That’s a great point however the Al Shabaab of 2009 is not the same of the 2006. Today the clan courts have divided and the Al Shabaab is multi clan. One can even look at its top leaders, Goodane, Turki, Shangool, Afgani, Abu Mansuur and their cadres are full of other clan militias. Thus this will only create more conflict. Also what about the opposite effect if other clans see the new admin as a single clan then they will not give it any support. We shall wait and see but this is just a rash dash to no where.

You are confused adeer, and you present no facts what so ever. Puntland has a functioning government; it sent a clear message to the world after the peaceful transfer of power that took place in Garowe and not Cairo. Puntland should be emulated and from our past the future indicates it will be copied. -

DECLARATION OF THE ***** MEMBERS OF THE TRANSITIONAL FEDERAL PARLIEMENT, TRADITIONAL ELDERS AND POLITICAL LEADERS. We are ***** members of the Transitional Federal Parliament, Elders and Political Leaders. Somalia has undergone violent and tragic experience for the last two decades. The absence of peace has spawned the lack of stability, rule of law, progress and confidence in a better future. The lack of social peace, effective self-governance and respect for the civil and human rights of citizens is endangering the very survival of the Somali Society. There have been multiple attempts to underrate political dialogue, national reconciliation and re-establishment of the necessary state organs. Today here in Djibouti there is yet again an attempt to save Somalia from the ravages of civil strife, the collapse of social and political institutions and the palpable contraction of the human spirit. Today here in Djibouti there is yet another opportunity to establish a framework for peace and stability which are requisites for effective self-governance. A serious and inclusive attempt is needed to establish the necessary national institutions. We are not questioning the good intentions of the various Somali parties who are participating in this search for broadening the base of the TFP. We are not questioning the good intentions and continued support of the International Community. We are, however, alarmed by the selection process of the new members of the parliament. We are concerned about the implementation of the agreement between the TFG and the ARS. The spirit and letter of that agreement was to elect a new leadership including the Speaker of the Parliament, President and Prime Minister. This basic agreement is not being implemented. The opposition specifically the ARS, has been mandated to select the new members. Fulfilling the principle of 4.5 was to be the corner stone of the selection process. Consultation with credible representatives of different clans was to be assured. A higher standard for new members should have been applied to guide the selection process. We are extremely concerned about the attitudes and methods used by those mandated to take charge of the selection process. The new members of the parliament are to be sworn today, January 28, 2009. We the ***** members of the TFP, elders and political leaders are not fully aware of who have been selected on our behalf. We are concerned by the lack of consultation and are dismayed by arrogance of those who are responsible for the selection. We are bothered by the complete disregard of the calibration of clan, sub-clan and sub-sub-clan representation. We are troubled by the lack of concern for quality and experience. We are mindful of the urgent need to expand the membership of the parliament. We are respectful of the constitutional terms of electing of a new president. However, there appears to be a stampede a-foot. The current security situation demands speedy deliberations. The election of the president has to be within 30 days time frame. A week or two are needed to examine the list of new members. A week or two will facilitate the desired consultation among the key groups. A week or two will enable those who are running for the highest office in the country to present their programs and seek the support of the members of the parliament, specially, the new members. We are cognizant of the financial constraints of the sponsors of this strategic meeting. We are fully aware of the demands of the security situation inside the country. We are mindful of the fragility of the constitutional institutions of the TFP. We are mindful of the desperate need for an international peace keeping force. The election of a new president and the formation of new government are of course needed for the timely invitation and support of the AU and Security Counsel mandated International Peace Keeping force. A week or two will not derail the timely expansion of the parliament and the election of the president. We are very much troubled by the apparent and threatening stampede. The current and former Presidents of Puntland concur with our grave concerns. Duke;s position on the outcome Djibouti process The long journey for the restoration of the Somali republic continues. The Djibouti process is by far the most comical attempt at restoring the republic, it is a rash attempt which seems to have no foundation. You have a bloated parliament and while one has covered that issue, I will like to comment on thr Duke’s over all position. The Duke will welcome the new President of Somalia most likely Sharif Ahmed of the clan courts. One notes that Sharif Ahmed waged a war against the preveious Somali President and made many a fake fatwa against the “heretics” and those who “work for Kafirs”. Now the Duke will not call for violence nor wage war or make such idiotic statements but will wish the new leaders good health and success. For what ever past issues one must wish the new leader good luck for our country needs it. The new leader will be judged on not what he says but on what he does, his honeymoon will be short lived and on the ground there will be many problems facing him. The policies he charts, the composition of his cabinet and his outlook on Puntland and its interests will be the parameters to judge him. Thus the Duke will not be a staunch ally or an enemy of the new leaders, but a citizen waiting and hoping for good things for the republic and its long suffering population. An observer of the game of politics who will give the benefit of doubt but never the less taking with a pinch of salt the fake rants of the gullible and deluded folks amongst our population. Good luck to the new leader and may Allah (SWT) save Somalia and protect its people.

The thread is a true reflection of the feelings of Puntland and its leadership. President Faroole has clearly stated his position. 1. Puntland will not accept anything that derails the Federal structure of the central government, any talk of “national unity” as a guise for centralization is not acceptable. 2. Puntland must be consulted on who the new MP’s are, since the formula is 4.5 and thus on clan bases, Puntland clan elders and leaders must be consulted and no individual or group can name who Puntlands reps are.
