The 20 year long of drunken induced delusions of secession and of creating a viable separate repubic is coming to an end. The hangover no doubt will be hard for many gullible folks who believed in the nonsense. The Siilanyu admin under pressure from its handlers are now coming back to the fold. Greater cooperation with Puntland is the start of a move towards shedding Hargaysa’s claim as capital of secession and re educating the population on the benefits of joining the union once again. They have no other options. -

Somalia: Somaliland appeals for 'cooperation with Puntland' a second time 27 Sep 27, 2010 - 8:29:11 AM A senior member of the government in Somalia's separatist region of Somaliland has appealed for cooperation with the neighboring state of Puntland, Radio Garowe reports. Dr. Mohamed Abdi Gabose, a practicing medical doctor and Somaliland's new interior minister, told a press conference in Hargeisa Sunday that Somaliland "has started making good connections" with officials in Puntland. "Somaliland and Puntland share many things that cannot be hidden or denied based on brotherhood for the common interests of both. From now on, we [somaliland] want to on security matters because it seems there are anti-peace groups who want to threaten our peace," said Dr. Gabose, Somaliland's Internal Affairs Minister appointed by President Ahmed Mohamed Silanyo, who won Somaliland’s presidential election in June. Dr. Gabose praised Puntland's government for the "war against insurgents and anti-peace groups" in the region. Last month, Dr. Gabose said Somaliland authorities are worried about the Galgala militants allied to Al Shabaab who have been defeated by Puntland troops in the Golis mountain range that stretches between Somaliland and Puntland. Separately, Somaliland's interior minister said local police have captured a "man suspected of the October 2008 bombings" in Hargeisa, which targeted the Somaliland presidential palace, a United Nations office, and an Ethiopian trade office in Hargeisa, capital of Somaliland. He did not provide details of the suspect’s case, but Dr. Gabose said Somaliland had increased its "intelligence an security capacity to prevent further terrorist attacks." No official in the government of Puntland has publicly responded to Dr. Gabose's offer of security cooperation between Somaliland and Puntland authorities. The two neighboring stable regions in northern Somalia have been recognized as part of a "two-track" U.S. engagement policy for Somalia recently. Somaliland and Puntland have had troubled relations over Sool and Sanaag regions since 2002, including sporadic military clashes. Puntland President Abdirahman Mohamed Farole has demanded that Somaliland withdraw its troops from Las Anod, one of Puntland's major towns in Sool region, which was seized by Somaliland forces in Oct. 2007. Somaliland's new administration President Silanyo has publicly stated that it will pursue "peaceful negotiations" on the matter of Sool and Sanaag regions. Located in northwestern Somalia, Somaliland unilaterally declared independence from the rest of Somalia in 1991 but has not gained international recognition as an independent country. -

This new shift of policy will have a major effect on the Somali political landscape in the upcoming decades.. It is hoped that the delivery and impact of U.S. aid to the stable regions will not suffer from the chronic corruption renowned for U.N. offices in Nairobi. Both governments in Puntland and Somaliland are more than capable of hosting, managing and directing the flow of development projects, but might require some external technical expertise. The U.S. must set the example in empowering Somali communities by assuring that the development projects create jobs mostly for Somalis, contribute to local economic activities, and advance common goals and interests.

The TFG [Transitional Federal Government] has a glaring lack of capacity to fulfill its mandate by upholding the charter, fostering national reconciliation, embracing and encouraging the constitutional development process, and fighting and defeating violent extremist groups can no longer be ignored.” Separately, the break-away republic of Somaliland welcomed the U.S. engagement policy in Somalia. Mohammed Abdullahi Omar, foreign affairs minister of Somaliland, signaled that Somaliland was interested in U.S. cooperation, particularly education, health, aid and development aspects. “After [the] last free and fair democratic election which occurred in Somaliland, we were expecting from United States and [the] international community to take such step,” said Omar. Friday, U.S. Assistant Secretary of State Johnnie Carson said U.S. officials were developing ties with both Puntland and Somaliland, both of which declared themselves independent in the early 1990s. "Both of these parts of Somalia have been zones of relative political and civil stability and we think they in fact will be a bulwark against extremism and radicalism that might emerge from the south," Carson told reporters. Somaliland and Puntland have been the most stable areas in Somalia after the collapse of the country’s military government in 1991.

Crawley, US Assistant Secretary of State for Public Affairs unveiling the United States’ new “two-track” Somalia engagement policy. The government of Puntland appreciates this new and pragmatic approach which we think better reflects the current political reality in the country as well as how best the long lasting present quagmire can be ended. The TFG’s glaring lack of capacity to fulfill its mandate by upholding the charter, fostering national reconciliation, embracing and encouraging the constitutional development process, and fighting and defeating violent extremist groups can no longer be ignored. This new policy will not only be viewed as a strategic reward of the commitment to peace and institutional governance chosen by the people of Puntland and Somaliland, it stands also, if vigorously pursued, to create demonstrable incentives significant enough to entice the rest of Somalia to appreciate the fruits of peaceful state building, adherence to the rule of law, good governance and the rejection of the kind of anarchic tendencies that encourage terrorism, piracy and similar criminal activities. Puntland State stands ready to work with the government of the United States and the rest of the international community in creating a terror-free, peaceful and democratic Somalia at peace with herself and with the rest of the international community including our neighbors. The United States’ new engagement policy will most certainly help us move closer to the attainment of this much cherished albeit heretofore elusive goal. Puntland will cooperate with the international community in particular, the United States, the EU, the United Nations, the AU, the OIC, the LAS and IGAD among others in the search for more effective ways of rebuilding and strengthening the federal institutions in Somalia. To this end, we are ready to, if necessary, provide to both the most essential international agencies and key transitional federal institutions with safe and operational office space inside Puntland for as long as needed. Moreover the government of Puntland will spare no effort to do everything possible to ensure the success of this new American policy toward Somalia and calls on the rest of Somalia as well as the international community to welcome this fresh approach by the US government. Finally, the government of Puntland welcomes and deeply appreciates Ambassador Carson’s strong and unambiguous support for Somali unity, national sovereignty and territorial integrity.

Also they mentioned Puntland & Somaliland with regards to development it's clear and I have never seen any clear policy change statesman in the time of the Bush adminstration like we have seen this Friday. If as you say Faroole is at war with the people of this region and in particular members of this community, then why are the Youths welcoming this "traitor", this "criminal mercenary" who has sold out to Faroole and why is the media reporting this?
