Somaliland: Joint Session Of Parliament Cancelled, Members Sent On Vacation.

Hargeisa,(Qaran news)-The scheduled joint session of the Somaliland parliament for today, Saturday, May 4th, 2019 has been cancelled. Members of the parliament have been sent on vacation until, if and when, a new directive is issued by the Speaker, Bashe Mohamed Farah.

The joint session was to have continued the vote on the proposed Emergency Law requested by the a administration of President Muse Bihi Abdi for the towns of Erigavo, El-Afwein and Garadag.

Having failed to secure enough votes to pass the bill, the chair of the joint parliamentary session, Speaker Bashe Mohamed, suspended the sitting last Thursday, May 2nd, with a promise to reconvene on Saturday, May 4th. It would appear that rescheduled session has also been abandoned.

The fiasco surrounding the attempt to impose emergency law in these three towns for three months clearly highlights the inability of the administration of President Muse Bihi to address the deficiencies in his government’s management of critical matters in the country.

The circumstances surrounding the attempt to usurp parliamentary procedure by the Speaker, Bashe Mohamed Farah, once and for all, makes it quite clear the need to hold parliamentary elections in order to remove and replace some of the more fossilized members of the house.

It is now evident that unless the administration tries to impose emergency law without parliamentary consent, the bill and the President’s plans are finished.
