Garowe (PP News Desk) — Ali Haji Warsame, the former Puntland Minister of Education, has today urged the Puntland Parliament to summon members of the Puntland delegation who co-signed the Security Memorandum of Understanding with a delegation from Somaliland Administration in Nairobi yesterday. His intervention follows a BBC Somali Service interview with the Defence Minister of the Somaliland Administration, Mohamed Yusuf, who interpreted the Security MoU as a means to hinder the establishment of the new Federal Member State of North East State, based in Laascaanood. Puntland’s Interior Minister, Abdi Farah Said (Juxaa), refuted Yusuf’s claim. “We did not discuss Laascaanood” said Juxaa.

“Since signatories from Puntland State  and Somaliland Administration who participated in the Nairobi talks have given conflicting versions of the security MoU, I call on the Puntland Parliament to summon members who participated in the talks in the name of Puntland. In principle, talking to the Somaliland Administration is not an issue; talks were held with the Somaliland Administration in the past to promote regional peace and security, but it is unprecedented that Puntland representatives have questioned the union of Somalia and violated the Constitution of Puntland,” tweeted Warsame.

The security MoU between the Puntland State and the Somaliland Administration contains a clause in which Puntland supports Hargeisa’s secession claim under the guise of “self-determination.” Although Puntland managed to convince the Somaliland Administration’s representatives not to invoke the non-existent sovereignty misleadingly phrased as “Republic of Somaliland,” the incumbent administration of President Said Abdullahu Deni has gone down in history as the first to unilaterally undermine its legitimacy to remain in power after violating the Constitution of Puntland State  and that of the Federal Republic of Somalia simultaneously.
