They both had a functioning government in the case of Iraq it was a very effective and centralized state and the Taliban also were the governing power for over 6 ueats before they were attacked. The new regimes put in place were created by the powers and did not exist before this. The TFG was the legitimate and sole government of Somalia which was recognized by the international world as well as local players such as Puntland, all the armed factions including the clan courts [remember they recognized the government they tried to topple]. Did the Taliban recognize Karzia, did the Baith regime of Baghdad recognize the Iraqi government led by Allawi and now Maliki? Chechniya: Does Russia recognize the independence of Chechnia? How foolish of one to make such as suggestion the whole war and destruction of Chechnia was for the simple fact it was not allowed to secede like Tajikistan, Uzbekistan and other former soviet republics. The Parliament then sent this law to the cabinet who agreed and then the President signed it.
