  5. omali 'Black Hawk Down' suspect arrested Suspect arrested on war crimes charges while in Sweden STOCKHOLM, Sweden (AP) -- A Somali suspected of being a militia leader during the 1993 "Black Hawk Down" battle that left 18 Americans dead was arrested Monday on suspicion of war crimes while attending a conference in Sweden, police and organizers said. A man identified as Abdi Hassan Awale, who once served as Somalia's interior minister, was taken into custody after Somalis living in Sweden recognized him and reported him to police, said Gillian Nilsson, an organizer of the conference on development in the Horn of Africa. Awale, also known as Abdi Qeybdiid, was a commander in warlord Farah Aidid's militia when it fought a 19-hour battle against American troops in Mogadishu on October 3, 1993. Two U.S. helicopters were shot down and hundreds of Somalis died, in addition to the American soldiers. The story was featured in the book and movie "Black Hawk Down." Police spokesman Karl Sandberg would not confirm the suspect's identity, but said the 57-year-old Somali man was arrested on suspicion of war crimes early Monday at a hotel in Lund and taken to Goteborg for questioning. The suspect's lawyer, Pieter Kjessler, told Swedish public radio that he denied the allegations against him during questioning on Monday. Somalia was thrown into civil war and anarchy after clan-based warlords overthrew dictator Mohamed Siad Barre in 1991. More than 500,000 people have been killed and some 3.5 million have been driven from their homes, 1.5 million of whom have taken refuge in neighboring countries. Awale, who was a colonel in Somalia's former army, was named interior minister in the internationally unrecognized government that was declared in the capital after Barre's ouster. News of Awale's capture was welcomed by Somalis living in the United States. "We were joyous to hear this," said Omar Jamal, executive director of the Somali Justice Advocacy center in St. Paul, Minnesota. "It sends a loud and clear message to all the other Somali war criminals." Jamal said Awale was involved in the 1993 militia fighting with American troops. Nilsson said Awale was part of a six-member Somali delegation headed by Parliamentary speaker Sharif Hassan Sheikh Aden that attended the development conference in Sweden. MINNEAPOLIS, Minnesota (AP) -- Somali-American community leaders have called for a boycott of "Black Hawk Down," charging the film depicts their African homeland's people as savages and could create a backlash against refugees who fled to the United States. "Black Hawk Down" has just gone into wide release in the United States this weekend, after months of advance publicity and advertising. Omar Jamal, executive director of the Somali Justice Advocacy Center in St. Paul, Minnesota, said about a dozen people from the center saw a preview of the movie this week and were shocked. Minnesota is home to at least 25,000 Somalis, believed to be the biggest concentration in the nation. "We don't know what Americans will think of us Somalis after they watch this movie," Jamal said. "The Somali people are depicted as very savage beasts without any human element," he said. "It's just people shooting each other." The film, which opened Friday, is based on a 1993 firefight that left 18 American soldiers dead. They were on a raid that part of a mission aimed at restoring peace and averting famine in the country after the ouster of dictator Mohamed Siad Barre in 1991. Jamal said the movie left out that thousands of Somalis were killed in the conflict. In captions at the end of "Black Hawk Down," the filmmakers inform the audience that 18 Americans died while there were estimated to have been more than 1,000 Somali casualties. The Philadelphia Inquirer philly.com site -- for which Mark Bowden wrote the original series of articles on which his book and the film are based -- says "reliable witnesses in the U.S. military and in Mogadishu now place the count (of Somalis) at nearly 500 dead ... among more than a thousand casualties." The Advocacy Center plans to distribute fliers at theaters explaining the history of the conflict. With the focus back on Somalia as a possible hideout for al Qaeda members, the film compounds possible repercussions for local Somalis, who have worked since September 11 to show their support in the war against terrorism, Jamal said. He cited the death of a Somali man punched at a Minneapolis bus stop in October, which triggered accusations in the Somali and Muslim communities of a hate crime. No one has been charged. "The community is shocked and really afraid of the consequences of this movie," Jamal said. "It's a big psychological setback of our efforts."

Ex-Leaders Are Accused of Human Rights Violations in Homeland in 1980s By William Branigin Washington Post Staff Writer Friday, November 12, 2004; Page B03 A California-based human rights group has filed lawsuits in federal court in Alexandria alleging that two Somali residents of Northern Virginia ordered torture, killings, rapes and other acts of brutality against a rival clan during the 1980s when they held positions of power in their homeland. The two lawsuits claim that Mohamed Ali Samatar, a former defense minister and prime minister of Somalia, and Yusuf Abdi Ali, a former colonel who commanded a notorious Somali army battalion, bear responsibility for human rights violations committed during the military regime of the late Somali president Mohamed Siad Barre, who was deposed in 1991. The lawsuits were filed in U.S. District Court in Alexandria on Wednesday on behalf of eight Somali plaintiffs. The lawsuits, filed by the San Francisco-based Center for Justice and Accountability and a Reston law firm, represent the latest effort by private groups to hold accountable alleged human rights violators who have found safe haven in the United States. Human rights groups say hundreds of war criminals from various countries have found refuge in the United States, living quiet lives in places such as the Washington suburbs. Although U.S. immigration law has provisions designed to keep them out and deport them if they are found, enforcement has often been lax, victims' advocates complain. Samatar, a resident of Fairfax County, came to the United States in the early 1990s after his wife was granted political asylum. Abdi Ali, known to Somalis by his nom de guerre, Tokeh ("the Crow"), received military training in the United States in 1986 and 1990 and sought refuge in Canada when the Siad Barre government collapsed. He landed in the United States after he was deported from Canada in 1992 because of his human rights record, and he eventually prevailed in a six-year legal battle with U.S. immigration. He now lives and works in Alexandria. Samatar and Abdi Ali could not be reached for comment yesterday. In an interview in Canada before being deported, Abdi Ali denied that he committed human rights abuses. In filing the lawsuits, the center hopes to build on previous successes in suing foreign human rights violators in the United States -- if not actually collecting judgments. In a case filed by the center last year, a federal judge ordered two former Salvadoran defense ministers living in Florida to pay damages to torture victims, including Juan Romagoza, who runs a clinic for the indigent in the District. Among the plaintiffs in the suit against Samatar is Bashe Abdi Yousuf, a former businessman in northwestern Somalia and an ***** clan member who now lives in Atlanta. He says he was arrested in November 1981 for participating in a group that sought to improve conditions at a hospital and was repeatedly tortured and held in solitary confinement in a small, windowless cell for more than six years. He fled Somalia after he was released from prison in 1989 and arrived in the United States in 1991. Five other plaintiffs in the suit -- four men and a woman -- are anonymous because they fear reprisals, said Sandra Coliver, executive director of the Center for Justice and Accountability. Four of the five still live in Somalia, and one is in Kuwait. They include a farmer who was arrested with his two brothers while tending the family's camels in northern Somalia in 1984, according to the complaint against Samatar. The brothers were among 45 prisoners who were summarily executed, the complaint says. The woman was allegedly tortured and raped repeatedly during more than four years of imprisonment. In addition, a former noncommissioned officer in the Somali army alleges that he survived a massacre of fellow ***** members of the military in June 1988. The other two plaintiffs against Samatar are a former college student who says he was shot and left for dead in a July 1989 mass execution at Jezira Beach south of the capital, Mogadishu, and a mechanic who says he lost four brothers in the same massacre. The lawsuit charges that Samatar, as defense minister from 1980 to 1987 and prime minister from 1987 to 1990, "exercised command and control over the Armed Forces of Somalia" and "conspired with or aided and abetted subordinates" in committing acts of torture, extrajudicial killing, rape, arbitrary detention, war crimes and crimes against humanity. If the detention of Abdi Qaybdiid who was recently arrested for such allegations of war crimes in Sweden is so much motivated by not clannish sentiments and animosity but for genuine search of justice, so is it analogous that Abdullahi Yusuf and his cohort warlords, who now hold important positions of leadership and who are threat to the security and stability of Somalia, should also be brought to justice and be persecuted for the already recognized heinous acts of crime that they committed against the innocent people of Somalia. Some may ask why all the fuss over the arrest of Qaybdiid? It may be a factual thing that Qaybdiid took part the power struggle between Somali clans like every other Somali Official and was probably on the conquering side of the clannish warfare that ensued after USC rebels drove out Siad Barre’s regime out of the country. Did he commit atrocities or gave orders to kill innocent civilians or belligerent rival combatants? That is not the argument here, as Swedish courts and the public will be looking into this alleged act of violence. The fuss is about because the way the arrest was done and the fact that the individuals who sought Qaybdiid’s arrest were doing it for a clannish reasons. These are individuals blinded by Somalia’s clannish loathing and extreme aversion for others who hail from a rival clan. The fuss is about that the biased clannish accusers of Qaybdiid are dedicated supporters of our current warlord-president whose record is as ugly if not even worse as that of the accused Somali police chief. It is simply because of the clannish hypocrisy behind these accusations that is problematic and worrying. This kind of clannish attitude and behavior has become the norm and expectation for certain warlord cheerleaders in the Diaspora. And it must be reigned in before it gets out of hand and creates more division and hatred in our exiled communities around the world. If people in the Diaspora can go after those who committed atrocities and bring them to justice, then it is a recommendable undertaking that we all should applaud but we must be careful of not being so selective. We must not absolve some perpetrators of crime of guiltiness, as was the case of General Ali Samatar, The Ex –Somali Defense Minister, who had ordered the bombings of Hargeisa and killings of innocent Somalis in the North. It was ironically these same Yusuf Cheerleaders who were rallying for his defense in Minnesota, organizing meetings in support of a branded war criminal when other Somalis who lost loved ones were accusing him in Virginia because of his genocidal orders. These Somalis who are cheering for one warlord or the other, should seriously ask themselves, is the harboring of warlords like say the ilk of Yusuf and his cohort warlord criminals really in their benefit? What would they gain from such duplicitous backing? Doesn’t their clannish lobbying send an insensitive message to other Somalis? Must clannish hypocrisy be the rule rather than something to be ashamed of? What makes the crimes of one warlord president any different from those of other warlords? These are just questions but one thing is for sure; those who support clannish warmongers are also as guilty as those they go after. If tribal ties in seeking justice are more important then there will never be any justice. Somalis hate to admit the fact that they are clannish biased punch of people, sick with tribal disease. It is now time for all clannish cheerleaders to realize ways to get rid of that disease. No matter who lobbies for Samatar or Yusuf or Qaybdiid or Morgan or any other warlord per se, the challenge for all war criminals that participated in Somalia’s destruction is what to do after knowing that their brutal image will not simply fade away. The image of a warlord cannot go away simply by propping him up into position of leadership at the expense of the nation. A warlord is always a warlord and will remain warlord. Those who suffered cannot join in a chorus of praise of the warlords as their redeemers as some cheerleaders are doing now. All war criminals must be held accountable regardless of clannish allegiance. And for the clannish cheerleaders, they must also be despised with contempt by the rest of us who are revolted by the prolongation of our misery. The pursuit of justice is obviously thwarted here by our default clannish backwardness in Somalia. The warlords back home are free to continue their savagery with no impunity. We haven’t only given them the green light to do as they wish but we recognize them as our leaders, defenders and heroes. True and genuine justice can come if we collectively admit our faults, respect the rights of others and respond to the impartial call to repair whatever damage we may have inflicted on ourselves and renounce our negative clannish associations. Justice is admitting of one's faults and seeking forgiveness, of deeply apologizing of our failings. But when there is a culture of impunity, a culture of arrogance, a culture of disregard for sincerity, we will never have justice. It is a fallacy to believe that we could be tribally prejudiced and discriminate of who we should bring to justice and not. Are we surprised then that we as individuals and as a nation still find it difficult to be reconciled when we are so deliberately clannish in everything we do? How can that be when the search for justice that was supposed to unite us is thwarted by our inherent clannish ignorance in meting out justice to one another? We must do away with being the clannish accomplices of warlords since it makes all our clannish enterprise as criminal as those warlords we harbor, even if the intention is to let the bygones be bygones in the spirit of reconciliation and peace. To persecute and bring justice to those who expelled us of our homes, killed our people, destroyed our nation, a change not founded by tribalism, but with new mentality based on social change must take place and it must start within the Somali Diaspora communities. This new change must be free in its conduct of our primitive clannish malevolence and must emulate the civil and enlightened ways of our host nations. Somalis in the Diaspora are presented with a golden chance to help shape our country’s future positively. That is why after these tumultuous years of death, refuge, anxiety, horror and carnage, we should work out seeking a better Somalia. We must turn a blind eye to those clannish divisions that make us predisposed to repeating the gaffes of yesterday. Gaining or losing one’s voice in transitional warlord government’s support or opposition shouldn’t be based on matters of clannish blind loyalty but on principles and ideologies. The Yemeni authorities also provided the following response to Monitoring Group inquiries concerning their support for TFG. “The unstable conditions in Somalia are a direct threat to the security and stability of the Republic of Yemen, as they lead both to insecurity and to largescale migration of Somalis to Yemen, which has considerable adverse consequences. “Over the last decade the Yemeni Government has therefore followed a clear policy aimed at restoring stability in Somalia, ending the civil war there and supporting the central Government. “Since the election of the present Government, Yemen has been pursuing this approach with a view to supporting the legitimate Government of the country. In so doing, Yemen has received full backing from the international community, including the European Union, the African Union and the United States of America. “Accordingly, the Yemeni Government, in response to a direct personal request from the new Somali President, provided the requested aid with a view to strengthening the capacities of the legitimate Government. The aid, which was transported to Bossaso airport on a number of flights, comprised: “–15,000 uniforms for the Somali police; –Food supplies for 5,000 people; –5,000 personal weapons. “The framework within which this aid was provided can be stated as follows: “1. The aid was supplied to and at the request of the legitimate elected Government, which has received international endorsement; “2. Its aim was to enhance the capabilities of the police force and to strengthen security so that the President can move to Mogadishu, the capital, to perform his official duties. This cannot happen unless the armed bands are disarmed in favour of the legitimate Government; “3. The task of disarming those bands and consolidating the grip of the legitimate authority is a sine qua non for combating terrorist hotbeds in Somalia. It isvconsistent with the policies embraced by States all over the world in the fight against terrorism and will ensure that no new Taliban emerges in Somalia. “Reinforcing security and stability in Somalia and strengthening the legitimate Government represent a desideratum both for Yemen and for the international community. Yemen has accordingly taken on this task,notwithstanding the economic burden it entails, with a view to bringing an end to the deteriorated conditions in Somalia. It trusts that the international community will appreciate and duly compensate it for those efforts.†21. During a conversation with the Monitoring Group arms experts, a well-placed source with intimate knowledge of the affairs of TFG confirmed that PresidentYusuf and the Chief of Staff, General Naji, had negotiated a deal with the Government of Yemen for the delivery of large numbers of arms and a variety of ammunition, including the following: AK-47 and G3 assault rifles; RPG-7 and RPG-2 rocket launchers; 75mm and B-10 anti-tank weapons; 37mm, 14.5mm and 12.7mm anti-aircraft guns; mines and hand grenades; shoulder-fired Strella missiles; and 3 or 4 helicopters with missiles for the express purpose of fighting the Mogadishu dissidents. Also included in the deal were other items of military equipment, such as fatigues. Other Monitoring Group sources confirmed the relevant flights and the arms deliveries. 22. Some of the goods listed above were received and unloaded on 5 August by TFG forces located in Waajid, Bakool region, about halfway between Hudur and Baidoa. The weapons — small arms and ammunition — blankets and fatigues were delivered in three N3 lorries and came from Puntland via Ethiopia to Waajid. The Minister of Agriculture, Hassan Mohamed Nuur (Shatiguduud) and the Minister of Justice, Sheik Mohamed Noor (Madobe), among others, shared the arms shipment. About 400 TFG militia members were expected to arrive in Waajid from Mustahil,Ethiopia, receive the supplies and, at an unspecified date, attack opposition forces in Baidoa. Ethiopia 23. The Monitoring Group learned that arms shipments were sent from the Government of Ethiopia directly to TFG militia forces in Western Somalia. Upon enquiry by the Monitoring Group, however, the Government of Ethiopia denied providing arms shipments to TFG and sent a formal reply to that effect (see annex VI). The following are examples of information obtained by the Monitoring Group concerning military support in the form of arms and military training supplied to the TFG forces by the Ethiopian Government. 24. In preparation for the second battle for control of Baidoa, the TFG forces of Sheik Madobe (Minister of Justice), Shatiguduud (Minister of Agriculture) and others were supplied with a steady flow of arms from Ethiopia. The following chronology of events is indicative of Ethiopian arms support to TFG. 25. On 29 April 2005, a meeting took place in Ethiopia between Ethiopian military officials and TFG officials, including the Minister of Justice, the Minister of Planning, Mohamed Dheere, local administration leader in charge of Jowhar,Abdikarim Farah Laqanyo, local administration leader in charge of Beledweyne and the Chief of Staff, General Naji, and others. 26. Following that meeting and on 3 May 2005, N3 lorries entered Ethiopia from the Bakool region of Somalia to pick up shipments of arms. On 5 May 2005, the same lorries, transporting arms and foodstuffs, returned to Somalia via the border town of Yeed, Bakool region. On 7 May 2005 the lorries containing the arms arrived at Hudur, the capital city of the Bakool region, and temporarily stored the arms at the Hudur police station. 27. On Sunday, 8 May, Sheik Hassan Madobe and Shatiguduud took possession of the arms shipments. The arms consisted of AK-47 assault rifles, RPGs, a variety of ammunition and explosives. The intended recipients were the militias of Madobe,Shatiguduud and other TFG forces in Somalia. 28. On Monday, 9 May, the arms were distributed in Hudur among the TFG militias. On Monday evening the militias moved to positions near Waajid, about 90 kilometres north of Baidoa. 29. On Tuesday, 10 May, the same militias moved to positions about 45 kilometres north of Baidoa, near Goofgaduud. Also, between 7 and 10 May, the TFG Minister of Planning, Abdirizak Osman Hassan, received a shipment of arms supplied by Ethiopia at Luuq, located north of Baidoa in the Gedo region. 30. On 30 May 2005, TFG militia forces of Shatiguduud and Madobe attacked militia forces of the opposition at Baidoa, under the command of Mohamed Ibrahim Habsade. Habsade’s forces defeated the TFG forces and caused them to retreat from the immediate area of Baidoa. 31. Following the battle, the Monitoring Group obtained photographs of Ethiopian-supplied ammunition boxes made of wood and physical samples of thick plastic Ethiopian-supplied ammunition pouches; the boxes and the pouches were captured by Habsade’s forces. The following information is printed on the surface of one of the pouches: “200 cartridges 7.62x54, Lot. No.: 13/2000â€. Similar information is also printed on the other pouches. The ammunition boxes contained 14.5mm armour-piercing ammunition for heavy machine guns; in the Somali context, this is the type of heavy machine gun that is typically mounted on technicals. 32. Ethiopia also supplied arms to Mohamed Dheere, the warlord in charge of Jowhar (Middle Shabelle) and a TFG ally. Mohamed Dheere had welcomed the publicly expressed intention of TFG to locate the new Government at Jowhar. The Monitoring Group was informed that Mohamed Dheere was supplied with arms from Ethiopia to assist TFG in its possible relocation to Jowhar. For example,during the first two weeks of May 2005, five lorries containing an arms shipment from Ethiopia and destined for Mohamed Dheere travelled to Jowhar via Hudur and Tayeeglow; two technicals escorted the arms shipment. 33. The Monitoring Group learned that Hudur was set up by TFG as a militia staging area, supply centre and depot for arms supplied by Ethiopia. For example, in June Mohamed Dheere also received a shipment of arms from Ethiopia, via Hudur. On 17 June 2005, two N3 trailers left Jowhar and travelled to Hudur, arriving on 18 June. One of the N3s continued on to Ethiopia to pick up a shipment of arms. Ammunition from Sheik Madobe’s Ethiopian-supplied arms stocks was loaded onto the remaining N3, which departed Hudur on the night of 20 June 2005, escorted by two technicals belonging to Sheik Madobe. The convoy travelled to Eel Garas (Bakool region, east of Hudur), where technicals belonging to Mohamed Dheere took over security escort services for the N3. The convoy arrived in Jowhar on 21 June 2005. 34. It is important to note that the Monitoring Group has been repeatedly informed by numerous sources that as a matter of general practice, Ethiopia has typically and historically provided small arms — assault rifles, RPGs, etc. — and ammunition to warlords and allies in Somalia. It has also been reported to the Monitoring Group that the warlords have on occasion also sold or bartered the Ethiopian-supplied weapons at BAM in exchange for more powerful armaments, such as anti-aircraft guns. The flow of weapons from Ethiopia to warlords and then to BAM helps to explain another source of small arms and ammunition available at BAM. This activity has been noted in previous reports of the Monitoring Group. 35. The Monitoring Group has also learned that the Ethiopian military conducted military training for TFG militias from the Puntland, Bakool and Hiraan regions. The training occurred in at least two locations, the Ethiopia-Somalia border town of Fer Fer Hiraan region, north of Beledweyne) and Waajid (Bakool region). -------------- 54. With the exception of the small TFG enclave of influence that has, at the time of writing, been established in Mohamed Dheere’s area of Jowhar, Middle Shabelle, both sides have developed military-style strategies and plans to extend their respective areas of influence, each desiring to push the line in the sand to a position more in their favour. Accordingly, the Monitoring Group has learned that TFG President Yusuf and General Ahmed Naji, Chief of Staff, have devised a military plan to attack the opposition. They have targeted various geographic locations for military operations, planning to wrest them from the opposition. These locations include Baidoa, Marka and Mogadishu. To carry out their plan, they intend to unite various militias under their control and equip and train them in Fer Fer (Ethiopia) and Waajid (Bakool region). They expect to have a total force of about 20,000.

With regard to the second factor affecting arms supplies to BAM, the Monitoring Group believes that Abdullahi Yusuf, TFG President and former President of Puntland, is very well aware of BAM arms-supply channels and the fact that members of the opposition were the principal beneficiaries of arms sales at BAM. The Monitoring Group learned that, accordingly, about the beginning July 2005, President Yusuf took two decisions that ultimately affected the overall availability of arms for sale at BAM: (a) he blocked the use of the port of Bossaso for dhows delivering arms destined for BAM and attempted to block all roads that the arms traders use in Puntland to convey the arms to Mogadishu, and (b) he further made a deal with arms dealers based in Puntland from his clan — '***** ' — not to supply arms to BAM, providing the reason that the arms would ultimately go to the opposition in Mogadishu, which is preparing to use the arms to fight fellow clan members — '***** ' militias — from Puntland. The Monitoring Group believes that the effect of this action is a noticeable downturn in arms shipments reaching BAM and of sales to key opposition members buying there. 14. It must be recalled from the two previous Monitoring Group reports that the network of arms traders relies heavily on the port of Bossaso and the road infrastructure of Puntland to effectively move supplies of arms to BAM. It must also be recalled from past reports that the larger arms dealers at BAM have storage facilities. Therefore, any actions intended to affect the availability of arms at BAM,such as the ones taken by President Yusuf, would necessarily have a delayed impact on overall availability at any given time, depending on demand and stocks available.

Exclusive: Interview with Sharif Hassan Sheikh Aden, Speaker of Parliament, Transitional Federal Parliament of the Somali Republic By Richard Evans, Editor of Jane’s Terrorism and Insurgency Centre After 14 years without a functioning government, Somalia now has a Parliament, a cabinet, and a President. However many Parliamentarians are concerned that neighbouring Ethiopia is trying to stifle development of the new institutions. They further claim that Addis Ababa is arming various factions in a bid to maintain instability. What do you believe is really occurring here? In my view, Ethiopia does not want a functioning government in Somalia and I want to see that the world knows this. Even if Ethiopia does want a government here, it wants a fiefdom government - multiple governments which are all weak. Some people believe Ethiopia is supporting specific groups, but really it’s not supporting anyone [specifically]; you can supply weapons to one group, but you know that often they don’t even have, for example, fuel for themselves - so they sell some of their guns to other groups. Then everyone has them. They [Ethiopia] know the weapons are going to the other groups and producing instability. So all sides are arming themselves. This is my personal view regarding the behaviour of Ethiopia. The Somali parliament is now installed in Mogadishu, yet the President and the Executive have yet to take their places there, citing security concerns. What is the security situation in the capital at present? There are four main groups holding weapons in Mogadishu; warlords, businessmen, Islamic courts, and freelance individual clans. If the business community and the warlords give up their arms then no-one who is left will be able to keep theirs. The warlords, businessman, half the Islamic courts and the freelancers will be willing to go wherever they might be paid. The other Islamic courts are saying that they want to see other parties give up their guns first. I can’t say that Mogadishu is secure - it’s somewhere that for the last 14 years has had no functioning police or security service. But no-one seems to be reflecting the current reality there. In February I visited Mogadishu and met with all sections of the community there - they told me that the wanted peace and security. They also told me they were willing to have peace [keeping] troops - but not if they were from front-line states. I visited again in May and we reached an agreement to remove many of the militias and military technicals [flat-bed trucks fitted with crew-served weapons]. By the end of May, they [warlords and businessmen in Mogadishu] said they had moved more than 2,500 militia and 140 technicals [outside the city]. They have removed a lot of the illegal roadblocks. This was done with no assistance from the international community. So do you feel that conditions now exist for the President and the Executive to relocate to the capital? The parliament is now seated in Mogadishu to face the challenges ahead and to try to implement some reform in the country. But unless they [the President and Executive] are present we cannot do anything. If they return, the people of Somalia can start to trust them. If the current political crisis cannot be resolved, do you believe there is a risk of a return to civil war? I think something can be done to avoid bloodshed. I see that the mandate of the UN Special Representative Francois Fall is something which we should support. If he is given support for his mission then something can be done to avoid it. Somalia is fed up of war; we need a peace plan, not a war plan. What is the situation regarding the Somali economy? The situation remains serious. All our financial institutions have collapsed. We have appealed to the international community for assistance, but they need to know where the money is going. We need Parliament to be independent of the Government and for it [Parliament] to provide oversight of the accounts. We need a proper system of remittance for Members of Parliament. Every member of Parliament needs to be able to operate independently and be able to take [financial] decisions themselves. The Parliament has been established for more than a year now and they [Parliamentarians] have not received any pay. How would you respond to the fears expressed by some in the international community that a country like Somalia is providing a haven for international Jihadist groups? I do believe that a lot of this [discussion of the harbouring or terrorists] is propaganda put about by some elements with a political agenda. But it’s difficult for us to provide some clarity on this - we have been without security or intelligence services for a very long time. I think that they [international jihadist groups] are not in Somalia for the time being - but if they are there, then the only way we can trace them is when there is a functioning intelligence system, instead of us just thinking about whether or not such groups might be present. The international community must focus on helping us to establish a fully functioning government if we are to effectively deal with this sort of danger, especially in Mogadishu. The International Maritime Bureau has again expressed concern about the rise in piracy off the coast of Somalia. What are your views on this problem and how it should be addressed? This situation is unacceptable and I hope that something can be done about it. It is the Somali people who are suffering. There is also a problem with heavy shipping dumping toxic waste [off Somalia] and we are facing serious environmental damage. Our coastline is being used as a dumping ground ….and we don’t have the ability to control out own coastline.   20. Somalia’s Self-Styled Intellectuals Need To Be Free of Clan Allegiance. Like many of the forward-thinking but disheartened Somalis in the Diaspora who have became acquainted on how the progressive and developed intelligentsia in civilized world handle matters of public sensitivity, I have been disappointed by the heightened passion of shaming harangue, and personal accusations directed to prominent Somalis. What is worse is this kind of blaming game is all based on the Somalia’s cursed clan loyalty and is perpetuated by none other than individuals with scholarly doctorate distinctions and with advanced university degrees. As if this concentrated accusations and character assassination were not enough, it seems that much of the malice is being spawned and strewn by a group of learned men whose ideology is aligned with one warlord or the other. But it seems that the current warlord-president’s camp is by far winning this vilification battle and the other camp is unwearyingly on the self-defense. Isn’t the education of these self-appointed intellectuals demand a level of maturity that acknowledges and understands the complex nature of Somalia’s clannish system? And because of their education, aren’t these educated individuals supposed to be over and above clan allegiance? Unfortunately, this is not the case as we have just recently read yet another piece of character assassination directed to our honorable speaker of Parliament Shari if Hassan Sheikh Aden by one of these infamous self-styled PhD holders. (Refer to the article titled: A Clueless speaker by some PhD holder) It is worth to mention that the honorable speaker is not the only singled target of these character assassination offense here but he has some renowned men in company such as Dr.Mohamud Jama Sifir, the veteran United Nation’s diplomat and current deputy prime minister (refer to the article titled Dr. Zero and politics Duplicity), the two distinguished professors, the Samatar brothers ( refer to Samatar’s destructive grand delusion) and Yusuf Garaad of the BBC (refer to Be aware of the BBC Somali Service). These notables have been the distinguished recipients of such venom from our biased ostensible critics. Another recipient of this kind of character assassination who hasn’t been spared less than his fellow friends is Dr. Ali Khalif Galaydh, the ex-prime minister of the Arta government. ( refer to the recent Startribune article by none other than Omar Jamal, Minnesota’s self appointed Somali advocate and fervent cheerleader clansman of president Yusuf: This Somali government mustn't fail) well done Mr. Jamal by advocating the use of force to solve Somalia’s problems and by the sudden metamorphosis into a clannish lobbyist. It seems that we haven’t learned anything from our destructive history. It is not my intention here to defend any prominent Somali personality and I am not trying to belittle the reputations of certain individuals or politicians. However, I believe that there will be time and place where each Somali will be able to give details for whatever good role he/she may have played in dismantling our primitive clannish creed. Are our self-styled intellectuals up to task? Definitely not, all they could write and compile is just a biased clannish propaganda by propping up and siding with notoriously illiterate ruthless warlords because of clan allegiance at the expense of others who oppose such a favorite warlords of theirs. My apprehension here is that this obsession of vilification of other Somalis whether reasonable or not is not helpful at all. This smear campaign has the proclivity, at this dangerous time of transition, to create more discord and division. It already impairs our hurt psyche and mocks our frail intellect. I think these so-called intellectuals and scholars should focus to find common solutions to reversing the downhill social and political destruction our country is in. I am pleading with these self-styled scholars to take a pause and think about their actions. Concentrating such negativity solely as a means of antagonizing some and discrediting others is in no way helpful in the long run. Honest objective discussions and differences of opinion are very relevant and constructive in formulating a way out of our nightmare but I believe that instead of the campaign of vilification, our self-styled intellectuals could best come up with encouraging and progressive ways to identify realistic options for our nation’s resurrection. I believe that today's discussions should be geared towards revisiting and repositioning of clannish sentiments for better course. They should at least strive in ways to relinquish this primitive clannish culture for the advancement of our people. Let us just think about it: what and how long it would take for Somalis to regain a respectable and dignified status in the community of civilized nations if their educated class is behaving this way and is still hostage to the abysmal clan creed? What kind of society do these self-styled intellectuals envision if high academic achievement automatically qualifies them token mouth-pieces for ruthless illiterate warlords? I hope that our self-styled intellectuals will take note and will re-evaluate their current short-sighted approach which most of the ordinary folks consider as adding more firewood to an already blistering bonfire. I especially want to show my respect and admiration for those Somalians who have put your loss above our immediate family bereavement and considered your death as a national loss and who have seen you as a man of peace for all of Somalia . My compatriots, I sincerely THANK you again, speaking for the family of Abdulkadir Yahya, for the warm Somalian feeling you have extended to us in these difficult times. I am proud to be one of you. My brother, I remember that, when I left the country in 1990, I advised you to also leave the country for security reasons. Abdulkadir, your reaction then was, " I was born in the most beautiful country of the world and I pray that, when my time has come, I will be allowed to die there". My brother, your prayer has been answered and you have died in our beloved country. However, the timing and the way you have been killed raises a lot of questions and brings up different emotions (baffled, disappointed, who is behind the murder? what is the motive?). There are a lot of speculations on who is behind your murder and why, but I don't want to pay too much attention to that. Fortunately, our family is not intent upon revenge or hatred or on more bloodshed. I am positive, Abdulkadir, that you would not have wanted that either. It would go against all your work towards reconciliation and peace. Yet, I would like to pose a few questions, like you would have done. How is it possible that people can be shot dead, just like that, in our country and especially in Mogadishu ? How is it that nobody will or can prosecute the perpetrators? How long do we have to be bystanders? Where are the saviors of our country? These questions and many more must be answered by the Somalians themselves. Why? Because there is no other alternative than to pursue the search for the solution to this long and senseless war that already has claimed so many precious lives. Finding the answers to these questions depends on the willingness of all Somalians, particularly the wise, the elders, the spiritual leaders, the mothers, the intellectuals, the young, truly everybody, to strive for collectivity, solidarity, perseverance, confidence, faith and the readiness to take action. The more I think about your murder and the current situation in our country, the more questions arise. During your recent visit to Geneva , Switzerland , to undergo heart surgery, I asked you again to take things a bit easier and to stay abroad for a while. Your answer was that our people needed you badly, especially at that time. Consequently, you said that peace in Somalia was within reach. You dreamed of a country where people are not separated by their tribe or by the region they come from. But you foresaw a country where the people, be it Reer-Qurac, Reer-Qansax, Reer-Garas, Reer magaal, Reer baaddiye, Xoolaleey, Beeraleey, Kalluumaysato, Taajir iyo faqiir, can live together as valuable citizens of one nation. A country where there is respect for the life of every individual. When your dream is shared by many it will no longer be just a dream but it will become ( Insha-Allaah ) the beginning of a reality of beautiful people in a beautiful country. Finally, let me promise you three things: . Your dear children will grow up in the loving care of their mothers ,all your brothers and all Somali piece loving people and they will get to know you well. . The torch of peace that you have carried for so long will not remain untouched for long. I and hopefully many others will take it up again. I will follow in your footsteps and carry your message of peace until our country is delivered from this darkness. . I will cherish your memory. The past 15 years we have said goodbye to each other at various airports all over the world. It was our ritual to embrace each other. Today you are no longer physically present. Mogadishu 15, Sep. 2005 ( Sh.M.Network) The people of Somalia in general, and particularly those who live in the capital Mogadishu are expressing gratitude for the humanitarian efforts of Weris Dirie Foundation which it devotes for the Somali girls who could not be saved inside Somalia. Waris Diiriye This Foundation which was founded by The Somali Girl, Weris Dirie who is the United Nations envoy for the world against the brutality of Female Genital mutilation (FGM), has flown 2 Somali girls to Austria where they are helped and treated. These two Girls’ health situation were so grave, one of the girls named Deeqo was said to be tortured and brutally raped by four men. Beyond the rape, the four inhumane men have further inflicted a deeper torture, by inserting the Barrel of the gun (AK47) in her private part; this gruesome incident took place in Galkaio town of Mudug region. The people in Somalia, particularly those in Mogadishu believe Weris Derie Foundation is the only one that stands with help to the needy people; it does concrete efforts to support people, they also say it could clearly be seen the activities of Weris Dirie Foundation. The girls that has been abused in Galkaio town was the second one to be evacuated to Austria by Weris Dirie Foundation while before, there was another girl who was flown from Mogadishu, the second one had a problem inside her private organ and needed surgery which can’t be operated locally. The people in Mogadishu were keeping in touch with the situation of this young Somali girl during her stay in Mogadishu (she was reported to have come from outside Mogadishu) she was suffering in a great pain, so, it was the best news that the residents in Mogadishu have heard in recent years, when announced that Weris Dirie Foundation has extended humanitarian hand for this young victimised Somali girl and sent her to Austria for her medical treatment. Halimo Ali Muse, a Somali Mother who participated in a shabelle Radio talk show programme about the Weris Dirie humanitarian medical assistance rendered to those victims, by Weris Derie, said, Weris Dirie is the symbol of Mercy to the world women†and it’s the source of Sympathy for Somali women who have been culturally and deliberately tortured. In conclusion, Somali people have the same Idea, when talking and expressing about the efforts of Weris Dirie Foundation, which they said the history will prove or tell Weris Foundation activities for Somali women. È L’UNICO PAESE AL MONDO DA QUASI TRE LUSTRI SENZA UN GOVERNO SOMALIA ANNO ZERO Dopo 14 anni di guerra civile, che ha provocato 300.000 vittime e milioni di sfollati, il Paese vive una sorta di "pace armata". In attesa che nella capitale si insedi il nuovo Governo. Jowhar, Somalia «Questo è l’ottavo. Morto di malaria. Non è possibile. Otto bambini, capite?, uccisi da una banale malaria». Scuote la testa, Gabriele, e allarga le braccia, la voce alterata dalla rabbia repressa. Afferra un fascio di carte dalla scrivania e le agita davanti ai nostri occhi. «Otto, in meno di un mese. Possiamo andare avanti così?». Lo sfogo di Gabriele avviene nella pediatria dell’ospedale di Jowhar. Il blu delle pareti accentua la penombra e sfuma i lineamenti dei mucchietti d’ossa denutriti che le mamme tengono in grembo, nei quattro letti della piccola stanza. Abbiamo visitato tutto il piccolo ospedale: un caso di lebbra, alcune ferite d’arma da fuoco, una quindicenne con un cancro al fegato in fase terminale, tanti malati di malaria e malnutriti. E diversi neonati, perché ovviamente la maternità è affollata. Gabriele Lonardi è un medico. Anzi, è il medico, l’unico nel raggio di decine e decine di chilometri. Veronese, una cinquantina d’anni ben portati, Gabriele è tutt’altro che un pivello, in fatto di cooperazione: plurispecializzato in malattie tropicali, è appena arrivato in Somalia dopo 25 anni di Brasile, direttamente all’ospedale di Jowhar, per rimetterlo in sesto insieme a due altri italiani mandati qui dall’Ong Intersos: l’infermiera Maria Salghetti e Alex Maffeis, responsabile del centro per la tubercolosi. Sono giunti uno dopo l’altro, sei, cinque e tre mesi fa, e hanno trovato non un ospedale ma una via di mezzo fra un girone dantesco e un immondezzaio. «La gran parte dei pazienti presenta patologie curabilissime. Ma non abbiamo nulla per curarli. Ogni giorno, qui, si alternano momenti di gioia e di dolore», aggiunge il dottore. «Oggi siamo stati sconfitti, questo bambino è stato vinto dalla malaria. Ma ieri abbiamo salvato un neonato, venuto alla luce da un parto trigemellare con una malformazione al retto. Sarebbe morto in pochi giorni. Ce ne siamo accorti proprio mentre facevamo un giro in corsia con un’équipe della Croce Rossa di Nairobi. Si trattava di un delicato intervento per rimuovere una membrana e fare la ricostruzione del retto. "Io questo intervento non lo so fare", ho detto al medico della Croce Rossa. "E tu?". "Io sì", mi ha risposto semplicemente, "sono chirurgo e conosco la tecnica". Detto fatto: ci siamo infilati il camice verde e abbiamo operato. Il neonato è salvo e sta benone. Quasi un miracolo: un giorno prima o un giorno dopo questo intervento non sarebbe stato possibile». Un ospedale senza medicine Gabriele, Maria e Alex stanno dando l’anima per far funzionare l’ospedaletto. Ma possono dare solo la propria esperienza e abilità . Infatti, non hanno medicine, non hanno strumenti chirurgici, non hanno nemmeno l’acqua potabile (l’unico pozzo è in cortile). «Intersos ci ha mandati qui, ma il finanziamento è ancora fermo all’Unione europea», dicono i cooperanti. Così, senza soldi e con una struttura pressoché inesistente, si danno da fare a inventarsi soluzioni, a chiedere aiuti estemporanei alle agenzie di Nairobi, a farsi mandare qualche scatola di farmaci e materiale chirurgico dalla Croce Rossa. Il Governo nato a Nairobi Eppure, questo ospedaletto è diventato importante. Non solo perché a Jowhar c’è il nuovo Governo di transizione – e la sede presidenziale si trova di là dalla strada, a non più di 50 metri –, non solo perché l’arrivo di ministri e parlamentari ha comportato un forte afflusso di popolazione civile da tutta l’area, ma anche perché malati e feriti arrivano fin dal confine con l’Etiopia, a 300 chilometri di distanza, perché nella Somalia di oggi la sanità semplicemente non esiste in aree vastissime. Jowhar, fino a pochi mesi fa, era un paesotto di 22.000 abitanti. Aveva un simulacro d’ospedale, una scuola, una sede dell’Unicef e poco altro. Ora ospita temporaneamente il Governo, nato a Nairobi dall’ultima lunga conferenza di pace (la quattordicesima in 14 anni di guerra civile), in attesa che le istituzioni possano rientrare a Mogadiscio, la capitale storica, che è ancora in balia dei "signori della guerra" e dei gruppi di estremisti islamici. La villa del governatore di Jowhar è stata prestata al presidente Abdullhai Yusuf e al primo ministro Ali Mohamed Gedi. E la scuola primaria è stata riadattata ad accogliere ministri e parlamentari: dormono in camerate, otto o nove per aula, in attesa che siano ultimati gli alloggi che l’Italia ha inviato con un ponte aereo. Il nostro Paese ha organizzato 14 voli con prefabbricati, generatori e materiale logistico per predisporre il campo d’addestramento del primo nucleo – 1.500 uomini – di quelli che saranno il nuovo esercito nazionale e la polizia. Nel Paese dell’anarchia La Somalia è all’anno zero. Dopo 14 anni di guerra civile feroce e sanguinaria (la stima è di 300.000 vittime e milioni di sfollati e rifugiati all’estero), basta percorrere le viuzze impolverate della città o cercare di raggiungere la vicina costa a non più di 90 chilometri in linea d’aria per rendersi conto di cosa significhi vivere nell’unico Paese al mondo che ha passato quasi tre lustri nell’anarchia. Significa che i telefoni cellulari funzionano perfettamente e gli aerei del chat (la piantina blandamente allucinogena che tanti somali masticano senza sosta) atterrano con puntualità svizzera. Ma significa pure che i pochi ospedali esistenti sono gestiti da Ong o agenzie umanitarie, che il sistema scolastico è scomparso, che la luce c’è per chi ha un generatore, che le strade sono ridotte a improbabili piste di sabbia, che l’acqua potabile è un bene prezioso, che paesi e villaggi sono un ammasso di vecchie case fatiscenti o capanne di paglia. I fantasmi dell’epoca coloniale Jowhar è attraversata da quella che fu la strada imperiale d’epoca coloniale. A parte qualche pietra miliare col fascio littorio, non ne resta più nulla, tant’è che le pochissime auto – qualche fuoristrada, pochi zoppicanti camion e rabberciate "124 Fiat" degli anni Cinquanta – vi corrono ai lati: meglio la pista di terra battuta che la gragnuola di buche della strada. Le farmacie, o sedicenti tali, vendono farmaci scaduti e ri-etichettati, o confezioni che del medicamento hanno solo il nome. E l’unico caffè di Jowhar si beve al "Lavazza", un bar che ha riadattato la macchina espresso a funzionare col fuoco a legna. La Somalia vive la pace armata delle milizie, che controllano capillarmente il territorio agli ordini dei "signori della guerra" locali. L’ampia maggioranza di loro si riconosce nel Governo di Abdullhai Yusuf, ma l’area di Mogadiscio e qualche pezzo di territorio sono fuori controllo, sicché il Paese è a macchia di leopardo, con un continuo alternarsi di zone pacificate e altre insicure. Per raggiungere, ad esempio, il villaggio costiero di Igo – a 260 chilometri a nordest di Jowhar, la stessa distanza che c’è fra Milano e Venezia – ci occorrono 20 ore di pista; e per tornare da Warsheik a Jowhar sono necessarie otto ore lungo un tortuoso viottolo sabbioso nella boscaglia, perché la direttrice che sfiora Mogadiscio è pericolosa. Sembra che un colpo di spugna abbia cancellato tutto ciò che l’epoca coloniale e la lunga dittatura di Siad Barre avevano, nel bene e nel male, costruito. Dove erano stati realizzati grandi insediamenti, come lo zuccherificio o la stazione ferroviaria di Jowhar, restano scheletri disadorni. Dove il manufatto era più fragile, come le strade e gli edifici lungo la costa, non ne resta quasi traccia. A Jowhar non si vedono in giro uomini armati, a eccezione dell’apparato di sicurezza del governatore e delle nuove istituzioni somale. Ma Jowhar è un’eccezione. Se c’è una risorsa che non manca in Somalia sono le armi, i miliziani e le "tecniche", ossia i fuoristrada Toyota attrezzati con grossi mitragliatori sul tetto. «Sì, è vero, è tutto da ricostruire, ma oggi il popolo somalo ha ricominciato a sperare, perché finalmente c’è un Governo che vuole la pace. Il compito che ci aspetta è gigantesco», esordisce il presidente Abdullhai Yusuf nell’intervista che ci concede. «In Somalia non c’è legge, non c’è esercito né polizia, non c’è amministrazione», continua Yusuf. «Ci sono solo free-lance della guerra. Pacificare e ricostruire è un lavoro enorme. Ma siamo determinati a rifare la Somalia, a disarmare le milizie, a combattere i terroristi islamici. Abbiamo ancora quattro anni davanti. Sono convinto che ci riusciremo». Riguardo ai gruppi fondamentalisti, il presidente è durissimo: «Sono i primi veri nemici della Somalia, perché non vogliono la stabilità del Paese», conclude. «I miliziani che per 15 anni sono sopravvissuti col fucile devono essere integrati alla vita civile. Ma i terroristi li conosco bene: li ho combattuti e sconfitti nel ’92 e ’93, quando tentavano di insediarsi nella regione di Bosaso. Oggi sono tanti e hanno molti soldi. Vanno sradicati dalla Somalia». Luciano Scalettari COOPERANTI "FAI DA TE" Com’è possibile che l’ospedale di Jowhar sia in condizioni tanto spaventose? Domanda inevitabile, se si ripercorre la sua storia. Sono stati i militari della missione Ibis, nel 1992, a creare l’ospedale. Dopo la fine della missione – negli ultimi 11 anni – la struttura è sempre stata gestita dall’Ong italiana Intersos, che vi ha mandato nel tempo diversi cooperanti. Tuttavia, il team arrivato ora l’ha trovato in condizioni impossibili, con pochi e antiquati strumenti, senza medicine, privo dei requisiti minimi d’igiene. E senza finanziamenti. Come mai? «Occorre fare subito chiarezza su quello che è avvenuto nell’ospedale di Jowhar», dice l’onorevole Mauro Bulgarelli, dei Verdi. «Presenterò un’interrogazione parlamentare per sapere quanti fondi sono stati dati per l’ospedale e che uso ne è stato fatto». «Questo episodio», aggiunge, «conferma che va rivisitato del tutto un certo modo di fare cooperazione. Non devono più esistere progetti che sono in realtà contenitori vuoti, utilizzati solo per introiettare denaro». L.SC. L’IMPEGNO DELL’ITALIA E DELL’EUROPA «Alcuni Paesi purtroppo stanno a guardare. E questo non aiuta la Somalia. Non è così per l’Italia e l’Unione europea che ci stanno offrendo sostegno politico e finanziario». Ali Mohamed Gedi, premier del neonato Governo somalo di transizione parla un ottimo italiano e ha le idee chiare. Sa che il primo problema è uscire dalla "pace armata" in cui le milizie sono ancora in grado di spadroneggiare (secondo Medici senza frontiere negli ultimi mesi ci sono stati 500 feriti da armi da fuoco nei loro ospedali, segno di un livello di violenza ancora intollerabile). Gedi sa che occorre dimostrare alla comunità internazionale che l’opposizione formatasi a Mogadiscio da parte dei vecchi signori della guerra e dai gruppi estremisti islamici è solo una minoranza. Sa che occorre comunque dialogare e mediare, senza prove di forza. «Ma», aggiunge, «occorre pure che l’Onu smascheri i veri scopi di chi solleva problemi strumentali per mantenere la Somalia nell’instabilità e nel caos». Valutazioni che trovano d’accordo anche l’inviato speciale del Governo italiano, Mario Raffaelli, che da due anni segue il processo di pacificazione. «Questo Governo è frutto di due lunghi anni di difficile mediazione. Solo dalla primavera scorsa presidente e Governo stanno operando. È quindi un Governo che media fra tutti i gruppi e le realtà claniche e fra i signori della guerra. La comunità internazionale ha assistito e sostenuto tutto questo processo». Il Governo, però, è nato a Nairobi. «Infatti, ora si è al momento cruciale: Governo e Parlamento sono rientrati in Somalia, seppure con difficoltà . Adesso il processo avvenuto nei palazzi di Nairobi deve essere spiegato alla popolazione, e accettato». L’opposizione è nata dentro lo stesso Governo. Come sanare la frattura? «Ci sono due questioni: la prima è che la minoranza all’opposizione non vuole che fra i caschi blu che devono arrivare ci siano soldati dei Paesi confinanti. Ed è un’obiezione ragionevole, su cui il Governo si è detto d’accordo. La seconda è che la sede del Governo dev’essere da subito Mogadiscio. Questo, però, è un falso problema: è ovvio che la capitale sarà Mogadiscio, ma oggi è ancora molto pericolosa. Appena sarà pacificata, le istituzioni prenderanno subito sede nella capitale. Già nei prossimi giorni si riunirà a Mogadiscio il Consiglio dei ministri». L’Onu e gli Stati Uniti hanno parlato di spaccatura e spingono per la mediazione. «Dialogo e mediazione in questa fase sono importanti. Ma non si può far finta che non ci sia un governo e che ogni problema provochi lo stallo. Non può esistere alcun "diritto di veto", da parte di nessuno». Quali sono gli scopi dell’opposizione? «Oggi mettere insieme due gruppi. Il primo ha un’agenda somala: pone proprie esigenze e istanze per un progetto politico. Il secondo è costituito da estremisti islamici che usano la Somalia per obiettivi più ampi, di instabilità internazionale e di terrorismo. Costoro non vogliono semplicemente alcun governo. Quindi, io dico, non ci sono due parti. C’è l’istituzione, che è una sola, e al suo interno ci sono divergenze. Sostenere che ci sono due fazioni in contrapposizione rischia di dare spazio agli estremisti». La Somalia è stata teatro di molteplici attività illegali. Come sanare questa situazione? «Oggi, c’è chi ricava ingenti introiti da attività economiche, legali e no. Occorre gradualmente portare sotto il controllo dello Stato le attività legali. E stroncare quelle illecite, andando anche a verificarne le conseguenze. Mi riferisco a uno di questi business illegali, quello del traffico di rifiuti e scorie, su cui bisognerà vedere quanto e dove si è inquinato. E quindi si dovrà bonificare».
