The Turkish prime minister's office said in a statement that a UN Security Council decision authorising military action there was binding on all countries, but said a peaceful solution to the conflict should be found.   4. The head of the UN nuclear watchdog has warned that Japan's battle to regain control at a failing power plant was a race against time, as the crisis entered a second week. Yukiya Amano also urged the prime minister, Naoto Kan, to provide more detailed information. Japanese media reported that Kan pledged to do so. Earlier, Amano told reporters: "This is not something that just Japan should deal with, and people of the entire world should co-operate with Japan and the people in the disaster areas." Seven days after the earthquake and tsunami triggered the nuclear crisis many of the survivors observed a minute's silence. They paused at 2.46pm, the moment the quake struck. More than 6,400 people have been confirmed dead, police have said, including more than 3,600 in Miyagi, the worst-hit prefecture. In Iwate more than 1,900 are confirmed dead, while the figure for Fukushima is approaching 600. The fate of tens of thousands more remains unknown. Miyagi's governor, Yoshihiro Murai, urged people to move away, saying it would be difficult to provide housing in the near future. Shortages of petrol and obstructed routes have left many in the 2,200 emergency shelters across the disaster zone short of food, fuel, water and medicine. Officials have warned that the nuclear incident is hampering efforts to deliver aid to victims of the disaster, making drivers reluctant to travel to areas even outside the exclusion zone. The government's chief spokesman admitted it had been overwhelmed. "The unprecedented scale of the earthquake and tsunami that struck Japan, frankly speaking, were among many things that happened that had not been anticipated under our disaster management contingency plans," Yukio Edano said. "In hindsight we could have moved a little quicker in assessing the situation and co-ordinating all that information and provided it faster." Japan's nuclear safety agency said the problems at the Fukushima Daiichi No 1 plant were at level five or "accident with wider consequences" – comparable to the events at Three Mile Island – on an international scale used to assess such incidents. On Saturday it rated the situation as level four, having "local consequences", but events have escalated. The French nuclear watchdog has argued it constitutes a "serious accident", which would be level six. Chernobyl rated seven, the highest point on the scale. Fire trucks doused a reactor at the facility with tonnes of water on Friday in a renewed attempt to cool reactor No 3. It is thought that spent fuel rods were exposed as water levels dropped in a storage pool, leading to significant increases in radiation levels. There is also concern about water levels in the pools at units 1 and 4, and the pools in units 5 and 6 are also thought to be warming. Radiation readings taken 1km west of unit 2 offered some hope, dropping from 351.4 per hour just after midnight to 265μSv/h at 11am. But there have been enormous variations in readings at different parts of the plant and within short spaces of times. A spokesman for the Japanese nuclear agency said steam or smoke was seen on Friday morning at No 2 unit – where the containment vessel is damaged – and acknowledged that the authorities could yet bury the reactors in sand and concrete, as happened at Chernobyl in 1986. Hidehiko Nishiyama said the priority was adding water to the spent fuel pools. Asked about the "Chernobyl solution", he replied: "That solution is in the back of our minds, but we are focused on cooling the reactors down." The units may not cool down for weeks, the head of the US nuclear regulatory commission has warned. Gregory Jaczko said on Thursday night the situation "continues to be very dramatic", adding: "I really don't want to speculate on where this could go." The plant's operators say workers are attempting to restore power to the cooling systems of two reactors by the end of the day, and two more by Sunday. But there are fears that the systems themselves may have been damaged. In the US, Barack Obama said the situation posed a substantial risk to nearby residents. The US has advised its citizens to evacuate or take shelter if within 80km (50 miles) of the plant, a recommendation adopted by Britain and Canada.

  7. The United Nations Security Council (UNSC) has voted on a resolution authorising a no-fly zone over Libya and "all necessary measures" - code for military action - to protect citizens. Ten of the council's 15 members voted in favour of the resolution, with Russia, China and Germany the five that abstained. No votes were recorded against the resolution, which was co-sponsored by France, Britain, Lebanon and the United States. The resolution fulfills a long-standing demand from pro-democracy opposition forces in Libya asking for a no-fly zone to be established in order to prevent Muammar Gaddafi, the Libyan leader, from using fighter jets to bombard their positions, as they have been doing. It comes just a few hours after Gaddafi warned residents of Benghazi, an opposition stronghold, that his forces would show "no mercy" in an impending assault on the city. The draft of the resolution was prepared by the United Kingdom, France and Lebanon, and in the hours ahead of the meeting the United States appeared to have changed its stance on the issue by actively backing calls for not just a no-fly zone, but also strikes against Libyan military targets that could be mobilised against civilians. Speaking to Al Jazeera, Alain Juppe, the French foreign minister, said there was not much time left for the international community to act. "France is very much involved in this action and has prepared the draft resolution. We have one goal… we want to stop the attacks by the Gaddafi regime against civilian populations. "And it's a question of days or hours because the pressure against Benghazi, especially, is now very tough." The Libyan defence ministry on Thursday, before the vote, warned that any military intervention in Libya would endanger air and sea traffic in the Mediterranean Sea.

  11. It does not make sense at all. His whole statement contradicts itself. If there is a new President & Parliament speaker, there will be a new PM and Cabinet. Unless he means its an extension of one year for Sharif's, disguised as an election to make some members of the International community happy. Also to say that the international community is against the 3 years extension and yet will allow the same Parliament to elect the new President & Speaker as a compromise?

Jets could take off from French military bases if a no-fly zone is approved in a fresh United Nations security council resolution authorising "all necessary measures short of an occupation force" to protect civilians. France, which has led the calls for a no-fly zone along with Britain, has offered the use of military bases on its Mediterranean coast about 750 miles from the Libyan coast. Several Arab countries would join the operation. The finalising of military preparations came as Gaddafi's forces closed in on Benghazi and warned that they would target all maritime traffic in the Mediterranean if they are targeted by foreign forces. In a statement broadcast on Libyan television, the defence ministry said: "Any foreign military act against Libya will expose all air and maritime traffic in the Mediterranean sea to danger and civilian and military [facilities] will become targets of Libya's counterattack." "The Mediterranean basin will face danger not just in the short-term, but also in the long-term." Gaddafi has warned Libyan rebels that his forces will invade Benghazi and show no mercy to fighters who resisted them. "No more fear, no more hesitation, the moment of truth has come," the Libyan leader declared, as he warned Benghazi residents that soldiers would search every house in the city and people who had no arms had no reason to fear. "There will be no mercy. Our troops will be coming to Benghazi tonight." Residents and a rebel spokesman reported three air strikes on the outskirts of the city on Thursday, including at the airport, and another air raid further south. There was also heavy fighting in residential areas of nearby Ajdabiya, where around 30 people were killed, the TV station al-Arabiya reported. The increase in Libyan rhetoric came as diplomats intensified their negotiations over a fresh UN security council resolution, tabled by Britain, France and Lebanon, to authorise a no-fly zone. The three countries need the support of a further six further members of the security council – and to avoid vetoes from Russia and China – to pass the resolution. A security council source said the resolution would impose a no-fly zone over Libya but that was no longer enough. "The resolution authorises air strikes against tank columns advancing on Benghazi or engaging naval ships bombarding Benghazi," he said. A source at UN headquarters in New York said military forces could be in action soon after a security council resolution calling for states to protect civilians by halting attacks by Gaddafi's forces by air, land and sea. Nato would have to meet after the vote to review the military planning that has already been completed.

The PDF expresses shock and outrage that the Somaliland militia, a remnant of the notorious civil war SNM Militia, would deploy tanks and use artillery shells against nomadic communities in Cayn Region, and in the process commit atrocities and crimes bordering on Crimes against Humanity. According to reports coming from that region, the SNM sudden invasion resulted in the massacre, displacement, and injuries of hundreds of Nomad civilians; extensive damage to local wells and pastoral grazing areas, which are essential for their livestock. In particular, we condemn in the strongest terms the latest onslaught on dawn hours of Sunday February 20, 2011, where innocent civilians in Kalshaale and Goralugad villages in the Buhoodle District were bombarded with tank shells, their livestock killed, and young men kidnapped to be tortured and imprisoned in Burco, capital of Somaliland's Togdheer region. The accountability for these crimes lies on the door steps of Warlord Mohamed Ahmed Siilaanyo, the newly elected (by his own clan) as President of Somaliland secessionist enclave. He is the founder of the murderous civil-war 1980s Somali National Movement (SNM) militia, which at the time rained havoc on Sool, Sanaag, and Cayn region. There is nothing 'National' about it. It is a one-clan, chauvinistic movement. Four of the five clans inhabiting Northern Somalia are opposed to the balkanization of the country while 'Somaliland', a one-clan project, is trying to shove the secession project down the throat of the other four clans. Also the unwitting accomplice of these crimes are some foreign governments and international organization that provide funding aimed at development and institutional building to 'Somaliland' but instead is used by the one-clan secessionist entity to buy weapons to invade other clans' territory, thus causing further pain and suffering to these innocent nomads who were struggling when attacked to survive a severe draught. PDF wishes to single out the UN and International Agencies with branches in Hargeisa as well as the UK, US, and EU who extend to Somaliland more than half of the assistance earmarked for Somalia. We call upon the United Nations' Human Rights Council, The African Union's Human Rights Commission, non-Governmental Human Rights organizations and the rest of the international community to condemn and respond promptly to human rights violations in Somalia's northern region of Cayn. We also urge the Security Council members to investigate the indiscriminate killing of civilian committed by SNM aka Somaliland, and put pressure on 'Somaliland', which very existence depends on the generosity of the international community, to put an end the genocide going on in the Buhoodle District of Cayn Region..
