A very private war

 

 

There are 48,000 'security contractors' in Iraq, working for private companies growing rich on the back of US policy. But can it be a good thing to have so many mercenaries operating without any democratic control? Jeremy Scahill reports

It was described as a "powder keg" moment. In late May, just across the Tigris river from Baghdad's fortified Green Zone, a heavily armed convoy of American forces was driving down a street near the Iraqi Interior Ministry. They were transporting US officials in what is known widely among the occupation forces as the "red zone" - essentially, any area of Iraq that does not fall inside the US-built "emerald city" in the capital. The American guards were on the look-out for any threat lurking on the roads. Not far from their convoy, an Iraqi driver was pulling out of a petrol station. When the Americans encountered the Iraqi driver, they determined him to be a potential suicide car bomber. In Iraq it has become common for such convoys to fire off rounds from a machine gun at approaching Iraqi vehicles, much to the outrage of Iraqi civilians and officials. The Americans say this particular Iraqi vehicle was getting too close to their convoy and that they tried to warn it to back off. They say they fired a warning shot at the car's radiator before firing directly into the windshield of the car, killing the driver. Some Iraqi witnesses said the shooting was unprovoked.

In the ensuing chaos, the Americans reportedly refused to give their names or details of the incident to Iraqi officials, sparking a tense standoff between the Americans and Iraqi forces, both of which were armed with assault rifles. It could have become even more bloody before a US military convoy arrived on the scene.

 

A senior US adviser to the Iraqi Interior Ministry's intelligence division told the Washington Post that the incident threatened to "undermine a lot of the cordial relationships that have been built up over the past four years. There's a lot of angry people up here right now."

 

While there is ongoing outrage between Iraqis and the military over such deadly incidents, this one came with a different, but increasingly common, twist: The Americans involved in the shooting were neither US military nor civilians. They were operatives working for a secretive mercenary firm based in the wilderness of North Carolina. Its name is Blackwater USA.

 

It was hardly the company's first taste of action in Iraq, where it has operated almost since the first days of the occupation. Its convoys have been ambushed, its helicopters brought down, its men burned and dragged through the streets of Falluja, giving the Bush administration a justification for laying siege to the city. In all, the company has lost about 30 men in Iraq. It has also engaged in firefights with the Shia Mahdi Army, and succeeded by all means necessary in keeping alive every US ambassador to serve in post-invasion Iraq, along with more than 90 visiting US congressional delegations.

 

Just one day before the May shooting, in almost the exact same neighbourhood, Blackwater operatives found themselves in another gun battle, lasting an hour, that drew in both US military and Iraqi forces, in which at least four Iraqis are said to have died. The shoot-out was reportedly spurred by a well-coordinated ambush of Blackwater's convoy. US sources said the guards "did their job", keeping the officials alive.

 

In another incident that has caused major tensions between Baghdad and Washington, an off-duty Blackwater operative is alleged to have shot and killed an Iraqi bodyguard of the Shia vice-president Adil Abdul-Mahdi last Christmas Eve inside the Green Zone. Blackwater officials confirm that after the incident they whisked the contractor safely out of Iraq, which they say Washington ordered them to do. Iraqi officials labelled the killing a "murder". The company says it fired the contractor but he has yet to be publicly charged with any crime.

 

Iraqi officials have consistently complained about the conduct of Blackwater and other contractors - and the legal barriers to their attempts to investigate or prosecute alleged wrongdoing. Four years into the occupation, there is absolutely no effective system of oversight or accountability governing contractors and their operations. They have not been subjected to military justice, and only two cases have ever reached US civilian courts, under the Military Extraterritorial Jurisdiction Act, which covers some contractors working abroad. (One man was charged with stabbing a fellow contractor, in a case that has yet to go to trial, while the other was sentenced to three years for possession of child-pornography images on his computer at Abu Ghraib prison.) No matter what their acts in Iraq, contractors cannot be prosecuted in Iraqi courts, thanks to US-imposed edicts dating back to Paul Bremer's post-invasion Coalition Provisional Authority.

 

The internet is alive with videos of contractors seemingly using Iraqi vehicles for target practice, much to the embarrassment of the firms involved. Yet, despite these incidents, and although 64 US soldiers have been court-martialled on murder-related charges, not a single armed contractor has been prosecuted for any crime, let alone a crime against an Iraqi. US contractors in Iraq reportedly have a motto: "What happens here today, stays here today."

 

At home in America, Blackwater is facing at least two wrongful-death lawsuits, one stemming from the mob killings of four of its men in Falluja in March 2004, the other for a Blackwater plane crash in Afghanistan in November 2004, in which a number of US soldiers were killed. In both cases, families of the deceased charge that Blackwater's negligence led to the deaths. (Blackwater has argued that it cannot be sued and should enjoy the same immunity as the US military.) The company is also facing a mounting Congressional investigation into its activities. Despite all of this, US State Department officials heap nothing but words of praise on Blackwater for doing the job and doing it well.

 

There are now 630 companies working in Iraq on contract for the US government, with personnel from more than 100 countries offering services ranging from cooking and driving to the protection of high-ranking army officers. Their 180,000 employees now outnumber America's 160,000 official troops. The precise number of mercenaries is unclear, but last year, a US government report identified 48,000 employees of private military/security firms.

 

Blackwater is far from being the biggest mercenary firm operating in Iraq, nor is it the most profitable. But it has the closest proximity to the throne in Washington and to radical rightwing causes, leading some critics to label it a "Republican guard". Blackwater offers the services of some of the most elite forces in the world and is tasked with some of the occupation's most "mission-critical" activities, namely keeping alive the most hated men in Baghdad - a fact it has deftly used as a marketing tool. Since the Iraq invasion began four years ago, Blackwater has emerged out of its compound near the Great Dismal Swamp of North Carolina as the trendsetter of the mercenary industry, leading the way toward a legitimisation of one of the world's dirtiest professions. And it owes its meteoric rise to the policies of the Bush administration.

 

Since the launch of the "war on terror", the administration has funnelled billions of dollars in public funds to US war corporations such as Blackwater USA, DynCorp and Triple Canopy. These companies have used the money to build up private armies that rival or outgun many of the world's national militaries.

 

A decade ago, Blackwater barely existed; and yet its "diplomatic security" contracts since mid-2004, with the State Department alone, total more than $750m (£370m). It protects the US ambassador and other senior officials in Iraq as well as visiting Congressional delegations; it trains Afghan security forces, and was deployed in the oil-rich Caspian Sea region, setting up a "command and control" centre just miles from the Iranian border. The company was also hired to protect emergency operations and facilities in New Orleans after Hurricane Katrina, where it raked in $240,000 (£120,000) a day from the American taxpayer, billing $950 (£470) a day per Blackwater contractor.

 

Yet this is still just a fraction of the company's business. It also runs an impressive domestic law-enforcement and military training system inside the US. While some of its competitors may have more forces deployed in more countries around the globe, none have organised their troops and facilities more like an actual military.

 

At present, Blackwater has forces deployed in nine countries and boasts a database of 21,000 additional troops at the ready, a fleet of more than 20 aircraft, including helicopter gun-ships, and the world's largest private military facility - a 7,000-acre compound in North Carolina. It recently opened a new facility in Illinois (Blackwater North) and is fighting local opposition to a third planned domestic facility near San Diego (Blackwater West) by the Mexican border. It is also manufacturing an armoured vehicle (nicknamed the Grizzly) and surveillance blimps.

 

The man behind this empire is 38-year-old Erik Prince, a secretive, conservative Christian who once served with the US Navy's special forces and has made major campaign contributions to President Bush and his allies. Among Blackwater's senior executives are J Cofer Black, former head of counterterrorism at the CIA; Robert Richer, former deputy director of operations at the CIA; Joseph Schmitz, former Pentagon inspector general; and an impressive array of other retired military and intelligence officials. Company executives recently announced the creation of a new private intelligence company, Total Intelligence, to be headed by Black and Richer. Blackwater executives boast that some of their work for the government is so sensitive that the company cannot tell one federal agency what it is doing for another.

 

In many ways, Blackwater's rapid ascent to prominence within the US war machine symbolises what could be called Bush's mercenary revolution. Much has been made of the administration's "failure" to build international consensus for the invasion of Iraq, but perhaps that was never the intention. Almost from the beginning, the White House substituted international diplomacy with lucrative war contracts. When US tanks rolled into Iraq in March 2003, they brought with them the largest army of "private contractors" ever deployed in a war.

 

While precise data on the extent of American spending on mercenary services is nearly impossible to obtain, Congressional sources say that the US has spent at least $6bn (£3bn) in Iraq, while Britain has spent some £200m. Like America, Britain has used private security from firms like ArmorGroup to guard Foreign Office and International Development officials in Iraq. Other British firms are used to protect private companies and media, but UK firms do their biggest business with Washington. The single largest US contract for private security in Iraq has for years been held by the British firm Aegis, headed by Tim Spicer, the retired British lieutenant-colonel who was implicated in the Arms to Africa scandal of the late 1990s, when weapons were shipped to a Sierra Leone militia leader during a weapons embargo. Aegis's Iraq contract - essentially coordinating the private military firms in Iraq - was valued at approximately $300m (£1147m) and drew protests from US competitors and lawmakers.

 

At present, a US or British special forces veteran working for a private security company in Iraq can make $650 (£320) a day, after the company takes its cut. At times the rate has reached $1,000 (£490) a day - pay that dwarfs that of active-duty troops. "We got [tens of thousands of] contractors over there, some of them making more than the secretary of defense," John Murtha, chairman of the House defense appropriations subcommittee, recently said. "How in the hell do you justify that?"

 

In part, these contractors do mundane jobs that traditionally have been performed by soldiers, from driving trucks to doing laundry. These services are provided through companies such as Halliburton, KBR and Fluor and through their vast labyrinth of subcontractors. But increasingly, private personnel are engaged in armed combat and "security" operations. They interrogate prisoners, gather intelligence, operate rendition flights, protect senior occupation officials - including some commanding US generals - and in some cases have taken command of US and international troops in battle. In an admission that speaks volumes about the extent of the privatisation, General David Petraeus, who is implementing Bush's troop surge, said earlier this year that he has, at times, not been guarded in Iraq by the US military but "secured by contract security". At least three US commanding generals are currently being guarded in Iraq by hired guns.

 

"To have half of your army be contractors, I don't know that there's a precedent for that," says Congressman Dennis Kucinich, a member of the House oversight and government reform committee, which has been investigating war contractors. "There's no democratic control and there's no intention to have democratic control here."

 

The implications, still unacknowledged by many US lawmakers and world leaders four years into this revolution, are devastating. "One of the key tenets of managing international crises in the aftermath of the cold war was established in the first Gulf war," says a veteran US diplomat, Joe Wilson, who served as the last US ambassador to Iraq before the 1991 Gulf war. "It was that management of these crises would be a coalition of like-minded nation states under the auspices of a United Nations Security Council resolution which gave the exercise the benefit of international law." This time, "there is no underlying international legitimacy that sustains us throughout this action that we've taken."

 

Moreover, this revolution means the US no longer needs to rely on its own citizens and those of its nation-state allies to staff its wars, nor does it need to implement a draft, which would have made the Iraq war politically untenable. Just as importantly, perhaps, it reduces the figure of "official" casualties. In Iraq alone, more than 900 US contractors have been killed, with another 13,000 wounded. The majority of these are not American citizens and these numbers are not counted in the official death toll at a time when Americans are increasingly disturbed by their losses.

 

In Iraq, many contractors are run by Americans or Britons and have elite forces staffed by well-trained veterans of powerful militaries for use in sensitive actions or operations. But lower down, the ranks are filled by Iraqis and third-country nationals. Hundreds of Chilean mercenaries, for example, have been deployed by US companies such as Blackwater and Triple Canopy, despite the fact that Chile opposed the invasion and continues to oppose the occupation of Iraq. Some of the Chileans are alleged to be seasoned veterans of the Pinochet era.

 

Some 118,000 of the estimated 180,000 contractors in Iraq are Iraqis. The mercenary industry points to this as encouraging: we are giving Iraqis jobs, albeit occupying their own country in the service of a private corporation hired by a hostile invading power. As Doug Brooks, the head of the Orwellian-named mercenary trade group, the International Peace Operations Association, argued early in the occupation, "Museums do not need to be guarded by Abrams tanks when an Iraqi security guard working for a contractor can do the same job for less than one-50th of what it costs to maintain an American soldier. Hiring local guards gives Iraqis a stake in a successful future for their country. They use their pay to support their families and stimulate the economy. Perhaps most significantly, every guard means one less potential guerrilla."

 

In many ways, however, it is the exact model used by multinational corporations that depend on poorly paid workers in developing countries to staff their highly profitable operations. This keeps prices down in the industrialised world and consumers numb to the reality of how the product ends up in their shopping basket.

 

"We have now seen the emergence of the hollow army," says Naomi Klein, whose forthcoming book, The Shock Doctrine: The Rise of Disaster Capitalism, explores these themes. "Much as with so-called hollow corporations such as Nike, billions are spent on military technology and design in rich countries while the manual labour and sweat work of invasion and occupation is increasingly outsourced to contractors who compete with each other to fill the work order for the lowest price. Just as this model breeds rampant abuse in the manufacturing sector - with the big-name brands always able to plead ignorance about the actions of their suppliers - so it does in the military, though with stakes that are immeasurably higher."

 

In the case of Iraq, what is particularly frightening is that the US and UK governments could give the public the false impression that the occupation was being scaled down, while in reality it was simply being privatised. Indeed, shortly after Tony Blair announced that he wanted to withdraw 1,600 soldiers from Basra, reports emerged that the British government was considering sending in private security companies to "fill the gap left behind".

 

Outsourcing is increasingly extending to extremely sensitive sectors, including intelligence. The investigative blogger RJ Hillhouse, whose site TheSpyWhoBilledMe.com regularly breaks news on the clandestine world of private contractors and US intelligence, recently established that Washington spends $42bn (£21bn) annually on private intelligence contractors, up from $18bn in 2000. Currently, that spending represents 70% of the US intelligence budget.

 

But the mercenary forces are also diversifying geographically: in Latin America, the massive US firm DynCorp is operating in Colombia, Bolivia and other countries as part of the "war on drugs" - US defence contractors are receiving nearly half the $630m in US military aid for Colombia; in Africa, mercenaries are deploying in Somalia, Congo and Sudan and increasingly have their sights set on tapping into the hefty UN peacekeeping budget; inside the US, private security staff now outnumber official law enforcement. Heavily armed mercenaries were deployed in the aftermath of Hurricane Katrina, while there are proposals to privatise the US border patrol. Brooks, the private military industry lobbyist, says people should not become "overly obsessed with Iraq", saying his association's member companies "have more personnel working in UN and African Union peace operations than all but a handful of countries".

 

Most worryingly of all, perhaps, powers that were once the exclusive realm of national governments are now in the hands of private companies whose prime loyalty is to their shareholders. CIA-type services, special operations, covert actions and small-scale military and paramilitary forces are now on the world market in a way not seen in modern history.

 

While the private military/security industry rejects the characterisation of their forces as mercenaries, Blackwater executives have turned the grey area in which they operate into a brand asset. The company has been quietly marketing its services to foreign governments and corporations through an off-shore affiliate, Greystone Ltd, registered in Barbados.

 

In early 2005, Blackwater held an extravagant, invitation-only Greystone "inauguration" at the swanky Ritz-Carlton hotel in Washington, DC. The guest list for the seven-hour event included weapons manufacturers, oil companies and diplomats from the likes of Uzbekistan, Yemen, the Philippines, Romania, Indonesia, Tunisia, Algeria, Hungary, Poland, Croatia, Kenya, Angola and Jordan. Several of those countries' defence or military attaches attended. "It is more difficult than ever for your country to successfully protect its interests against diverse and complicated threats in today's grey world," Greystone's promotional pamphlet told attendees. "Greystone is an international security services company that offers your country or organisation a complete solution to your most pressing security needs."

 

Greystone said its forces were prepared for "ready deployment in support of national security objectives as well as private interests". Among the "services" offered were mobile security teams, which could be employed for personal security operations, surveillance and countersurveillance. Applicants for jobs with Greystone were asked to check off their qualifications in weapons: AK-47 rifle, Glock 19, M-16 series rifle, M-4 carbine rifle, machine gun, mortar and shoulder-fired weapons. Among the skills sought were: Sniper, Marksman, Door Gunner, Explosive Ordnance, Counter Assault Team.

 

While Blackwater has become one of the most powerful and influential private actors in international conflict since the launch of the war on terror, in many ways it is like a small, high-end boutique surrounded by megastores such as DynCorp, ArmourGroup and Erynis, operating in a $100bn industry. In fact, experts say, there are now more private military companies operating internationally than there are member nations at the UN.

 

"I think it's extraordinarily dangerous when a nation begins to outsource its monopoly on the use of force ... in support of its foreign policy or national security objectives," says Wilson. The billions of dollars being doled out to these companies, he says, "makes of them a very powerful interest group within the American body politic and an interest group that is, in fact, armed. And the question will arise at some time: to whom do they owe their loyalty?"

 

Congresswoman Jan Schakowsky, a Democrat and a leading member of the House select committee on intelligence, echoes those fears. "The one thing the people think of as being in the purview of the government is the use of military power. Suddenly you've got a for-profit corporation going around the world that is more powerful than states".

 

At war with the Pentagon

 

How Rumsfeld paved the way for Blackwater

 

The world was a very different place on September 10 2001, when Donald Rumsfeld stepped on to the podium at the Pentagon to deliver one of his first major addresses as defense secretary under President George W Bush. For most Americans, there was no such thing as al-Qaida, and Saddam Hussein was still the president of Iraq. Rumsfeld had served in the post once before - under President Gerald Ford, from 1975 to 1977 - and he returned to the job in 2001 with ambitious visions. That September day, in the first year of the Bush administration, Rumsfeld addressed the Pentagon officials in charge of overseeing the high-stakes business of defence contracting - managing the Halliburtons, DynCorps and Bechtels. The secretary stood before a gaggle of former corporate executives from Enron, Northrop Grumman, General Dynamics and Aerospace Corporation whom he had tapped as his top deputies at the department of defense, and he issued a declaration of war.

 

"The topic today is an adversary that poses a threat, a serious threat, to the security of the United States of America," Rumsfeld thundered. "This adversary is one of the world's last bastions of central planning. It governs by dictating five-year plans. From a single capital, it attempts to impose its demands across time zones, continents, oceans and beyond. With brutal consistency, it stifles free thought and crushes new ideas. It disrupts the defence of the United States and places the lives of men and women in uniform at risk."

 

Pausing briefly for dramatic effect, Rumsfeld - himself a veteran cold warrior - told his new staff, "Perhaps this adversary sounds like the former Soviet Union, but that enemy is gone: our foes are more subtle and implacable today. You may think I'm describing one of the last decrepit dictators of the world. But their day, too, is almost past, and they cannot match the strength and size of this adversary. The adversary's much closer to home. It's the Pentagon bureaucracy."

 

Rumsfeld called for a wholesale shift in the running of the Pentagon, supplanting the old department of defense bureaucracy with a new model, one based on the private sector. The problem, Rumsfeld said, was that unlike businesses, "governments can't die, so we need to find other incentives for bureaucracy to adapt and improve." The stakes, he declared, were dire - "a matter of life and death, ultimately, every American's."

 

That day, Rumsfeld announced a major initiative to streamline the use of the private sector in the waging of America's wars and predicted his initiative would meet fierce resistance. "Some might ask, 'How in the world could the secretary of defense attack the Pentagon in front of its people?'" Rumsfeld told his audience. "To them I reply, I have no desire to attack the Pentagon; I want to liberate it. We need to save it from itself."

 

The next morning, the Pentagon would literally be attacked as American Airlines Flight 77 - a Boeing 757 - smashed into its western wall. Rumsfeld would famously assist rescue workers in pulling bodies from the rubble. But it didn't take long for him to seize the almost unthinkable opportunity presented by 9/11 to put his personal war on the fast track.

I always thought the Bourne Identity/Supremacy/Ultimatum (phat flicks!) had an element of truth in them.

Didn't Geedi recently hire private security to replace the militia that used to guard him? The longer the occupation continues, the more Mogadishu will resemble Baghdad. And yes, that includes an increase in private security contractors hired to protect TFG ministers.

All jokes aside, this is a worrying trend and all those science fiction books seem more real. Companies that are so large that they can rival governments.

 

How much was the profit shell made last year? what about BP? Monsanto? Imagine them with their own armies? Who would be able to stop them?

 

Shell alone can occupy the Horn of Africa.

Its about keeping it just alive so that it can be sucked dry, just imagine a vampire keeping his victim alive so that it can keep sucking its blood.

In Iraq, a Private Realm Of Intelligence-Gathering

Firm Extends U.S. Government's Reach

BAGHDAD -- On the first floor of a tan building inside Baghdad's Green Zone, the full scope of Iraq's daily carnage is condensed into a 30-minute PowerPoint presentation.

 

Displayed on a 15-foot-wide screen, the report is the most current intelligence on significant enemy activity. Two men in khakis and tan polo shirts narrate from the back of the room. One morning recently, their report covered 168 incidents: rocket attacks in Tikrit, a cow-detonated bomb in Habbaniyah, seven bodies discovered floating in the Diyala River.

 

A quotation from Gen. David H. Petraeus, the top American commander in Iraq, concluded the briefing: "Hard is not hopeless."

 

The intelligence was compiled not by the U.S. military, as might be expected, but by a British security firm, Aegis Defence Services Ltd. The Reconstruction Operations Center is the hub of Aegis's sprawling presence in Iraq and the most visible example of how intelligence collection is now among the responsibilities handled by a network of private security companies that work in the shadows of the U.S. military.

 

Aegis won its three-year, $293 million U.S. Army contract in 2004. The company is led by Tim Spicer, a retired British lieutenant colonel who, before he founded Aegis, was hired in the 1990s to help put down a rebellion in Papua New Guinea and reinstall an elected government in Sierra Leone. Several British and American firms have bid on the contract's renewal, which is worth up to $475 million and would create a force of about 1,000 men to protect the U.S. Army Corps of Engineers on reconstruction projects. Protests have held up the award, which is expected soon.

 

The contract is the largest for private security work in Iraq. Tucked into the 774-page description is a little-known provision to outsource intelligence operations that, in an earlier time, might have been tightly controlled by the military or government agencies such as the CIA. The government continues to gather its own intelligence, but it also increasingly relies on private companies to collect sensitive information.

 

The deepening and largely hidden involvement of security companies in the war has drawn the attention of Congress, which is seeking to regulate the industry. The House intelligence committee stated in a recent report that it is "concerned that the Intelligence Community does not have a clear definition of what functions are 'inherently governmental' and, as a result, whether there are contractors performing inherently governmental functions."

 

"There is simply not the management and oversight in place to handle this properly, not only to get the best of the market but to ensure that everything is being done," said Peter W. Singer, a Brookings Institution senior fellow who wrote a book on private security and has been critical of the lack of government oversight. "It leaves a lot of legal questions that are open or dodged."

 

The government has outsourced a wide range of security functions to 20,000 to 30,000 contractors in Iraq; the exact number has not been disclosed. Contractors protect U.S. generals and key military installations and have served as prison guards and interrogators in facilities holding suspected insurgents, among other responsibilities.

 

Aegis's intelligence activities include battlefield threat assessments, the electronic tracking of thousands of private contractors on Iraq's dangerous roads, and community projects the company says are designed in part to win over "hearts and minds." The new contract calls for the hiring of a team of seasoned intelligence analysts with "NATO equivalent SECRET clearance." According to a summary of their responsibilities, the analysts are to conduct "analysis of foreign intelligence services, terrorist organizations, and their surrogates targetting DoD personnel, resources and facilities."

 

Much of this is already being done by Aegis. "We're more of an intel company," said Kristi Clemens, the company's Washington-based executive vice president. "We're not guns for hire."

 

Known internally as Project Matrix, Aegis's U.S. Army contract has multiple aims. The company, for example, runs more than a dozen Reconstruction Liaison Teams in which contractors armed with assault rifles and traveling in armored SUVs visit reconstruction projects to assess their progress and the levels of insurgent activity. "Their mission is to provide 'ground truth' to the Army Corps," Clemens said.

 

Aegis has also spent about $425,000 in company money and private donations on more than 100 small charity projects such as soccer fields and vaccination programs. The projects enable the company to build relationships in the communities in which it operates and gather information at the same time. "It's not intelligence as I understand it; it is understanding the water in which we swim," said David Cooper, who directs the program.

 

The company, for instance, spent $1,300 distributing tracksuits to girls' schools in an area of eastern Iraq where residents routinely pelted Aegis security teams with rocks, according to Justin Marozzi, Aegis's former director of civil affairs, who now is a London-based consultant. Through relationships forged on the project, the company learned of an insurgent cell that was working out of the governor's office, he said. The military "acted on" the tip, Marozzi said. He declined to elaborate.

 

Aegis recently launched a second charity to operate in Iraq and elsewhere called Hearts and Minds. The charity project "goes back to basic counterinsurgency doctrine," Clemens said. "You need local people on your side."

 

Aegis also provides on-demand "threat assessments for the people that travel the battlespace" throughout Iraq, said Robert Lewis, who directs Project Matrix as the company's chief of staff in Baghdad. One intelligence assessment, developed recently for the Army Corps of Engineers and provided independently to The Washington Post, included a detailed map of previous attacks and analyzed the intent and capabilities of Shiite militias and criminal gangs operating in Basra province. "There has been collusion with elements of the Basra" security forces, "which has increased the capability of the militias," concluded the report, which was compiled by Aegis's intelligence officer for the region.

 

Aegis declined to make its intelligence officials available for comment but said the information is unclassified and is gathered from a variety of open sources, including thousands of private security contractors who operate on Iraq's roads. Dashboard transponders enable Aegis to track dozens of private security companies that register with the Reconstruction Operations Center. The system helps to alert the military to armed contractors on the battlefield, preventing potential "friendly fire" incidents, and to mobilize an emergency response when contractors come under attack.

 

Aegis operates five remote command centers on coalition bases throughout Iraq. Col. Timothy Clapp, who until recently oversaw the system for the military, said Aegis is integrated into the Army Corps of Engineers' intelligence and operations chains of command.

 

The military relies on private contractors to offset chronic troop shortages. "If we had a 2 million-man army, we wouldn't be having this conversation," said Ed Soyster, former director of the Defense Intelligence Agency.

 

But the scope of the contractors' responsibilities is sometimes unclear, particularly in the area of intelligence-gathering. Singer, of the Brookings Institution, said intelligence contracting is growing "in a major, major way" with little government oversight.

 

Paul Cox, press secretary for Rep. David E. Price (D-N.C.), asked: "Who's overseeing this, and has Congress been informed to the extent that contractors are involved in intelligence activities? . . . We at least need to get an accurate picture of what's being contracted." Price has requested a Government Accountability Office investigation of private security contractors in Iraq, including Aegis. Rep. Marcy Kaptur (D-Ohio), a member of the House Appropriations defense subcommittee, has requested an audit of Aegis by the special inspector general for Iraq reconstruction.

 

Clapp said the Army Corps of Engineers had a small role in running the Reconstruction Operations Center. He said it was difficult for the military to ensure that security companies follow regulations to report all shooting incidents through Aegis. "You have to take it with a grain of salt," he said. "Some of the companies clearly underreport."

 

In addition, Blackwater USA and DynCorp International, two of the largest security firms in Iraq and both American companies, refuse to participate in the Reconstruction Operations Center, essentially making their movements invisible to other private security firms. (Blackwater bid on the new contract, then filed a protest with the GAO when it was eliminated from the competition.) Blackwater said that its movements are tracked by the military under separate U.S. government contracts and that it thus does not need to participate. DynCorp said it also is monitored separately.

 

The idea for the center originated after four Blackwater employees were ambushed in the city of Fallujah in March 2004; their charred remains were strung from a bridge overlooking the Euphrates River. The U.S. military was unaware at the time that the security contractors were traveling in the area.

 

Jack Holly, a retired Marine colonel who heads the Army Corps of Engineers' logistics directorate, said the center was originally envisioned as "a fusion organization for all of the information gathered among the private security companies." The information would be useful to both the military and thousands of private security contractors who operate on Iraq's supply routes and face the same insurgent threats.

 

But Holly said the usefulness of the center has been limited because each time a company provides intelligence, it is classified secret by the military and not distributed. This has deterred the private security contractors from participating, since they don't benefit from intelligence collected by the center. "Our perception was that the military would have a huge repository of added intel, which they could then pass on," Holly said. "But they prevented anyone from wanting to participate, and so it's never happened."

 

Holly said the center has been reduced to "a great display board of tracking. It's like, 'Come watch the lights move.' "

 

Aegis's Lewis acknowledged, "We can't disseminate classified information, so that is problematic for us." He said he is not certain how the military uses the information compiled through the center. "All that stuff is shoveled to" the Army Corps of Engineers, he said. "It's literally: 'Here it is. Do what you can.' Whatever happens to it after that is their business."

 

Three years ago, Aegis was an unlikely choice to run the center. The company had been co-founded in 2002 by Spicer, who commanded the 1st Battalion Scots Guards, a British army unit, and served in Northern Ireland, the Falkland Islands, the Persian Gulf War and Bosnia. Spicer titled his autobiography "An Unorthodox Soldier."

 

Spicer's experiences in Papua New Guinea and Sierra Leone are documented in multiple accounts, including Spicer's autobiography and Aegis's Web site.

 

In 1997, the government of Papua New Guinea hired Spicer and his former private military company, Sandline International, for $36 million to train and equip forces to put down a rebel movement that had closed a major copper mine. Rather than quelling the rebellion, Sandline's presence sparked civil unrest; Spicer was briefly jailed on a weapons charge that was subsequently dropped. The prime minister of the government that hired him soon fell. Spicer said he was supporting a legitimately elected government.

 

The following year, Sandline was contacted by an international businessman, Rakesh Saxena, to reinstate the elected government of Sierra Leone, which Saxena hoped would grant him diamond and mineral concessions. The operation was successful, but allegations that Spicer violated a U.N. weapons embargo caused a scandal that came to be known in Britain as the "Sandline Affair." Spicer says he conducted the operation with the British government's knowledge.

 

"Tim Spicer is a mercenary," said Robert Young Pelton, an adventure writer whose book "Licensed to Kill" is about the private security industry. "Didn't anyone Google him?"

 

Spicer declined to be interviewed.

 

After winning the U.S. Army contract, Aegis almost immediately ran into problems. A special inspector audit found that the company failed to perform adequate background checks on some Iraqi employees. The company said it had just won the contract and immediately addressed the issue. Then, in October 2005, a video surfaced on the Internet, showing a security contractor allegedly employed by Aegis firing near civilian vehicles to the Elvis Presley song "Mystery Train." Aegis said that it investigated the incident and found that the video was posted by a disgruntled employee who was let go.

 

But criticism of the company has since subsided. Aegis said it has conducted more than 21,000 private security details without any casualties to Army Corps of Engineers personnel. Holly, who has been in Iraq for 3 1/2 years, said Aegis "came in and it was like: 'We're gonna do this. Were gonna do that. Don't tell us how to do this.' It was almost like they were saying: 'We're here, her majesty's representative. Screw you and the colonies.' It's hard to embrace that.

 

"But when we sit here today, and I look at how Aegis has matured and evolved as a company and as a private security organization, I'd say they are pretty damn good. They have created an architecture" of security and intelligence.

The Mercenary Revolution: Flush with Profits from the Iraq War, Military Contractors See a World of Business Opportunities.

If you think the U.S. has only 160,000 troops in Iraq, think again.

With almost no congressional oversight and even less public awareness, the Bush administration has more than doubled the size of the U.S. occupation through the use of private war companies.

 

There are now almost 200,000 private “contractors” deployed in Iraq by Washington. This means that U.S. military forces in Iraq are now outsized by a coalition of billing corporations whose actions go largely unmonitored and whose crimes are virtually unpunished.

 

In essence, the Bush administration has created a shadow army that can be used to wage wars unpopular with the American public but extremely profitable for a few unaccountable private companies.

 

Since the launch of the “global war on terror,” the administration has systematically funneled billions of dollars in public money to corporations like Blackwater USA , DynCorp, Triple Canopy, Erinys and ArmorGroup. They have in turn used their lucrative government pay-outs to build up the infrastructure and reach of private armies so powerful that they rival or outgun some nation’s militaries.

 

“I think it’s extraordinarily dangerous when a nation begins to outsource its monopoly on the use of force and the use of violence in support of its foreign policy or national security objectives,” says veteran U.S. Diplomat Joe Wilson, who served as the last U.S. ambassador to Iraq before the 1991 Gulf War.

 

The billions of dollars being doled out to these companies, Wilson argues, “makes of them a very powerful interest group within the American body politic and an interest group that is in fact armed. And the question will arise at some time: to whom do they owe their loyalty?”

 

Precise data on the extent of U.S. spending on mercenary services is nearly impossible to

obtain — by both journalists and elected officials—but some in Congress estimate that up to 40 cents of every tax dollar spent on the war goes to corporate war contractors. At present, the United States spends about $2 billion a week on its Iraq operations.

 

While much has been made of the Bush administration’s “failure” to build international consensus for the invasion of Iraq, perhaps that was never the intention. When U.S. tanks rolled into Iraq in March 2003, they brought with them the largest army of “private contractors” ever deployed in a war. The White House substituted international diplomacy with lucrative war contracts and a coalition of willing nations who provided token forces with a coalition of billing corporations that supplied the brigades of contractors.

 

‘THERE’S NO DEMOCRATIC CONTROL’

 

During the 1991 Gulf War, the ratio of troops to private contractors was about 60 to 1. Today, it is the contractors who outnumber U.S. forces in Iraq. As of July 2007, there were more than 630 war contracting companies working in Iraq for the United States. Composed of some 180,000 individual personnel drawn from more than 100 countries, the army of contractors surpasses the official U.S. military presence of 160,000 troops.

 

In all, the United States may have as many as 400,000 personnel occupying Iraq, not including allied nations’ militaries. The statistics on contractors do not account for all armed contractors. Last year, a U.S. government report estimated there were 48,000 people working for more than 170 private military companies in Iraq. “It masks the true level of American involvement,” says Ambassador Wilson.

 

How much money is being spent just on mercenaries remains largely classified. Congressional sources estimate the United States has spent at least $6 billion in Iraq, while Britain has spent some $400 million. At the same time, companies chosen by the White House for rebuilding projects in Iraq have spent huge sums in reconstruction funds — possibly billions on more mercenaries to guard their personnel and projects.

 

The single largest U.S. contract for private security in Iraq was a $293 million payment to the British firm Aegis Defence Services, headed by retired British Lt. Col. Tim Spicer, who has been dogged by accusations that he is a mercenary because of his private involvement in African conflicts. The Texas-based DynCorp International has been another big winner, with more than $1 billion in contracts to provide personnel to train Iraqi police forces, while Blackwater USA has won $750 million in State Department contracts alone for “diplomatic security.”

 

At present, an American or a British Special Forces veteran working for a private security company in Iraq can make $650 a day. At times the rate has reached $1,000 a day; the pay dwarfs many times over that of active duty troops operating in the war zone wearing a U.S. or U.K. flag on their shoulder instead of a corporate logo.

 

“We got [tens of thousands of] contractors over there, some of them making more than the Secretary of Defense,” House Defense Appropriations Subcommittee Chairman John Murtha (D-Penn.) recently remarked. “How in the hell do you justify that?” In part, these contractors do mundane jobs that traditionally have been performed by soldiers. Some require no military training, but involve deadly occupations, such as driving trucks through insurgent-controlled territory.

 

Others are more innocuous, like cooking food or doing laundry on a base, but still court grave risk because of regular mortar and rocket attacks.

 

These services are provided through companies like KBR and Fluor and through their vast labyrinth of subcontractors. But many other private personnel are also engaged in armed combat and “security” operations. They interrogate prisoners, gather intelligence, operate rendition flights, protect senior occupation officials and, in at least one case, have commanded U.S. and international troops in battle.

 

In a revealing admission, Gen. David Petraeus, who is overseeing Bush’s troop “surge,” said earlier this year that he has, at times, been guarded in Iraq by “contract security.” At least three U.S. commanding generals, not including Petraeus, are currently being guarded in Iraq by hired guns. “To have half of your army be contractors, I don’t know that there’s a precedent for that,” says Rep. Dennis Kucinich (D-Ohio), a member of the House Oversight and Government Reform Committee, which has been investigating war contractors.

 

“Maybe the precedent was the British and the Hessians in the American Revolution. Maybe that’s the last time and needless to say, they lost. But I’m thinking that there’s no democratic control and there’s no intention to have democratic control here.”

 

The implications are devastating. Joseph Wilson says, “In the absence of international consensus, the current Bush administration relied on a coalition of what I call the co-opted, the corrupted and the coerced: those who benefited financially from their involvement, those who benefited politically from their involvement and those few who determined that their relationship with the United States was more important than their relationship with anybody else. And that’s a real problem because there is no underlying international legitimacy that sustains us throughout this action that we’ve taken.”

 

Moreover, this revolution means the United States no longer needs to rely on its own citizens to fight its wars, nor does it need to implement a draft, which would have made the Iraq war politically untenable.

 

‘AN ARM OF THE BUSH ADMINISTRATION’

 

During his confirmation hearings in the Senate this past January, Petraeus praised the role of private forces, claiming they compensate for an overstretched military. Petraeus told the senators that combined with Bush’s official troop surge, the “tens of thousands of contract security forces give me the reason to believe that we can accomplish the mission.”

 

Taken together with Petraeus’s recent assertion that the surge would run into mid-2009, this means a widening role for mercenaries and other private forces in Iraq is clearly on the table for the foreseeable future.

 

“The increasing use of contractors, private forces or as some would say ‘mercenaries’ makes wars easier to begin and to fight — it just takes money and not the citizenry,” says Michael Ratner, president of the Center for Constitutional Rights, whose organization has sued private contractors for alleged human rights violations in Iraq.

 

“To the extent a population is called upon to go to war, there is resistance, a necessary resistance to prevent wars of self-aggrandizement, foolish wars and in the case of the United States, hegemonic imperialist wars. Private forces are almost a necessity for a United States bent on retaining its declining empire. Think about Rome and its increasing need for mercenaries.”

 

Privatized forces are also politically expedient for many governments. Their casualties go

uncounted, their actions largely unmonitored and their crimes unpunished. Indeed, four years into the occupation, there is no effective system of oversight or accountability governing contractors and their operations, nor is there any effective law — military or civilian being applied to their activities. They have not been subjected to military courts martial (despite a recent congressional attempt to place them under the Uniform Code of Military Justice), nor have they been prosecuted in U.S. civilian courts. And no matter what their acts in Iraq, they cannot be prosecuted in Iraqi courts because in 2004 the U.S. occupying authority granted them complete immunity.

 

“These private contractors are really an arm of the administration and its policies,” argues Kucinich, who has called for a withdrawal of all U.S. contractors from Iraq. “They charge whatever they want with impunity. There’s no accountability as to how many people they have, as to what their activities are.”

 

That raises the crucial question: what exactly are they doing in Iraq in the name of the U.S. and U.K. governments? Rep. Jan Schakowsky (D-Ill.), a leading member of the House Select Committee on Intelligence, which is responsible for reviewing sensitive national security issues, explained the difficulty of monitoring private military companies on the U.S. payroll: “If I want to see a contract, I have to go up to a secret room and look at it, can’t take any notes, can’t take any notes out with me, you know — essentially, I don’t have access to those contracts and even if I did, I couldn’t tell anybody about it.”

 

‘A MARKETPLACE FOR WARFARE’

 

On the Internet, numerous videos have spread virally, showing what appear to be foreign mercenaries using Iraqis as target practice, much to the embarrassment of the firms involved. Despite these incidents and the tens of thousands of contractors passing through Iraq, only two individuals have been ever indicted for crimes there. One was charged with stabbing a fellow contractor, while the other pled guilty to possessing child-pornography images on his computer at Abu Ghraib prison.

 

Dozens of American soldiers have been court-martialed — 64 on murder-related charges alone — but not a single armed contractor has been prosecuted for a crime against an Iraqi. In some cases, where contractors were alleged to have been involved in crimes or deadly incidents, their companies whisked them out of Iraq to safety.

 

U.S. contractors in Iraq reportedly have their own motto: “What happens here today, stays here today.” International diplomats say Iraq has demonstrated a new U.S. model for waging war; one which poses a creeping threat to global order.

 

“To outsource security-related, military related issues to non-government, non-military forces is a source of great concern and it caught many governments unprepared,” says Hans von Sponeck, a 32-year veteran U.N. diplomat, who served as head of the U.N. Iraq mission before the U.S. invasion.

 

In Iraq, the United States has used its private sector allies to build up armies of mercenaries many lured from impoverished countries with the promise of greater salaries than their home militaries can pay. That the home governments of some of these private warriors are opposed to the war itself is of little consequence.

 

“Have gun, will fight for paycheck” has become a globalized law.

 

“The most worrying aspect is that these forces are outside parliamentary control. They come from all over and they are answerable to no one except a very narrow group of people and they come from countries whose governments may not even know in detail that they have actually been contracted as a private army into a war zone,” says von Sponeck.

 

“If you have now a marketplace for warfare, it is a commercial issue rather than a political issue involving a debate in the countries.

 

You are also marginalizing governmental control over whether or not this should take place, should happen and, if so, in what size and shape. It’s a very worrying new aspect of international relations. I think it becomes more and more uncontrollable by the countries of supply.”

 

In Iraq, for example, hundreds of Chilean mercenaries have been deployed by U.S. companies like Blackwater and Triple Canopy, despite the fact that Chile, as a rotating member of the U.N. Security Council, opposed the invasion and continues to oppose the occupation of Iraq. Some of the Chileans are alleged to have been seasoned veterans of the Pinochet era.

 

“There is nothing new, of course, about the relationship between politics and the economy, but there is something deeply perverse about the privatization of the Iraq War and the utilization of mercenaries,” says Chilean sociologist Tito Tricot, a former political prisoner who was tortured under Pinochet’s regime.

 

“This externalization of services or outsourcing attempts to lower costs — third world mercenaries are paid less than their counterparts from the developed world — and maximize benefits. In other words, let others fight the war for the Americans. In either case, the Iraqi people do not matter at all.”

 

NEW WORLD DISORDER

 

The Iraq war has ushered in a new system. Wealthy nations can recruit the world’s poor, from countries that have no direct stake in the conflict, and use them as cannon fodder to conquer weaker nations. This allows the conquering power to hold down domestic casualties — the single-greatest impediment to waging wars like the one in Iraq. Indeed, in Iraq, more than 1,000 contractors working for the U.S. occupation have been killed with another 13,000 wounded. Most are not American citizens, and these numbers are not counted in the official death toll at a time when Americans are increasingly disturbed by casualties.

 

In Iraq, many companies are run by Americans or Britons and have well-trained forces drawn from elite military units for use in sensitive actions or operations. But down the ranks, these forces are filled by Iraqis and third-country nationals. Indeed, some 118,000 of the estimated 180,000 contractors are Iraqis, and many mercenaries are reportedly ill-paid, poorly equipped and barely trained Iraqi nationals.

 

The mercenary industry points to this as a positive: we are giving Iraqis jobs, albeit occupying their own country in the service of a private corporation hired by a hostile invading power.

 

Doug Brooks, the head of the Orwellian named mercenary trade group, the International Peace Operations Association, argued from early on in the occupation, “Museums do not need to be guarded by Abrams tanks when an Iraqi security guard working for a contractor can do the same job for less than one-fiftieth of what it costs to maintain an American soldier. Hiring local guards gives Iraqis a stake in a successful future for their country. They use their pay to support their families and stimulate the economy. Perhaps most significantly, every guard means one less potential guerrilla.”

 

In many ways, it is the same corporate model of relying on cheap labor in destitute nations to staff their uber-profitable operations. The giant multinationals also argue they are helping the economy by hiring locals, even if it’s at starvation wages.

 

“Donald Rumsfeld’s masterstroke, and his most enduring legacy, was to bring the corporate branding revolution of the 1990s into the heart of the most powerful military in the world,” says Naomi Klein, whose upcoming book, The Shock Doctrine: The Rise of Disaster Capitalism, explores these themes.

 

“We have now seen the emergence of the hollow army. Much as with so-called hollow corporations like Nike, billions are spent on military technology and design in rich countries while the manual labor and sweat work of invasion and occupation is increasingly outsourced to contractors who compete with each other to fill the work order for the lowest price. Just as this model breeds rampant abuse in the manufacturing sector — with the big-name brands always able to plead ignorance about the actions of their suppliers—so it does in the military, though with stakes that are immeasurably higher.” In the case of Iraq, the U.S. and U.K. governments could give the public perception of a withdrawal of forces and just privatize the occupation. Indeed, shortly after former British Prime Minister Tony Blair announced that he wanted to withdraw 1,600 soldiers from Basra, reports emerged that the British government was considering sending in private security companies to “fill the gap left behind.”

 

THE SPY WHO BILLED ME

 

While Iraq currently dominates the headlines, private war and intelligence companies are expanding their already sizable footprint. The U.S. government in particular is now in the midst of the most radical privatization agenda in its history. According to a recent report in Vanity Fair, the government pays contractors as much as the combined taxes paid by everyone in the United States with incomes under $100,000, meaning “more than 90 percent of all taxpayers might as well remit everything they owe directly to [contractors] rather than to the [government].”

 

Some of this outsourcing is happening in sensitive sectors, including the intelligence community. “This is the magnet now. Everything is being attracted to these private companies in terms of individuals and expertise and functions that were normally done by the intelligence community,” says former CIA division chief and senior analyst Melvin Goodman. “My major concern is the lack of accountability, the lack of responsibility. The entire industry is essentially out of control. It’s outrageous.”

 

RJ Hillhouse, a blogger who investigates the clandestine world of private contractors and U.S. intelligence, recently obtained documents from the Office of the Directorate of National Intelligence (DNI) showing that Washington spends some $42 billion annually on private intelligence contractors, up from $17.54 billion in 2000. Currently that spending represents 70 percent of the U.S. intelligence budget going to private companies.

 

Perhaps it is no surprise then that the current head of the DNI is Mike McConnell, the former chair of the board of the Intelligence and National Security Alliance, the private intelligence industry’s lobbying arm. Hillhouse also revealed that one of the most sensitive U.S. intelligence documents, the Presidential Daily Briefing, is prepared in part by private companies, despite having the official seal of the U.S. intelligence apparatus.

 

“Let’s say a company is frustrated with a government that’s hampering its business or business of one of its clients. Introducing and spinning intelligence on that government’s suspected collaboration with terrorists would quickly get the White House’s attention and could be used to shape national policy,” Hillhouse argues.

 

MUTLINATIONAL MERCENARIES

 

Empowered by their new found prominence, mercenary forces are increasing their presence on other battlefields: in Latin America, DynCorp International is operating in Colombia, Bolivia and other countries under the guise of the “war on drugs” — U.S. defense contractors are receiving nearly half the $630 million in U.S. military aid for Colombia; in Africa, mercenaries are deploying in Somalia, Congo and Sudan and increasingly have their sights set on tapping into the hefty U.N. peacekeeping budget (this has been true since at least the early 1990s and probably much earlier). Heavily armed mercenaries were deployed to New Orleans in the aftermath of Hurricane Katrina, while proposals are being considered to privatize the U.S. border patrol.

 

Brooks, the private military industry lobbyist, says people should not become “overly obsessed with Iraq,” saying his association’s “member companies have more personnel working in U.N. and African Union peace operations than all but a handful of countries.” Von Sponeck says he believes the use of such companies in warfare should be barred and has harsh words for the institution for which he spent his career working: “The United Nations, including the U.N. Secretary General, should react to this and instead of reacting, they are mute, they are silent.”

 

This unprecedented funding of such enterprises, primarily by the U.S. and U.K. governments, means that powers once the exclusive realm of nations are now in the hands of private companies with loyalty only to profits, CEOs and, in the case of public companies, shareholders. And, of course, their client, whoever that may be. CIA-type services, special operations, covert actions and small-scale military and paramilitary forces are now on the world market in a way not seen in modern history. This could allow corporations or nations with cash to spend but no real military power to hire squadrons of heavily armed and well-trained commandos.

 

“It raises very important issues about state and about the very power of state. The one thing the people think of as being in the purview of the government — wholly run and owned by — is the use of military power,” says Rep. Jan Schakowsky. “Suddenly you’ve got a for-profit corporation going around the world that is more powerful than states, can effect regime possibly where they may want to go, that seems to have all the support that it needs from this administration that is also pretty adventurous around the world and operating under the cover of darkness.

 

“It raises questions about democracies, about states, about who influences policy around the globe, about relationships among some countries. Maybe it’s their goal to render state coalitions like NATO irrelevant in the future, that they’ll be the ones and open to the highest bidder. Who really does determine war and peace around the world?”
