The leader of Somalia's autonomous region of Puntland has agreed to introduce Islamic law in the territory.

 

Mohamed Adde Muse said a committee would decide how best to implement Sharia to replace the current Western-based system of civil laws.

 

Correspondents say the move follows intense pressure from local Muslim and clan leaders.

 

Puntland has been far more stable than southern Somalia after running its own affairs since 1998.

 

Much of southern Somalia is now controlled by the Islamist Union of Islamic Courts (UIC).

 

Earlier this month, Puntland denied reports its forces had clashed with Islamist militias near the border.

 

Some Puntland leaders had threatened to join the UIC, correspondents say.

 

John Prendergast, a senior adviser with the International Crisis Group, think-tank said the decree was intended to avoid conflict with the UIC.

 

"Puntland authorities are trying to pre-empt the UIC's agenda before the UIC makes a major play to overtake the government there," he said.

MOGADISHU, Somalia (AP) — The president of a semiautonomous region in northeastern Somalia said Monday he will rule according to Islamic law, a surprising announcement in an area that has resisted the spread of Islamic militants who control much of the country's south.

 

Puntland President Gen. Addeh Museh did not cite a reason for his decision, but it comes amid increasing fears that the Council of Islamic Courts will try to seize his territory.

 

The move also isolates Somalia's official government, which has watched helplessly as the Islamic movement steadily gained ground since June. The U.N. envoy to Somalia tried to bolster the fragile administration Monday, urging leaders to restart peace talks with the Islamists in order to avert a war.

 

Somalia has not had an effective government since 1991, when warlords overthrew a dictator and then turned on each other. The current administration was formed with the help of the U.N. two years ago, but it has failed to assert any real control outside the southern town of Baidoa, where it is based.

 

Puntland, which declared itself an autonomous state within Somalia in 1998, has generally been spared the violence that has wracked much of the rest of the country. But radicals within the Islamic courts have vowed to take over.

 

"I set up a committee of scholars and traditional leaders to implement sharia law," Museh said in his presidential decree. Puntland usually enforces a secular penal code, even though the region's charter says it is based on sharia law.

 

The United States has accused Islamic movement of sheltering suspects in the 1998 al-Qaida bombings of U.S. embassies in Kenya and Tanzania. Osama bin Laden has said Somalia is a battleground in his war on the West.

 

Francois Lonseny Fall, the U.N. secretary general's special representative to Somalia, met briefly with Somali President Abdullahi Yusuf on Monday before meeting privately with Prime Minister Ali Mohamed Gedi.

 

"We strongly urge the transitional federal institutions to remain committed to dialogue. The international community is very, very concerned," Fall told Yusuf during his first visit to Somalia since August. Fall said his focus was to persuade the government, which has been wracked by infighting, to come together and restart talks with the Islamists. Somalia's most powerful lawmaker, Parliament Speaker Sharif Hassan Sheik Aden, traveled to Mogadishu earlier this month and brokered his own preliminary peace agreement with the courts, but the move was not authorized by the government.

 

Several peace initiatives in the country have failed, with both the government and Islamic movement trading accusations over who is to blame for the deadlock. Fears are mounting that a war in Somalia could engulf the region.

Juje, conceding to who?

This is a great moment and one every Somali in Puntland will welcome.

 

The question is where does that leave the ambition of the clan courts, which is to rule these areas?

 

Puntland has as ever moved towards the right path and will implement Shariah as a whole and without giving certain people special status as is the case for Yusuf IndaCade and Cirfo...

Somaliland and Puntland have a greater chance of Implementing Shariah law than the clan courts. One these states exist with the support of their public, they have central power and thus decesions from the top would flow easily down the chain of command.

 

The clan courts are unwilling to address the problems of looted properties and clan occupation as highlighted by the case of IndaCade and his special status.. The traders lose out while Cirfo, IndaCade gain big..

If the goverment and icu come togethor do you think indhace will part of the goverment....I for myself don't believe he will part so there is no reason for them to divide them self while dealing with goverment he is no threat and will delt in time like the people of puntland are dealing with cadde muse and riyaale

As for the question, it leaves them in a better place and they will sit, wait and watch how the changes will take place. As for the second part of the quote, they have never set out to rule any place, except to introduce Islamic rule in whole of Somalia and let people govern themselves in that manner and at the same time join the Union led by Sheikh Sharif and Hassan Dahir Aweys. It is that simple Duke, now tell me how Cadde wants to go about this, since by circumstantial demand he has accepted the introduction of full rule of Sharia( which he never intended before), will he name himself as one of the imaams of a local maxakama and thus join the Ismalic Courts Union in that capacity? Will he step down and give a chance to the local wadaads who are apparently sympathetic to the ICU and leave the region? What is he going do sxb, tell us, cause it is obvious the guy does not want to be chased as others before him.

juje war odayaga maad kadaysid i believe he will stay as of the head of state and they 'll have maxkamed that deals date to date operation and enforces the sharia law and also do deals with rest of somalia ....i also believe that the puntland wadaado can bring peace to the whole somalia

Juje, you are as confused as a fellow I once knew named Jumatutu. The aim of the clan courts is to rule as they rule lower Shabbele and Mogadishu they would love to rule other areas of the republic.

 

They do not have the millitary capacity to takeover Puntland hence the argument for loclal clan courts to destroy the state from within. Thus the agreement between the Ulema and the admin has ended the second tactic of courts and hence put to shame your prediction a week or so back, that Puntland would go where the warlords of Mogadishu went.

Good something still lingers in your memory, a week ago I told you it will be within as you remember. Today Cadde 'concedes' as you assume a clever step to appease the local ulimo. Tell me why now, where is the pressure coming from?

^^^Simple, the pressure is coming from within, the Ulema, the diaspora and of course the admin had to address these issues so as not to give the clan courts room for manouver.

 

In politics you have to adapt, the Ulema get what they want, the admin survives and the people incluidng General Duke are happy..

That's exactly it, a good leader meets the demands of his people. The clan courts have wanted Puntland for a long time; their justification was to bring Islamic Law to all the areas. Well now, what will they use as an excuse since it is coming? They will never force their leader out of power, just like Somaliland never will. Both know that will lead to fighting, which is something they've avoided for so many years. They were voted in and if the people want a change, they will do it the peaceful way. I don’t think those in the South can comprehend this though, they've only had peace for less then a 6 months and only know how to wage war.

What was he thinking? doesn't he know he signed his end? I hope he is not thinking things will cool down in puntland after declaration of islamic low. He only made the spin go faster it is now a question of when rather than if, the wadaads in bari will eventually take over.
