  1. OG Girl, my dear I never thought this day would come. But Jumatatu more or less has a point there. Somalis not from those regions gave their lives for that part of Somalia and because of our 'comrades' betrayal we were defeated and Somalia itself gradually turned into chaos. Juma, if Siad Barre ruled with justice, SSDF and SNM and the respective Pland and Sland would have never had to stoop so low to coöperate with Ethiopia. These people were forced to do so. To judge this, is a total outrage regarding the horrible damage inflicted upon these two groups by Siad Barre. Og Girl, Somalis since the beginning tried to liberate the occupied regions. But your clan was certainly part of the isim system that is now taking place in Garowe.

And as Horn Afrique said, war is not an option, diplomacy is the new keyword now. We need our muslim brothers in the future and a well planned and oriented diplomacy prgramme to ever see Western Somalia not as a part of the Somali republic perse, but as a state that is being given justice and chances to develop with far stretching ties with their Somali peers. We should be realistic of our goals otherwise we'll get a Sland recognition scenario, craving hard for what you can't get. We should focus on tangible goals such as Dire Dawa as part of the Somali state. Or reclaiming our regions and districts back till the Somali state is complete. Simultaneously we should also watch the human rights standard closely, and actively observe if Somalis receive their share of the national treasuries and beyond. From there on with a reasonable foundation, the Somali republic can hold talks onto deal flexibly with the zone 5 issue, by politically and economically alligning them with Somalia, while under Addis Ababa. As tax collection and basic services will be Addis Ababa's responsibilty and will have it's military presence. Wich is probably the only thing Addis Ababa is interested in in zone 5. Somali proper should step into that gap and involve itself with other matters of zone 5. Such as, offering zone 5 a right to vote in Somali proper elections, equalising zone 5's laws and rules to those of Somali proper to where it's possible, to increase trade and investment in zone 5 by Somali proper etc. Many ideas can come out of this. War is just not an option anymore.

  8. Nassir, that's not Dhahar but Galgale. And an ugly picture I must say. What on earth did they do with it? Bari Nomad, you can be proud of your name. I received some photos from a place called Tur Masale, just a few weeks old and after the raining period, between Qandala and Iskushuban in a valley sandwiched between the Golis mountain ranges of Bari. They say that Tur Masale is the first place to see rain in Pland, the rest followed. While northern Bari was the least suffering area in Pland from the drought. Some people are so lucky, it should be dealt with as a crime. But that's probably typical Somali talk eyh? One thing I can tell you is the misguided perception of people whom have never seen north east Somalia, that Pland is Sahara junior is just as phony as the perceptions that Sland is a free, democratic state or that Mogadishu is the economic walhalla of east Africa. That's why I am vehemently against Planders returning to the south.   9. OTP, Ocean Training and Promotion, is a NGO founded by a Somali who decided to help his fellow Somalis with his Dutch and Canadian friends. OTP is based in Bosaso, but it also engages in development projects throughout Pland and Somalia. OTP is chiefly financially assisted by the Pland diaspora, Dutch fishing company InterFish and the Somali construction company JIBCCON as well as a number of European organisations such as Novib. OTP is dramatically expanding throughout Pland state of Somalia. Of the Dutch NGO Novib alone it receives $500.000 US every three years. It has offices in both The Hague, The Netherlands as well as Bosaso, Pland Somalia. One of it's accomplishements is so far educating girls and women alike in small business in the fishing sector. 100s of women in Bosaso have been educated in computerskills and as pharmacy assistants. It has succesfully completed a water-programme in three towns; Abaarey [Mudugh], Beyra [Mudugh] and Dhahar [sanag], thereby focusing on quantity as well as quality. To boot the village Abaarey has now been renamed Cagaarey, because of it's easy access to healthy drinking water. OTP also works hard to develop the fishery sector in Pland by helping the Pland fishers set up joint corporations. Train them with diving skills, boat repairment, fish production and conservation. OTP is planning to build a full-fledged fishing school in Bosaso in the near future Inshalah. It is founded by group of multinational (Canadian, Dutch and Somalis) people who are development minded intellectuals. OTP VISION: Is to improve Living Condition Somali Communities through socio-economic sustainable development programs. OTP MISSION: Is to support Somali needy communities in fisheries development (Infrastructures, Capacity Build and Marine Resource Conservation) water Sanitation (Water Infrastructures and Water Management System) and Child/Women Development (Food Security Capacity Building and Income Generating Programs) in a multidisciplinary way. OTP COALS To reduce socio-economic problems of Somali people relating to the Fisheries, Water and gender sectors in Puntland State of Somalia BY year 2002. OTP STRATEGY The basic approach to the projects is to operate at grass root level on demand of the local people in the Marine sector, supply of clean water, agriculture and training to people wherever necessary to achieve in the long run self-reliance development. The lack of proper state control of fisheries matters obligated OTP to choose for the co-management strategy, implying that the beneficiaries are not only strongly involved in both preparation and implementation of the projects. Work methods and techniques applied are preferably based on those already used and proven in the target area, with the smaller level of dependence on improved products and know-how.   10. Hold up people. This is just mafrish talk of Juma, you are a fool if you take his ranting seriously or even give it the slightest consideration. I suggest you wait and see what happens. Don't you all forget that there's always one person who wants this government to work more than you do. That is Abdullahi Yusuf himself. I must say I haven't expected this cabinet list, but I can only say that I'm disappointed when I see negative results. It's too early for that. So just be happy that Somalia has reached another important step in the building of the new government. I must admit though this cabinet is a joke at first glance, but hopefully there's some reason and tactic behind the drugbarons/warlords named at the highest positions.

The elections will be held Januari the 5th 2005 Inshalah. - Peace agreement whereby Pland is willing to withdraw it's military forces from Sool, Sanag and Ayn regions if Sland will do so as well. - Invitation of Pland's tribal leaders to hold talks with Sland's tribal leaders. If the Slanders can't come to Garowe, the Planders will come to Hargeisa. The conference is still ongoing and it had started two weeks ago.

  14. I agree with Nassir. There should be lessons learned from this drought as well as the rain floods for the Pland government. Las Qoray, wich is just a few miles from Bosaso is totally isolated due to the floods. And this is the case everywhere in Pland from Dhahar to Galkayo. Amnesty International Concerned About 16-year Old Girl's Trial And Rape Allegations,and Summary Imprisonment Of Her Defence Lawyers - Tuesday, November 30, 2004 at 14:28 AMNESTY INTERNATIONAL Public Statement AI Index: AFR 52/004/2004 (Public) News Service No: 308 30 November 2004 SOMALILAND: Amnesty International concerned about 16-year old girl's trial and rape allegations, and summary imprisonment of her defence lawyers Amnesty International is deeply concerned about the current espionage trial, in the Somaliland capital of Hargeisa, of Zamzam Ahmed Dualeh, a 16-year-old school-leaver, and Omar Jama Warsame, a taxi-driver. They were both arrested in Hargeisa on 15 August 2004 at the residence of the Vice-President, Ahmed Yusuf Yasin, and originally charged with conspiracy to assassinate him, which they denied. Zamzam Ahmed Dualeh has complained she was raped and beaten by police officers, and Omar Jama Warsame has complained he was beaten. The judge dismissed their complaints without any investigation, when they were first brought to court on 4 October. At the latest court hearing on 24 November, the judge jailed their four defence lawyers for three years for contempt of court, after they requested him to withdraw from the case due to alleged bias. Amnesty International is concerned that Zamzam Ahmed Dualeh was allegedly tortured by rape and beatings by police officers; that she is being detained and tried as an adult; that Omar Jama Warsame was allegedly tortured by beatings; and that their trial has already fallen far short of international standards of fairness. Arrest and trial Zamzam Ahmed Dualeh reportedly claims she went to the Vice-President's residence by mistake when she was looking for the residence of a Vice-Minister to whom she is related. She and her taxi-driver, Omar Jama Warsame, were arrested by security guards. Zamzam Ahmed Dualeh was transferred to the Central Police Station, and later in September to Hargeisa Central Prison, where she is currently detained. Omar Jama Warsame was released soon after arrest but re-arrested a few days later, taken to police custody, and is currently held in the Central Prison. On 4 October, Zamzam Ahmed Dualeh and Omar Jama Warsame were brought to court in Hargeisa for trial, without legal representation. In the first hearing in court, Zamzam Ahmed Duale is said to have alleged that she was raped and subjected to other torture and ill-treatment by Criminal Investigation Department (CID) officers. She reportedly identified some of the six CID officers whom she claimed had raped her, who were in court as prosecution witnesses. The judge dismissed her allegations of rape and other torture, without ordering any investigation. The judge adjourned the trial to enable both defendants to have legal representation. The court re-convened on 9 October with four defence lawyers arranged by local human rights defenders to represent them. The prosecution changed the main charge against them to espionage, which carries a maximum 10-year prison sentence. The judge refused bail and adjourned the case until after the court recess during the month of Ramadan. The trial resumed on 24 November. CID officers who had interrogated Zamzam Ahmed Dualeh are reported to have stated that she had "confessed" to the espionage charge. The charge apparently concerned her role in an alleged conspiracy originating in Puntland, where she had recently left school. However, after verbal exchanges between the defence lawyers and the judge which led to the defence lawyers asking the judge to withdraw from the case on account of alleged bias, the judge convicted the defence lawyers of the offence of "insult to a judge during a hearing". He sentenced all four - Yusuf Ismail Ali, Fawzi Sheikh Yunis Hassan, Abdirahman Ibrahim Alin and Mohamed Said Hirsi - to three years' imprisonment. They were immediately arrested in court and taken to the Central Prison. Their case is now under appeal. The judge adjourned the trial of Zamzam Ahmed Dualeh and Omar Jama Warsame indefinitely. Human rights defenders in Somaliland are also themselves at risk of human rights violations on account of their criticisms of this case. During the court hearings in October, three human rights activists from Samo Talis human rights organization and the Academy for Peace and Development were detained outside the court, together with a law professor from the new Hargeisa University and a member of the Somaliland Upper House of Parliament (Gurti). They were released after some hours without being charged. A Samo Talis official was almost arrested at the 24 November court hearing, when he was apparently wrongly accused of speaking in court. Amnesty International's appeals to the Somaliland authorities 1. The child rights issue According to her identity document, Zamzam Ahmed Dualeh was born on 14 August 1988 and is thus 16 years old. She is therefore a child, who should, under international human rights standards, be dealt with through procedures specifically applicable to children. Amnesty International is concerned that Zamzam Ahmed Dualeh as a child of less than 18 years of age is being detained in an adult prison and tried as an adult. International child rights standards require that she be treated in a manner which takes into account her needs and age, and that she be held separately from adults, unless it is considered in her best interest not to do so. In addition, she should be tried under a system of juvenile justice. Amnesty International is requesting that, in order to uphold the principles of child rights protection, and also to ensure that she has all necessary medical treatment, Zamzam Ahmed Dualeh should be provisionally released, rather than detained in an adult prison for a prolonged and indefinite period. 2. Rape and torture allegations Amnesty International is concerned that the judge arbitrarily dismissed Zamzam Ahmed Dualeh's allegations of rape and other torture in custody, and also Omar Jama Warsame's allegations of torture by beatings. International standards require that their complaints of torture or ill-treatment be promptly and impartially examined by the competent authorities, and that evidence should be obtained and presented in court from medical doctors who have treated or examined them. Two medical examinations were later undertaken by the authorities. The findings of the first have not been disclosed, and the report of the second was reportedly read out in court but not provided to defence counsel. Amnesty International is requesting that a fully independent inquiry should be established into the rape allegations, in particular, including one or more medical professionals experienced in rape investigations. The international community could be asked to assist with the relevant expertise and access to forensic facilities unavailable locally. The findings of the inquiry should be provided to the court, including defence counsel, and if the allegations are substantiated, those alleged to be responsible for this serious crime must be brought to justice, in procedures which meet international standards of fair trial, and Zamzam Ahmed Dualeh should be adequately compensated. 3. Fair trial Amnesty International is urgently calling on those responsible for the administration of justice in Somaliland to ensure that Zamzam Ahmed Dualeh and Omar Jama Warsame are given a fair trial by an impartial court in accordance with international standards of fairness. Amnesty International is concerned about failures of the court up to now to respect international standards of fair trial. International standards of fair trial include the non-admissibility of statements obtained as a result of torture or other cruel, inhuman or degrading treatment; the right to legal defence representation from the time of arrest; the right of lawyers to perform all of their professional functions without intimidation, hindrance, harassment or improper interference; and the right to trial by a competent and impartial court. Amnesty International is appealing for a review of the case against the four defence lawyers, and the heavy prison sentences imposed on them, when they were reportedly peacefully carrying out their professional functions. BACKGROUND Somaliland declared unilateral independence from the former Somali Republic when Somalia collapsed into civil wars in 1991 after the overthrow of the Siad Barre government, which had committed massive human rights violations, including war crimes, in this north-western part of the country. The Somaliland Republic has not so far achieved its objective of international recognition and refused to take part in the Somalia peace talks in Kenya or the Transitional Federal Government about to be established (which includes Puntland). Since 1991 Somaliland has been the only part of the former Somali Republic to have achieved a broad measure of peace and stability under a civilian multi-party system, although there have been cases of human rights violations. The Somaliland authorities have been generally welcoming to the development of several active non-governmental human rights organizations. The late President Mohamed Ibrahim Egal and his cabinet of ministers signed Amnesty International's worldwide "Get Up-Sign Up" human rights campaign commitment on the 50th anniversary of the Universal Declaration of Human Rights in 1998.   18. Og Girl, I believe every Somali in and outside the borders have the Somali nationality. Don't forget that in the 70s, your town Qabri Dahare was Somali Republic territory for a solid two years. Also there is no possible way the government can differentiate the Somali people within and behind enemy lines. I personally have some familial roots in the Hawd in Ethiopian territory. May paternal grandfather was mothered by a woman from the Hawd and many relatives of mine call Jigjiga home. We are all Somalis period, no matter the lousy papers tell you.
  19. I feel this is not a coïncidence. Chinese businessmen are assessing in order to build highways, city roads, airports etc in Pland? Djibouti Airlines is to engage regular flights to Pland cities of Bosaso and Galkayo as well as Garowe? Wich means Pland will be easier to reach wich will boost the state's trade and economy. But why now? Has it got to do with the erection of the new Somali government? To be honest I haven't expected that Pland would see the benefits of the new Somali government so quickly. I expected it would be more concrete for the southern Somalis, especially at this stage. Normally I would be scolding Pland's businessworld after reading Djibouti and China's infiltration into Pland. But Pland has no companies with the capital and experience to build mega construction projects or regulated weekly flights. In october 2004 a medical delegation headed by Dr Jama 'Dhaga'adde', a Pland native, came to Pland to engage medical operations for the poor and needy people for free in Galkayo and Pland in general. Dr Jama is head of the GMC Galkayo Medical Centre, the private counterpart of Galkayo's regional hospital wich is managed by both the regional Mudugh government as well as the Dutch NGO MSF Holland. Dr Jama also helps graduates of Pland's secondary schools to study medicine abroad. It isn't surprising that the PSU Pland State University currently under construction in Galkayo will concentrate on medical and technical studies as also the EAU East Africa University is also building it's Galkayo branch with a Faculty of Medicine.
