  3. OTTAWA, CANADA — Mindesta Inc. ("Mindesta" or the "Company") (OTCBB:MDST) wishes to announce that it now has an option to earn an interest in a third exploration permit in the Republic of Somaliland. Mindesta is already earning up to an 80 per cent interest in, and can ultimately acquire 100% of, the first two mineral exploration permits issued by the Republic of Somaliland under an existing Option Agreement with ("Nubian"). Nubian was recently awarded a third permit, Abdul Qadir, which is approximately 2,000km2 in size and is located in the northeast part of Somaliland adjacent to the borders with Djibouti and Ethiopia. Abdul Qadir is automatically included in the Option Agreement pursuant to its terms with no change in expenditure requirements. Nubian has agreed with the government of Somaliland to reduce the size of the Arapsyo and Qabri Bahar permits by 50% following completion of the first phase exploration program. Option Agreement Nubian already held title to two 2,000km2 mineral exploration permits, Arapsyo and Qabri Bahar, in the Republic of Somaliland. Under the Option Agreement, Mindesta can earn a 50% interest in these permits, as well as any subsequently acquired, by incurring total exploration expenditures of $2 million within two years and can increase its interest to 80 per cent by completing a bankable feasibility study on any permit. Mindesta is required to make an upfront cash payment of $100,000 to Nubian as compensation for expenses incurred, and the first $750,000 of exploration expenditures represents a firm commitment. Mindesta also has the option to acquire all of Nubian's remaining interest in the permits at fair market value at any time after incurring the first $750,000 of exploration expenditures. The initial $100,000 payment to Nubian has not yet been paid. Field Program Mindesta has completed a stream and rock sampling program over the Arapsyo and Qabri Bahar permits which involved taking over 2,000 samples and has already initiated a similar program on the Abdul Qadir permit. The Company has received some preliminary assay results but the majority are still at the lab waiting to be processed. Once all results are received, the Company will analyze and compile the data and plan a second stage exploration program to follow up on the most promising targets. Mindesta has established an exploration office in Somaliland and currently has a staff of approximately 30 employees. To date, exploration expenditures of approximately $410,000 have been incurred. The Company will require additional financing to execute the second stage program. The Nubian Shield encompasses parts of Saudi Arabia, Egypt, Sudan, Eritrea and Somaliland and is host to many major mineral deposits including Bisha in Eritrea, Sukari in Egypt, and five gold/base metal mines in Saudi Arabia that are owned and operated by Ma'aden Gold, the state mining company. Somaliland has over 30,000km2 of exposed Precambrian rocks. Extensive sampling and mapping by the British, US and Russians in the 1970s identified a number of areas that are anomalous in gold, copper, lead, zinc and nickel. The program is being supervised by Remi Bosc who has 15 years of experience as a mineral exploration, resource and mining geologist in Europe, Africa and south- east Asia and was project geologist during the discovery of the Tasiast deposit in Mauritania, and Tucker Barrie Ph.D who is a recognized expert with a great deal of practical experience in the Arabia/Nubian Shield. http://www.msnbc.msn.com/id/47353178
  4. Somaliland: Feisal Warabe and Sh Sharif Discuss Talks Friday, 27 April 2012 19:14 DUBAI (Somalilandsun) – Discussions pertaining to proposed Somalia-Somaliland talks were held in Dubai. Leader of the UCID political party Hon Feisal Ali Warabe and the president of the Somali Transitional Federal Government-TFG Sheikh Sharif held unprecedented discussions in Dubai. The talks between the two leaders centred on the proposed Somalia-Somaliland talks. According to Feisal Ali Warabe the discussions came after the Somali ambassador to the UAE, who is a personal friend of the UCID leader, made the arrangements thus an unprecedented face to face meeting between a TFG and Somaliland leader. " Our discussions were centred on the proposed talks to solve standing differences between our two brotherly countries" Said Mr. Warabe The talks which were planned during the February London Conference on Somalia are in peril following the withdrawal of Somaliland. According to the minister of foreign affairs Dr Mohamed Abdilahi Omar Somaliland decided to withdraw after the TFG leader appointed to his talk's committee two officials from the Puntland autonomous region of Somalia. The two are actually Somalilanders who owe allegiance to Somalia. The UCID leader said his authority to hold discussions with the TFG leader were as a result of his position as a leader of an official opposition political party. He further stressed on the importance of establishing trust between the two countries thus a binding conclusion to decades long differences which led to the civil war of the 80's and subsequent dissolution of the voluntary union between the two in 1991. Hon Warabe said that though many Somalilanders are against the talks it is imperative that they be held not only to satisfy the international community that sponsored them but to settle the standing differences existing. He stressed that the failure to engage with Somalia will prolong the quest for recognition. Reactions to the meeting are awaited from all quarters but the most anticipated is the one from the administration which on having jumpstarted the talks when President Silanyo appointed a five member technical committee made an about a fortnight later by announcing withdrawal. Major Developments in Somaliland’s Health Sector Posted by: Maden Hargeisa April 18, 2012- Somaliland’s Vice President Abdirahman Abdullahi Ismail (Seyli’i) cut the ribbon at the opening of the new wing of Hargeisa General Hospital. The event also marked the debut of the new dialysis program at the public hospital. The hospital’s administration, visiting doctors from the UAE, the Minister of Health and the Minister of the Treasury were also present at the event which promoted the much needed dialysis program. Somaliland’s Minister of Health Dr. Hussein Muhumed Mahamed popularly known as Hussein-Xoog explained how the government has improved service provision at the hospital over the years despite a shortage of resources. The Minister cited a partnership with the government of Finland that has made many changes possible. Those changes include the training of Somali doctors abroad. Fifteen Somaliland physicians are currently being trained in Finland to provide health care in Somaliland’s public hospitals and another ten are currently on the way. Hargeisa General Hospital has also launched the kidney dialysis program. The dialysis equipment was purchased in 2009 however it has only just recently been brought into service due to the fact that the hospital did not have the means to employ technicians to run and maintain the equipment. However, concerted efforts between the Ministry of Health and the Ministry of the Treasury ensured that the 55,000 USD needed to run the program for the next three years is available and the equipment is now in working order. The hospital is currently home to four foreign doctors, three of whom are specialists in Surgery and Obstetrics/Gynaecology. The bulk of the care at the hospital is provided by a cadre of local doctors. Three more dialysis machines are on the way and will help treat Kidney patients living with HIV/AIDS and Hepatitis B. The Minister urged the public to help in any way they can with this program, considering the high costs and the need for dialysis treatment in the community. According to Dr. Hussein diabetes and blood pressure related kidney diseases are common in Somaliland. The Minister stressed the importance of training more doctors to help improve the quality of care provided by the hospital. The Ministry also announced a new program at the hospital that provides health care free of charge for pregnant women due to the high maternal mortality rate in the region. He also added that it is society’s duty to care for pregnant women and that the responsibility should be taken seriously by everyone in Somaliland. The Minister of the Treasury Abdiaziz Mahamed Samaale praised the developments and said he sees the work of the Health Ministry as a benefit to the public and that the work being done in this hospital and others will help meet the health needs of Somaliland’s citizens. The Vice President said the government is trying hard to improve health service delivery, education and water services and visible changes are emerging across these sectors. He also added that he hopes that the country’s citizens will help meet the costs of the new dialysis program, asking those who could afford to donate to do so.
  6. Somaliland: Radio Hargeisa to go National Tuesday, 17 April 2012 22:03 BERBERA (Somalilandsun) – Ambitious plans to provide radio Hargeisa broadcasts nationwide are about to be realized. Reports indicate that the transmitter purchased by the ministry of information has arrived at port of Berbera pending its offload and subsequent delivery to the ministry's headquarters in Hargeisa. According to ministry sources the transmitter and other accompanying equipment will be installed as soon as they are delivered to the proposed site at the ministry's headquarters. Once the equipment is installed the state radio station currently with a broadcast transmission capacity covering 50 square miles will have the capability to transmit nationwide as well as be received in other Horn Countries. For a long time Somalilanders have desired for this service that is only available to residents of Hargeisa and adjacent areas thus welcome news for all.

(Somalilandpress) The chairman of the Somaliland chamber of commerce and industries Mohamed Shugria Abdi accompanied by a group of prominent local businessmen held a press conference today in Hargeisa. Mr. Abdi confirmed the release of MV LEILA ship and its crew of 27 has been freed after a hefty ransom of $300,000 was paid to their captors. In February, pirates from Puntland region hijacked the Panama-flagged MV Leila near Oman with its entire cargo of goods and cars and sailed it to Somaliland. Mr. Mohamed speaking to press at the headquarters of the chamber of commerce, said “the MV LEILA and its crew of 27 are now free and that they are expected to dock in Berbera Port in the next few days” they were freed after religious leaders from Puntland and Galmudug brokered a deal for the release of the ship and its cargo after nine weeks in captivity. The chairman condemned the Puntland administration for been reluctant in intervening in hijacking and for doing nothing at all to free the crew or the ship, to make matters worse he also said for falling to protect the cargo on board the ship which was vandalized under their nose. On the other hand said the chairman we want to send our condolences to families of those lost their loved ones during the confrontation with the pirates, we are deeply saddened by the loss of innocent lives. We also express our profound gratitude to the people of Galmudug state for their show of solidarity, their courageousness in fending off the pirates as they tried to use their territorial water as a platform for holding the ship and the crew. In recent months pirates’ activities have increased off the shores of Puntland targeting local and international ships. The costs of delivering necessary commodities and good to regions in Somaliland have increased.

(Octant) has engaged a syndicate of agents, co-lead by RBC Capital Markets and Canaccord Genuity Corp. and including FirstEnergy Capital Corp. to raise, on a reasonable commercial efforts basis, up to $65-million through the issuance of subscription receipts of the corporation. The proceeds of the offering will be used to finance a capital program focused on exploration and development in Madagascar, Uganda, the Democratic Republic of Congo and Somaliland, as well as for general corporate purposes. The corporation has entered into: An option agreement to farm in to the block 2102 production sharing contract in Madagascar; A letter of intent to farm in to Uganda block EA4B, DRC block V and Somaliland Berbera block SL9, with Ophir Energy PLC. The corporation is also pleased to report the results of independent evaluations of oil resources prepared by DeGolyer and MacNaughton Canada Ltd. on the blocks contemplated in the Madagascar option and the LOI. The DeGolyer reports have an effective date of Dec. 31, 2011, and were prepared in accordance with NI 51-101. According to the DeGolyer reports, the best estimate gross prospective resources associated with the Madagascar option and LOI blocks is 796 million barrels. Madagascar option and LOI Pursuant to the exercise of the Madagascar option, the corporation will receive a 50-per-cent operating interest in block 2102, a 12,290-square-kilometre onshore block in Madagascar. The corporation thereby agrees to fund 100 per cent of the drilling costs for the first two exploration wells drilled on block 2102. The first exploration well is anticipated to commence drilling in July, 2012, and each well is expected to cost approximately $20-million. Accordingly, $40-million of the net proceeds of the offering will be allocated to exercising the Madagascar option and financing Octant's commitments in block 2102. In addition, the LOI provides that the corporation pay: A total of 46.75 per cent of certain geological exploration costs for a 26.75-per-cent, non-operated, interest in block V, a 7,447-square-kilometre onshore block in the DRC; A total of 100 per cent of the certain geological exploration and drilling costs for an 80-per-cent, operated interest in block 4B, a 486-square-kilometre block in Uganda; A total of 75 per cent of certain geological exploration costs for a 55-per-cent, operated interest in block SL9, a 16,270-square-kilometre onshore exploration block in Somaliland (block SL9/).
  12. Somaliland to Be Part of Ethiopian Grid The Ethiopian Electric Power Corporation is planning to put the south-eastern border town of Somaliland on Ethiopia’s grid. Initial work to install electric transmission lines have been launched in the early although it is not yet known when the Corporation plans to begin electric transmission according to sources. Ethiopia and Somaliland are negotiating an agreement to establish the conditions on which Ethiopia can supply electric power to capital of Somaliland Hargessa, claimed sources. It is to be remembered that EEPCo has made arrangements to supply electricity to Sudan, Kenya and Djibouti already in its bid to become a power supplier in the region. The Ethiopia-Sudan Transmission Line project will be finalized in the first quarter to 2012 at a cost of 41 million US dollars. The 230KV transmission line is expected to be 296KM long. It is expected that Ethiopia will sell up to 100 MW of electricity to the Sudanese. Ethiopia and Kenya have also worked out the details of a power supply arrangement which will require the two countries to construct over 1,000 Kilometers power interconnection lines to facilitate the power supply. It is expected that Ethiopia will construct 443 Kilometers of lines and 612 Kilometers will be constructed by Kenya. The lines to be built between the two countries will have the capacity to carry 2000 MW. The construction of the interconnecting lines is expected to be funded by the African Development Bank and the World Bank. During the same week, Somaliland entered the international diplomatic scene during the the London conference on Somalia. Thousands of thousands of Somalilanders led by President Silanyo sent a strong signal to the world and unequivocally stated that the dysfunctional union between Somaliland and Somalia belonged for ever into the dustbin of history. Silanyo built on the momentum and signalled that there would be going back to the days of Somaliland-Somalia union. And while Somaliland president was signing bilateral agreement with the president of Seychelles, the TFG leader was busy heckling Hillary Clinton like an immature kid in a school backyard. And then came the final communique of the conference and its article 6 that sent shivers down the spines of Somaliland haters “The Conference recognised the need for the international community to support any dialogue that Somaliland and the TFG or its replacement may agree to establish in order to clarify their future relations.”For the first time, Somalia unity and territorial integrity were not reaffirmed or upheld during a conference on Somalia. Somaliland and Somalia are from now seen as two separate and different entities who should freely discuss of the nature of their future relations. Article 6 confirmed the international community bold departure from its past fruitless approach that whose for too long hell bent on trying to keep alive a long dead dysfunctional union between Somalia and Somaliland. Predictably, this major diplomatic shift left Somaliland haters in tatters. President Silanyo Speech: “supporting and recognizing Somaliland would help to promote stability and recovery in Somalia.” The President of Somaliland, Ahmed Mohamed Mohamud Silanyo, today attended the London Conference on Somalia. The Conference included political leaders from over 50 countries and international organizations, including US Secretary of State Hillary Clinton and UN Secretary-General Ban Ki-moon. In his statement to the Conference, the President said that peace and stability in Somalia “will not be achieved by the top-down imposition of a re-created centralized state,” noting the tendency of the international community to focus on approaches that over-emphasize the role of central government institutions in Mogadishu. He instead laid out his views on a bottom-up process to building peace and stability in Somalia, drawing lessons from what worked successfully in Somaliland in the early 1990s. President Silanyo said that he also firmly believed “that supporting and recognizing Somaliland would help to promote stability and recovery in Somalia.” He referred to Somaliland’s own experience of building “peace through an indigenous bottom-up process, drawing on traditional conflict resolution methods and Islam.” Somaliland rejects the view that Somalia should be reconstituted within the boundaries that existed up to 1991. In his statement, the President said that “[t]he people of Somaliland chose the path of independence more than 20 years ago and we cannot turn back. To do so would be to deny our recent history, our achievements, and our political reality.” He added that “[a]s a democratically elected government, we must respect our people’s wishes.” The President also called for “an inclusive international discussion about the future of Somaliland, launching a process leading to the recognition of our state.” Somaliland is a former British protectorate. It declared independence from Somalia in 1991 and has since enjoyed relative stability. It has held a series of democratic elections which have been deemed free and fair by international observers. The President of Somaliland, Ahmed Mohamed Mohamud Silanyo, today attended the London Conference on Somalia. The Conference included political leaders from over 50 countries and international organizations, including US Secretary of State Hillary Clinton and UN Secretary-General Ban Ki-moon. In his statement to the Conference, the President said that peace and stability in Somalia “will not be achieved by the top-down imposition of a re-created centralized state,” noting the tendency of the international community to focus on approaches that over-emphasize the role of central government institutions in Mogadishu. He instead laid out his views on a bottom-up process to building peace and stability in Somalia, drawing lessons from what worked successfully in Somaliland in the early 1990s. President Silanyo said that he also firmly believed “that supporting and recognizing Somaliland would help to promote stability and recovery in Somalia.” He referred to Somaliland’s own experience of building “peace through an indigenous bottom-up process, drawing on traditional conflict resolution methods and Islam.” Somaliland rejects the view that Somalia should be reconstituted within the boundaries that existed up to 1991. In his statement, the President said that “[t]he people of Somaliland chose the path of independence more than 20 years ago and we cannot turn back. To do so would be to deny our recent history, our achievements, and our political reality.” He added that “[a]s a democratically elected government, we must respect our people’s wishes.” The President also called for “an inclusive international discussion about the future of Somaliland, launching a process leading to the recognition of our state.” Somaliland is a former British protectorate. It declared independence from Somalia in 1991 and has since enjoyed relative stability. It has held a series of democratic elections which have been deemed free and fair by international observers.
