Is Galkacyo still part of Puntland?

Ever since Faroole was elected in 2009 he ehasnt visited Galkacyo. His rule doesnt reach there. His orders are not followed and ignored, like when he banned all Khatumo participants to use Puntland airport. The majority still came through Galkacyo.

 

So if Faroole doesnt control Galakcyo, is it still part of Puntland I wonder? It's by far the largest city of Puntland, sop the question is only valid.

Its a divided city part of it is part of the garowe clan enclave and the other part is part of west pl state and galmudug state. So i think the garowe clan enclave only claims parts of it.
