated, smooth-tongued criminals who can deceive innocent victims at an unbearable price – the sanctity of their bodies and souls. When the very basis of trust between human beings drops, especially when the matters at hand are so intimate, sensitive and fateful, the court is required to stand firmly at the side of the victims – actual and potential – to protect their wellbeing. Otherwise, they will be used, manipulated and misled, while paying only a tolerable and symbolic price." Gideon Levy, a liberal Israeli commentator, was quoted as saying: "I would like to raise only one question with the judge. What if this guy had been a Jew who pretended to be a Muslim and had sex with a Muslim woman? "Would he have been convicted of rape? The answer is: of course not." Dan Meridor, a deputy prime minister in Binyamin Netanyahu's government, is opposed to the proposal. "Why does every bill need the word 'Jewish' in it – to show the Arab citizens that it doesn't belong to them? Then we're all shocked when they radicalise their stance. "The majority doesn't need to remind the minority that it is in fact a minority all the time," he added.

  20. I just watched the whole report and it was fair. Yes like Jacfar pointed out he got some of his info wrong, the Somali population of the Twin Cities are not as large as London or Toronto. However he was spot on with the tensions within the community regarding being Somali/American, which comes first and the financial and emotional burden that our families back home exert on us individually. It was a good report and even flattered our community a little with our fleet markets or malls shining like never before. I do enjoy the Rage Omaar reports a great deal.

The leader of al-Shabab — Sheik Muktar Abu Zubayr — also thanked the militants who carried out Sunday's twin bombings in Uganda that killed 76 people. It was the first time al-Shabab had struck outside Somalia's borders. In the audio message played on Mogadishu radio stations, Abu Zubayr told Uganda's president that more attacks would be carried out. "I say to the Ugandan president what has happened in Kampala was only the beginning. We will keep revenging what your soldiers remorselessly did to our people. Your tanks destroyed the remains of our buildings in Mogadishu and we will also revenge that," Abu Zubayr said. The bombings on Sunday ripped through a restaurant and rugby club as crowds watched the World Cup final between Spain and the Netherlands on television. Al-Shabab said the bombings were revenge for Uganda's deployment of peacekeepers in Mogadishu with the African Union force, known as AMISOM. Al-Shabab battles African Union and Somali forces in the streets of Mogadishu daily, in an effort to topple Somalia's weak, U.N.-backed administration. Those attacks often miss their military targets and the crossfire kills scores of civilians, "What is called AMISOM has committed a nasty massacre in Mogadishu, worse than the ones committed before by the Ethiopians and Americans: constant shelling at poor civilian populations, tanks leveling what remained of Mogadishu buildings and machine-guns shot at public vehicles. All those were the habits of AMISOM," Abu Zabayr said. Abu Zubayr also thanked the militant team that carried out the attacks. He said they were members of the Saleh Ali Saleh Nabhan contingent, named after the militant killed in a U.S. commando raid in rural southern Somalia last September. Nabhan was wanted for the 2002 car bombing of a beach resort in Kenya and an attempt to shoot down an Israeli airliner. Meanwhile, Ugandan President Yoweri Museveni said at a news conference that his country is committed to sending 2,000 more troops to Somalia if the East African regional bloc known as IGAD agrees. He also called for African Union members to send up to 20,000 troops to Somalia "as soon as possible." There are currently more than 5,000 AU troops in Mogadishu from Uganda and Burundi. After the twin bombings in Kampala, al-Shabab also threatened to attack Burundi. Uganda hosts an African Union summit later this month where Somalia force levels will be discussed. Museveni told Ugandans not to blame the Somali community in Kampala for Sunday's attacks amid reports of rising tensions between Ugandans and Somalis. "Not all the Somali people are dangerous," the Ugandan president said. "There could be some elements who are dangerous but the majority are good." Museveni vowed to find the terrorists who carried out the attacks and "eliminate them." Over the last two years, foreign fighters numbering in the low hundreds with experience in Afghanistan, Pakistan and Iraq have joined al-Shabab, according to international officials, raising the group's level of militant expertise. Somali-Americans have been recruited and taken part in suicide bombings. The U.S. branded al-Shabab a terrorist organization in 2008, more than a year after Ethiopia sent troops into Somalia and touched off an Islamist and nationalist insurgency that still rages.

"I am optimistic that these numbers will be raised now - especially now - because these people have provoked the world more than before. And I can assure you they have invited a lot of problems for themselves," he told journalists in Uganda. The regional grouping Igad last week promised to send an extra 2,000 peacekeepers to the African Union Mission in Somalia, Amisom, which currently has 5,000 troops protecting the UN-backed government. 'Typical language' But Mr Museveni said he wanted their mandate to be changed. Some opposition politicians have said the country should withdraw - an option strongly rejected by the government. Burundi, the only other country to have contributed to the AU force, has also said it will keep its troops in Somalia. But it has stepped up security, as has Kenya, which is training Somali government forces. Kampala is due to host an African Union summit next week, which Mr Museveni says will go ahead as planned. The UN has agreed in principle to take over the peacekeeping mission in Somalia but has declined to set a date. Many countries are wary of sending troops to lawless Somalia, which has been in a state of anarchy for two decades. On Wednesday, US officials accused al-Shabab of being racist and not respecting the lives of Africans. Six people have been arrested over the blasts, the AFP news agency quotes a police spokeswoman as saying. AFP also quotes a minister as confirming that at least one of the blasts was caused by a suicide bomber.
