Somaliland Finance Minister Reports Strong Mid-Year Revenue Performance

Hargeisa, Somaliland – The Minister of Finance and Economic Development, Abdillahi Hassan Aden, today presented a robust mid-year financial review to the Council of Ministers during its 26th session, chaired by President Abdirahman Mohamed Abdillahi Irro.

Speaking at the meeting held in the capital Hargeisa, Aden highlighted that Somaliland’s revenue performance remains firmly on track for 2025.

He attributed the positive trajectory to improved tax administration and, notably, the successful implementation of the Goods and Services Tax (GST), which has now been fully rolled out across all telecommunications companies at a standardized 5% rate.

“The introduction of GST on telecom services has enhanced revenue collection efficiency while increasing transparency. Consumers now receive SMS receipts for every transaction, clearly showing the 5% GST, ensuring full disclosure and building trust in the system,” said the finance minister.

Aden emphasized that the reform is part of broader fiscal modernization efforts aimed at diversifying domestic revenue sources and reducing reliance on external support. He also noted that the ministry remains committed to maintaining fiscal discipline while supporting government priorities, including infrastructure development, social services, and public sector salaries.

President Irro commended the ministry’s progress, urging continued innovation and accountability to meet national economic goals. He reaffirmed his administration’s commitment to strengthening public financial management and fostering inclusive economic growth.

The Council of Ministers also reviewed the current budget execution and discussed measures to further streamline spending and enhance service delivery across ministries and agencies.
