Dion won by 2,521 votes to 2,084. The Liberals have dominated Canadian politics for the past century but lost power to the Conservatives in a January election. The Conservatives have a minority government that looks set to fall in 2007, sparking a new election. Dion won in part by stressing the need to do more for the environment, a topic of increasing importance to Canadians. But he has two potential strikes against him.   15. The New York Times Kissinger Says Victory in Iraq Is Not Possible By BRIAN KNOWLTON WASHINGTON, Nov. 19 — Former Secretary of State Henry A. Kissinger, who regularly advises President Bush on Iraq, said today that a full military victory was no longer possible there. He thus joined a growing number of leading conservatives openly challenging the administration’s conduct of the war and positive forecasts for it. “If you mean, by ‘military victory,’ an Iraqi government that can be established and whose writ runs across the whole country, that gets the civil war under control and sectarian violence under control in a time period that the political processes of the democracies will support, I don’t believe that is possible,” Mr. Kissinger told BBC News. In Washington, a leading Republican supporter of the war, Senator John McCain of Arizona, said American troops in Iraq were “fighting and dying for a failed policy.” But Mr. McCain continued to argue vigorously for a short-term surge in American forces, and he gained a vocal ally in Senator Lindsey Graham of South Carolina, another influential Republican, who said, “We’re going to lose this war if we don’t adjust quickly.” The comments came at a sensitive time, just as the Bush administration, deeply frustrated by the persistent chaos in Iraq — where more than 50 people died in violence today — and stung by Republicans’ electoral setbacks on Nov. 7, has undertaken an intense search for new approaches to the war. Mr. Kissinger, in the BBC interview, said the United States must open talks with Iraq’s neighbors, pointedly including Iran, if progress is to be achieved in Iraq. Mr. Bush has said the United States is ready for such talks, but only if Iran moves to halt its nuclear enrichment work. American officials say low-level talks with Syria have produced little progress. But Mr. Kissinger also said that a hasty withdrawal from Iraq would have “disastrous consequences,” leaving not only Iraq but neighboring countries with large Shiite populations destabilized for years. He said the United States would probably have to plot a road between military victory and total withdrawal. The comments reflected a markedly more pessimistic view than Mr. Kissinger has expressed publicly in the past. The book “State of Denial” by Bob Woodward quotes Mr. Kissinger as saying in September 2005 that the only exit strategy for Iraq was victory. Analysts of the Pentagon, State Department and other agencies are working feverishly to complete a report for the White House meant to lay out American options in Iraq. They hope to do so before a much-awaited review from the bipartisan commission headed by former Secretary of State James A. Baker III, which is expected by mid-December. The Baker group has sought Kissinger’s advice. As those projects go forward, three proposals — not necessarily mutually exclusive — have emerged, and today senior lawmakers argued them all: to quickly begin a phased troop withdrawal as a means to compel the Iraqi government to seize greater responsibilities, to temporarily increase American troop strength to bolster security before initiating a withdrawal, and to engage Iraq’s neighbors in talks aimed at halting their support for unrest in Iraq. Mr. McCain, a respected figure on military matters who is exploring a presidential bid in 2008, has argued before for more troops, and he made the case passionately today. “I believe the consequences of failure are catastrophic,” McCain told ABC News. “It will spread to the region. You will see Iran more emboldened.” Mr. Graham, a fellow member of the Armed Services Committee, had hinted Wednesday, when his committee questioned General John P. Abizaid, commander of American forces in the Middle East, that he backed McCain; and he made this clear today. “We need an overwhelming presence in Iraq for the short term,” he told CBS News. General Abizaid said Wednesday that while the American military could find an additional 20,000 troops for a short deployment, the nation’s ability to stay longer was “simply not something that we have right now with the size of the Army and the Marine corps.” Mr. Graham said he disagreed with Mr. Kissinger about the impossibility of a military victory in Iraq. But as someone who was able to visit the open-air markets of Baghdad to buy a rug on his first Iraq visit — but had to travel in a tank during his latest — Mr. Graham said that matters were “absolutely” worse. Mr. Kissinger said that a rapid withdrawal could have “disastrous consequences.” “If you withdraw all the forces without any international understanding and without any even partial solution of some of the problems, civil war in Iraq will take on even more violent forms and achieve dimensions that are probably exceeding those that brought us into Yugoslavia with military force,” he said. Senator Carl Levin of Michigan, a Democrat who will become chairman of the Armed Services Committee when the new Congress convenes in January, has led the calls for a phased withdrawal, to begin within months, as a way to jolt Iraqi leaders into grasping greater control. “If you don’t do that, they’re going to continue to have the false assumption that we’re there in some kind of open-ended way,” he said today on CNN. But a phased withdrawal could leave Iraq perilously vulnerable, military analysts say, not just to internal violence but to its neighbors — Iran, Syria and possibly even Turkey, should it decide to send forces into the north of Iraq to pursue Kurdish guerrillas. A growing number of lawmakers, and reportedly the Baker commission, favor intense direct negotiations with those neighbors to ensure their cooperation. Senator John Kerry of Massachusetts, the Democratic presidential candidate in 2004, cited Mr. Kissinger’s own negotiations with the North Vietnamese in arguing for engagement with Iran and Syria. “If you pursue legitimate diplomacy, the way Henry Kissinger did when he made multiple trips, night after night, day after day, twisting arms, working; if you make the effort that Jim Baker did to build a legitimate coalition, I’m confident we can do what’s necessary to get the neighborhood — and I include in that Iran and Syria — to take greater stakes,” Mr. Kerry told Fox News. Mr. McCain said he was not against talks with Syria and Iran, but questioned whether Iran had sufficient reason to cooperate. “Iranians are on the ascendancy if we fail” in Iraq, he said, “so it’s going to be very difficult to find common interests.” Several conservatives who had strongly supported the war have since fallen out with the administration. One of them, Kenneth Adelman, a former assistant secretary of defense, said on CNN that the management of the war “just breaks your heart.” Mr. Adelman, who had famously predicted that the invasion of 2003 would be a “cakewalk,” criticized the decisions that allowed widespread looting after the fall of Baghdad, as well as the dismissals of Iraqi military and civilian officials. He is no longer on speaking terms with Vice President Dick Cheney, according to The Washington Post, which quoted him in an article today as saying: “This didn’t have to be managed this bad. It’s awful.”

The opening broadcast, which was expected to be available in 80 million households around the world, took place at 3pm Doha time (12:00 GMT) and featured a clip introducing the channel. Aiming to be the channel of reference for Middle East events, Al Jazeera also has broadcast centres Kuala Lumpur, London and Washington. The Conference will be sponsored by the Northern Somalis for Peace and Unity (NSPU, a newly founded grass-roots organization with membership primarily from the Northern region of Somalia, is dedicated to the goals of consolidating Somali unity and advocating for the sovereignty and territorial integrity of the Somali State against the backdrop of the prevailing internal and external disuniting factors. The fall Conference will bring together a wide spectrum of participants, including members of the Diaspora, intellectuals, academicians, diplomats, former statesmen, and senior administrators from around the world. This saying reminds Somalis that lies have no foundation and will eventually be discovered Deflating the ICG Balloon Thursday, 01 June 2006 The International Crisis Group’s (ICG) (or the International Crisis Manufacturing Group - ICMG -as others prefer to call them) report resembles a huge balloon that is filled with air. As we all know, it is easy to deflate a balloon by punching a small hole in it. The ICG balloon got prematurely deflated by a grand event that took place on the day before their infamous report on Somalia came out. In a town in the North of Somalia, a new Garaad (Sultan) was crowned in the presence of thousands of ordinary citizens and more than 2500 delegates from all over the world. Malaaqs from Bay and Bakool, Sultans from “Somaliland”, Islaans from Puntland, members of the Transitional Federal Government, members of the “Somaliland” parliament, prominent businessmen like Dahabshiil, members of the ”Somaliland” opposition parties and thousands of intellectuals including the great Somali poet, Mohammed Ibrahim Warsame Hadraawi attended the ceremony. The occasion brought together people the ICG contends would mow each other down to pieces unless “Somaliland” is recognized. The new Garaad who succeeds his late uncle, Garaad Abdul Ghani as the 19th Garaad, vowed to bring the traditional leaders of Somalia together and promote peace, stability and unity in Somalia. In Somalia, milk signifies peace and prosperity; and the milk poured on the new Garaad has great significance for Somalia and the Somalis. The new Garad whose uncle attended the Burao conference where the SNM fighters forced the attendance to declare the unilateral secession of "Somaliland", clearly and unequivocally declared his unionist stand at the presence of all these dignitaries. In the ICG report, The ICG portrays the constituency of the new Garaad as disputed territories with an insignificant minority that would lose the most from any conflict that flares up between Puntland and Somaliland since their territories lie in the frontlines of the conflict. In these remarks, The ICG seems to suggest that the people of these territories better join "Somaliland" in its quest for recognition or else face dire consequences. If The ICG finds it convenient for "Somaliland" to withdraw from the act of Union in 1960, why does it find it difficult to appreciate the fact that the pro-unity regions can also re-affirm their commitment to the same Union? Perhaps what The ICG should have known is that there are many decent northerners who are pro-unity and passionate about the unity of their beloved Somalia, unlike the opportunistic individuals who cling on to a discredited and bankrupt ideology called “Somalilandism”. This secessionist phenomenon in the northern part of Somalia has been spearheaded by a group of narrow-minded Somalis who are in cahoots with some foreign elements like The ICG. The vain attempts by these secessionist ideologues to spread their despicable and misguided vision to the eastern regions of the North were dealt a crushing blow by the speech speech of the new Garaad, which was seen by many as the final nail in the coffin for the exhausted secessionist ideology. The ICG callously ignores the fact that the territory of the Garaad was the centre of the Dervishes resistance army who fought hard against the British invaders for 21 years. It was in this area that the most notable Somali nationalism was seen during the British occupation , and unlike the other territories in the North, the Garaad in this area never signed any agreements with the British.[/b] This was clearly highlighted in an article recently published by the honorable Jama Mohammad Ghalib ironically on the same day the Garaad was crowned. Another important fact left out by the ICG report is that Sultan Mohamoud Ali shire, the sultan of the other territories labeled by them as disputed territories, was vehemently and actively opposed to British rule of his territories and was forcibly exiled to the Seychelles . Hence, these territories are not part of the phantom “Somaliland” whose only legitimacy are colonial borders that evoke bitter memories in the minds of most people in the North. The so called disputed territories constitute more than 1/3 of the so called Somaliland, and the vast majority of its inhabitants are fiercely opposed to the secession promoted by the ill-fated ICG report that cost ICG sponsors thousands of dollars to prepare. It is for sure destined to the dustbin it so rightly deserves. Among the guests who attended the ceremony in Las Anod was Colonel Dhegaweyne a member of the SNM movement that forced Somaliland elders to declare secession from the Somali Republic. In a recent interview with Jamhuuriya, he declared that these territories can no longer be returned to the influence of Somaliland by force and a dialogue should be initiated with their leaders. SOMALIA Somalia: Second Islamic court in Las Anod declared By Nov 10, 2006, 22:21 LAS ANOD, Somalia Nov 10 (Garowe Online) - Another Islamic court has been declared in the Puntland regions, even as President Mohamud “Adde” Muse intensified his policy to prevent Islamist rule from taking root in the region. The new Court was declared this week in Las Anod, capital of Sool region, following days of consultations and meetings between the Bah-Hararsame sub-clan that involved traditional chiefs, sheikhs, intellectuals and members of civil society. One delegate confidentially told Garowe Online that, “in the end, the sub-clan [bah-Hararsame] voted to make Shariah [islamic] law as the law of the land.” This is not the first time an Islamic court has been declared in Las Anod. In August, members of another local sub-clan declared an Islamic court, prompting a response from Puntland police who arrested the organizers. Last week, the spokesman for an Islamic court in Galkayo was detained by police sometime after his radio interview aired on the BBC Somali Service. Garowe Online News

Somalia peace deal 'irrelevant' Mr Adan ® appears at odds with the government on several issues Somalia's transitional government has dismissed as irrelevant an agreement struck between a group of Somali MPs and the Union of Islamic Courts. Spokesman Abdirahman Dinari said the MPs - led by parliament speaker Sharif Hassan Sheikh Adan - did not have a mandate to negotiate. The MPs went to Mogadishu a week ago after Arab League mediation efforts in the Sudanese capital Khartoum failed. The seven-point agreement called on both sides to agree to return to talks. It also pledged to maintain an arms embargo and prevent any foreign interference in Somalia. However, the transitional government - which has little influence outside the town of Baidoa where it is based - has called for the arms embargo to be lifted and for a foreign peacekeeping force to protect it. The Islamists have taken control of most of southern Somalia since seizing the capital, Mogadishu, in June. 'Unacceptable' The deal was struck late on Friday in Mogadishu. The government responded after a cabinet meeting the next day. "The government does not accept this initiative," Mr Dinari told the Associated Press news agency. "It is totally unacceptable." "Reconciliation is the task of the government," he added. The deal is an attempt to prevent war between militias loyal to the Union of Islamic Courts and the fragile government. Ibrahim Hassan Adow, the Islamic Courts spokesman for foreign affairs, said: "This is a first step, and we are headed for peace." The two parties called on the transitional government to back the deal. Somalia has been in the grip of warlords and militias for years and has not had a functioning national government since 1991.
