Mogadishu (PP News Desk) — On 31August 2025 the Ministry of Interior, Federal Affairs and Reconciliation (MoIFAR) of the Federal Government of Somalia published a policy statement on the North-East State of Somalia. According to the ministry, the journey towards becoming a Federal Member State has been marked by resilience, dialogue and determination. The SSC-Khaatumo interim administration was established in August 2023 after local leaders from the regions of Sool, Sanaag and Cayn (SSC) sought to lay the foundation for permanent governance. Over two years, the administration conducted consultations, constitutional drafting and consensus-building to fulfil its mandate. An epochal step in the process was the “Shirweynaha Ergada” (Delegates’ Conference), held in Laascaanood in July 2025. The event brought together 432 representatives from more than 2,000 delegates, including traditional elders, religious scholars, business leaders, women, youth, intellectuals, politicians and members of the Somali diaspora. The participants debated and adopted the draft constitution of the new state to ensure broad legitimacy and inclusivity. The Federal Government hailed the development as a clear demonstration of the Somali people’s ability to resolve disputes and build governance structures from the ground up.
