Red Emperor and Range Resources prepare for a potentially transformational phase in their development 14th Jul 2011, 12:12 pm by Ian Lyall Drilling is underway in Georgia and the partners are now gearing up for their assault on Puntland. Earlier today we heard the Mukhiani-1 well in the former Soviet state of Georgia had been successfully spudded. As the drill-bit began turning it marked the start of an exciting and potentially transformational period for the two AIM-listed companies involved in the project. Range Resources (LON:RRL, ASX:RRS) and Red Emperor Resources (LON:RMP, ASX:RMP) respectively own 40 and 20 per cent of two onshore blocks in the country covering 6,500 square kilometres. The Range/Red Emperor collaboration doesn’t end here. The pair have identical 20 per cent stakes in a high impact exploration project in Puntland, a semi-autonomous region of Somalia. For Range, Georgia fires the starting pistol on a drilling programme that could, if all goes to plan, elevate it to mid-cap respectability. “(It) is entering a potentially transformational phase in its development,” said Edison analyst Peter Dupont in a recent research note. “Over the next four months Range has three high-impact exploration wells scheduled in Puntland and Georgia plus a development well in Texas. “Near-term, Range is very much a play on the outcome of the high impact drilling projects, but investors should not lose sight of the Texas and Trinidad assets, which offer both excellent cash generating and development potential.” For Red Emperor success in Georgia and and Puntland will be key to narrowing the valuation gap between itself and Range. While Range has more bells and whistles – including producing assets in Trinidad and Texas – there is still a very strong case to be made that Red Emperor’s market cap of £38 million should be a little closer to Range’s £230 million price tag than it currently is. “Over the last 18 months Range has really been the darling of the market over here in the UK,” Red Emperor managing director Greg Bandy told Proactive Investors recently. “They have gained a great deal of traction and success, and a lot of the interest has been around the assets (Puntland and Georgia) that we have also got. “We are on AIM because Range has shown there is a large appetite for these assets over here.” In Georgia the Mukhiani-1 well is targeting the Vani-3 prospect, which was estimated to have between 41.7 million and 115.2 million barrels of oil-initially-in-place (P90 - P10). It is expected that Mukhiani-1 will be drilled to a depth of 3,500 metres within 45-55 days. After drilling Mukhiani-1 the rig will move on to spud a second exploration well. Range completed 410 kilometres 2D seismic on the Georgian acreage which revealed its huge potential. From this work the independent consultant RPS Energy identified 68 potential structures containing an estimated 2.045 billion barrels of oil‐in‐place. Puntland, meanwhile, could be of a different order of magnitude again. The exploration area is 40,000 square kilomttres in total and focuses on the highly prospective Dharoor and Nugaal valleys, which potentially contain 19.9 billion barrels of oil in-place. The pair’s joint venture partner and operator is Africa Oil Corp. (CVE:AOI). Drilling here is expected to get underway at some point this quarter with a two-well exploratory programme planned. It is thought the first well will be on the Dharoor Block about 120 kilometres west of the Indian Ocean shoreline and roughly 200 kilometres south-east of the principal Gulf of Aden port of Boosaaso. It is expected to be relatively deep at 4,000-5,000 metres and will target the Upper Jurassic horizons. Reflecting the depth, gross drilling costs will be substantial at about US$25 million. So both companies will need to look closely at their financing options. “If we get some definitive news on the drilling timetable and a rig being mobilised then we probably hit the market to cover this cost,” Red Emperor’s Bandy revealed recently. That said, the company has around A$14 million in the bank, which will fund the imminent two-well programme in Georgia with probably enough left over to meet the costs of the first Puntland well. “We don’t want to drill three wells with no cash in the bank afterwards,” added Red Emperor’s executive consultant Tony King. “We want to be fully buffered with some cash underpinning the business. We’ve got that at the moment.” The reaction to today’s news was somewhat muted with shares in Range up 1.12 pence at 56 pence, and Red Emperor off 0.12 pence at 26.88 pence. However the importance of today’s release shouldn’t be under-estimated.

E. Abdihakim Fiqi called attention to the fundamental causes of the famine that has hit the people of the war-torn country. He highlighted what his government is doing for the country but also outlined the fragility of the state and the enduring conflict which hinders the provision of basic services. Twenty years of conflict have devastated the state institutions of Somalia. Nine thousand troops from the African Union Mission for Somalia are supporting the Transitional Federal Government as it seeks to defeat an Al Qaeda-linked insurgency, design a constitution for all the Somali people and transition the country to full sovereignty. Within two days of being sworn in as the new Prime Minister of the Transitional Government, Dr. Abdiweli Mohamed Ali, established an emergency National Humanitarian Committee to direct the government’s response to the humanitarian crisis in the country. Shortly after being appointed the Prime Minister met with key UN agencies and continues to work with the UN Office for the Coordination of Humanitarian Affairs to help the delivery of aid in Somalia. The Committee, led by the Deputy Prime Minister, has initiated a global appeal to draw attention to the plight of Somalis. The Committee established a camp in Dharkinlay, south west of Mogadishu, where it is allocating shelter for displaced people arriving in the city. The government has established sanitation and clean drinking water for the 4,000 displaced people who have arrived so far. Together with the Mayor of Mogadishu, the Committee has delivered food and basic items to the camp. Through the Committee, the government has committed $500,000 of emergency aid. In total food, shelters, blankets and other non-food items have been provided to displaced people in eight of the sixteen IDP camps in the capital. Responding to today’s announcement by the UN of a famine in Somalia, Deputy Prime Minister and Chairperson of the Committee said: “I – and on behalf of the Somali people – are immensely grateful to those UN agencies and all the people, the NGOs, who are helping on the ground. We welcome the delivery of much needed aid in the Baidoa region and elsewhere in Somalia, and urge those who have blocked life-saving aid for too long do everything in their power now to deliver food to those who are suffering.” “The plight of the Somali people is desperate. I saw with my own eyes today the suffering of my people right in the heart of our capital, in the camp we established for those who need our help. But as thousands more Somalis flood into these safe, government-controlled areas of Mogadishu we call upon all international partners to step up their support.” The Committee has also been working with the media and international media partners to highlight the appeal and the bank account it has set up. The Somali Diaspora have donated generously and the first International aid agencies, Qatar charity has provided emergency supplies. Prime Minister Dr Abdiweli Mohamed Ali said, “Today the world’s attention is on my country but I ask the world to address the fundamental causes of this humanitarian catastrophe and urgently ask for the resources needed to rebuild the Somali state in the midst of an ongoing conflict. I am determined to see the country be able to look after its own people but we will need committed international support to do so. “This is going to get worse for the Somali people, before it gets better.”

^^^Nonsense, the Oil deal will continue, Ufain & Garowe have nothing to do with Attam and his clanish supporters. Attam has shown that he can not capture Galgala where his clan live, how then can he project power in BARI & NUGAAL regiosn where this exploration is taking place? Not sure why people who dont want to be part of Puntland want to dictate what is done in areas that their sub clans do not reaside in?

Nur Cade still looks confused; it’s those glasses I tell ya. Abdiweli is a man I have respect for and even more so today. I have heard of a few names in the list but what I like is the surprise that the Sharif Hotel & Sharif Sakiin supporters have had in the list, they have been left speechless. As for what they will do, well we shall see. The important thing is to bring a new team in place. Insha Allah we shall see what the new cabinet outline in the next couple of weeks. However I am hopefull that with this cabinet, and the coming conference inside Somalia change will be coming to our land.

Liibaan, as usual you are just getting angry for no reason. Mr Jama is no longer a Minister and needs to find himself useful employment. PM Abdiweli was deputy PM, when this man was Information Chief as for the Ministers today, at least a couple are US educated men who have known the PM for some time, others can fill up holes in the cabinet. What matters is, we have a new PM, a new Cabinet and Mr Jama is not the PM and not even in the cabinet. He should take this time and visit SSC regions,to get reacquainted with the folks back home oh I don’t think he is able to even do that. What a shame.

^^^Thats not the point, Mogadishu is a Somali issue and not a clan issue, its a Somali problem, its the capital of Somalia and as such we should all grow up and leave the silly mentality of the past 20 years. Faroole as a leader of Puntland should watch his words, otherwise resign and say what ever he wants, he is not speaking for the millions of people who live in Puntland when he speaks like a local clan thug. -
