it is confirmed, he is planning for clan warfare, using HJ, that is why some of the HJ leaders spoke out against, as they are on the ground and know what Biihi and ina Kaahin planning

He wants revenge, and some victory, so he may have chances, election is NOT going to happen in SL, the best way for them is to remove asap

The irony is that while they talk of initiating war in Sool as a justification to postpone elections, in Sanaag the fighting between sub-clans has reignited which the regime hasnt been able to solve.
