U.S. Peacekeeping Plan for Somalia Criticized Sending Intervention Force Could Create Wider War With Islamic Militias, Some Fear By Colum Lynch Washington Post Staff Writer Wednesday, November 29, 2006; Page A19 UNITED NATIONS, Nov. 28 -- The United States has finalized a draft U.N. Security Council resolution that would authorize a force of East African peacekeepers to intervene in Somalia to prevent the overthrow of the country's struggling government at the hands of Islamic militias. But some European diplomats and other critics expressed concern that the initiative could trigger a wider war in the region. The U.S. proposal comes as an alliance of militias, known as the Conservative Council of Islamic Courts, is extending its military and political control over Somalia and threatening the country's weak interim government. Ethiopia has sent thousands of troops to help prop up the government while its rival, Eritrea, has deployed thousands of troops to fight alongside the militias, according to a recent U.N. report. The U.S. text, which is backed by China, Russia and key African states, would permit an East African protection force to provide security for Somalia's transitional federal government, based in Baidoa. It would partly lift a 14-year arms embargo so East African troops could train a Somali security force and import weapons to fulfill their mandate. And it would also commit the Security Council to "consider taking measures" against states that try to "overthrow" the interim government, threaten regional stability or "seek to prevent or block" peace talks. An alliance of seven East African governments, known as the Intergovernmental Authority on Development, first proposed such a regional force to protect Somalia's interim government more than 1 1/2 years ago, before the Islamic militias emerged as a major power. The troops probably would be drawn primarily from Uganda, council diplomats said, but Ethiopia and Kenya have also expressed an interest in participating. The African Union subsequently backed the proposal, but it then languished at the United Nations. The case for an intervention force became more urgent this past summer, after the militias seized control of Mogadishu, Somalia's capital, from a loose alliance of Somali warlords. U.S. and African diplomats, along with others at the United Nations, are worried that the militias are poised to drive out the government. They have encouraged the interim government and the Islamic Courts Union to negotiate a political settlement to end the fighting. European and U.N. officials have privately voiced concern that the establishment of the force, which the militias oppose, could provoke a new military offensive against the government. They have also expressed fears that the conflict could reignite fighting between Ethiopia and Eritrea, which ended their border war in 2000. "We need to . . . encourage the Somali parties to continue the dialogue," said U.N. Secretary General Kofi Annan. "What is also important is we need to make sure that neighboring countries do not get drawn in, because there is a tendency for some of the neighboring countries to get drawn in." The International Crisis Group, a Brussels-based think tank, issued a warning Monday that the U.S. resolution "could trigger all-out war in Somalia" and destabilize the Horn of Africa. "You don't win in Somalia by picking one side and support it and funneling arms to it," said Nick Grono, an expert on Africa at the organization. He said the Islamic militias have warned that they would respond to foreign intervention with the declaration of a holy war. "That is a recipe for jihad," he said. France and other European governments have asked the United States to consider amendments designed to assure the Islamic militias that they are not taking sides in the war. For instance, they are calling for the exclusion of the countries bordering Somalia -- Ethiopia, Djibouti and Kenya -- from participating in the force. A U.S. spokesman said the United States probably will present its draft resolution to the 15-nation council on Wednesday. Other council diplomats suggested that the U.N. dispute may delay that. John R. Bolton, the U.S. ambassador to the United Nations, said the United States is "trying to move as fast as we can" to call for a vote on the resolution. But he said he is still "seeking agreement from a number of countries on some critical points "We need to do something as opposed to just watching the situation deteriorate," he added. "But we want to get it right."."

According to the deal, there will be a deployment in Somalia of a joint peacekeeping force put together by the African Union and the regional Inter-Governmental Authority on Development (Igad), as the two groups have requested. The diplomats said the resolution which is being prepared in consultation with Britain, would also ease a UN arms embargo to enable both the peacekeepers and Somali interim government security forces to legally obtain weapons. However, even before its debut in the 15-nation council, the measure has kicked off a lively debate over whether it would help stabilize Somalia, as Washington and London hope, or trigger wider fighting, as European Union experts and a major international think-tank have suggested. "We are still in consultation on the situation and at this point I’d rather not comment publicly. But we are very actively making progress, and I would hope within a couple of days we might have something that we are prepared to say publicly," US Ambassador John Bolton said when asked about the draft. The Brussels-based International Crisis Group, in a report released yesterday, warned the text could backfire on its supporters by undermining the transitional government, strengthening rival Islamists and leading to wider war.

For example even the Chinese are ready to help with training and even peace keepers. Today we have the Russains supporting this motion. So this is bigger than Ethiopia and even Igad. This is Somalia coming back from the long years of ISOLATION. I trully belive when the TFG gets the right support it will be able on its own to secure the country even Mogadishu. The Clan Courts know this, thus this outcry and consistant idle threats to every one from Kenya to the US.. -

And also, one could hardly consider IGAD regiments to be peace-keepers' Never seen aggresive peace-keepers. The idea itself is an oxymoronic one.The truth is they will be engaging with the courts, and the fact alone is gonna make them an occupying force. Under international law any aggression against mandated peace keepers will be seen as a criminal act. That fact alone should spell much trouble to the courts. Che, you seem to be deluding yourself. The Clan Courst will not gain the support of the majority of the people of Somalia. Lets look at the regions of the south for example, who will fight for the courts in Lower Shabbele, Bay & Bakool, Gedo, Juba's and even in the middle Shabbele and North of Mogadishu? Can one compare this ragtag clan millitia to the Sunni's of Iraq 5 million people who all feel angry at the loss of their power. The Pashtun majority of Afghanistan, supported by the powerful ISI, or the ethnic conflict of the people of Darfur supported by Chad and the Janjaweed which has the blessing of Khartum. The Clan Courts are an obsticle to the people of the South of Somalia, they have no power in the North-West, North-East and even parts of the centre. Thus with international support the TFG insha Allah will be able to regain the whole country. -

^^^You dont know who will fight and dont try to get clever like the clan courts and make everyone agaisnt them "Amxaro". The government has the support of the people, no single clan even the clan courts has rejected the TFG. The other point about control, is a valid one and this removal of the arms embargo against the TFG will give it the necessary strength to take over the control of the regions one by one. PS: This supposed war or Jihad, is no more than the talk of the Clan Courts, their power is strong relative to armed clans of Somalia but nothing in the conventional sense. We have to wait and see, but lets note that if any faction attacks peace keepers which has approval from the security council, you will become wanted world wide. Aside from boasts we will see if the Clan Courts actually declare war on the Peace keepers if they do, even their retainers in the Arab world will be in hiding. You win wars, not just by fighting but through diplomacy and politics as well. So far advantage Yusuf.. -

^^^Che. you are the joke comparing Somalia to those tow nations. Somalia has a governemnt which has the support of its people. No government can function with an arms embargo on it. The TFG will get what no governemnt ever had before it an opportunity to recruit, arm and feed its troops. Which are loyal not to clan but to country. The IGAD troops will assist in training and securing the officials and offfices of the state. They will not fight, the Somali national forces will be enough for the courts and so on. This is a landmark moment and thus all the cries and panic of the opposition is to be expected. -

Somali parliament backs plan for peacekeepers By Sahal Abdulle MOGADISHU, Nov 29 (Reuters) - Somalia's interim government voted on Wednesday to support a U.S. proposal that would let east African peacekeepers deploy in the violent state, but the rival Islamist movement said that would trigger a war. Diplomats say Washington will soon unveil a proposed U.N. Security Council resolution that would lift an arms embargo to let regional troops legally enter Somalia with their weapons. Somali lawmakers, confined to provincial Baidoa town because of rapid territorial gains by the militarily superior Islamists, voted overwhelmingly on Wednesday to support the plan. "This resolution will pave the way for regional peacekeepers to help the transitional federal government stabilise and bring peace to the country," member of parliament Abdirashid Adan Gabyow told Reuters by telephone after casting his vote. The proposed U.N. resolution has prompted a lively debate about whether it would help stabilise Somalia, as the U.S. and Britain hope, or cause a broader conflict, as European Union experts and a major international think-tank have suggested. The Islamists -- who threaten the government's authority after seizing the capital Mogadishu and much of the south in June -- bitterly oppose foreign fighters operating in Somalia. "The whole world knows the passage of this resolution will bring nothing but war," Ibrahim Hassan Addow, the Islamists' foreign affairs chief, told Reuters in Mogadishu. He said it was aimed at legitimising the presence of thousands of Ethiopian troops the Islamists and diplomats say are in the country to prop up the Western-backed government. And he said if it was approved by the United Nations, it would spell the end of stalled peace talks between the two sides. "The Americans will bear the responsibility," he said. At a rally of thousands of protesters in the capital on Tuesday, one top Islamist leader said their forces had exchanged artillery fire with Ethiopian troops at a key central town. There was no independent confirmation of the reported clash, 700 km (435 miles) north of Mogadishu. Ethiopia denies sending troops, but says it has several hundred military trainers there. Analysts fear an all-out confrontation between the government and Islamists could spiral into a wider regional war, sucking in neighbouring countries. ^^^Indeed, Xasan Dahir is a bad tactician, he lost to Yusuf in 1993 and at that time Yusuf was just a leader of a wing of the SSDF. Today Xasan talks in terms of a real power forgetting it took him and his foreign backers 4 months to defat the warlords of Mogadishu and they won by paying of certain clans.. There has been no clear millitary victory of this so called powerful Clan Courts.. -

^^^xOx, I never heard of the man mentioned, nor are there any news from the Puntland sources to this story thus far. Oh the point about Ethiopia bombing Mogadishu, seems to be a scary mongering story which highlights the fear of the clan courts more than presenting reality.

^^^Xiin, we differ on these issues, the obsticle to Somali governance is within the Somalis'. The TFG plan is for the rule of law throught the nation thus the requirement of building up national armed forces made up of all clans to secure the country. This is in line with my point regarding return of control of the south to its inhabitants. What you have in Kismayu is no solution for Barres' kin were replaced by Turki's kin, the power still rests with outside forces not of the Juba's and indeed the situation is as bad as ever. The soultion thus is the governments plan whic is that every region should be run by its stakeholders. The example you need is Baido. Every district of Bay has local elected officials.

Also in the Afro-Sino summit a couple of weeks ago, Mubarak and Melez held face to face talks and discussed the situation in Somalia.. Somali-Friend keep them coming..

^^^Xiin, the old man startegy was to strengthen the governemnt and thus the collection of warlords and their outside contacts was an important step. The Clan Courts pleaded with their kinsmen to return to Mogadishu and stop the fighting on many occasions. Rememebr not long ago the Courts were in alliance with the warlords or Balcad group. Thus the old man has limited the opposition to his government, and now only has Clan Courts to deal with everyone else is following his orders including Qaybdeed.. The warlords had some powerful backers and hence the lack of progress for two years with regards to taking out the embargo and other issues that cripled the TFG. If Yusuf had ignored the broken warlords the he would have dealt with both Clan Courts and re-armed warlords working independently with the support of Ethiopia and other powers. Your valiant "wadaads", after little research have turned out to be nothing more than a movement led by shaddy business men and with power centred on a single sub-clan, hence Xasan Dahir taking the top job without any argument and IndaCade becoming chief of security. Cirfo [Afgoyee fame] is in the Shura. Their occupation of the fertile south continues regardless of the fake news that they transfered it and Cayrow, took such action. There is too much evidance coming from local resources to rubish these claims. This sub-clan has a monopoly on Qad and Charcoal trade which are both banned in Mogadishu but ongoing in lower Shabbele... The whole Courts movement seems to be an amatuer group, religious only in dress with "Ethiopia is coming" the slogan of the moment. Indeed Ethiopia might come and lead to a weakening of their power and thus the real reveloution of the south will then take place, in which the armed minority are swept aside, out of power, and the unarmed majority gain their rightful place and control their regions. In any war, no matter what you say dear brother. There will be little support for the Clan Courts and specially in the south. This is what President Yusuf has gained, an enemy who barks too loud but has little bite. No matter the threats the situation is not as bad for the TFG as it was a year ago.
