  1. Juma, going to Xamar to see the family, visit friends or for a break from Nairobi is not the point at all. Going for government business, or as a mesaage to the President/PM requires a large number a figure of upwards 138 MP’s. Warlords, resentful politicians and so called intellectuals have been trying to pump us with “hot air†and use the issue of frontline troops and Mogadishu as a way of derailing the peace process and destroying the government. Xoogsade, the decision to relocate and to where is up to the cabinet and it has decided that Jowhar and Baidoa are the chosen cities. Mogadishu as you can appreciate will take a little bit longer. What message it sends depends, to me it sends a message of caution preparation and foresight, rushing may end up causing further mayhem which will not help, ignoring the experience of former “governments†would be suicidal.

Indeed it pains me that my fellow Somali brothers were executed in such cruel and inhumane manner without due process under the "law". Puntland (Somalia) to introduce free primary schools - Thursday, April 07, 2005 at 15:20 afrol News, 6 April - In Puntland, an autonomous territory in north-eastern Somalia, primary school teachers are to receive their salaries by the local government, the region's President has announced. Puntland thus will become the first part of Somalia where the state takes on some responsibilities for primary education. In all of Somalia, primary education is currently paid for and organised by parents groups or by Muslim organisations. Traditionally, parents also have had to bear full responsibility for the payment of teachers. Puntland President Mohamud Muse Hirsi "Adde" this week however announced that the regional government was to inaugurate salary payments for primary school teachers. Puntland is a semi-autonomous state within Somalia. It has its own president, but unlike neighbouring Somaliland - which declared independence in 1991 - Puntland has always vowed to remain an integral part of Somalia. Some 200 teachers now stand to benefit from the move by the Puntland leader, according to the UN's Children's Fund (UNICEF). The President of Puntland also announced a massive drive to build more schools in Northeast Somalia during a speech he made in Bossaso, the regional capital, on Tuesday. According to UNICEF, this was the first time since the conclusion of Somalia's peace talks in 2004, that the Puntland leader has openly committed his administration to the goals of 'education for all' and to gender parity in access, retention and completion in basic education. The move follows consistent advocacy with the Puntland authorities to increase budgetary allocations to education and other social sectors as a means of encouraging sustainable development. The UN agency today praised the move by the Puntland leader. "The President's announcement marks a milestone in Somalia's education history and demonstrates a very real commitment by the administration," commented UNICEF's Siddharth Chatterjee. "The payment of teachers' salaries will free parents of a major financial burden and will remove a significant obstacle in getting all children, and especially girls, to access and complete their primary education," he added. The announcements made by President "Adde" came at a Bossaso ceremony to mark the formal launch of the UNICEF-supported Integrated Primary Education Programme. The programme aims to strengthen basic education in Somalia and Somaliland, "with special emphasis on fulfilling the education rights of girls and other vulnerable children," according to the UN agency. The programme was said to be a collaboration between UNICEF, the European Commission, the Puntland administration and local communities. Similar programmes were to be implemented in Somaliland and in central and southern Somalia, the UN agency announced today. In contrast to southern Somalia and Puntland, the self-declared republic of Somaliland has had a functional education system during the last years. The Somaliland government operates a number of primary and secondary schools and has even financed the establishment of several universities. The Somali government structure allows for Geedi to sack which ever minister in the cabinet who does not toe the line. The argument of the “will of the people†is neither here nor there as this government has more of a mandate than any before it with the exception of the 1960-69 civil administrations. The point is still simple the elected President and the PM have the major say in the direction which the government takes. The speaker only referees the parliament, the minister have responsibility for their specific departments, like it or not this is the fact of the matter. I hope you are not buckling under the weight of disappointment. One minute you hate the “warlord†government the next you are cheering for Inda Cade, quoting Suudi and Qaynyare. On one occasion they [warlords] were a bunch of pathetic women, now they are powerful all conquering hero’s who will save the clan. Yesterday you hated the parliament and intended to boycott its decision, now you love Sharif Xasan. You seem lost in all of this, no clear position just a man deluding himself. Terms like “Pukeland†further reveal the depth of your ignorance to the new reality and the emerging nation.
  12. Again people are having dialogue with themselves. You need to know what a leader is, what position of power is and how decisions are made in any organisation. Geedi is the Prime Minister the head of the executive branch and thus all decisions made must go through his good person, all other ministers are in a subordinate position. They have less say in decision nothing unorthodox or unusual about this it’s the way government’s around the world function. Somalia is no exception, by accepting a position and swearing the oath the former warlords have put themselves at the whims of the PM, he appointed them if they don’t respect the agreements, become rebellious and go against the decisions of the cabinet as e majority and passed then they risk being sacked. One needs only look at the UK for an example of decision making in a parliamentary democracy. While fashionable objections are made on behalf of warlords, I don’t buy it for a moment that the warlord’s have anything to offer other than recycling bankrupt ideas about the dominance of clans. Personalising the issue further only highlights their weakness and desperation, first it was Yusuf, then Geedi now the cabinet and any minister who goes against the fascist rhetoric is condemned, lambasted and accused of clan treachery. Yet while Juma excuses the 14 year record, the failure to negotiate, to compromise, the killing’s, looting. Now we have a chance a government that is addressing the core issue of security and demobilisation of the militias and the opening up of the country to the people. Those who want to hold us in limbo forever argue as ever for the clan, the very name they shamed. They talk of war instead of peace, and division instead of the common unity of us all. After the darkness there shall be the light and our long night insha Allah is coming to an end.

The PM and President and cabinet are all in tune, there are a few ex warlords who either will change their mind or be sacked from the cabinet, remember no one can sack an MP but ministers must support the decesions agreed upon even if its not to their liking. Government must move to Jowhar and Badoa and send a team ministers and law makers to Mogadishu to work on bringing about a tangible change of security. All money and resource must be channeled to the creation of the new army and security forces made up of all Somali clans and under the control of the government to bring to order in every corner of the country. Then the real job of reconstruction can start..

Torture case Britons free to sue Saudis Ruling ends immunity in civil courts for all overseas abusers David Pallister Friday October 29, 2004 The Guardian Torturers in foreign countries can be sued for damages in the English courts, the court of appeal said yesterday in a judgment hailed by civil rights lawyers as a historic victory. Four Britons who claim they were tortured in Saudi Arabia were given the right to pursue their cases against named Saudi officials. But the court ruled that the state of Saudi Arabia had immunity from civil proceedings. Geoffrey Bindman, the lawyer for three of the men, called it "a tremendous judgment". It was "the civil equivalent to the Pinochet case", he said, referring to the former Chilean dictator whom the courts ruled could be prosecuted for torture. He added: "Torturers can now be brought before civil and the criminal courts. The impact will be felt worldwide." The case, before the Master of the Rolls, Lord Phillips, sitting with Lord Justice Mance and Lord Justice Neuberger, involved two separate appeals. Ron Jones, an accountant, was kept in a Saudi detention centre for 67 days in 2001. He claims he was seized from his bed in hospital, where he was recovering from a bomb blast, and tortured into saying he planted the device. He said Lieutenant Colonel Abdul Aziz was the torturer. The others, Sandy Mitchell, Les Walker, and Bill Sampson, a British-Canadian, were arrested over bomb attacks at the end of 2000, which, the Saudis claimed, were part of a turf war of western alcohol dealers. The men say they were tortured into making confessions which were then broadcast on Saudi television. Mr Mitchell and Mr Sampson were sentenced to death but released last year. Besides trying to sue the policemen Major Ibrahim al-Dali and Lieutenant Khalid al-Saleh, they also named Colonel Mohamed al-Said, a jail governor and Prince Naif, the Saudi interior minister. After the hearing Mr Jones said: "I am delighted with the ruling. I think that their lordships have made a monumental judgment. It's a magnificent step forward for [dealing with] human rights abusers." Mr Mitchell said: "Obviously I'm pleased, not so much for the sake of ourselves but any other torture victims which Saudi Arabia might produce. It's a step in the right direction that they can't hide behind international law." At a press conference Mr Sampson said: "This is a day I have dreamt about. For nearly four years, from the day they first began to abuse me, I have fought for this." He said he condemned the British government for its lack of support in pursuing their claims. At the heart of the case was the compatibility of English law and the European convention on human rights, article six of which gives everyone legal redress before the courts. Last July, Mr Jones's £2m claim against the Saudi government was struck out under the State Immunity Act 1978. The same ruling was applied to the other three men who wanted to proceed only against named individuals. But the court of appeal judges ruled that it could "no longer be appropriate to give blanket effect to a foreign state's claim to state immunity ... in respect of a state official alleged to have committed acts of systematic torture". The three judges dismissed Mr Jones's claim against the Kingdom of Saudi Arabia but allowed the appeals of all four against the refusal to proceed against the individuals. The case is now likely to go to the Lords.

"It's taken me three years to get here. This is another step, another hurdle and we will fight on," said Mr Jones, who is orginally from Hamilton, in Lanarkshire. While expressing his "greatest sympathy" for Mr Jones, Master Whitaker said the current state of law on immunity deprived him and the English courts of jurisdiction over the Saudi government in the case. But on Thursday, three Court of Appeal judges ruled that the four men's cases be sent back to Master Whitaker for further argument. It's a step in the right direction that they can't hide behind international law. The law applies to everyone Sandy Mitchell Lord Justice Mance said the courts should consider the evidence and "all relevant factors" at the same time as considering jurisdictional issues. He said a foreign state cannot have any "absolute right to claim immunity in respect of civil claims against its officials for systematic torture, even committed outside the country" where the claim was filed. But he said he did not think the ruling would mean England would become a "forum of choice" for torture claims across the world. Solicitor Geoffrey Bindman said his clients had been subjected to torture while accused of a murder they did not commit. He said: "So far, the Saudi government has not accepted responsibility for the actions of their officials. It must now do so." Mr Mitchell added:"It's a step in the right direction that they can't hide behind international law. The law applies to everyone."

On 13 August 2001 three more British men appeared on Saudi television confessing to a role in the attacks.

We all know what the Gulf Arab;s are, we all have heard the stories that are brought from those nations. Yet is this about the six poor fellows who were executed? How is this helping them? I will defend OG-Girl, just this once. The sister is born and bred in the Gulf , she only knows of a Somalia which is destroyed and of a people who are the laughing stock of the world. Many of her generation have no recollection of our past, and have no memory of the “good old days†when as a nation we had something resembling normality. They associate Somalia with anarchy, hopelessness and despair. A land of famine, full of refugee camps, children dependent on UN nation rations. Somali’s are pictured as maids, hoodlums, petty criminal and marauding thugs. I am saddened by this news for it means even in the holly land we get no respite from this curse. May Allah forgive them and our transgression.

Rahima I did not get at all, SG, Somaliland have nothing to do with todays problems, the south is the problem. Somaliland is stabel and negotiations will be the only method with that entity. As for SG/O.G.A.DEN or Zone 5 OR the Somali state, only good relations with Adis Can ensure that the people there get their fair share within the Federation of Ethiopia.   24. Let me add a few things here. If we are talking about the people of Somaliland, they are wonderful, beautiful, proud, courageous ,courteous and above all noble. They are my people, my friends, my allies an everything else. Their achievements have been phenomenal and they should rightly be proud of, for they overcame great odds and started from scratch. Their community in the Diaspora, notably in the UK has worked hard to help their people back home, and must be highly praised for their tireless endeavour. We should not dwell much on the divisive issues but on what unites us, yes Puntland and Somaliland have an issue over SOOL and are rivals in the thater of fake dreams that is Somali politics. Yet we are similar in our determination to address our local needs and take care of ourselves, thus the federal and secessionist camps are very similar and in the same boat in their focus on self determination. The two states suffered at the hands of the former regime of Barre and lost much wealth and influence in the south, remember many North Westerners invested heavily in Mogadishu and reaped nothing. I have an issue with the secessionist and their propaganda, with Riyaale and Warrabe and others, however do not mistake this for hatred towards my people. I belive the two states must look at their interest must develop a cordial relationship build on not just surviving but for both to thrive.
