Somalia's government welcomes draft U.N. resolution on regional military force Posted to the Web Dec 02, 18:55 MOGADISHU, Somalia: Somalia's transitional government welcomed a draft U.N. resolution that would authorize the deployment of a regional military force to protect the fragile government, as its Islamic rivals continued their expansion in the country. Information Minister Ali Ahmed Jama Jengeli said Saturday that the American proposal — which would also threaten U.N. Security Council action against those who block peace efforts or attempt to overthrow the government — was a "a good step toward the stabilization of Somalia."

U.S. Proposing Regional Force to Monitor Somalia Violence Sign In to E-Mail This Print Reprints Save By WARREN HOGE Published: December 2, 2006 UNITED NATIONS, Dec. 1 — The United States circulated a draft resolution on Somalia on Friday, urging a regional peacekeeping force to monitor a struggle for control between the country’s embattled government and its powerful Islamist foes, and calling for a partial lifting of an arms embargo to enable the equipping of local security units. The 8,000-member force would come from seven East African nations but not from neighboring states of Kenya, Djibouti and Ethiopia. This restriction was added out of concern that the proposed United Nations move, aimed at calming tensions, might end up provoking wider hostilities. The International Crisis Group, a Brussels-based study group with expertise in the area, raised alarm this week by predicting that deploying a force, particularly one that included soldiers from neighboring countries, “could trigger all-out war in Somalia and destablize the entire Horn of Africa region.” John R. Bolton, the American ambassador, expressed annoyance with this view. “You know, people criticize us when we take action on the ground, that our taking action makes the situation worse,” he said. “O.K., so what is the answer, not to take action?” He said, “What we want to do is endorse the insertion of the regional peacekeeping force, which many of the African states have called for, in order to provide some measure of stability there to permit a political solution.” Somalia has not had an effective government since 1991, when warlords overthrew the president and then turned on each other. The interim government, formed two years ago and supported by the United Nations, controls only Baidoa, the provincial town where it is headquartered, while the Islamic alliance, known as the Union of Islamic Courts, has taken over Mogadishu, the capital, and increased its grip on the rest of the country. Ethiopia supports the interim government and has sent troops into the country. Washington earlier backed a coalition of warlords to try to combat the Islamists, who the United States believed harbored terrorists. The draft urged the Islamists to “cease any further military expansion and reject those with an extremist agenda or links with international terrorism.” It noted the Security Council’s willingness “to engage with all parties in Somalia, including the Union of Islamic Courts, if they are committed to achieving a political settlement through peaceful and inclusive dialogue.” There is fear that Ethiopia and Eritrea, which are in a tense faceoff over their disputed border, are fighting a proxy war in Somalia. Eritrea also would most likely be barred from participating in the peacekeeping force under the resolution. The United Nations arms embargo on Somalia, which has been notoriously porous, began in 1992. U.S. diplomats distributed a draft Security Council resolution Friday that would authorize a regional force to support Somalia's transitional federal institutions based in Baidoa, 250 kilometes northwest of the capital, Mogadishu. The measure would allow a partial lifting of a 1992 arms embargo that is has largely failed to keep weapons out of the Horn of Africa nation. U.S. Ambassador to the U.N. John Bolton says the resolution envisions an eight-thousand strong peacekeeping mission staffed by the seven-nation African regional group. He says mission is designed to provide stability to the transitional government in the face of strong pressure from Islamists who control Mogadishu. "The transitional federal government is under pressure from Islamic Courts Union and the stability, such as it is, is in grave peril and what we want to do is introduce this regional peacekeeping force, endorse insertion of regional peacekeeping force which many of the African states have called for in order to provide a measure of stability there," he said. Deployment of the force is fiercely opposed by the Islamic Courts Union, which captured Mogadishu last June, then took control of much of the south and central parts of Somalia. QUESTION: The U.S. resolution on the stabilization force of Somalia is one of the things that the Security Council is discussing today. And I wonder if you can give us the status of that resolution. Has it been discussed yet, where it is now? And also, if you can a little bit farther give us a detail of the content of the resolution because I -- as you know, there is some resolved -- unresolved issues on the subject like the front government -- you know, front in neighboring countries. Will they be added on the force or that sort of things or what they going to do about the Ethiopian troops that are already inside Somalia, that sort of thing? MR. CASEY: Well, actually, I'm not aware that the resolution has been tabled today. I know there have been discussions about this at the UN. Certainly I don't have any details of it to share with you. I do think that we've made our basic view clear, though, that we want to act in support of the decisions that have been taken both by IGAD - as well as by the African Union in terms of trying to help promote a solution to the longstanding problems in Somalia. Ultimately our end goal is establishing a reasonable security and a functioning government for the people of Somalia that frankly had been without one for more than a decade now. There are a number of ideas that are being discussed related to that. I know one that we've spoken about before here in this briefing includes following up on the IGAD and AU proposal for a regional stabilization force, an IGAD-led stabilization force to be participating in that. But in terms of the details of how that will be put forward in the resolution, I'm afraid we'll just have to wait and see what actually gets put down on the table in New York. I don't have any further information on that. QUESTION: There's a widespread of disagreement on the issue of lifting the arm embargo, for example. And if you, even within the Somali -- the (inaudible) of the TFG themselves, it's a lot of conflict. I just wonder why U.S. decided to vote for this one at this particular time, to (inaudible). MR. CASEY: Well, again, I think let's wait until a resolution is actually put forward and you can take a look at it. Again, what we're trying to achieve here is a solution to the longstanding problems in Somalia. I'm not aware that we're changing or have changed our views on the arms embargo. QUESTION: And finally. MR. CASEY: Yeah. Third time's a charm. QUESTION: That's all right. Thanks. And if you will look into what was going on in the region for the last few days, Meles Zenawi, the Prime Minister of Ethiopia, have talk on very harsh words against the Islamists. The Islamists responded saying we will take a jihad. And already the report is showing that a lot of the Ethiopian troops inside Somalia. It looks like war is imminent at the moment. What is U.S. Government -- any plans to defuse this tension? MR. CASEY: Well, I think that gets us back to where we started. What we believe is important is that there is a UN-sponsored solution to this that involves Somalia's neighbors as well as the broader African Union. There are a number of different elements to that. Obviously, we have spoken about the need to strengthen the Transitional Federal Institutions and government. We've also spoken to and encouraged the efforts at dialogue between those institutions and the Union of Islamic Courts. And again, as has been discussed, we also believe it's important to follow through on the regional proposals to have a stabilization force or a stabilization element there as a way of ensuring that there is something in place that can help provide stability and can do so in a neutral way so that you don't have involvement of other players individually or then you don't run the risk of having some kind of broader conflict established. And we believe that implementing this kind of force and taking these kinds of steps will, in effect, help provide for, again, the end goal, which is having a functioning government and a more normal functioning of the country that Somalia has been lacking for so long. QUESTION: Thank you. QUESTION: What is your understanding of what the Ethiopians are up to inside Somali territory? MR. CASEY: George, we've seen various press reports, but I really don't have anything to offer you in terms of specific details.

US seeks UN backing for Somalia peacekeeping force Posted to the Web Dec 01, 21:20 UNITED NATIONS, Dec 1 (Reuters) - The United States will endorse African peacekeepers to help prop up Somalia's shaky interim government in a draft resolution to be unveiled on Friday, U.S. Ambassador John Bolton said. Washington's draft would also ease a widely ignored 14-year-old U.N. arms embargo on Somalia to enable the peacekeepers to legally bring in arms and train and equip local security forces, he said. With widespread instability and the interim government under pressure from Islamists, "what we want to do is endorse the insertion of this regional peacekeeping force which many of the African states have called for, in order to provide some measure of stability there, to permit a political solution," Bolton told reporters. The Islamists have been steadily expanding their reach and influence in Somalia after seizing the capital of Mogadishu in June. The United States says they are harboring al Qaeda operatives who pose a threat in the region and elsewhere. Washington earlier backed a coalition of warlords in its effort to counter the Islamists' growing influence in the Horn of Africa nation, which has been in chaos, without a central government, since 1991. But the Islamists defeated the coalition in June as they seized control of the capital, Mogadishu. More recently, Ethiopian troops have poured over the border into Somalia to support the interim government holed up in the small provincial town of Baidoa. The African Union and regional Inter-Governmental Authority on Development (IGAD), which brokered the transitional government's installation in 2004, have long been pushing for regional peacekeepers to support it. 'WHAT IS THE ANSWER?' But word of the U.S. initiative set off alarms this week when the Brussels-based International Crisis Group and European experts warned the draft could backfire by undermining the interim government, strengthening the Islamists and leading to wider war. Because the Islamists are backed by Eritrean troops, the group said it feared the intervention in Somalia could deteriorate into a proxy war between Ethiopia and Eritrea, whose relations remain extremely tense years after a bloody border war between them. The group said the Security Council should not take sides in Somalia or let neighboring countries like Ethiopia and Eritrea participate in the force. It urged the council to instead tighten the U.N. arms embargo and encourage government and Islamist leaders to hold talks aimed at a political settlement of their rivalry. But Bolton said the resolution left the composition of the force to IGAD and the AU. "People criticize us when we take action on the ground that our taking action makes the situation worse. So what is the answer -- not to take action?" Bolton asked. Jendayi Frazier, the U.S. assistant Secretary of State for African affairs, said in Washington this week that IGAD had itself ruled out putting troops from neighboring countries in the intervention force. "The country that has said that it would deploy forces at this time is Uganda, and we would look for other countries that would be willing to do so from throughout Africa, but we are not expecting that any of the immediate neighbors would be deploying," Frazier told reporters on Wednesday. Washington's draft would also ease a widely ignored 14-year-old U.N. arms embargo on Somalia to enable the peacekeepers to legally bring in arms and train and equip local security forces, he said. With widespread instability and the interim government under pressure from Islamists, "what we want to do is endorse the insertion of this regional peacekeeping force which many of the African states have called for, in order to provide some measure of stability there, to permit a political solution," Bolton told reporters. The Islamists have been steadily expanding their reach and influence in Somalia after seizing the capital of Mogadishu in June. The United States says they are harboring al Qaeda operatives who pose a threat in the region and elsewhere. Washington earlier backed a coalition of warlords in its effort to counter the Islamists' growing influence in the Horn of Africa nation, which has been in chaos, without a central government, since 1991. .............Reuters............ -

Now for the first time in 16 years the US is ready to work with and admit supporting the legitimate government of Somalia. Hence not the clan courts or the secesionists in Somaliland. So a big win for the TFG.. Also Cade is not waging war, but defending his country from the Clan Courts. The countries that are already there or shortly will be in Puntland are also more friends or non-threatening to Ethiopia. China and Yemen are common friends and if the Canadian, Australian, American business came will not be threatening to either. Russia will not be far behind. Thanx to oil it has made a remarkable comeback to its position as major power. Saxib, Puntland wants to be the new UAE, but with much larger better land and area. Trade is vital for the whole of East Africa. What has kept us so poor is the fact that we have never built up our infrustructures and invested in our people. But in this new global world in which information is available to all nations can catch up in a decade. You only have to look at China, India, Brazil and even Vietnam.. -

First Bambo. The Clan Courts have on a number of occasions declared war on Baidoa. Their Amir Xasan Turki even stated it publicly with the words like "I tell the truth unlike some of my friends, we will take Baidoa, Puntland and Somaliland". Mr Roobow Abu Mansoor and Macalin Xashi have alos said they will attack Baidoa soon and so on. The fuel embargo is another celebrated moment, though it tunrs out it only hurts local traders and not the TFG troops. No fake propoganda these are the words the Clan Courts ahve spoken. Also how does the TFG invade its own country? The Bay regions districts have all beeen elected by locals of the region including Bur-Hakabo, hence the action of the clan courts was aggression in itself and broke the Khartum agreement. Saxib, unless you are deluding yourself, the outside support is essetial to any conflict and most conflicts are won through diplomatic means than through the barrel of a gun. The Clan Courts are finished, start looking for a new brand, because this one has gone statale already.. -
New US support After initially backing a coalition of warlords against the Islamist forces, the draft resolution signaled that Washington was now throwing its support behind the interim government. UNITED NATIONS, Nov 29 (Reuters) The Somali government for two years struggled to get the necessary international support that would enable it to bring order and security to the country. The biggest obstacle through out those two years was the world’s only super power, the United States. Washington was even blamed by the TFG of covertly supporting the warlords of Mogadishu and on many occasions the US was advised that if they had any concerns regarding Somalia, they should bring it to the attention of the legitimate government and not some rogue warlords who had little support within the country. The failure of the warlords of Mogadishu and the subsequent rise of the Clan Courts of that same city was a major set back for Washington and a vindicated the TFG position. Since June, Washington has become alarmed with the rise of both, Xasan Dahir Aways and Xasan Turki both on the US list of individuals with links to Al-Qaeda. Who could they turn to now? The secesionist were not any good. The US thus found itself with no other avenue than the same government that it had ignored for the past two years. The TFG plan now became the accepted one in the state department. Situation on the ground The Clan Courts, have over played their hand. Their threats of ‘Clan Jihad’ against Ethiopia and their false bravado, has gained them an unexpected response from the Adis regime, that Ethiopia has prepared itself for a direct engagement to meet this very threat. The silence from their backers, Eritrea, and others has started to have a deep impact on the psyche of various top leaders with in the Clan Courts organization. For example Xasan Dahir has started to lash out at the Americans for their new attempt at lifting the arms embargo, While IndaCade invited foreign fighters, or [terror networks] to Mogadishu. These actions from their leaders has further isolated this rogue entity. Their new friend Sharif Xasan could not bring enough MP’s with him, again highlighting the limited options at their disposal. Their forces have been checked in Bandiradlay, South Mudug and in Bur-Hakabo Bay, with little hope of advancing beyond these two points. Car bombs aside it seems the silly millitary adventure is running out of steam. Recommendations The TFG needs to wait for a while longer, avoid any further escelation, maybe move into Bur-Hakabo and Baidoogle but no major offensives should be taken until the arms embargo is lifted. Let the clan courts further isolate themselves with their fantasy war with Ethiopia..

Puntland is moving steadily but surely in the right direction. Ethiopia with its 70 million + population is an important regional market and one Puntland needs to develop further. Business and the creation of jobs and opportunities is what will win in the end. In this globalizes world you have to have the right image, for example why should Puntland not do business with Ethiopia or foster a relationship with that country since all its neighbors including Somaliland, Djabouti and Sudan are all trying to get a piece of the action? Deeper business ties with Yemen, Oman, and Ethiopia will create wealth for the sate of Puntland. Exploitation of the natural resources of the state will enable us to feed, clothe and care for the majority of our citizens as well as develop real cities and infrastructure. -

Somalia: MPs propose creation of 45,000 Somali troops Wed. November 29, 2006 03:13 pm. (SomaliNet) The members of the transitional parliament based in Baidoa city, southwest Somalia discussed on Wednesday over the work plan of the next six months for the defense ministry. The today's session was chaired by Osman Elmi Boqore, the acting parliament speaker and attened by 142 MPs. The copies of the work plan for the defense ministry were distributed to MPs with their debate towards how to amend about this plan. Among the agendas in which was discussed in the parliament hall was to form 45,000 Somali troops those will have training inside the country. The proposed troops are expected to bring peace in entire Somalia. The parliament session came as the Washington prepares to put forward a draft resolution before the Security Council over lifting the arms embargo on Somalia allowing international peacekeepers to enter Somalia. At least 12 killed in suicide car bomb blasts near Somali gov't seat by Mustafa Haji Abdinur MOGADISHU (AFP) - At least 12 people were killed when two suicide car bomb blasts rocked the Somali town of Baidoa, seat of Somalia's weak government, police commander General Ali Hussein has told AFP. "There were two suicide cars full of explosives," he said Thursday, adding the blasts had killed one of his officers, several people inside the two vehicles and the occupants of a third vehicle near the Boynunay checkpoint in eastern Baidoa. The checkpoint is closely guarded by Somali authorities who keep close watch on those entering and leaving the town, the only one held by the government which is on the brink of war with powerful Islamists. In Mogadishu, a senior Islamist security official said the bombing was an attack on an Ethiopian military post and an Islamist commander in Bay region where Baidoa is located said it was carried out by "Islamic suicide bombers." :eek: The Islamist official in Mogadishu said at least 24 Ethiopian troops had died but Hussein denied any Ethiopians had been involved and said the death toll was lower. Witnesses said one of the cars that exploded, a Toyota, appeared to have four people inside. It was not clear how many were in the other, but Hussein said one of the bombers had been captured alive. "We have captured one survivor," Hussein said. "One of my officers has been killed along with the people in the third vehicle and several civilians have been hurt." He could not give an exact casualty count but said that at least 12 people had died. The incident is the second suicide car bombing in Baidoa, about 250 kilometers (155 miles) northwest of Mogadishu. On September 18, a suicide car bomber unsuccessfully attempted to assassinate Somali President Abdullahi Yusuf Ahmed as he left parliament in Baidoa.
