Strengthening the UK's relationship with Somaliland 22 February 2012 Foreign Secretary William Hague met President Silanyo of Somaliland on 22 February, the eve of the London Conference on Somalia. The Foreign Secretary and President Silanyo reaffirmed the close ties between the UK and Somaliland. They agreed that Somaliland was making progress in further embedding democracy and discussed issues of mutual interest, including cooperation on trade and to counter piracy. Over the next three years, the UK will provide up to £105 million in development support to Somaliland to promote prosperity, tackle poverty and consolidate progress on stability and democracy. Speaking after their meeting, the Foreign Secretary said: “I am delighted to see President Silanyo in London for the Conference on Somalia. Somaliland has valuable lessons to share from its own experience of building stability and democracy. HARGEISA — Parliamentary Secretary to the Treasury Ali Hassan Mohamed revealed on Thursday that the country’s national budget has surpassed the US$90 million target which has increased by 100% since 2010. He said the majority of the budget was going towards maintaining the country’s security including protecting borders with neighboring countries, foreign government installments, fight against maritime piracy in the gulf of Aden and terrorism. He urged that the international community to provide substantial financial support in combating piracy, terrorism and maintaining stability. He affirmed that it was in the benefit of the international community for the key role that Somaliland plays when it comes to the stability in the region. The secretary made the remarks while addressing audience at a symposium on Somaliland’s national budget law which was held at Hotel Guled in Hargeisa. The symposium was attended by university students, officials from the national auditing, traders and people from all walks of life. Mr. Ali said the budget was all tax collected from the citizens and it did not include external aid. He added that Somaliland would uphold its responsibilities in the region and would protect its borders, shipping routes in its territorial waters. He indicated that Somaliland will heavily invest in security and defense to improve the security situation to lure in foreign investors and traders to the region.

The joys of investing in Somaliland Mr Yusef says potential profits are higher in Somaliland than London Continue reading the main story "How are you going to make money in a country that doesn't even exist?" That was probably the question that many people had at the back of their minds when Mohammed Yusef told them he would invest in Somaliland. Others perhaps did not even know Somaliland had declared independence from Somalia in 1991 and that, in spite of not having been recognised internationally, it does have - unlike Somalia - a working political system and a strong business sector. Mr Yusef of course knew. Although he now manages a very successful investment firm in the United Kingdom, Invicta Capital Limited, he has always kept in touch with the land where he was born six decades ago, while it still was a British protectorate. "If what my parents say is true, I always had a mentality for trade, for business, and it's not inconsistent with the family history because the family originated from a fishing village on the Gulf of Aden," he told the BBC's series African Dream. "My great-grandfather was one of those people that would trade with Aden." Mr Yusef was educated in the UK where he trained as a solicitor and practiced as a commercial lawyer before starting his own law practice specializing in commercial law, copyright and media law in London. In 1999 he founded Invicta, a private equity firm providing finance for the media, commercial property and renewable energy sectors which, according to its website, has raised over £1.4bn ($2.3bn) of investment capital. Minding the gap His Somaliland business is handled through a company called Prime Resources which has a staff of nine people in Hargeisa, the capital. According to him, the firm has invested in mining, and oil and gas exploration and is about to embark on a $40m exploration programme. It is also evaluating business opportunities in Somalia in the agricultural and property sectors. "When I first started looking at investment in Somaliland even my professional colleagues would say: 'You're mad. This doesn't make any sense'," he remembers. "Not only did they confuse Somaliland with Somalia but it does have the problem of being an unrecognised country," he told the BBC's Mary Harper. "But actually nobody ever made money from following the herd and the most money is often to be made where there is a mismatch between what people perceive to be the place and the reality of what it is, and Somaliland is exactly in those kinds of circumstances where there is a huge gap between the reality and the perception." "So actually there is a method to my madness and it isn't inconsistent with the basic principles of business: Go find yourself a situation that nobody else has spotted and be prepared to hang on in there while everybody else catches up." "There is no inconsistency between what we look for when we invest in an opportunity here [in London] and what we look for over there, except that the potential rewards in Somaliland are far greater, ironically." "In many ways, it's the worst first lesson to have in business because you run away with the idea that business is actually quite easy." However, this experience was probably helpful to him when, later, he decided to specialise in structured film financing. Although now he manages big money, Mr Yusef says that he started with very little. "I had enough capital to pay the rent of an office for six months. I think it was enough to pay the secretary and assistant. That was it. "But it didn't take much. It never takes much. Not having money is never really the obstacle, it's the excuse." 'Fascinating people' Mr Yusef says that for him one of the most exciting things about his business is meeting people. "You meet fantastic people, even the ones you don't like. They're fascinating". Once you've reached a certain level of security - you've paid the mortgage if you still had one and taken care of the basics of life, and you can afford one or two luxuries - people who accumulate businesses and business interests just to make more money are a little bit unwell, I think. "The biggest driver for people in business, if you look at it, is the creative drive, to create something from nothing and step back and say: 'That was nothing then, look at it now'. I'm sure that's the key motivator for most people who are successful in business." And what advice would he give to someone who wants to start in business? "Control your fear and never give up because you will fail more than you succeed, and I think that's the thing that my father taught me more than anything else, and that's that ultimately you will prevail if you take your losses as well as your successes and learn from the losses. We learn nothing from success and everything from failure. "I think the thing that separates the natural businessman and, let's say, a business consultant, is the tenacity that is required. Many people give up on their dreams and their ideas faster than they should, and even when they do fail, they should figure out why they failed and then look for the next opportunity." The event was attended by the Minister of Finance, Muhammad Hashi Elmi, the President of Somaliland Central Bank, Abdi Dirir Abdi, the Bank's vice President Omar Yusuf, the Director General of the Bank Abdillahi Hasan Adan, and other distinguished guests. Speaking on the occasion, the The President of the Bank, Abdi Dirir Abdi men mentioned that when they took over the administration of the bank, it owed 4 million dollars and listed these achievements: 1- Increasing the salaries of the bank's staff. 2- Implemented, with the assistance of the ministry of finance, the use of Somaliland money in Togdheer. 3- Printed new money that was approved by Somaliland parliament, including 5000 and 1000 Somaliland shilling denominations. 4- Finished the banking law which is now in front of parliament. 5- Modernized the banking system. 6- Documented the bank's assets with the assistance of the ministry of public works. 7- Strengthened the working relationship with the ministry of finance. As far as their plans for this year (2012), Mr Abdi Dirir Abdi, cited the following: 1- Make Somaliland currency the currency used in Sool and Sanag. 2- Construct new headquarters for the bank and to improve the bank's services. 3- Establish good working relationship with the ministry of finance. 4- Improve relationship with hawalas and other banks as well as upgrade the skills of the bank’s staff. The Vice President of the Bank, Omar Yusuf, the Director General, Abdillah Hasan Adan, an official from Dahabshil, the president of the money exchangers, all attested to the importance of the job that the central bank is doing, and praised it for the money it recently printed, which they said was badly needed.

This was revealed to the Somaliland Sun by the Finance minister Hon. Mohamed Hashi Elmi. The FM said that the need to impose the VAT on these goods is to enable the government protect local investors. “Somalilanders have invested millions of dollars of their hard earned money, to establish manufacturing industries that are facing unfair competition from imported goods of a similar quality or poor” said the minister. The VAT is to be imposed initially on imported Soft drinks and detergent washing soaps, which are produced in the country by companies owned by Somalilanders. The imposition of this Tax will see an increase in the price of the imported commodities thus enhance consumer preference for local produce. Hon. Hashi stressed the importance these local manufacturers have to the local economy especially as pertains to improved livelihoods that emanates from availability of job opportunities for the ever increasing numbers of graduating youths. “By availing employment opportunities to our youth, the local investors also help reduce illegal migration-Tahriib, which has killed a lot of the country’s youth as well as contribution to brain drainage. Various manufacturers set to benefit from the local investor protection policy include the Burao based Taydh (Detergent) manufacturing industry owned by the Indadheero Group of companies, the Hargeisa based Somaliland Beverage industries-SBI a soft drinks manufacturer through a Coca Cola franchise owned by tycoon Gelle Arab. The most to benefit will be the almost now defunct Habi soft drinks manufacturer which was based in Hargeisa and run out of steam after failing to compete with imported soft drinks that were equally priced. Though rumours of disagreements between partners are attributed to the near collapse the hitherto non-existent local producer protection policy was and is still is a major hindrance.

Remote sensing data has given a unique perspective on the East African Rift System, allowing both large regional structures and more subtle features to be identified and placed in context East Africa, overlooked in terms of its hydrocarbon potential for many years, is increasingly viewed as an exploration hot spot, with recent discoveries in the Albertine Rift and offshore Tanzania leading to a resurgence in interest. Dominated by the East Africa Rift System (EARS), the region has a complex geological history and provides the potential to bring together modern techniques to aid geological understanding and to help efficiently target hydrocarbon exploration. One technique particularly suited to frontier exploration is the use of medium resolution Earth Observation data in the form of satellite imagery and Digital Elevation Models (DEMs). These geo-information datasets can contribute in two main ways. Firstly, optical satellite imagery and DEMs can provide information on surface structure, geomorphology and stratigraphy, enabling a consistent regional interpretation of the surface geology to be undertaken. Secondly, radar imagery can assist in the identification of natural oil seeps that have been reported both offshore and on many of the rift lakes such as Albert, Tanganyika, and Nyasa (Malawi). Astrium has recently completed an ambitious project to interpret the complete EARS, an area of approximately four and a half million square kilometres, at a scale of between 1:100,000 to 1:500,000. The project incorporates a broad range of territories including, from north to south; Eritrea, Djibouti, Somaliland, Eastern Ethiopia, south-east Sudan, Uganda, Kenya, Rwanda, Burundi, eastern border area of Democratic Republic of Congo, Tanzania, Malawi, Mozambique, and the border zones of Zambia, Swaziland and South Africa. Hydrocarbon Opportunities Tertiary fluvio-lacustrine deposits within the rift grabens and older Karoo Supergroup deposits are the main onshore Petroleum Systems. In Somaliland, similarities are also thought to be found with the Petroleum Systems of Southern Yemen. In the northern section of the study area, contrasting characteristics of the Eastern and Western Branches of the rift have been observed. The Western Branch, initiating in the Albertine Graben in northern Kenya, displays a high level of seismic activity, has less active volcanism and generally a greater thickness of sediment in comparison to the Eastern Branch, excluding the rifts of the Turkana Depression. These factors are likely to have a corresponding influence on prospectivity, supported by recent discoveries in the Albertine Graben. However, previous studies of the Turkana Depression region have also emphasized hydrocarbon opportunities in the Northern and Central Kenya Rifts of the Eastern Branch. These are thought to be the oldest and longest-lived sedimentary basins of the Tertiary-Quaternary EARS because they represent an overlap area with the Cretaceous rifts. The oil seeps identified by this study - in the rift lakes of Lake Tanganyika, Edward and Nyasa (Malawi) - may indicate the presence of a similar petroleum play involving the Tertiary sections, as discovered recently at Lake Albert. Additionally, for the lakes in the south, there is the potential for the seeps to be derived from older Karoo sediments common in the southern part of the EARS. Recent exploration on the Karoo basins such as the Ruhuhu and Upper Zambezi Grabens has revealed large reserves of Gondwana coals within the lower part of the Karoo Supergroup. These may yield commercial amounts of coal-bed methane as well as reasonable quality coals for future exploitation. Other prospective regions include the ****** Basin in Eastern Ethiopia. This is an area of proven hydrocarbon reserves with large gas discoveries and frequent oil shows from the Mesozoic. Similarities exist between the Petroleum Systems in Somaliland and the proven hydrocarbon regions of Yemen, with the Balhaf Graben in Yemen thought to be a continuation of the Berbera Basin in Somaliland. Jurassic shales are the main source rocks in this region and the satellite imagery has identified numerous roll-over anticlines, closely associated with listric fault growth, that are likely to be most significant structural traps. Incorporating a structural and stratigraphic interpretation this 1:100,000-1:500,000 study has identified evidence of the main rifting events that have defined its current morphology. Hussein Abdi Dualeh’s determination and passion for the oil industry led to homecoming as a government minister HUSSEIN Abdi Dualeh is Minister of Mining, Energy & Water Resources for the breakaway Republic of Somaliland in the Horn of Africa, a territory exactly the same as the former British Protectorate of Somaliland, but which remains unrecognised by the international community. BARRY MORGAN London Dualeh was born under a tree in the Saraar region of central Somaliland, and was only five when his father upped sticks and moved the family to Aden in what was then South Yemen in the Arabian peninsula. After returning for secondary education at the reputable SOS Sheikh International School, Dualeh himself got itchy feet and set off alone for Abu Dhabi, where he got a job selling lubricants and gasoline to bulk buyers for the state-owned oil company Adnoc. It was here that his passion for the oil business grew, doing with a determination to prepare himself for a serious role in the industry. This idea drove him in 1979 to the University of Oklahoma, where he completed a petroleum engineering degree, with a view to building a career back in the Middle East. However, prompt job offers from several majors upon graduation persuaded him to stay on in the US and he ended up employed by Chevron in Los Angeles. He pushed water out of old mature oilfields in California and later moved to work offshore by the late 1980s. “And all this time I was toiling pro bono for successive governments back home, advising Hargeisa (the capital of Somaliland) on oil and gas affairs, scrutinising contracts and purchase agreements and encouraging companies to invest in Somaliland.” During that time, Dualeh was getting deeply involved in the turbulent politics of his homeland, a once free state with a stable polity, which asserts sovereign independence from the rump of the Transitional Federal Government in Mogadishu. He joined the opposition Kulmiye Party — Kulmiye means the one who brings the people together — and he rose to become chairman of the party’s North American chapter, catching the eye of the party’s leader, now President Ahmed Mohamed Silanyo. By this time in 1990 Dualeh had married and was holding down a top downstream job as operations manager with California’s Metropolitan Transport Authority, ensuring compressed natural gas supplies for the fleets and developing new business. His Somali wife and three children were happy and thriving in the golden state. “Then while visiting Hargeisa in July 2010 I met Silanyo face to face and he told me he had other plans for me and that I should come home. I had always dreamed of coming back to Somaliland and now, look, I’m sitting here as minister.” His children are in their midteens and visit Hargeisa frequently. “They’re proud of my decision to return and improve conditions in the country. They encourage me and they’re also longing to be part of the adventure... I must say, their reaction was the turning point in my story.” He is optimistic about his life and the future. “It’s all about waking up in the morning and wanting to make things happen.” He has little patience for majors claiming force majeure and even less for briefcase outfits showing no obvious commitment — he wants action. “I’ve just been to China to discuss Hong Kong-based PetroTrans installing a gas pipeline from Ethiopia to our port at Berbera, along with liquefied natural gas export trains, and I think it’s a very good idea. “We have a peaceful country, an open door policy and demand contract sanctity just as we offer contract security.” Commenting on overtures from New York-based financier and equity venture company Jarch Capital, run by Philippe Heilberg — the company specialising in energy deals with nonsovereigns, which won sweeping exploration and production rights to the entirety of nearby South Sudan — Dualeh says they are still knocking on the door. “Heilberg tried to do a deal but it didn’t go well. He was offered a huge slice but wanted the whole country, so we just parted ways without agreement.” At the other end of the spectrum, Dualeh says “a lot of oddball ‘Joe Blow’ companies pass through Hargeisa, but I don’t pay them any attention — we’re looking for serious technical and financial competence to get real exploration restarted” upstreamonline

Geo. as Vice President, Corporate Development and has entered into an option agreement to earn up to an 80 per cent interest in, and ultimately acquire 100% of, the first two mineral exploration permits issued by the Republic of Somaliland. Dr. Barrie has 20 years of experience in mineral exploration with expertise in VMS and Ni-Cu-PGE deposits, as well as orogenic gold and porphyry Cu deposits. Option Agreement Mindesta has entered in an option agreement with Nubian Gold Corporation ("Nubian"), a privately owned Ontario company, which holds title to two 2,000km2 mineral exploration permits, Arapsyo and Qabri Bahar, which are the first two ever issued by the Republic of Somaliland. Under the option agreement, Mindesta can earn a 50% interest in both permits by incurring total exploration expenditures of $2 million within two years and can increase its interest to 80 per cent by completing a bankable feasibility study. Mindesta is required to make an upfront cash payment of $100,000 to Nubian as compensation for expenses incurred, and the first $750,000 of exploration expenditures represents a firm commitment. Mindesta also has the option to acquire all of Nubian's remaining interest in the permits at fair market value at any time after incurring the first $750,000 of exploration expenditures. The Nubian Shield encompasses parts of Saudi Arabia, Egypt, Sudan, Eritrea and Somaliland and is host to many major mineral deposits including Bisha in Eritrea, Sukari in Egypt, and five gold/base metal mines in Saudi Arabia that are owned and operated by Ma'aden Gold, the state mining company. Somaliland has over 30,000km2 of exposed Precambrian rocks. Extensive sampling and mapping by the British, US and Russians in the 1970s identified a number of areas that are anomalous in gold, copper, lead, zinc and nickel. Nubian's permits cover the most prospective areas and it initiated a stream sediment, prospecting and sampling program in September, 2011 to define potential drill targets. Results are expected in the first quarter of 2012. The program is being supervised by Remi Bosc who has 15 years of experience as a mineral exploration, resource and mining geologist in Europe, Africa and south-east Asia. He started his career with the French Bureau of Geological and Mining Research ("BRGM") and was project geologist during the discovery of the Tasiast deposit in Mauritania.
