UNSG appoints Gobonese as Special Envoy to Horn of Africa.

United Nations Secretary-General António Guterres today announced the appointment of Parfait Onanga-Anyanga of Gabon as his Special Envoy for the Horn of Africa.

United Nations Secretary-General António Guterres today announced the appointment of Parfait Onanga-Anyanga of Gabon as his Special Envoy for the Horn of Africa.
 
Mr. Onanga-Anyanga brings with him extensive experience with the United Nations, having served most recently as the Special Representative of the Secretary-General for the Central African Republic and Head of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).  In 2015, Mr. Onanga-Anyanga served as the Coordinator of the United Nations Headquarters response to the Boko Haram Crisis.  Prior to this, he was Head of the United Nations Office in Burundi (BNUB) and System-Wide Senior Coordinator on Burundi (2012-2014).
 
From 2007 to 2012, he was the Director of the Office of the United Nations Deputy Secretary-General.  Previously, Mr. Onanga-Anyanga was Special Adviser to the President of the sixtieth and sixty-first sessions of the United Nations General Assembly (2005-2007) as well as Chef de Cabinet to the President of the fifty-ninth session of the General Assembly (2004-2005).
 
From 1998 to 2004, he held a variety of political and managerial positions at the Preparatory Commission of the Comprehensive Nuclear Test-Ban Treaty Organization in Vienna and New York.  Earlier in his career, he was acting Secretary of the United Nations Standing Advisory Committee for Security Questions in Central Africa and served as First Counsellor for Disarmament and Political Affairs at the Permanent Mission of Gabon to the United Nations in New York.
 
Mr. Onanga-Anyanga holds a post-graduate degree in political science from Paris 1 Pantheon-Sorbonne University, and a master’s degree in sociology from l’Université Omar Bongo in Libreville.
 
Born in 1960, he is married with three children.

It seems as if the U.N. is tired of the small entity they had given legitimacy through out the last  decade or so.  If the koonfurians try to act like the big guy,  the U.N. will.simply  say this guy covers the horn which is Somaliland Djibouti  The amisom bunker and Ethiopia.  It's going the wrong way for dowlada taagta daran.

This is good news for Somalia. Somalia does not need a UN representative person. It is probably the ending of  UN era of Somalia.

I agree. For this is very interesting development, from legal point of view. And it seems, as if the UNSG And the UNSC are sending a "clear massage" to Mr Cheeseman. And that massage ,is essentially he is nothing but a pseudo-leader of a failed state in which UNSC have, "conferred" to him some kind of a "legitimacy" in which he doesn't warrant given that he doesn't govern a proper functioning State.

And that means, these things, simultaneously: 

1- Next time Mr Cheeseman falls out with this new guy or with the UN's outfit in Somalia in general, he will not be able to do that "stunt" of calling the UN's guy a persona-non-grata (PNG).Given that the new guy is for whole of the Horn-of-Africa (HoA). And not on Somali peninsula alone, as was the case for the previous SRSG.

2- Next time, Villa Somalia says that this new guy must tell us what he is doing with Somaliland, given that they will alleged we are the legitimate sovereign power of the old Somali Republic |(as the UN's resolutions says they are), he and the UN can in turn say, that, without "prejudicing" the legal argument in which Somalia is putting forward, this new SRSG, represent whole of the Horn-Of-Africa (HoA).

And as such, he will be directly dealing with Somaliland without the say so of Villa Somalia. And if they, as Villa Somalia , have a problem with that, then they should take it up with the UNSC and with the UNSG, who have appointed him and have indeed drawn-up the "legal mandate" in which this guy is likely to be working under it, at least from this point onward.

3- It also helps Somaliland, given that all previous SRSG who have to deal with us used to "contort" themselves into all manner of "unseemly contortion", when it comes to explaining themselves as to whether they represent Somalia or Somaliland. Or even whether they were officially "accredited" to deal with some old defunct union call Somali Republic, in which no one in Hargeisa actually believe that it carries any legal or "constitutional force" anymore.

And now this new guy doesn't have to talk both sides of his mouth when he is ask in Hargeisa as to who, specifically, is he "accredited" to, in the sense of asking whether he represent the UN to Somaliland or to Somalia, given that now he can simply and rightly say that he is "mandated" to whole of Horn-of-Africa (HoA) and its states.

All in all, it's yet again of the indication of the "unintended consequences" of certain action in which Villa Somalia have, pigheadedly, did it when they have gotten rid off the old South-African guy, who at least have had to be very "attentive" to their argument. Given that he was at least send to Somalia on the back of a "specific-and-tailor-made-legal-mandate" in which its genesis of it was that Somalia was the focal point of that "mandate". Unlike this new guy who seems to be working under a much broader "legal template" than all of his predecessors from the UN to Somalia.

Not true at all, given that the UN have shown to Villa Somalia's outfit that action follows reaction (so to speak).

And by that I mean, from now on the Villa Somalia's crew will not think that the UN is at its disposal, or it's at its "beck-and-call" (as it were).

And more to the point, UN's security Council (UNSC) will still write the very "legal mandate" in which Somalia will function under it, such as the resolution that will be keeping the "arms-embargo" on Somalia in an indefinite time-scale.

And this specific UN's resolution on arms will continue to exist till Somalia reconcile itself, in-terms of its warring clans reconciling with each other as well as its disparate federal regions agreeing to build a proper functioning State.

Moreover, the UNSC will also keep that "arms embargo" on Somalia in place, till the issue of Somalia and Somaliland, actually gets to be resolved, legally, once and for all. 

And considering the fact that this newly appointed guy will be working under this new version of a broadly defined legal "mandate" from the UN's Secretary-General, encompassing whole of the Horn-of-Africa (HoA) states, means that will in turn enabled him to tell Villa Somalia's crew that it's them who actually needs the UN's assistance and its support system. Not the other way around.

Got it now, mate?
