It's financial scam. Bernie Madoff like ponzi scheme. people are buying shares of this company and are beign mugged. The owners of the company started selling the share back in 2007 for 30 dollar, within half year the price dropped to 2 dollar, and every other year they start its annual Propaganda wich makes the price go up and it all drops again back and folks loosing money.
