Four Somalia Government Ministers Resign By Alisha Ryu Mogadishu 24 May 2006 Audio report in English... In a severe blow to efforts to establish a functioning government in the Horn of Africa country of Somalia, four elected ministers, all based in the capital Mogadishu, have announced that they are quitting the government. The minister for national security in Somalia's struggling transitional national government, Mohammed Qanyare Afrah, says he and three other ministers agreed several days ago to withdraw from government, currently located in the provincial town of Baidoa, 240 kilometers west of the capital. Wednesday was the deadline for the ministers to formally join the parliamentary body, which has the backing of the United Nations, but remains largely powerless. Qanyare tells VOA that he is quitting his cabinet post because the government of Prime Minister Mohammed Ali Gedi and President Abdullahi Yusuf are not interested in restoring security in Mogadishu. "They are not considering the job we are doing. Mogadishu has no security. We are working on security to fight terrorism. They are against us because they are siding with the terrorists," he said. The other three disaffected ministers are the minister of religion, Omar Finish, the minister of the disarmament of militias, Botan Ise Alin, and the minister of trade, Muse Sudi Yalahow. Yalahow accused transitional government leaders of being ineffective and lazy. Yalahow says the government does not want to come to Mogadishu because it is happy doing nothing in Baidoa. He says the people of Mogadishu do not need a government that does nothing. Yalahow, Qanyare, and their two colleagues are powerful factional leaders in the capital and senior-ranking members of the newly-formed, 11-member anti-terror group, the Alliance for the Restoration of Peace and Counter-Terrorism. The group's aim, they say, is to rid the country of Muslim extremists, who are attempting to turn Somalia into another Afghanistan. But many Somalis say they believe the real reason why the four factional leaders are pulling out of the government is because they are angry over recent comments made by President Yusuf. President Yusuf accused the United States of funding the anti-terror alliance, adding that Washington should be working with interim government leaders to bring stability to Somalia, not giving money to warlords to chase down terrorists. The alliance flatly denies it is receiving U.S. help. The United States has long viewed Somalia as a potential haven for Islamic militants. But U.S. officials say the United States is not giving direct assistance to the anti-terror group. He broke the agreement that he signed 8 months ago. Geedi is in a heap of trouble, and the Puntland deal is still on, no matter which clan claims which area and regardless of all the hype on the net. ^^^ The contract of works is for four years, with an extention clause. Also the model they are using is the same one as used in Yemen, which is one of the better deals in that part of the world. Bashi, the Yemen oil deal with hunt group a small texan form, has transformed that country, which at that time was in a state of division and war.

^^^ Bashi, I would say it is the standard price, as for this deal, it is a four year contract to explore. How many other companies would have taken this risk? I for one would take a pragmatic line, if there is substantial wealth in Puntland it is important we tap into it now and not wait for another 30 years. The point is not what you wish for, or what you think but what is happening on the ground. 1.Raange not only knows about these former concesions but uses the mappings and the work done previously by these firms, this is an open fact. It has done extensive research highlighting that in the 1980's western firms spent $150 million to explore these areas..It suggests that it will be successfull by replecating what has been achiaved in Yemen. It has on its board a number of officials from the Yemen oil authorities. 2. Raange gives $200,000. a month to the Puntland government and their plans have gone as far as signing a deal with Knoc, the Multinational oil firm from South Korea. There are areas that are ready to drill.. 3. The Puntland government reached a final agreement with the TFG on this issue in November 2005. all this information is available in English and Somali online... Range resources You are looking at this deal from a Somali perspective, Hydrocarbons are no small thing, like building a port or hospital in clan country this is big business and subtsantial amounts of money are involved and it changes everything.

There is an interesting passage that goes..."TFG has trust and full confidance with the Puntland State of Somalia and therefore supports its efforts in enhancing the national economy by materializing the exploration, exploitation and marketing of the countries top soil natural resources in close collaboration with its partners [consort and Raange]" The eggs are on Geedi.. So you have more knowledge than, Raange resources, and Multinationals like Knoc. The concesions period has elapsed..

They already got the go ahead 8 months ago? Castro, I agree with you that the Federal governemnt does rule over the states including Puntland. That this episode is unecessery is also not in question. However the republic is still in a transition period, we are not even in our capital, and Geedi did not leave Puntland with room to manuvour. The timing of his letter and the fact he put it in the public domain, only highlights his disrespect and unsuatability for the post. Puntland has done the right thing to oppose Geedi on this issue.

Paragon, Geedi has already agreed to the Raange deal 8 months ago. So his letter is not only invalid but lacks any reasons to nullify the agreement. Those who are against the deal will be incouraged by Geedi but I dont see how this changes anything other put his sanity into question. It is a done deal he signed up to it.. Geedis nemisis will use this as another reason to get rid of him, there is a motion floiting around for a no confidence vote. The pressure is on Geedi, what leverage does he have over Puntland? None. The Mogadishu war, the ultimatum he gave to the warlords and this, only spells doom for him.

This week has been good, the EU financial support, the visit by Minister Benn and the parminets moves to get rid of the warlords. It has been one of the better weeks. On this issue I am with the Puntland adminstration, I belive this oil exploration deal is vital to get us out of the stagnation, we find ourselves in. Also Puntland is not a small player, we have the sam international standing as our more hyped up brethren in Somaliland.
