Help, not foreign troops needed

From correspondents in Mogadishu

07-02-2005

From: Agence France-Presse

NEARLY 5500 gunmen making the nucleus of a new Somali police force have rejected the planned deployment of foreign troops and asked the world to equip them in order to exert authority in the shattered Muslim country.

Under the command of ex-army officer General Mohammed Nur Galal, respected by the rank and file in bullet-scarred Mogadishu, 5470 officers, according to his estimates, lined up at the police academy, sang the national anthem and went through routine police training.

Although they are prone to carrying a fearsome array of firearms, the officers opted not to display some today, apparently as a gesture of discipline.

"Definitely we need technical support, but not an intervention force or foreign troops," Gen. Galal told a team of lawmakers visiting the country to negotiate the return of the country's government from exile in Kenya.

"The troops are here to restore law and order and they only want logistic support from the international community to exert authority," Gen. Galal told the leader of the team, parliament speaker Shariff Hassan Sheikh Aden.

The Somali Government in Kenya over the weekend approved the deployment of at least 5000 African troops in the capital, which is sub-divided into numerous fiefs under control of warlords.

The African Union last month agreed in principle to send a peace mission.

Warlords themselves have rejected the planned deployment and radios have carried numerous street interviews objecting to foreign troops.

At the academy, police officers were dressed in soiled khaki uniform, which was official during the regime of dictator Mohammed Siad Barre, who was toppled in 1991, thereby plunging the nation into a round of anarchy.

Among the so called policemen, some are ex-policemen and -military officers.

Most of the officers haven't been paid in the absence of a governement.

In the recent months, parliament and a cabinet have been set up but still holed up in Nairobi.

All the civil society leaders, the parliamentarians including the speaker and the progressive ones, the Islamic courts, the ex old guard led by General Galaal, the most important Mogadishu warlords: Osman Ato, Muse Sudi, Ina Aideed, Qanyare, and their factions all oppose the outsider AU peace keepers ( according the numerous Somali sites ).

We have almost allthe residents of the city's assurance of a return to normality and stability.

the far-fetched question is what is with this warlord president's obsession with peace keeping forces? In addition; He is now coming with uncanny scheme to change the seat of the government to Baidoba, albeit the TNG's constitution pronouncement of Mogadishu being the permanent capital of the country.
