Alternate Radio US PEACEKEEPING PLAN 'RISKS CIVIL WAR' IN SOMALIA Xan Rice, East Africa correspondent Monday December 4, 2006 Guardian Unlimited- UK The US will today attempt to push through a UN security council resolution to allow African peacekeepers into Somalia, despite fears by regional analysts and European diplomats that it could push the country closer to war. Washington was alone in tabling the proposal at the UN last week, after failing to convince the UK to act as a co-sponsor. The proposed peacekeeping mission would provide security to the fragile Transitional Federal Government (TFG), which has no army and controls no territory outside its temporary capital in Baidoa. But European diplomats fear that the Islamic courts, which control much of south-central Somalia, will see such a resolution as direct provocation, and that it could jeopardise future peace talks. Most analysts believe that the country is already on the verge of a war that will pitch Ethiopia, which has sent several thousand troops into Somalia to support the government - with the full consent to the US, according to sources - against fighters allied to the courts. The original resolution drafted by the US called for the deployment of troops from the seven-nation Inter-Governmental Authority on Development (IGAD) - a regional body for east Africa - and a partial lifting of the arms embargo. But Britain and other EU countries, which are reluctant to support any large peacekeeping mission, said they would only consider the idea if neighbouring states, most notably Ethiopia, were excluded from the force. The amended text circulated by the US, to be discussed at an "experts meeting" at the UN today, includes the provision that "those states that border Somalia would not deploy troops". One European diplomat in Nairobi said the climbdown by the US, which accuses the courts of strong terror links, was a positive move. But he said fears of an "Iraq-style" quagmire had not gone away, and warned that the courts would view any foreign troop deployment - even if it excluded Ethiopia - as a threat to their existence. "This idea could have serious unintended consequences," he said. If the resolution is passed, it is unclear who would fund the mission and where the peacekeeping troops would come from. Uganda and Sudan seem the only realistic candidates, and both are thought to be unenthusiastic about the idea. A spokesman for the TFG said on Saturday that the government backed the US proposal, but support in Baidoa is not universal. Sharif Hassan Sheikh Aden, the speaker of parliament, is against deployment, and has the support of as many as 100 of the 275 MPs. The courts have repeatedly rejected any talk of foreign troops trying to stabilise Somalia and are demanding the withdrawal of Ethiopian troops. While they continue to take more territory, they have expressed a willingness to resume talks on power sharing. At the weekend, senior members of the Supreme Council of Islamic Courts (SICC, previously known as the Supreme Islamic Council of Somalia) - the courts' governing body - met the IGAD secretariat in Djibouti, and committed to dialogue with the government. Another European diplomat, again requesting anonymity, said that the international community should be focusing on engaging the courts and encouraging talks with the government rather than sending in troops. "Somalia will be an Islamic state - we are already too late to stop that happening," the diplomat said. "We need to be talking to the Islamists, not provoking them."

Somali regional leader vows to resist Islamic militants POSTED: 1:50 p.m. EST, November 21, 2006 MOGADISHU, Somalia (AP) -- The president of a semiautonomous region in northeastern Somalia vowed Tuesday to resist the expansion of Islamic militants in the country, saying his administration won't accept "radicalism and extremism." Puntland President Gen. Addeh Museh spoke one day after making a surprising announcement that he will rule according to Islamic law -- a decision some believe was a way to head off a takeover by the increasingly powerful militants. The United States has accused the Islamic movement of sheltering suspects in the 1998 al Qaeda bombings of U.S. embassies in Kenya and Tanzania, and Osama bin Laden has said Somalia is a battleground in his war on the West. "We will continue to resist the spread of Islamic militants," Museh told The Associated Press. Puntland usually enforces a secular penal code, even though the region's charter says it is based on the Quran. Museh said he issued Monday's decree after meeting with the region's top clerics, but he didn't elaborate. Puntland, which declared itself an autonomous state within Somalia in 1998, generally has been spared the violence that has wracked much of the country. But radicals within the Council of Islamic Courts have vowed to take over. "Our decision that to use Islamic law will be different from the type of militant Islam in Mogadishu," where the Islamic courts are in control, Museh said. "We do not want to politicize the Islamic religion." Somalia has not had an effective government since 1991, when warlords overthrew a dictator and then turned on each other. The current administration was formed with the help of the United Nations two years ago, but it has failed to assert any real control outside the southern town of Baidoa, where it is based. Meanwhile, the Islamic courts steadily have gained ground since taking over the capital, Mogadishu, in June, and now control much of southern Somalia. The group's relations with the government have been severely strained, particularly because military advisers from neighboring Ethiopia are helping the government. Witnesses in a town about 37 miles (60 kilometers) from the government base of Baidoa said Tuesday that Ethiopian troops clashed with forces loyal to the Islamists, and that three Ethiopians were killed overnight. Calls to the acting Ethiopian foreign ministry spokesman rang unanswered after business hours Tuesday. Museh told the AP on Monday that he welcomed peace talks between the government and the Islamic courts, saying, "We believe that the government's reconciliation efforts and peace process would be fruitful."

  9. Western Media is practically becoming moutht piece of propoganda. Remember when AFP has reported of the alleged video showing arabs fightig along side somalis in Mogadishu. After a while Western media droped using this video as a reference in all their reports after its absurdity became clear. Now Reuters is reporting clashes between ICU and TFG in Qoryoley. This report is very unlikely because Qoryoley is far away from Baydhabo, with no clear roads connecting them. If there is going to be a war, it will most likely happen near the road between Baydhabo and BuurHakabo. One important footnote about Western Media is if One of their media(eg.Reutrs) reports something, all of the other media will start reporting the same story without independently verifying if the report is accurate. Zarqawi successor 'in Egypt jail' Thursday 06 July 2006, 13:59 Makka Time, 10:59 GMT Abu Hamza al-Muhajir, the purported successor of Abu Musab al-Zarqawi as leader of al-Qaeda in Iraq, is in an Egyptian prison and not Iraq, a lawyer has claimed. Egyptian newspaper Al-Masri al-Yawm has quoted Mamduh Ismail as saying he met al-Muhajir, also known as Sharif Hazaa, or Abu Ayub al-Masri, in Tura prison in Cairo, where he has been held for seven years. "Sharif Hazaa [al-Muhajir] is in Tura prison, and I met him two days ago while I was visiting some of my clients," Ismail, a lawyer known for defending Islamist groups, told the newspaper. Al-Muhajir is on the "most wanted" list issued by the Iraqi government last week. The US military in Iraq has put a $5million price on his head. The US army media centre in Iraq said: "We cannot comment on the news that ... al-Masri is in an Egyptian prison and not in Iraq, we have to clarify that from the Egyptian government." The US military had announced after the death of al-Zarqawi that al-Masri had been appointed the leader of al-Qaeda's organisation in Iraq. "Any military forces' deployment in Somalia from any country, even if it was an alleged Islamic country, can only mean a continuation of the crusade against the Islamic world," said the speaker in an audio statement posted on the Internet. "The claim that this would help Somalia's people and spread security there was a lie," said the speaker. "The true reason is that the sharia movement (Islamic Courts Union) has taken over the capital and spread their influence on most of the important parts and they seek to create an Islamic state." He also warned the United States and other countries against dispatching troops to the African nation where the militia of the Islamic Courts Union gained control over the capital Mogadishu in June. "We warn all of the countries in the world not to respond to America by sending international troops to Somalia. We will fight (foreign) soldiers on the land of Somalia ... and we reserve the right to punish them on their land and anywhere possible." A U.S. intelligence official, declining to be named, said in Washington there was no reason to doubt it was bin Laden on the tape, which was posted on an Internet site used by Islamists. Bin Laden urged Somalis to back the newly powerful Islamists and to fight Somali President Abdullahi Yusuf Ahmed and his allies, warning that offering any support to Yusuf or international forces would turn Muslims into "infidels". FOREIGN PEACEKEEPERS The government's call for international peacekeepers has infuriated the Islamists. The interim government, formed in neighbouring Kenya in 2004, has little power and is based in the southern provincial town of Baidoa.
