Intentions of the ICU The Islamic Courts Union has a single, very simple goal, which is to control all Somalia from Raas Kamboni to Raas xaafuun as Hassan Turki stated in a speach he gave after the ICU ousted Hiiraale in Kismanyo. According to Hassan Turki the recent ICU successes were due to the fact that they took over areas that were totally or partially under ICU's main clan control. From Afgio al the way Kismayu were under Indha-Cade and his kins' control. Kismayu was under the control of the JVA allience, which consisted of ICU's main clan, Hassan Turki and Hiiraale's clan. Kismayu has fallen to the ICU/former JVA minus Hiiraale. So areas that were under the main ICU clan control has changed leadership, names but in essence the same group controls it. Mogadishu is somewhat interesting for many reasons. It is interesting the fact that ICU's main administration is located within and at the same time it faced the only real military challenge the courts have had thus far. Abdi Qaybdiid and his militia less than 300 men gave the courts the hardest fight they've faced. His 300 men have even managed to keep ICU supplies from coming from Marka and Kismayu and aldo kept Indha-Cade the chief financier of the courts in Mogadishu. Qaybdiid was the only chalange to the ICU, and they've learned since then to avoid confrontation with anyone that can challenge. This was evident in Mudug and also in Baidoa. The ICU will manipulate majority of Somalis who think that they are fighting for Islam and fighting against Ethiopia. The ICU's lack of sophistication will lead to their demise. Indha-Cade few days accused Kenya of "massing Ethiopian troops wearing Kenyan uniforms and battle wagons on its border..." and warned that "...Kenya will not be peaceful if they don't stop their support" ICU' main objective is control of all Somalia, with no other plans. Mogadishu experienced peace, garbage clean up for few days but since then nothing happened.

Somali lawmakers seek to remove PM By Guled Mohamed MOGADISHU (Reuters) - Somali legislators are trying to remove Prime Minister Ali Mohamed Gedi from power, in a move government sources said on Thursday was aimed at persuading rival powerful Islamists to enter peace talks. A lawmaker said a vote of no confidence in Gedi had been presented to the speaker and would be debated on Saturday. Eighteen ministers and assistant ministers later resigned from the fragile interim government. "We have resigned because we have failed to fulfil the needs of the Somali people. We have decided to vacate all the seats for the Khartoum talks," state minister of parliament and government relations Abdirahman Haji Adan told Reuters. Analysts say the achievement of a power-sharing agreement in talks slated to take place in Sudan -- whereby the Islamists take some ministerial positions -- could be the only way to avert war in Somalia. Gedi's position would be vulnerable in any shared government because President Abdullahi Yusuf would likely offer the prime minister's post to the Islamists, according to analysts. In another development giving the Islamists full control in the capital, militiamen said gunmen loyal to a warlord who controlled a former presidential palace -- known as Villa Somalia -- were preparing to hand it over. Although the Islamist movement seized Mogadishu from warlords last month and now controls a swathe of the south, some pockets in the capital remained under warlord control. The Islamists are split between moderates wanting talks and hardliners who believe they can win a military campaign against the interim administration. "They want to go to Khartoum without a prime minister and see if they can hammer out a deal with the Islamic courts," said a source close to Somalia's parliamentary speaker. "After that is when the president will appoint the prime minister." The government's interim charter says that once a vote of no confidence is passed against a prime minister, the president is required to appoint a new one within 30 days. "OUR WORRY IS ETHIOPIA" Talks took place in Khartoum in June but the government boycotted a second round this month in protest at alleged Islamist violations of what had been agreed. "The (no confidence) motion is supported and even funded by Islamists who want to take the position once talks with the government commence in Khartoum," a government source said. Government spokesman Abdirahman Dinari said: "The motion is supported by individuals who want to be ministers and even get the premiership. ...If that happens, it will divide parliament." The Islamists' rise has challenged the authority of Yusuf's government, set up in 2004 in the 14th attempt to restore central rule to Somalia since the 1991 ousting of dictator Mohamed Siad Barre by warlords ushered in an era of anarchy. The Islamists' most powerful leader, hardline cleric Sheikh Hassan Dahir Aweys, has ruled out any meeting unless Ethiopia stops its "invasion" of Somalia. He refused to comment on the possibility of power-sharing. The Islamists have said Ethiopian troops have poured into Somalia to protect Yusuf's government. "We don't care who is removed and who remains in the government. Our only worry is Ethiopia and until they get out, we will not rest," Aweys said. Anti-Islamist Ethiopia denies sending troops and on Thursday accused neighbour Eritrea of supplying arms to the Islamists. The government said a plane that landed in Mogadishu on Wednesday was carrying Eritrean weapon supplies for its rivals. "In disregard to the U.N. arms embargo, Eritrea has airlifted weapons to Mogadishu to support the Islamist terrorist group which is trying to usurp power from the Transitional Federal Government ... by force," Zemedhun Tekle, spokesman for the Ministry of Information, told reporters in Addis Ababa.   11. Much recent analysis about the Islamic courts in Mogadishu has focused on the political and military strength of the courts. The Union of Islamic Courts is often portrayed as a monolithic juggernaut about to crush all opposition and rivals especially the weak transitional government based in Baidoa. Some analysts even predict the courts may soon overthrow the interim government and take over power. Ideological fault lines What is missing from much of the discussion on the courts is the ideological divisions within the Islamist movement in Somalia, which have the potential to sap their current strength and worse, provoke another round of bloodletting - only this time between the adherents of the various ideological strands of modern political Islam. An ideological battle is being fought far from the public eye and the stage is now set for a clash between two contending visions of Islam. Recent developments in Mogadishu indicate the new calm in Mogadishu could, indeed, be the calm before the storm. The ideological divisions within the Islamist groups, were masked by the fact they had a common enemy - the warlords. Now that the warlords have been ousted, and the clans have switched their allegiance to the Islamists, these divisions are becoming noticeable. The swift installation of Shaykh Dahir Aweys as the de facto head of the Islamic courts and the apparent sidelining of Shaykh Sharif Shaykh Ahmad, the soft-spoken moderate cleric, is the clearest sign of a power struggle and tension between the Salafist and the Qutubist tendencies within the Islamist movement in Somalia. Aweys and Sharif Dahir Aweys, an ex-army colonel and a veteran of 1977 ****** War, is widely believed to be the genius behind the brilliant military campaign by the Islamic courts militia against the warlords in Mogadishu. While Aweys was plotting and conducting the military campaign in secret, Shaykh Sharif Shaykh Ahmad, a Sudanese-trained secondary school teacher and cleric, was slowly carving a niche for himself in the international media as the acceptable face of political Islam in Somalia. What, however, is only mentioned in whispers, is the ideological rift between the two men and their supporters. Aweys has no formal training as an Islamic cleric. His conversion to radical political Islam occurred sometime in the early 90’s when he and like-minded former officers in the Somali National Army and intellectuals joined the Al-Ittihad al-Islami (the Islamic Union). Al-Ittihad’s ideology and membership was heterogeneous. It brought together all the various strains of modern political Islam, just like the Islamic courts in Mogadishu in their early formative years. Salafism Since the defeat of the Al-Ittihad by Ethiopian forces and militiamen loyal to the Puntland leader Abdullahi Yusuf in mid-90’s, Aweys retreated to his home region of central Somalia and later Mogadishu and embarked on a period of self-education and spiritual reflection, which, many say, eventually led him to the puritanical Salafi ideology. This ideology, which is an off-shoot of the Wahhabi school, seeks to promote a “stripped-down†version of the Islamic faith that emphasizes ritual purity and frowns upon all forms of bid’a (modern innovations). It is this aversion to all forms of modern entertainment that explains the recent violent crackdown by the Islamic courts on cinema halls showing the World Cup. The Salafi ideology regards TV and sports as “Lahw†(vulgar pasttimes). Also because of its Wahhabist roots, Salafism is opposed to rationalism and is virulently anti-modernist. The Salafists favour a rigid and literal interpretation of Islamic texts and regard other Muslim sects as deviants. Salafis teach against compromise, and violent jihad is the central pivot around which their metaphysics revolve. Many of the over-zealous Islamist gunmen who have in recent days been terrorizing and killing innocent civilians watching the World Cup in various cinema halls in Mogadishu and in central Somalia, are influenced by the Salafi ideology. It is interesting that the Aweys faction of the Islamic courts has not yet come out categorically to condemn these acts. The line by Aweys is that these are unpremeditated acts or “accidentsâ€. He has not yet made any formal public statement to denounce the violence and say people can watch the World Cup on TV. Speaking to HornAfrik on 5 July after Islamic courts militia gunned down two people in the central region of Dhuusa Marreeb, Aweys failed to clearly condemn the action by the militia. He merely stated that the killing was an “accident†and the perpetrators would face the shari’ah laws. This apparent ambivalence is bound to further increase suspicions he may be the mastermind of what looks increasingly like a violent campaign to rapidly “Islamize†the country. Those with an intimate understanding of the Salafi creed say the stance by Aweys on this bewildering opposition to sports and TV is consistent with its teachings, namely, the notion that any pasttime is a distraction from worship. Qutubism The other main counter-current to Salafism in Somalia is Qutubism. As the name suggests, this ideology owes its birth to the Egyptian Islamist thinker Sayyid Qutub, executed in 1966. The principle text of Qutubism is the political commentary of the Holy Koran which Sayyid Qutub wrote in prison called “Fi Zilal al-Quran†(In the Shade of the Koran). This commentary and other writings by Qutub form the theoretical basis for the ideology which seeks to reconcile Islam and modernity. Qutub’s vision is less atavistic than the Salafist vision and his critique of modern Western civilization is, in the main, not too extreme. His followers have since refined the ideology, drawing on the works of many Sunni Islamist thinkers like Abul Ala Maududi of Pakistani. Islamist groups that embrace moderate versions of Qutubism, like the Islamic Brotherhood of Egypt, favour engagement, compromise and moderation to achieve their goals. In the last few years, Shaykh Sharif Shaykh Ahmad, an Abgal cleric, has emerged as the principle proponent of Qutubism in Somalia. He has spoken in favour of engagement with the West and with the transitional government based in Baidoa. He has stated he is opposed to the creation of a Taleban-style government. In many of the interviews, Sharif has made it clear he favours a gradual approach in consolidating the power of the Islamic courts rather than the Islamization blitzkrieg favoured by Aweys. In an interview with the pro-Islamist Somali website Goobjoog on 20 May, Sharif was clear he favoured dialogue with the interim government and a democratic settlement to the crisis in Somalia. He is widely respected in the country for his keen intellect and piety, but in a militaristic society where power still flows from the barrel of the gun, it is difficult to see how he can become a powerful player in the new dispensation. Although regarded as the spokesman of the Islamic courts, everyone knows that the real power lies with Hasan Dahir Aweys. Ethiopia Aweys appears determined to sideline Shaykh Sharif and stamp his own Salafi vision on the Union of Islamic Courts. He is also determined to spread the influence of the courts across Somalia and establish an Islamic state. Aweys remembers the bloody military campaigns in Puntland and southwestern Somalia in the 90’s in which Al-Ittihad was routed by the Ethiopians and the man who now heads the transitional federal government of Somalia - Abdullahi Yusuf. The animus between the two men runs deep because of this history and Aweys may capitalize on his new-found power to make things very difficult for Abdullahi Yusuf. In a recent BBC Somali Service interview, Aweys declined to clearly state whether he recognized the interim government based in Baidoa despite being pressed to do so by the interviewer. In the same interview, Aweys also voiced his support for the idea of Greater Somalia, by claiming Ethiopia-occupied Somali territory. This bellicose rhetoric by Aweys has already heightened tension with Ethiopia. Somali media have in recent days been awash with reports of Ethiopian military incursions and although Addis Ababa has refused to admit this, many analysts believe Ethiopia has significantly stepped up its military presence in Somalia. Tension This troubling picture in Mogadishu is further complicated by inter-clan rivalries, mainly between the Ayr, the Mudulod and the Abgal clans, as well as the apparent resurgence of the traditional mainstream Sunni sects that are jostling for influence and creating their own Islamic courts in a bid to counter the Union of Islamic Courts (UIC). A report published in the Shabeelle Media Network on 5 July suggests tension is rising in Mogadishu again, especially in Bermuda, and violent clashes may break out between the rival Islamic groups competing with one another in setting up Islamic courts. Backlash At the moment, Aweys needs Sharif to mollify and soften the critics of the courts at home and abroad, but a major falling out is inevitable at some stage in the near future. Indeed, Shaykh Sharif recently hinted at resigning in an interview with the London-based Al-Sharq al-Awsat on 7 June, something which surprised many. The Islamists are fast squandering the public goodwill they earned since they ousted the hated warlords. The honeymoon is now over for the courts. The simmering ideological rift threatens to turn nasty and the violent campaign against so-called anti-Islamic behaviours is quickly alienating the public. The following is the full text of an open letter to the Chairman of the "Islamic Courts Union", Sheikh Shariif Sheikh Ahmed from the desk of the Secretary General of the Southern Somali Union, Eng. Abdulkadir Khalif. Dear Mr. Chairman, Assalaam Caleikum. We thank Allah who granted us this opportunity to write this open letter to you as the Southern Somalia Union (SSU), and hope that you also get the opportunity to read it and understand our point of view. We write this letter with a mixed feeling of hope, anxiety and some degree of frustration and apprehension. Hope because we heard that the roadblocks in Mogadishu are gone and that the prizes of arms and ammunition have taken a nosedive. Hope again because the warlords who have terrorized the people of Mogadishu for more than 15 years have now been humiliated, disarmed and dispersed. Hope too because they (the warlords) have finally realized that they do not belong to Banaadir but to Hiiraan, Galguduud, Shabeelaha Dhaxe, Gedo, Mudug and other places and have actually gone back to their home areas. We are anxious to see the second tier warlords, the likes of Indha Cadde and his lieutenants (Cirfo, Dhuxulow, Shaaruub etc.), in Shabeelaha Hoose and the Jubbas, take the one-way trip to their home areas as soon as possible. But we were crushed with frustration when we read that contrary to your recent pronouncements in Jowhar that “the days of suffering of the Somali people are overâ€, the people of Jowhar are actually enduring systematic looting of their recently acquired infrastructure and that those amongst them who are weak and unarmed are taking the brunt of a new wave of rape and torture. We are further dismayed by the fact that those incidents occurred in that city when you were reportedly in town, promising the people happier days to come. We hasten to add here that you and the “Islamic Courts Union†will be personally and collectively held responsible for any atrocities that have or will visit the people of Somalia in general and those of Southern Somalia in particular after the exit of the warlords and the entry of the “Islamic Courtsâ€. You and the other leaders of the ICU have been quick to set up courts in areas you have recently conquered but have been visibly slow in doing the same in areas under the brutal occupation and enslavement by some senior members of your organization. We are talking about Shabeelaha Hoose and both Jubbas. The Somali people are aware that while Yussuf Mohamed Siyad (Indha Cadde) is busy helping you conquer more territories and then letting his militiamen help themselves to the spoils of war, he is funding your war effort by the illegal taxation of peasant farmers, fishermen, schools and mosques of Southern Somalia. He is funding your war effort by imposing curfews on the towns and villages under his occupation and filling his dingy prison houses with women and children who he then exchanges for extorted money. He is funding your war effort with money from the exports of charcoal obtained from the indiscriminate feeling of trees. He is bankrolling your war effort by planting, harvesting, packaging and exporting Hashish on forcibly acquired lands in Southern Somalia. If these funding sources do not contaminate your “purist†ideologies, then those ideologies were not pure in the first place. We would like to believe your pronouncements and wish you success if your intentions are genuine. We are prepared to even give you a chance to put your acts together as soon as possible. But the Somali people are not going to wait for you forever. As a confidence building process, we would challenge you to immediately take certain minimum actions which we hereunder stipulate: • You must make a quick trip through Afgooye, Qoryooley, Wanlaweyn, Awdhiigle, Marka, Baraawe, Sablaale, Jilib, Jammaame, Kismanyu, Bu’aale, Ceelwaaq, Luuq and Baardheere and listen to what the indigenous peoples of those districts have to say about what trials and tribulations your friends and allies have subjected them to for the last 15 years. You should then be prepared to give them back their freedom and liberty and allow them to set up their own administrations completely independent from those of Indha Cadde, Seeraar and Hiiraale. You have so far been visiting ****** areas and promising them better times. Time to look elsewhere Mr. Chairman if we are to take you seriously. • You must declare the administration of Yuusuf Indha Cadde illegal and therefore null and void and put in place the process of healing for the people so traumatized by his brutal occupation. • You must put a definite stop to all logging and the export of charcoal through ports under your control. • You must destroy all Hashish farms and related processing facilities and equipment in areas under the control of your alliance. • You must declare the appropriation of public institutions such as buildings and schools for private use as illegal and un-Islamic and take corrective measures for returning them to their originally intended uses. • You must issue a “fatwa†declaring that all property seizures during the war years are illegal and un-Islamic and that all of them must be returned to their rightful owners. • You must recognize that there is a government in existence, albeit a weak one, and that that government has been put in place through the collective will of the Somali people, and that, parliament is the legislative branch of that government. The ICU could play a vital role in the formulation of better laws that will protect our sovereignty, religion, culture and tradition. • You must enter into an unconditional dialogue with the TFG with the purpose of transforming your ICU into the Judicial Branch of the government and to turn over your militiamen and arms to the executive branch. • And finally, you must never create the opportunity for foreigners to meddle in the internal affairs of Somalia. You can do this by steering clear of belligerency and avoid the involvement of foreigners in your organization and operations. These are minimum conditions that would likely start a confidence building process between your team and the rest of the Somali society, especially those in the South who have been so abused by some members of your inner circle for so long. Up to now, we are not encouraged by your silence on many of these salient issues and we are not sure how to interpret this silence. It could be that you are unwilling to rock the boat for fear of destabilizing your alliance. Or it could be that being a ****** , you are unwilling to acknowledge that your cousins in your organization’s inner circle are capable of such atrocities. Either way the onus is on you or your ICU and the Somali people will closely watch you every step of the way. Your militia found success by tapping into popular discontent just as the USC did when it ran Siyad Barre out of Mogadishu in 1991. What the Indha Cadde Branch of your Alliance is doing in Jowhar and other places right now are reminiscent of what the USC did after taking over Mogadishu in 1991. We hope you still remember the conflict between the ****** clans that engulfed and finally destroyed Mogadishu and Somalia. The lessons of that conflict should be a telling lesson for your inexperienced and overzealous lieutenants today. The crowds that swept you into power last week may have realized their latent capacity to change things and they may not have the patience of the last few years if you do not deliver on your promises soon. Last but not least we want to bring to your attention and to the attention of anybody else who might read this letter that in the last 15 years, Somalia has set several “records†that the rest of the world will have to study for generations to come. Some of those “records†are as follows: • That it is the only country in the last two centuries that has had no government for more than 15 years. • That we are the only people in the world today who do not know how to form and run a government and who are unwilling or unable to ask for help. • That we are the only people in the world who despite our unique homogeneity are nevertheless the most divided. • That ours is the only country in the world where anybody can print his/her own paper money, put it into circulation, convert it into any hard currency and then invest it into any business anywhere-no questions asked. • That ours is the only country in the world where piracy at sea is still rampant and fashionable. • That ours is the only country in the world where government members have their own private armies which they can use against the same government and where government leaders can not take action against them. • That ours is the only country in the world where enemies can talk to each other without outside mediation, disagree, fight and still remain friends and steal together. • That ours is the only country in the world where the three branches of government (the Executive, Legislature and Judiciary) are separately armed and mutually incompetent. • Finally, ours is the only country in the world where there are dozens of independent family based “court†systems that are ideologically in agreement but nevertheless mutually exclusive. It is the only country in the world where the courts have a “union†(like a trade union) and where any group of people can form their own and declare it part of this “union†or contrary to that “union†as the case may be. Come on folks. The world is laughing at us. Political scientists and historians are using our conditions as case studies of failed states. There is everything right with wearing a Hijab, and Somalis have been doing so before most Arabs have even heard of Islam, but when did the new Hijab arrived in Somalia? Somalia has been without Government for 16 yeas not for nothing. The invisible hand of those who gain from the Somalia’s statelessness and chaotic status quo is undeniable. Even though we cannot escape our responsibilities as Somali people, responsible of this tragedy in the first place, let me emphasize on the fact that the NGOs and UN-run businesses are some of the most dangerous and destabilizing factors in Somalia even in the near or medium term. The country is de facto owned by so called Somali Aid Coordination Body (SACB) and their local and international partners. These pseudo-non-for-profit multinationals represent indeed one of the biggest sources of the Somalia's endless tragedy. They perpetuate and encourage corruption while dealing with Somalis and warlords. By the way, most often, they deal only with corrupt Somalis. They fuel also the devastating culture of "aid dependency". Today’s "Aid Multinationals" are not much different from their privately owned and officially profit-seeking counterparts. To begin with, in order to exploit savagely from the conflict-ridden developing nations, they outsource their operations to the third world itself. The declared objective of this strategy to minimize the operational costs but the reality seem that they are trying to escape from the law. They don’t like to be held accountable fro their deeds while exploiting from those poor nations whereas there is hardly even a solid framework of proper laws and rules regulating the activity and the businesses of these multinationals. Likewise, the officially non-for-profit corporations are increasingly outsourcing their operations and staff. The operations of these organizations are not transparent at all. The HQ back in the west is seemingly responsible only to raise funds for the hungry, malnourished and otherwise dying Africans. The HQ is neither responsible nor accountable for what their regional offices may or may not do with the money raised from the genuine public. This because the NGOs are - at the eyes of the western public opinion - the good guys helping poor people around the world to survive. Thus, the NGOs are above any suspicion. Furthermore, in the western hemisphere where the bulk of the money is raised, it is neither simple nor desirable to hold accountable NOGs operating in a far, war-ravaged countries with strange cultures. If that’s not the case, in certain cases like Somalia, where there is no "institutional counterpart" then it is almost impossible even to doubt of what these NGOs are claiming they are doing in that part of the world. They are accountable only to themselves. No wonder, then, if the highly qualified Somalis, brilliant academicians, development practitioners and professionals are kept away from being involved in Somalia's affaires. Those who are well aware of the modus operandi of the SACB and their partners will know that even in the very rare case when a Somali professional is invited to take an interview for a vacant position in the UN organisations or international NGOs operating in Somalia, what these organizations do normally is not a normal assessment of one's professional capacities and/or performance records. Usually, the first phase of such an assessment involves a consultation with their corrupt pseudo-Somali and mafia-minded partners based in Nairobi or Somalia. These parasite agents gather a sort of "intelligence infos" relating to the candidate's tribe, clan, sub-clan, family, relatives, etc. If you seem somebody who's not corrupt or if they fear that you would be a Somalia-loving Somali professional, somebody whose motivation is to take care of his/her people and country, they then invent ad hoc, false and fabricated "background information" about the candidate. They (the UN/NGOs in collusion with their mooryan-minded partners) come up with a lengthy and complicated story of intimidation and the "perceived potential dangers" that might take place if you take the concerned post. This is true especially when the candidate is applying the post from the abroad (Diaspora). No matter how resource-full and willing professional you are. They will tell for example that you cannot go to a certain areas/regions of Somalia on the grounds of your clan. It doesn't matter if your clan is to be found on the other side of the country and it (candidate's clan) has never ever had nothing to do with the clans /tribes of these "dangerous areas". And what if these "hostile" and dangerous areas are the most peaceful regions of the country? They simply fabricate and propagate a false sense of insecurity among Somali people. This is only one of many tactics they use to keep qualified Somalis away from Somalia. This is not a "conspiracy theory" I am inventing against aid organisations. This happened to me and I am only sharing both my experience and my concerns. Another tactic they use is to conduct an interview centered on one's political views and even to test your faith! Yes your faith!! As recently as several months ago, I have applied for one of many positions these pseudo non-for-profit international corporations advertise even via Somali website only to give a false sense of transparency and equal opportunity. To be honest, I would have certainly met all requirements for the said position. Rather, professionally speaking, I could offer much more than they really needed for the job. To my surprise, however, the interview centered exclusively on political issues in Somalia rather than my professional capacities, credentials and experiences. Now, you might argue that this is part of the "standard package" as you are expected as candidate to be familiar with the situation on the ground. Let's assume it is "normal" to test whether the candidate is well aware of what is going in Somalia even from political point of view. But I would also assume that the part of the interview dedicated to this kind of "political test" wouldn't last more than 5 minutes. Would it? What if the whole interview is exclusively to test your "political sensibilities". My sensation is that they test first of all whether you are morally corrupt or not; whether you favor one (perhaps friendly) warlord or not; whether your political views coincide with theirs political agenda or not. But that doesn't per se mean that they wouldn't prefer morally corrupt candidate than the one who's not corrupt. Apart from Warlords and various warring ********s, Somalia is co-owned by international mafia with "human face", i.e. the SACB, UNDP, INGOs and their corrupt local partners. A good indication of this ill-conceived business is the abnormal proliferation of the number of the so called NGOs operating in the country, be they Somali NGOs or International ones. It seems clear that this has entailed a massive "cultural corruption" whereas, in today’s Somalia, every body wants his/her own NGO in order to survive in a harsh country. This means, among other bad things, lack of common interest (in Somalia), endless competition for the meager and humiliating handouts of the SACB and the likes from Nairobi and the promotion of renewed and visceral resources-based conflicts throughout the country. But the big business is run by the Nairobi-based "good guys". These small and ill-conceived Somali NGOs are seemingly not aware of being the cow milked by the Nairobi based "aid industry". The big money is there to be found. Perhaps the big money never leaves from international banks of the donor countries. At the best, it might have only changed the hands. At that point, you might ask yourself, as I asked to myself, what happened to the Somalis working on behalf of these organizations? Why they don’t speak up? As I see it, the only plausible explanation for this terrible silence is that the majority of the honest Somali professionals are in effect powerless. Some of the Somali professionals involved in these issues are certainly corrupt, part and parcel of this international scam, which is detrimental to the rights and the interest of the Somali people. Same is valid for some international NGOs which originally went to Somalia (read Nairobi) not because they were motivated by the big money they would in turn have received in the name of the suffering Somali people but because they were genuine in their humanitarian mission. How ever, these two categories, which might seem the "exception of the rule" at the first sight, are equally guilty because they know how bad the donor money is managed but, for one reason or another, they prefer to keep silent. They seem to adopt and adapt themselves to the Italian/Roman say "cosi' fan’ tutti", which means every body does/behave like that....why should I take the trouble to change things! After all, it doesn't affect me directly!!! This tragedy in the tragedy is not only about billions of dollars diverted illegally from the projects international community donated to the suffering Somali people. It is a destabilizing factor in Somalia's affaires for it perpetuates conflict, grave social and political mischief and widespread societal corruption. It undermines Somalia’s self-reliance and it’s people’s self-confidence. This malpractice has produced, inter alia, a new corrupt social class and pseudo-leaders, which means that we Somalis are condemned to live with it even in the long term if we don’t act swiftly and accordingly. To conclude, Somalis will never be able to take their fate in their own hands unless they unite both against home-grown mafia-minded individuals, corrupt pseudo-leaders and organisations on one hand, and, on the other hand, the ad hoc created mafia-like but officially non-for-profit multinationals operating in Nairobi like SACB and the likes. Finally, I am grateful to all Somali media investigating these malpractices or at least giving space to the Somali people in general and the honest Somali professionals or intellectuals in particular to express themselves regard with this rampant problem and to report their experiences in this regard. Likewise I would recommend honest Somali professionals who are even remotely involved in these issues, but who might feel powerless, to open their eyes and ears and to denounce publicly what they know. Perhaps there are tens of them out there but they are afraid not knowing that many of their fellow Somali colleagues are equally concerned of what is going on. Individuals alone can feel powerless and ultimately be concerned of the consequences for their families if they speak up because they would probably lose their positions. But if there’s adequate awareness-raising campaign, debate and analysis, then these professional insiders would not feel alone and fearful. At least some of them would certainly speak. This is also valid for all Somali citizens, both in Somalia and abroad as well as the honest non-Somali citizens and professionals working on behalf of these organizations.
