Masha Allah. I agree Somaliland's coastal communities (most underutilised resource) have been neglected far too long especially by way of infra structure development. Travelling from Ceerigaabo to Maydh or Xiis is an undertaking to say the least. Investing in roads/tunnels like Tabca, leading to these communities, should be a priority. The tourism potential should also not be under estimated.

My only concern would be potential insurgent, undercover terrorist activity. Somaliland has generally done a fantastic job of subduing that throughout the rest of Somaliland. Sool & Sanaag have been a bit of a Wild West (or Wild East) if you will, and needs some stability brought it to, for these progressive projects to bear fruit.

TAIPEI (Taiwan News) — A high-ranking military official has claimed that a Middle Eastern country has inked a training agreement with Taiwan, according to a Liberty Times Net (LTN) exclusive story.

Under the deal, Taiwan's Military Police Special Services Company (MPSSC), under the Military Police Command, is responsible for coaching the Middle Eastern country's counter-terrorism force. They will travel to Taiwan in groups for training that will enhance their knowledge, skill, and responsiveness in the war against terror.

Similar to the United States Army Special Forces (Green Berets), the MPSSC was established in 1978 and has earned international acclaim for counter-terrorism operations and protecting high-ranking officials and ambassadors in Taiwan. It is also known for anti-hijacking and anti-sabotage operations.

Taiwan is one of the few Asian countries capable of training special task forces and providing such services to other countries, according to LTN. It reported the first batch of trainees has concluded training and returned to home, while a second batch of recruits is on hold due to the COVID-19 pandemic.

Well, things will kick off soon when this Covid virus is behind us. And a major investment is going to be heading to Sanaag region by a major UK construction company who will be building the port so that Maydh port can be a "conduit" for the "extractive industry" of Sanaag region that will be got going soon there with the investment from our "new friend" from Far East Asia.

Things are looking good for Somaliland and in Sanaag in particular.

One of the business leaders in Hargeisa who is originally from Melbourne who came here during the Ramadan gave us some updates on these projects. 

Things were moving very steadily until this COVID19 issue. Hopefully it will be back on track soon.

The Mayor of Berbera. This is an example of a man who knows what he is doing and changing his city for the better. 

This is how he resolved garbage in the city of Berbera:

1. Introduced laws to prohib trash or garbage, scrap metal (i.e. old vehicles)

2. Introduced 2 times a day domestic garbage collection. Berbera residents have gotten accustomed to this service that they now properly get their garbage infront of their property for collection.

3. Garbage collection workers now earn as much as any other professional or even more

4. City Council makes money/income from collecting garbage itself.

 

The mayor now has helped change central gov't laws so the city itself can manage other services like Schools and Health Services.

Somaliland Development Fund 2 includes 

* feasibility and design scope of the 78km road section between Erigavo and Maydh towns in Sanaag region

Currently Somaliland Gov't and local community are rehabilitating the existing Tabca-Pass. The new feasibility study will cost and design a proper paved road between the capital of Sanaag region and the coastal port of Maydh.

The Somaliland Development Fund – Phase 2 (SDF2) covers the period 2018-2024. SDF2 is conceived as an inclusive economic development programme. It supports the GoSL in delivering infrastructure that is relevant for inclusive economic development. It focuses on sustainable investments that spur job creation and fast growth, while at the same time laying the foundation for long-term resilience and development, leading to a more stable and peaceful Somaliland. SDF2’s support is fully aligned with government priorities as defined in the National Development Plan 2 (NDP2) 2017-2021 and reflect the priorities set out in Somaliland Vision 2030.

The SDF has allocated funds to Ministry of Transport and Roads and Transport Development for the implementation of the “Burao-Berbera Road Rehabilitation project”. The project contains four major components, namely: capacity development component for MoTRD, community engagement, rehabilitation of 82km of road from Burao toward Berbera including 4 bridges and feasibility and design scope of the 78km road section between Erigavo and Maydh towns in Sanaag region

The SDF Secretariat is therefore seeking the services of a Long-Term Technical Advisor (TA) to work in the Project Management Team to support and advise the MoTRD on various technical matters for smooth implementation of the project on a day to day basis.

Required qualifications, skills and experience

 

Qualifications and skills 

 At least a bachelor’s degree in Civil engineering is required;

Master’s Degree in Construction Project Management or Masters in Roads & Traffic Engineering;

Demonstrated excellent command of spoken and written English. Fluency in Somali will be an added advantage although not essential;

Experience with road rehabilitation, improvement and bridge rehabilitations;

Familiarity with software’s such as HDM4, AutoCAD Civil 3D and Primavera or MS project;

Proven facilitation, analytical and report writing skills.

General professional experience

 Minimum of 10 years' experience working in senior level in project management;

Proven experience in Project Management skills including financial and physical progress monitoring and reporting;

Minimum 5 years of performance management practices in public sector;

Minimum 5 years demonstrated experience with donor-funded projects;

Proven understanding of conflict sensitivity, environmental management plans and gender and social inclusion programming;

Proven understanding and demonstrated application of Project Cycle Management (PCM), Logical Framework Approach (LFA), Theory of Change (ToC), Procurement Planning, and Financial Management;

Proven capacity to supervise, train and coach teams;

Proven experience of delivering Value for Money;

Work experience in the Horn of Africa region especially Somaliland would be an added advantage but not a requirement; and

Possess in depth knowledge of the road and construction sector policies and strategies.

Specific professional experience 

 Demonstrated experience (minimum of 8 years) in supervisory and designer roles in the implementation of road/highway design and construction/rehabilitation implementation;

At least 6 years’ experience in managing road/highway constructions and rehabilitations; and

Managed at least two (2) similar assignments of similar size and degree of complexity in the last 5 years.
