Africa Somalia can handle more funds directly: AU 25 Feb 25, 2010 - 9:05:28 AM By Abdiaziz Hassan NAIROBI (Reuters) - Somalia has made progress restoring state institutions and accountability and its administration can now handle more funds directly, the African Union's deputy head of mission to Somalia said. For nearly two decades, the Horn of Africa nation has had no functional central government and its transitional administration controls only sections of the capital Mogadishu. Wafula Wamunyinyi, the deputy special representative for the AU Commission for Somalia, said the government received inadequate direct funding, and that there were still some impediments to them getting more aid. "They were working hard in re-establishing state institutions, coordination and implementation of the plans; they are making progress ... and taking care of the accountability system," he told Reuters in an interview on Wednesday. "They are now making progress, working some specific budgets for the first time, and that kind of thing shows there is a direction ... Then, donors will release the funds to them eventually." Wamunyinyi said the mission had received more than half the $213 million donors have pledged to help restore Somalia's security and public services. International donors agreed last April to provide the money to help Somalia's transitional government and the 5,000 AU troops providing security to the government. "I think over $120 million ... has been directed to trust funds, and some progress has been made on that," Wamunyinyi said, speaking in his office in the Kenyan capital. "The pledges have been flowing until now, I am sure we have received most of the funds." Rebels fighting the transitional government frequently attack the AU troops, who have been able to do little more than protect the city's air and sea ports, its presidential palace and a few strategic blocks in between. Wamunyinyi said more troops from Uganda and Burundi were waiting to be airlifted to bolster their numbers. "These two countries will send an additional battalion each. As soon as the logistical arrangements are done, they will move in," he said. He said the AU's rules of engagement were adequate, and the mission could help the government hold the capital if it decided to push away the rebels. "We are not there to fight on behalf of Somalis. Was the individual who filed the criminal complaint against Samatar motivated by his personal experience with Samatar or was he after justice to the atrocities committed during Barre’s reign? I do believe this is a selective prosecution of an old man who might have once occupied in the second post in Barre regime but might not necessarily had been the most criminal or the most influential. Samatar have never been apologetic in putting down the rebel movements that took army against the Somali government he served. Today in hindsight, and in the context of what has transpired, I don’t believe Barre regime was as bad as we were led to believe, for more heinous crimes have been committed after it collapsed. It’s the nature of Somalis to die senselessly, and one cannot blame those in power who were forced to kill the ignorant, armed beasts who were motivated not by higher ideals but by clannish agenda----a clannish agenda that we all saw in our old ages what it amounted to. Awoowe SSDF would’ve loved to bring Barre to court. The USC folks wish to file criminal complaint against Ina Yusuf if they could, and the SNM gangs would still want to claim the moral summit of Somalia’s conflict. So what you are applauding is as silly as the Maliki government’s trail of Sadam Hussein. The fact that Samatar belongs to minority group will not factor in how Supreme Court would decide the case. That much I agree. But the whole thing is nonsense la kordhabay awoowe. Ha la is cafiyyo, ama dadkoo dhan ha la maxkamadeeyyo ps. Rift emerges in Somali Sufi group Tuesday, February 23, 2010 Senior leaders from Somalia's main Sufi group Ahlu Sunna wal Jamaa on Tuesday denounced a deal struck last week by some of its members with the government during a meeting in Addis Ababa. The Ethiopian foreign ministry had issued a statement on Saturday announcing an agreement between the embattled internationally-backed transitional federal government and the Sufi group to combat the country's Islamist insurgency. But some of the Sufi movement's top figures argued that those who reached the deal in Addis were not representative of the group and not authorised to set policy. "The so-called agreement reached and discussions that took place in Addis Ababa were misleading and created a rift within Ahlu Sunna followers," Sheikh Omar Sheikh Mohamed Farah, a top Ahlu Sunna leader, told AFP in Mogadishu. He argued that "the Addis deal does the Shebab and other anti-peace groups a favour by promoting some individuals over others and undermining a planned Ahlu Sunna general assembly to be held soon." Abdulkadir Mohamed Somow, another leader, said that one faction with Ahlu Sunna had "hijacked the process" by dealing directly with the federal government in the organisation's name. Ahlu Sunna wal Jamaa took up arms in 2008 to counter the growing threat to its traditional brand of Sufi Islam posed by the Shebaab, a self-declared component of al-Qaeda's global jihad. While inexperienced and poorly trained, the ad hoc Sufi militia is seen by observers as an important component of a planned government-led offensive to root out the Shebab, who currently control 80 percent of the country. The Sufi group has wide popular support is well established in the Galgudud and Mudug regions of central Somalia but some key federal government members remain deeply suspicious and see them chiefly as political rivals. Given the level of grief voiced by qudhac, one is left to wonder which qudhac is telling the truth; the strong qudhac that chases the Garaads from Hol-hol and imprisons women and children in Lasanod, or the grieve-stricken qudhac that continues to bear the wounds of civil war, wishing to have his day in court against those who wronged him.

That he's the highest ranking member of Afweyne's military junta to live in the United States has nothing to do with this. You are being a bit religious on Samatar's alleged crimes, ma istiri! Also, it's my understanding that the US Supreme Court did not decide Samatar's culpability. The fact it accepted to hear the case does not say much where they will come down on it, Castro. I can certainly understand one would find the minority argument quite silly. I find the selective prosecution of Somalia’s former strong men silly.
