The United States says it is planning to boost ties with Somalia's two autonomous regions - Somaliland and Puntland - in an effort to restore stability in the south and to curb the spread of Islamic extremism. Some analysts say the move, however, may end up increasing violence and instability in Puntland.

 

In late July, Puntland government forces began fighting with militants loyal to an Islamist factional leader based in the remote and mountainous Sanaag and western Bari regions of northern Somalia.

 

Puntland President Abdirahman Mohamed Farole said the assault was a counter-terrorism operation, targeting the terrorist leader of the Puntland cell of al-Qaida, Mohamed Siad Atom. The Puntland government has linked Atom to numerous kidnappings, bombings, and assassinations in the region since 2008.

 

In March, the U.N. Monitoring group for Somalia said it believed Atom was one of the principle suppliers of arms and ammunitions for al-Shabab, an al-Qaida affiliate that controls much of southern Somalia. A month later, the United States Treasury Department froze Atom's assets and those of a nearly dozen other suspected Islamist militants in Somalia.

 

But the leaders of the **********, a sub-clan of the larger Somali ***** tribe, say the conflict in the north is not about entirely about terrorism. They say it also is about long-held political and economic grievances the **** have had against the Puntland government since the region declared autonomy in 1998.

 

Somalia observer Stig Jarle Hansen of the Norwegian Institute for Urban and Regional Research in Oslo said if the United States is planning to assist the Puntland government in its fight against Atom, it will need to approach the situation with extreme caution.

 

"The danger is that you could suppress the ********** in a drastic way," said Hansen. "Or you could act in a way that mobilizes the ********** to the Shabab side. So, you can make your predictions come true through your own actions."

 

The leadership of the Puntland government is dominated by members of the ******ten sub-clan of the *****, and there has long been a simmering power struggle between the two sub-clans for control of Puntland's lucrative commercial hub, Bosasso.

 

The rivalry between the sub-clans boiled over into a bloody confrontation in 2006, when Mohamed Said Atom's militia attacked Puntland security forces to protest exploration rights the government gave to an Australian mining company in the mineral-rich Sanaag and western Bari regions. The ********** said the deal was struck without its permission.

 

In recent years, the **********, and other ***** sub-clans in Puntland have complained bitterly about the Puntland Intelligence Service, a counter-terrorism organization created in 2001, and which receives considerable support from the United States. The clan makeup of the powerful service is predominantly ******ten, and the organization has been accused of working to empower one clan at the expense of others.

 

Somalia observers warn a narrowly-focused U.S. engagement with the Puntland government, specifically in the counter-terrorism field, could unintentionally spark an inter-clan war. They say the conflict then could be exploited by al-Shabab to expand its influence into the far reaches of northern Somalia.

Somalia: Puntland State delegation met with U.S. officials

Nairobi, Kenya - The President of Puntland with a high level ministerial delegation had met with officers of the U.S. Department of State and Somalia's Premier, Omar Abdirashid Ali.

The trip of the delegation led by President Faroole and Interior Minister, Gen. Abdullah Ahmed "Ilka-Jir" came after the detention of five alleged ONLF conspirators. The arrest provoked an uproar from the public, which shaked Puntand internal security, social cohesion, and the economic well-being of the state.

 

Protests took in the form of Civil disobedience, that became palpable following the arrest of a prominent peacemaker, Abdisalan Mohamed "Af-gudud" over the alleged detention and transfer of 5 innocent men from the region of ******n.

 

One of the victims, was reported to have died in a Bossaso prison cell. In an interview with VOA, President Faroole accused the detainees of destabilizing Puntland as a result of the ONLF-Ethiopian conflict over the Somali region of Ethiopia, a region internationally known as ******.

 

The Puntland delegation first met with US officials such as U.S. Ambassador to Kenya, Micheal Renneberger, who is also responsible for U.S.-Somalia relations, and Donald Payne from the 10th Congressional District of New Jersey.

 

There were reports of a tripertite security agreement between the TFG, Puntland and the U.S. on an unannounced comprehensive policy recently adopted against the scourge of Piracy such as the contraversial deployment of unmanned drones.

 

The drones are widely feared to cause unintended civilian catastrophe as they block the livelihoods of Somali fishermen and coastal communities. In a similar case, The UN sanctioned multinational naval vassals that patrol the long Somali coast had been accused of serious violations of International laws.

 

The Agenda of the US-Puntland meeting also mainly centered on a series of social development projects and security enhancement items such as extending more resources to the Puntland Intelligence Services (PIS) for counter-terrorism measures as to better combat elements of the extremist fringe in the region.

 

The PIS headed by Osman Diyaale operate with a high degree of autonomy in the major cities of Puntland. Its recent security crackdown and alleged killings of several religious scholars have deteriorated public sentiment over its objectives as they are locally dubbed as "Anti-Faith Crusaders."

 

The Puntland delegation is poised to meet with elders and officials from the Somali regional state of Ethiopia.

Bosaaso, (DhaharOnline) - Hon. Asha Abdalla, prominent member of Somalia's legislative branch and veteran politician whose constituency is the Sanaag Region of Somalia, represents Sanaag/Makhir people, in her seat of the Transitional Federal Government of Somalia (TFG).

 

Puntland president recently declared war on poor farmers in Galgala town of Bari region, where thousands of troops have been deployed by President Abdirahman Faroole in order to uproot and eliminate indigenous community settlements. The MP said that this a direct violation of international human rights.

 

'President Faroole had deceived the world when he said: “terrorists are hiding in Galgala mountaineous belt,” she said.

 

"Indeed, he wants to mine Majiyahan and Galgala area, illegally" Asha was interviewed by the British Broadcasting Corporation “BBC” regarding the Galgala conflict.

 

“So far one hundred and fifty families have been displaced from Galgala city. These families reached Dhahar city of Sanaag Region a week after the war started. A huge fight between the self-styled Natural Resource Defenders of Sanaag/Western Bari regions, and Puntland government broke out near Galgala in late July 2010.

 

Col. Abdisamad Ali is Faroole's deputy and the perpetrator of the attacks that displaced so many people. "The area has no presence of humanitarian organizations and the wounded civilians have no where to go,” Asha Abdalla said.

 

“Eight months of economic sanction was imposed on the residents of Galgala and environs by Puntland Government; the produce from Galgala farms were also banned from other parts of Puntland and Somalia; this long-enforced policy of economic sanction had angered the local people and made their lives harder for the last eight months.

 

This policy of coercion and of intimidation has led the community of Galgala to arm themselves and defend their territory from a new Blood Diamonds Group under the guise of the Puntland administration,” Asha added.

 

Coined as the new blood diamonds of Liberia, the small consortium that are prospecting oil and minerals in Puntland is registered in different countries in order to avoid lawsuits. They are opportunistic foreign companies that manipulate corrupt leaders in order to exploit the natural resources of smaller and poor countries through illegal contracts and the bribing of the head of states. These Companies include Range Resource, Cinnmax and African Oil. Company.

 

Isse Dholowa a naturalized Australian citizen is the leading manager of these petty contracts. Liiban Muse Boqor, a British citizen is another key player of the illegal schemes. The latter had subsequently arranged for himself consulting fees of a huge windfall and bonuses.

 

Mr. Boqor was the middleman in 2006 between Ade Muse, former Puntland president and the Range resources. He is also a member of the new team of experts that Farole arranged for the take-over bid Africa Oil made with the departing Range Resources, Ltd.

 

The President of Puntland, Abdirahman Faroole, an Australian citizen as well, has been part of the diamonds group and is the mastermind of the latest plot to uproot and eliminate the residents of Galgala.

 

To fulfill illegal mining in their territory, President Farole ordered his troops to attack the area. But the junta met huge resistance from the area.

The Administration's connection to petty contracts

Puntland troops entered Galgala town a week after a tactical retreat of the defending militia (known as the Natural Resource Defenders of Sanaag and western Bari). After the invasion, Puntland troops set ablaze century old farms of Galgala residents. These farms produce dates, vegetables, fruits, rice and bananas.

 

The front line soldiers of Puntland also humiliated and injured women and children in the town. They also looted houses and other properties, local reports confirm.

 

These horrible stories were related to the world by Hon. Asha Ahmed Abdalla in her interview with the BBC/Somali. She warned against the consequences of the invasion, the uprooting and the looting of Galgala community’s properties.

 

“Calling innocent people terrorists and extremists is very dangerous.

"Legalizing the looting of people's private properties, and the burning of their farms is a criminal act," Asha said.

 

"Whether the administration authorized such criminal acts by the soldiers of the new blood diamonds group or not indicate that the administration does not give due respect and care for human lives. A big social crime is committed in any case,” Asha said.

 

“My constituency is in Puntland and I’ve the right to talk about the reality and defend Puntland people and confront who’s harming us," she said.

 

"I don’t want to hide what the president is doing to the community– he’s an unrecognized governor, has no right to mine without consulting federal legislators, and leaders of the community, the very people I represent in the TFG," Asha said.

 

"There are available written and oral evidence pointing to bilateral contracts between the government leaders and mining companies,” Asha said.

 

In a nutshell the self-styled leader of Natural Resource Troops of the Western Bari territories, Mohamed Said Atom is defending his people and land from the invasion orchestrated by the blood diamonds group that wants to mine the area.

 

This is not the first time these companies tried to mine the area. It was in mid 2006 when the locals led by Atam first chased out the miners and their illegal companies. Atom also took away the notion that he had links to Islamist groups in Southern Somalia.

 

“I’m neither Alshabaab nor do I have links to Islamist groups in southern Somalia. I'm in my home area and we have been attacked by Puntland outlaw president, Farole, ” He told the VOA [transcript ]. [Transcript

 

President Farole’s administration failed to preside over the dismal security status in his home town of Eyl--a pirate den.

 

There is a wide public suspicion instead that the president has no vested interest in securing the unity of Puntlanders or taking concrete policy actions that would keep the peace and co-existance in major towns because of his close ties to sea piracy. In a Security Council report, Farole was identified as the chief of Puntland's lucrative sea Piracy.

 

His administration has had links to the sea pirates of eastern Africa, particularly from Eyl base, where dozens of abducted vessels are anchored. Eyl is the epicenter of high-seas piracy on Somali coast.

 

He had also received a large sums of pirate money for his finance campaigns to secure the electoral votes of Puntland's presidential election. It’s unlikely the dust started by his predecessor will settle anytime soon.

 

Last week, President Farole's official website, Garoweonline, falsely labelled the prominent Somali politician Hon. Asha Abdala as a supporter of extremist groups, after she accused Farole of invading Galgala town, the region of her own constituency.

 

When Hon. Asha exposed the reality behind the attacks of the Galgala town, and the growing insecurity of Puntland, the Farole administration saw that as a slap in the face, and falsely accused the law maker of siding with the wrong side, a political tactic used by successive Puntland administrations to intimidate or stop anyone they see as an outsider or threat.

That being in the mountains of Galgala is not a religious war or terrorism," says convinced Hon. Asha Ahmed Abdalla, Parliamentarian of the Somali Transitional Federal Government (TFG).

 

"It's an economic war fought over the underground resources in the region of Maakhir./Sanaag"

 

After several years as an assistant to the Ministry of Labor and the Ministry of Disarmament, Ms. Abdalla is one of the few Somali women legislators in Somalia who still risk their lives for their country. "It's from 2000 that I have been dealing with maladministration, injustice and corruption in Somalia," says the legislator.

 

"In Mogadishu, my house was bombed several times and I still continue to receive threats from the people of Abdirahman Farole, the President of Puntland (semi-autonomous Somali Region, ed.).For this reason I have not been able to go back home and I can only report from here about the true face of the war in Galgala, the town where I came from. "

 

The main conflict in the region fought mainly between the clan in power, Migiurtini and the Warsengheli of Galgala had began in the eighties when several international oil companies had divided the various regional blocks for exploration and drilling rights of the vast mineral reserves and substantial quantities of oil in the area as evidenced by the prospect.

 

With the start of civil war in '91, almost everything had stopped until Puntland, in October of 2005, began to settle illegally for the exploration and drilling rights that it awarded to an Australian company, Range Resources Ltd. and later to the Canadian based subsidiary Africa Oil Corp. (formerly Canmex Minerals Corp.):

 

"These concessions are vast, and with only five wells drilled, the area is one of the least explored East Africa,” writes Africa Oil according to a statement provided from their website. "We believe that the area has all the requirements to become a major oil-producing province and other minerals, confirmed the Range Resources.

 

Both companies have posted maps on the Internet with the various areas of interest, which coincide with the area of the conflict in the valley region of Dharoor (Al Medo). They had also written several articles and reports since 2005, re-published by both international and Somali media

 

"There will always be a minority opposed to our project for various reasons" had already declared the Range Resources in April 2006 at the Australian newspaper The Sydney Morning Herald.

 

In July, the conflict has resumed, however, with complaints of a government penetration and abuse and unreliable reports from elements of al-Shabaab, Somali Islamist insurgents linked to al-Qaeda.

 

Asha Abdala said that the conflict is causing great suffering to hundreds of IDPs who have fled their homes. "The government troops have destroyed crops, burned houses and scared my fellow citizens," denounces the Parliamentarian.

 

This time just like in the past armed clash (2006), many clan members are not against oil exploration in the Wersengheli country, however, they want to be involved in a peaceful discussion with Farole. The president has instead arbitrarily arrested several Somali journalists. Last Friday, Abdifatah Jama Mirra, director of local radio Horseed Media was fined for six years in prison.

 

Mirra has been accused of "incitement to violence" for an exclusive interview with Sheikh Mohamed Said Atom, the militant leader of the troops for the Natural Resources (NRT) fighting in Galgala and who are opposed to the Puntland administration.

 

The final verdict announced, apparently without a lawyer at the Bosaso court, the commercial capital of Puntland, led to a protest at the international level.

 

"The condemnation of Mirre and the arbitrary detention of seven other journalists are a flagrant violation of press freedom by the administration of Puntland, "said Reporters Without Borders (RSF). On Tuesday, the administration also imposed a total ban for the entire local press talking about the war. "Farole and his people have told the world that this is a war against terrorism to gain support from donor countries," writes Suleiman Saleh, editor of the website information Galgalanews.com.

 

"At stake, however, there are strong economic interests that few have the courage to denounce."

 

Full of rich and unexplored oil and minerals, the region of Puntland in northern Somalia's semi-autonomous and self-proclaimed in '98 was considered relatively stable until recently.

 

The trafficking and piracy would steal the scene in a regional conflict that continues intermittently for several years. Based on sporadic exploration and geological studies with the aid of satellite technology, Puntland is regarded as one of the richest yet least explored regions of North Africa.

 

The President Abdirahman M. Farole, who also became a citizen of Australia, has recently been accused of human rights violations by UN High Commissioner for Refugees (UNHCR) for the forced deportation of thousands of his countrymen into the hell of the Somali capital, Mogadishu, from which Puntland broke away 12 years ago.

I'll repost an old article I sent to GaroweOnline, which critiqued someone with the alien name of "Ashley". She/He was protesting against the coverage of Majihaan conflict. I also congratulated GaroweOnline for its impartial role at the time. But now it's the complete opposite..

 

 

In Response to Ashley’s 'Coverage on Puntland Conflict'

 

The article "Coverage of Puntland Conflict", published at Garowe Online reveals some disguised misunderstandings of the particular dimension of this conflict . However,  It is my deep surprise to see a person appearing to be from the region express such volatile views of the present conflict in Majihaan.  It seems his/her views are too partisan to lend professional credence and one that gives a green light to the continuity of the conflict.

 

Criticism is healthy, but hers is mean-spirited and at best hollow. Ashley points in his/her article that it was not worth the Puntland media giving full coverage to the current Majihaan conflict, which has claimed almost dozens of lives so far. He/She says, ”To say there is no approval of the natives and people of Puntland i believe is incorrect……… I think that alot worse could happen that the media getting behind the progress that is being made.”

 

From the gist of this message, pardon me if I err on the side of caution, her/his position can be interpreted that there is no disagreement between the natives and Puntland, and if such disagreement exist the natives have no right to disagree with the administration of Puntland. Hence, the scale and scope of the conflict regardless of how long it protracts should be ignored to the utmost degree while the president orders his militia create more havoc and destruction to their land.

 

This thinking entails bigotry and does not bring any solution to the conflict.   There is a Somali proverb that says,
“If you hear trouble taking place in a faraway distance, no matter how far, it will soon be at your feet.”

 

Regional experts believe there is a huge possibility of the likelihood that
the conflict triggered by the elusive and illicit mineral and oil deal Puntland had signed with the Range Resources Ltd will extend to Bossaso and the hostility as a result will prevail for many years to come.

 

To bridge the gap, Parliamentarians including Awad Ahmed Asharo, Asha Ahmed Abdalla, elders, Sultans, and mainly the Diaspora have asked the Puntland governor (Muse) to defer his plans for mineral extraction to a later date until a government of national union is created. Yet, he turned their earnest request on a deaf ear by putting all the blame on "Somaliland".

 

It is an outright excuse and evasive tactics to deal with the situation through hidden stratagem by accusing "Somaliland" of direct involvement. He rejected to delegate to the representatives of Sanaag and western Bari regions their inherent responsibility.

 

The region of Sanaag is under the legal umbrella of legitimate Somali Government, therefore, parliamentarians from Sanaag have the constitutional authority in terms of economic and security matters and to avert armed confrontation that will have negative far-reaching effects on their region.   I believe it is imperative and to the best interest of the parties involved  that the governor, despite the deterioration of his administration in terms of transparency, human rights, and security, reassess the situation and call for regional unity and reconciliation and to heal the wounds spawned by this conflict.

From my own understanding, the people of Sanaag has been an integral part of Puntland’s political structure, leadership and development as an autonomous region within Somalia and it is they who can collectively work towards ceasefire and of peace and actively shape the participation of every clan through the democratization process of the Puntland----an objective case for security enhancement.  

 

We shouldn’t cast aspersions on the nature of this conflict. Instead, we have to do our part in initiating conflict prevention and resolution. If the governor, nevertheless, insists on making expedient judgment to the detriment of peace and security, former tyrant leaders who failed their people and nations should serve him a reminder.   I congratulate the media, the ones that are committed to the coverage of the conflict, in communicating the political stalemate in the region and thus creating an atmosphere of understanding and mutual commitment to one another. The great guitarist and producer, Hudeydi, said in one of his lyrics, “Xaq lama dudbiyoo wuu dilaacayaa,” which in rough meaning translates as “Suppressing the injustice should eventually swell and burst.”

 

That is the exact opposite of what Garowe online and LasqoreyNet are doing. Hopefully, Ashley, as a sister/brother shall see things as that way as many of us did in their learning curve, nay try to set the agenda for what news deems worth coverage.

SOMALIA: Preventive Diplomacy can dampen Clan Rivalry

The United States has long been committed to promoting the institutional frameworks for peace, equality, good governance, and social and economic development in Somalia. The effort was reinforced by a significant policy shift that attempts to reach out to stable administrations along with family clans that are aligned with the U.N backed Transitional Federal Government (TFG). This calculated choice by the United States signals a new approach, one that aims to build relations with multiple actors in the geopolitical interest of Somalia.

 

Since the announcement of this new American policy, Puntland and Somaliland responded with press statements in support of this new initiative and in reflection of their goals, political orientations, and modes of organization. The new approach, as articulated by U.S. Assistant Secretary for African Affairs, Johnny Carson, pronounces U.S. engagement and assistance in key development areas such as agriculture, water, health and education.

 

Many analysts affirm that the new policy entails profound political understanding of the clan element, in regards to both Galgala of western Bari and "SSC" conflict zones. Though conceived with good intentions, regional analysts fear that if the new American policy bypasses or ignores internal clan grievances in Sanaag and Western Bari regions peopled principally by the ********** tribe, it may perhaps further increase violence and instability in Northern Somalia.

 

Somalia observers, as reported by Alisha Ryu of VOA, warn of the political consequences of a “narrowly-focused engagement” with both "Puntland" and "Somaliland". Stig Jarle Hansen of the Norwegian Institute for Urban and Regional Research in Oslo relayed to the VOA an echoing concern held by many international analysts. He stated, "if the United States is planning to assist the Puntland government in its fight against Atom, it will need to approach the situation with extreme caution. The danger is that you could suppress the ********** in a drastic way, or you could act in a way that mobilizes the ********** to the Shabab side. So, you can make your predictions come true through your own actions."

 

The Norwegian Institute for Urban and Regional Research appeals to the U.S. policymakers to deploy preventive diplomacy, a strategy that calls for the suspension of potential clan conflicts. It also stresses that if the U.S. proceeds to cooperate with Somalia's northern clan-based entities, it must do so on a conditional basis--that is, each party seeks to forestall conflicts in a suitable manner.

 

Because Puntland' has been launching offensives in Galgala and other towns in Western Bari region since late of July, 2010, Asha Ahmed Abdalla, Somali legislator, argues that shrinking the role of diplomacy, financial and military assistance promised to Puntland may succeed in altering the dictatorial behavior of the current leaders of Puntland.

 

We think following the recommendations given by the Norwegian Institute for Urban and Regional Research is of critical importance in order to fairly and objectively resolve prior clan grievances in Bari region as a result of Puntland's continual enforcement of uneven distribution of power and resources. We believe viable insitutions of governance can be built by a committed and competent administration that promotes judicial independence, fights corruption and nepotism, and tackles criminal enterprises that seem to thrive in Puntland such as human smugglings and high-seas piracy.

 

********** clans from Haylan, Sanaag and Western Bari regions point to clan feuds, struggle over resources and Puntland's quest for oil and mineral expolaration as themes that fuel the Galgala conflict.

 

In attending to this complex issue of tribalism and ancient land disputes, the U.S should revisit and seriously consider the advise of an expert and practitioner in preventive diplomacy, the former U.N Secretary General, Boutros Boutros-Ghali. In his famous 1995 report, he recommended preventive diplomacy as an avenue to prevent disputes from turning into regional conflicts. The U.S must deploy information gathering as part of their new engagement, through fact finding missions to Galgala to mediate oppossing sides.

This is not the first time that the pirate-linked authorities have made direct accusations-- against the people of Sanaag and western Bari--of kidnappings and other criminal activities ever since the Majihaan Resource conflict back in 2006.

 

They just altered the old strategy and decided this time to use the terror card and get away with their commission of human rights violations.

Seriously, both of the break-away entities seem to be comparing notes when it comes to the unresolved issues of "SSC" and Galgala.

Now the so called Information minister has ordered the closure of Universal TV for covering up the Oog clashes, without deviating from its standard procedure.
