Somali lawmakers seek to remove PM

MOGADISHU (Reuters) - Somali legislators are trying to remove Prime Minister Ali Mohamed Gedi from power, in a move government sources said on Thursday was aimed at persuading rival powerful Islamists to enter peace talks.

 

A lawmaker said a vote of no confidence in Gedi had been presented to the speaker and would be debated on Saturday. Eighteen ministers and assistant ministers later resigned from the fragile interim government.

 

"We have resigned because we have failed to fulfil the needs of the Somali people. We have decided to vacate all the seats for the Khartoum talks," state minister of parliament and government relations Abdirahman Haji Adan told Reuters.

 

Analysts say the achievement of a power-sharing agreement in talks slated to take place in Sudan -- whereby the Islamists take some ministerial positions -- could be the only way to avert war in Somalia.

 

Gedi's position would be vulnerable in any shared government because President Abdullahi Yusuf would likely offer the prime minister's post to the Islamists, according to analysts.

 

In another development giving the Islamists full control in the capital, militiamen said gunmen loyal to a warlord who controlled a former presidential palace -- known as Villa Somalia -- were preparing to hand it over.

 

Although the Islamist movement seized Mogadishu from warlords last month and now controls a swathe of the south, some pockets in the capital remained under warlord control.

 

The Islamists are split between moderates wanting talks and hardliners who believe they can win a military campaign against the interim administration.

 

"They want to go to Khartoum without a prime minister and see if they can hammer out a deal with the Islamic courts," said a source close to Somalia's parliamentary speaker. "After that is when the president will appoint the prime minister."

 

The government's interim charter says that once a vote of no confidence is passed against a prime minister, the president is required to appoint a new one within 30 days.

 

"OUR WORRY IS ETHIOPIA"

 

Talks took place in Khartoum in June but the government boycotted a second round this month in protest at alleged Islamist violations of what had been agreed.

 

"The (no confidence) motion is supported and even funded by Islamists who want to take the position once talks with the government commence in Khartoum," a government source said.

 

Government spokesman Abdirahman Dinari said: "The motion is supported by individuals who want to be ministers and even get the premiership. ...If that happens, it will divide parliament."

 

The Islamists' rise has challenged the authority of Yusuf's government, set up in 2004 in the 14th attempt to restore central rule to Somalia since the 1991 ousting of dictator Mohamed Siad Barre by warlords ushered in an era of anarchy.

 

The Islamists' most powerful leader, hardline cleric Sheikh Hassan Dahir Aweys, has ruled out any meeting unless Ethiopia stops its "invasion" of Somalia. He refused to comment on the possibility of power-sharing.

 

The Islamists have said Ethiopian troops have poured into Somalia to protect Yusuf's government. "We don't care who is removed and who remains in the government. Our only worry is Ethiopia and until they get out, we will not rest," Aweys said.

 

Anti-Islamist Ethiopia denies sending troops and on Thursday accused neighbour Eritrea of supplying arms to the Islamists.

 

The government said a plane that landed in Mogadishu on Wednesday was carrying Eritrean weapon supplies for its rivals.

 

"In disregard to the U.N. arms embargo, Eritrea has airlifted weapons to Mogadishu to support the Islamist terrorist group which is trying to usurp power from the Transitional Federal Government ... by force," Zemedhun Tekle, spokesman for the Ministry of Information, told reporters in Addis Ababa.

 

"Eritrea's action...could escalate into violence in the region." Diplomats fear Ethiopia and old foe Eritrea are using Somalia as a proxy battleground to antagonise each other.

Removing Geedi is a positive step. He is good for nothing, corrupt and an Ethiopian spy.

Agree, agree and agree, me sxiib isha aad la diray nooh, the guy is nothing, i mean nothing...

and it is time to get rid off of him completely..

^^^I for once agree with the sister in this. But remving Geedi is not enough, a competent PM must be appointed who will engage in open dialogue with everyone and is willing to address the big issues...
