Somalia: Dispute brewing between President and PM over new Cabinet 24 Oct 24, 2009 - 3:20:36 PM MOGADISHU, Somalia Oct 24 (Garowe Online) - A political dispute is brewing between Somalia's top leaders over the naming of a new Cabinet, government sources tell Garowe Online. Somali President Sheikh Sharif Ahmed wants to include his "political allies" in the new Cabinet, which Prime Minister Omar Abdirashid Ali Sharmake is expected to name soon. The new Cabinet will be much smaller and is expected to consist of less than 20 ministers, down from 39 ministers currently in office. President Sheikh Sharif wants his allies to be part of the new Cabinet, according to ministers familiar with the ongoing dispute. But Prime Minister Sharmake has refused to include some of the President's suggested ministers in the new Cabinet, including current Finance Minister Sharif Hassan, Fisheries Minister Abdirahman Ibbi and Foreign Minister Ali Ahmed "Jengeli." "This is the second dispute between them [sheikh Sharif and Sharmake] and Cabinet ministers close to the President are involved," said a senior government source speaking on the condition of anonymity, who added that the dispute has been presented to international diplomats. Both President Sheikh Sharif and Prime Minister Sharmake are currently out of the country. The Prime Minister is expected to announce the new Cabinet minister after he returns from London. Unconfirmed reports said Djiboutian President Ismail Omar Ghelle is also involved in the dispute, with reports saying that Ghelle is pressuring Somali government leaders to appoint Mr. Mohamed Abdullahi Oomar back to his former post as Somali foreign minister. -

SOMALIA: Shift aid base to "safe" areas in-country, urges UN official NAIROBI, 21 October 2009 (IRIN) - Humanitarian agencies should move from Nairobi to "relatively safe" areas of Somalia to be able to better serve more than 1.5 million internally displaced people (IDPs) caught up in a "deepening" humanitarian crisis, Walter Kälin, Representative of the UN Secretary-General on the Human Rights of IDPs, said on 21 October. "It is essential to find ways to improve humanitarian access and security of humanitarian workers," Kälin told a news conference in Nairobi. "To the extent possible, humanitarian agencies must shift their operations from Nairobi to Puntland, Somaliland and other areas from where the affected regions can be serviced." He said these agencies must be given the staff and resources necessary to effectively work in such a difficult and dangerous environment, and should receive respective support by donors. Marcus Prior, a spokesman for the World Food Programme in Nairobi, told IRIN: “WFP retains several operational bases across Somalia and has international and national staff inside the country. We would like to have an even greater presence, but Somalia is probably the most dangerous place in the world for humanitarian workers to operate in." Conflict in Somalia over the past 18 years has led to hundreds of deaths and the displacement of millions of others internally and externally. The UN Refugee Agency (UNHCR-Somalia) estimates that 1,550,000 Somalis are IDPs while there are some 312,800 Somali refugees in Kenya and another 146,000 in Yemen. Since 1 July, the agency says, some 89,000 civilians have been displaced from Mogadishu due to fighting between government forces and Islamist militias opposed to the government. Historical divisions Since the ousting of President Siad Barre in 1991, Somalia has been largely controlled by warlords backed by different militias. At least 15 attempts have been made to re-establish a national government, the latest being the installation of President Sheik Sharif Ahmed in January 2009. However, Islamic militias opposed to Ahmed have continued attacks on government forces and civilians as well as African Union peacekeepers. The country is divided into three regions: the self-declared republic of Somaliland in the northwest; the autonomous Puntland region in the northeast; and the south-central part of the country, housing most of the IDPs. Deepening crisis Kälin, who visited Somalia from 14 to 21 October, said the international community was failing the IDPs when the humanitarian crisis was deepening. He said there was a need for a stronger engagement of the international community in Somalia. "I am shocked by the degree of violence facing the civilian population in central and south Somalia," he said. Although he did not visit south and central Somalia, Kälin said he had received testimonies regarding violence and the appalling living conditions of IDPs in the Afgoye corridor, close to the Somali capital, which has one of the highest IDP densities worldwide. Back local Somali structures to curb piracy: report By Jean-Marc Mojon NAIROBI — Attempts to curb Somali piracy by deploying warships or resuscitating the central government are doomed, and efforts should focus on buttressing local players in pirate hubs, according to a new report. The 71-page report entitled "Piracy in the Greater Gulf of Aden: Myths, Misconception and Remedies" argued that helping structures with local legitimacy -- such as the Puntland authorities and the Sufi militia Ahlu Sunna wal Jamaa -- could prove more viable. The report published by the Norwegian Institute for Urban and Regional Research (NBIR), seen by AFP on Thursday, argued that the "containment" approach of naval patrols is costly and has shown mixed results. "The international naval presence is simply too small to cover the whole area" affected by piracy, the report said. The hijackings of the two-week-old inter-monsoon season during which pirates are most active has revealed a trend whereby the sea-bandits seek their prey ever further east in the ocean, away from the heavily-patrolled Gulf of Aden. The report noted that the international naval coalition "lacked any mechanism to address the onshore causes of piracy" and offered Somali opinion no local ownership of the anti-piracy drive. The NBIR paper cited the European Union's decision to give the leadership of its Atalanta force to Spain for four months earlier this year as a faux-pas that had fostered public resentment. "It is widely known that Spanish trawlers fish illegally in Somali waters, and the move was highly unpopular among Somalis," it said. The report also argued that the cost of naval action was not sustainable, and that piracy would likely re-appear should a decline in attacks eventually lead to a withdrawal of foreign warships. "Piracy cannot be handled in areas in which piracy does not exist," he said. The report argued that "pirates are a product of the lack/decline of local institutions rather than the lack of a state." Hansen argued that in the two main regions affected by piracy -- the northern breakaway state of Puntland and the state of Mudug, further south -- there were partners with whom to develop anti-piracy strategies. In Puntland, despite alleged complicity with the pirates, the authorities are feared and the region has recently been free of large-scale conflict. Outside Puntland, in the Mudug region, Hansen suggested that the Ahlu Sunna wal Jamaa faction -- whose main interests are not currently along the coast -- needed to be "persuaded and rewarded for expanding into piracy areas". The group recently took up arms to defend its Sufi brand of Islam against the hardline Wahhabi doctrine advocated by insurgent organisations such as the Al Qaeda-inspired Shebab and is believed to enjoy wide popularity. Witnesses said the fighting erupted along Maka Al Mukarrrama Road that connects the Villa Somalia presidential compound and Mogadishu's Aden Adde International Airport. Somali insurgents attacked the road with emerging reports saying President Sheikh Sharif Ahmed's convoy was driving towards the airport. The Somali President flew safely from the Mogadishu airport on his way to Kampala, Uganda, according to government sources. AMISOM peacekeepers shelled parts of Mogadishu, including businesses and residential areas in Hodan and Howlwadaag districts. Most of the dead were civilians killed in the crossfire, including explosions at Bakara Market. Upwards of 75 people were wounded during the fierce shelling and armed clashes between insurgents and allied Somali-AMISOM troops, accoring to medical sources. Witnesses said 80 shells hit parts of Bakara Market and its surroundings, with residents saying that it was the "worst shelling" seen in Mogadishu in recent weeks. Shell fire kills at least 30 in Mogadishu Thu Oct 22, 2009 12:57pm By Ibrahim Mohamed and Abdi Sheikh MOGADISHU (Reuters) - Mortar bombs killed at least 30 people in Somalia's capital Mogadishu on Thursday after rebels launched shells at the president's plane and African Union (AU) peacekeepers responded with heavy artillery fire. President Sheikh Sharif Ahmed, who was leaving for a summit in Uganda, was not hurt. But residents and medical workers said at least 30 people died and scores more were wounded in one of the heaviest exchanges to rock the city for weeks. Farah Olow, a shopkeeper in the sprawling Bakara market, told Reuters by telephone that six people were killed by a shell that demolished a home there. "They were taking cover in a concrete building, but such big shells can penetrate the strongest house," he said. "We can't go out to count how many more are dead. Bombs are raining on us." Bakara, which is notorious for its open-air weapons bazaar, has long been viewed by the government and the AU force AMISOM as a stronghold of hardline Islamist al Shabaab insurgents trying to overthrow the country's transitional administration. Washington accuses the rebel group of being al Qaeda's proxy in the failed Horn of Africa state. A Reuters journalist near the AMISOM base said the AU troops fired at least 35 BM-21 rockets and mortar shells at Bakara, and that towers of dark smoke poured from the market. Insurgents use the area to launch their artillery attacks, and most residents have fled because of frequent AU strikes at the al Shabaab bases in Bakara and surrounding districts. At the time of the attack, the market was busy with civilians who had returned to buy food and other basic goods.
