I'm going to have to brush up on my somalian a little bit more to fully understand the article, but to me it seems more like an opinion article rather than a factual news article, but as I said I'm going to have to brush up on my somalian.

I am sure that you have read the story that is circulating in Aussie's market. What is it you may ask: HERE IT'S.. WHAT.. WHAT. don't ask me the sources because I know you have read. Ask your fellow Aussie. OK.

WHAT... HERE...

9 August 2006

edited by Dolph Lungren

An epic battle in looming between one of the worlds best known African mining experts Jam Sonah and a lowly unemployed office cleaner based in Perth W.A.

A speculative exploration company know as Range Resources has apparently dismissed the only paid staff member - an office cleaner - for allegedly destroying key relationships with multiple JV partners who were falling over each other to sign up to exploration in the semi autonomous region of Puntland in the Horn of Africa.

The cleaner was interview at the Centrelink office in Joondalup just outside Perth and said he didn't know what the fuss was about. He knew the cheques couldn't have been real 'cause the waz too many zero's and it was yankee dollars - you can't use them down here . . '

Jam Sonah, Pike Movey and Lete Pandau were all seen at the airport frantically booking flights all over the globe in an attempt to control the damage.

Sources::: Ask art and other Aussie

ps. The cleaner is also the managing director.... Don't worry his being spotted cleaning the Somalian Beachers near Eyl...

aar0,

Appears Range has been taken to the cleaners. :D

There are too many developments going on in Somalia and I think its a good time to put aside any exploration plans until these political matters are resolved in our homeland.

why and when

1. What has happened to the first pass soil sampling program (1000 samples) that were dispatched to Australia for analysis of gold and other elements that was reported by Range on the 26/04? Within the June Quarterly, it stated that the initial exploration survey had been completed.

2. What happened to the coal samples that were returned to Australia for further test work that were to be completed within 3 weeks as mentioned on the 03/03? What happened to the silver samples? Where is the report form the “Oil Survey Team The Quarterly stated this was still proceeding?

3. Where is the update on the acquisition of key oil and gas databases that was described as being needed for fast tracking JVs on the 25/05? Is that the GIS? Is this why the KNOC DD was extended to the 31/07? “Fluid?â€

4. Where is the formal report by the “Risk Assessment Team†headed by the Secretary Consultant, Joe Obeid on the 19/04?

5. What happened to the $6.25m that was sourced from a UK broker after the negotiation of 125,000,000 options at 5c? The announcement on the 15/12 stated that it will be used for an AIM listing in the first half of 2006. Where did the $10m go? Cash on hand in the last quarterly was only $1,211,000 hence the $4m financing facility.

There announcemenst are full of historical data, implications and ambiguity with few results. They are not following through and to that extent, they have been very disappointing.

punty, the words you post I do not belive are yours, they are the words of a colleague of mine and I believe that you have them out of context. The same person also wrote on the same day as the text you have posted

Range is not a scam but Management must keep to their stated timeframes and targets or else the market will no longer believe in their business strategy. There announcemenst are full of historical data, implications and ambiguity with few results. They are not following through and to that extent, they have been very disappointing

and

Range have such a strong management team they now really could be on the cusp of something major.

Also, copying text which was never yours without reference to the original writer is plagiarism and in the literary cirlces plagiarism is illegal.

Punty what can you say about the following

"The writer Dr.Ali Abdullahi M Barkadle is a Resource and Management consultant to Lundin Petroleum AB ýand other International organizations he is also the Chief Executive of Amsas consulting, and was a former ýPresidential candidate for the Federal Republic of Somalia"

What Are The Prospects Of Investing ýIn The Federal Republic Of Somalia

Somalia has been without a government since 1990. That government collapsed due to a civil war that was ýinstigated when the government started ethnic cleansing, mismanagement of public finances, and corruption ýthat was endemic in both the public and private sector. In the private sector corporate governance was ýsomething unheard of and on the public sector cronyism and nepotism became an art for looting state ýfinances. So today our question is, in spite of the formation of a federal government for Somalia what are the ýprospects of investing in a country that has to yet fully resurrect from civil war?ý

Looking back at what happened in Somalia many will hope that lesson of history will have been learnt by all, ýbut it still remains a topic that is often forgotten intentionally by many politicians and business people. After a ýwhile and after seeing the chaotic nature the civil war has left on Mogadishu and it’s environs two states ýemerged from the current ashes of chaos- one in 1993(Somaliland) and the other Puntland (1998) both with ýtheir own government, police force, parliament, and judiciary .While Somaliland advocates for total ýindependence and cessation, Puntland prefers a federal system of government. Somaliland has no ýinternational recognition so far and it’s governed by remnants of the dictatorship era.ý

After a number of conferences the last one held in Kenya by IGAD (Intergovernmental authority on ýdevelopment, a regional body consisting of Sudan, Uganda, Ethiopia, Kenya, Somalia, Eritrea, and Djibouti) ýseems to have produced a viable government with a federal structure.ý

While security, relocation, international relations, financial assistance and human resource has been a ýchallenging task for the new government there have been developments in all areas mentioned recently. The ýGovernment has relocated to Jowhar a town that is 90km from Mogadishu due to security concerns in the ýformer capital, a number of countries have promised to provide technical and financial assistance but still ýthe government has only got pledges with no tangible assistance from the Arab league or the International ýcommunity.ý

Somalia has a huge pool of talented Diaspora with the capabilities of transforming the economy to a highly ýdeveloped nation that will require the governments in the Federal states of Somalia to rethink their ýdevelopment models. Currently remittances and exports of Somalia have reached almost $1billion dollars ýmost remittances coming from the Diaspora. That resource can be tapped when governments show sincere ýsigns of cooperation with the only investors in Somalia and that is the DIASPORA Somalis that might bring ýalong other international investors.ý

The government and any other foreign investor who needs to invest in Somalia also need to tap and ýcoordinate with the said pool of individuals and specialists on Somalia.ý

The current legal frame work in Somalia can be termed as being underdeveloped and in some parts ýunavailable. The states of Puntland and Somaliland even have to put forth investment laws, company laws, ýand land laws though some are presently available while other laws still remain to go through parliament.ý

The current federal government has to also put together Investment laws, company laws, and land laws to ýeffect any foreign direct investment. In the coming months the federal government will also need to set up ýcommittees to see into the formation of a legal structure to entice foreign investments if those laws are not ýavailable then direct foreign investments (DFI) cannot and surely will not come to Somalia.ý

The recent Oil and Mining deals in Puntland also needs to be revisited due to first, lumping together mining ýand oil concessions giving an unfair advantage to Consort Pty Ltd and Range Resources who are both juniors ýin oil exploration.ý

Secondly, giving out approximately 212,000km² that is the whole state to a single company is something ýthat has never been heard of in the resources industry. It seems the negotiators had a very limited ýunderstanding of the mining and oil industry or were in need of quick money. For instance Puntland can be ýdivided into many blocks using modern GIS systems and then a regulator is given the duties of regulating ýwhile the government looks into the taxation and royalty areas.ý

Thirdly, the above area of 212,000km² is too huge for a viable study to be done on. Even multinational ýcorporations with huge budgets for explorations cannot bite into such a huge cake without damaging ýshareholder value.ý

The Malaysian model of Production sharing agreements (PSA) can or might be adopted for while as a start. ýBut what remains to be solved is the vexing issue of giving away areas that have been in “force majeure†ýwithout due consent from original concession holders. It can or will generate a legal minefield for would be ýinvestors in a farm out process.ý

Somalia had issued a number of concessions and prospecting licenses to a number of International Oil ýcompanies in the 80’s when Hunt oil discovered oil in Yemen that protruded into Somalia. A number of ýConsortiums were created by Conocco, Amoco, AGIP, PECTEN, PHILIPS all had concessions in Somalia. The ýparent companies of original concession holders have changed due to takeovers, mergers and joint ventures ýand ownership questions still remains since most of these companies declared force majure.ý

Political risk has reduced immensely and the Somali people have developed internally and externally and will ýwelcome any investors in the resources industry.ý

In conclusion Somalia seems to have managed its political problems via the emerged states and a federal ýstructure but that needs economic and human development to follow. In a 1991 World Bank coordinated ýstudy intended to encourage private investment in the petroleum potential of eight African nations, geologists ýput Somalia and Sudan at the top of the list of prospective commercial oil producers. Today, Sudan has ýproved right with huge investments by China, Malaysia and India and the discovery of huge oil deposits in the ýMuglad basin. As for Somalia the Nugaal valley, The Awdal regions, Hafuun Areas and Mudug area seems to ýbe the next big oil producing regions in Africa. The last time any exploration was done was in 1988 and the ýworld has advanced technologically especially deep sea exploration. To add on that Somalia has got 3333km ýof coastline that has barely been explored fully.ý

According to the late Thomas O’Connor chief petroleum Engineer at the World Bank said “It’s there. There is ýno doubt there is oil there. You don’t know until you study further just how mush is there and it has ýcommercial potential. It’s got high potential…… once the Somalis get their acts together.†In my humble ýview, I hope we get our acts together soon and I mean very urgently or the world will never look at us again.ý

I believe you are very much closely connected to Amsas and the reason for your propganda is that amsas (possibly you and amsas are one in the same, but definitely closely connected) vied for the exploration rights to puntland, you lost out to range and have since fought a campaign of propoganda.

Amsas, WHO?, As I told you, you will be in the dark until you get an official letter from Puntland gov. regarding discontinuation of your shoddy project in Land of Puntland.

Did you say plagiaries, obviously your statement lacks the truth - recall this ("Art" you know the source, right.. if not Ask Aussie), that gave you the guidance you needed, right, what else you wanted?

I made little research about the name you have mentioned, Amsas, I found out that he is you friends, of course he was you foe while he was writing the article you have referred. But you know he changed his mind as you accepted that he holds PhD without graduating from any know school.

That was to may surprise!, Aussie will make you PhD holder without school if you disagree with them? But later i realized that is not all Aussie policy, but only Range Resources.

But that is not the point, the point is: where is KNOC deal? Respond that and other five questions mention earlier writing. OK, Aussie.

Remember Land of Punt is for Somalis. Always.

Art, you are the voice for Range Resources around here so why not take a shot at the questions? You aren't doing a good PR. Your silence only re-enforces the negative views some already have about the range.
