Mogadishu Security and Stabilization Initiative
Mogadishu, Somalia
June 6, 2005
1. Members from both the Transitional Federal parliament and the Federal Government of Somalia in Mogadishu and former presidents; members from the Somali Civil society organizations have held a critical Mogadishu Security and Stabilization meeting on June 6, 2005 at Shaamo hotel.
The meeting was chaired by H.E. Mr. Sharif Hassan Sheikh Aden, Speaker of the Somali Federal Parliament.
2. The Undersigned members have participated in this critical meeting (See Annex).
3. This meeting is a follow-up of the on-going mogadishu Security and Stabilization activities under-taken by members from both federal Legislative and executive institutions in partnership with the civil society organizations. The intended goals of this meeting include:
• The discussion and consensus endorsement of the ongoing Mogadishu Security and Stabilization activities, while –at the same time –engaging in the removal of all forms of road-blocks inside and outside Mogadishu.
• The meeting aims to become the launching pad for a much wider national reconciliation effort in Mogadishu and throughout Somalia.
• That this meeting leads to the creation of a neutral political space that bridges the existing gab between members of the transitional federal institutions of Somalia.
4. The Participants
• Noted with satisfaction the progress achieved thus far with regard to the on-going Mogadishu Security and Stabilization activities;
• Further identified concrete suggestions on the ongoing Mogadishu security and Stabilization activities and agreed to collectively support the successes achieved thus far;
• Urged the leaders of this on-going process to accelerate the cantonment of heavy weapons, the demobilization, disarmament and re-integration of the armed militia; It was also noted about the imperative role of the restoration of the national security forces;
• Highlighted the imperative role of the civil society institutions’ participation in the active engagement of the implementation of the Mogadishu Security and Stabilization efforts, these include: The Somali Business Groups, Islamic Sharia Courts, Civil Society Organizations, Traditional Elders and Religious leaders.
• Reiterated their deep concern over the need to help an environment of mutual understanding and resolution of the political dispute between members of the transitional federal institutions;
• Expressed commitment to the realization of the Mogadishu Security and Stabilization Plan;
• Acknowledged the immediate removal of the existing road-blocks across the city as a base for a successful pacification of Mogadishu;
• Expressed their deepest concern over failure to the current on-going Mogadishu Security and Stabilization Plan, not only as a set-back to Mogadishu initiative, but also to all Somalia;
• Requested Targeted assistance in the interim from the international community to support the on-going Mogadishu Security and Stabilization efforts;
• Urged the sustainability needed to have the on going efforts taken over by the relevant Gov’t institutions with in the framework of the TFG while the good will and inputs of other stakeholders are fully utilized.
• Expressed their appreciation to the selfless efforts of the Somali Center for Research & Dialogue (CRD) in the preparation and arrangement of this important and critical meeting.
5. A more detailed report on the proceedings of this critical meeting will be made available to all participants in thus critical meeting and other interested parties. The full report will be made available on the CRD website:

Aideed Jr never graduated from College and has no engineering degree at all. He was a failing drop out and was working as gas station attendant before he went to Somalia. True that he was a marine and that he worked in the civil engineering department in some california city.

well, am only 1/4 Eriterrean and 3/4 somali. My 5th father is half Somali and after that all the following forefathers were all born in Xamar to Somali mothers. And from that time on, every one of them was born to a Somali mother. I don't even know my exact roots in Eritrea. I will have to some digging and trace my roots. But home is Xamar and there is no place like home. I miss Wardhiigleey and Boondheere and the beautiful people and environment i grew up. I am tired of this exiled life and I will definitely support anyone who is doing something constructive in re-establishing and reconstructing our nation.

When Academics Queue To Propagate Falsehood & Hypocrisy

Prophet Muhammad (SAWS) said in a well known Hadith ' those
who lie, gossip, cheat and polarise people are not part of my Ummah'. Nowadays, Somali men who introduce themselves as scholars and PH.D holders have taken the unusual road of siding with the most unreliable and questionable warlord while at the same time condemning ferociously other imagined or perceived bad warlords.
In the Somali world of clan worship and unwavering self-righteousness, so-called educated men commit murder and social dislocation with impunity by using their poisoned pens. These supposedly learned men employ methods riddled with deceit, double standards, hypocrisy and falsehood mongering in order to reinforce the political and social position of their chosen warlord.
Many unsuspecting ordinary Somalis may think that those Somali men who carry the titles of PH.D and who publicly publish their ideas on the world wide web know everything and are mature enough to advocate for what is socially right and refrain from indulging in and nourishing the doomed philosophy of clannish-ness, partisan politics and parading outright lies as the ultimate truths, but unfortunately, these supposedly learned men seem to be a practising real politicians who don't care about the well being of the majority of the Somali people but all they are interested in is to strengthen the political and social position of their chosen warlord or warlords. In other words, they fight for clan domination and supremacy.
Prophet Muhammad (SAWS) said in one of his important Hadiths ' treat people as you would like to be treated'. If you infringe on the rights of others and expect people to treat you nicely, you must be an ***** !
In the last 45 years, we all know what has happened in Somalia - the massive corruptions, maladministration, nepotism, national assets looting, mass murders, unashamed clan rule and so on. During the last 15 years of Somalia's history, major Somali clans employed all feasible machinations to destroy each other once and for all. In 1992-95, it was particular Somali clans who conspired with foreign states to deploy thousands of troops in southern Somalia with the aim of humiliating and wiping out certain Somali clans but God had other plans. Similarly, many Somalis believe that the current head of the legally questionable Transinational Federal Government of Somalia pursues the same objectives- that is to forcibly seize power with the military help of Ethiopia and other African states who have been bought.
Since the declaration of the foreign engineered Somali Transinational Government on October 10, 2004, it was crystal clear that the man selected for the top post is not interested in restoring Somalia's statehood, national reconciliation and implementing the national constitution but he has other plans which may or may not work. But one thing is certain that poor Somalia will go back to another cycle of civil war and destruction if Col. Abdullahi Yusuf Ahmed makes his seat or base in either Jowhar or Biadoa. Col. Abdullahi Yusuf's childish abuse of the Chairman of the Somali parliament, his mockery of the agreed charter, his fierce attacks against the majority of the Somali MPs who did not support him with his misguided policies, is an indication that he is not interested in peace making, nation building or Somalia's unity but he has other pre-determined plans which are undoubtedly against the interests of Somalia.
In sum, academics who defend and support a political position which is totally indefensible have brought bad image to knowledge and scholarly presentation. Let us all work for the betterment, fraternity, equality and social cohesion of Somalia without spreading corruption, clan sentiments and defending wrong policies which will serve no purpose except social dislocation and ever increasing clan rivalry and conflicts. If Col. Abdullahi Yusuf Ahmed and Ali Mohamed Ghedi, are interested in peace, national government and reconciliation, they must go to Mogadishu straight away without fear of foul play because I am sure the members of the Transinational Government and Mogadishu citizens will welcome them with open armies and wet flowers. They just must ignore the prophets of doom whether foreign or local and dare to fly in to Mogadishu !! After all, Gen. Mohamed Hersi Morgan is having a good time in Mogadishu !!

You know what this means? it means Xamar Cadde is back.
it means no more illegal road blocks, no more harrassments and no more intimidation. now the peaceful people in Mogadishu and sorrounding can easily engage in their daily life of trade and commerce.
No more extortions, no more arbitrary sporadic violence along the roads to and from the capital.
people can venture to travel any region without fear.
The next step of this disarmament, demobilization, rehabilitation and reintegration campaign will be the reconstruction of the cities public infrastructure. Buildings will be reconstructed and improved, roads will be paved, garbage will be collected, sewage system will be repeaired.
Xamar will be back and we will be all able to to enjoy Lido, Jazeera, Sambusi and Aruba. We will be able to travel to Lafoole, Afgoye, Balcad, Shalambood,Janaale, Merka and Warshiikh.
The speaker of parliament deserves our respect and encouragement. He is the catalyst of all this positive developments and he will definitely make history as a great Somali leader.
His presence in the city has drawn many Somalis who lost hope to actively participate in pacifying the city. There are fund-raising campaigns in London, Toronto, Minneapolis, Stockholm, Birmingham, Ottawa, Oslo, Seattle, Columbus and DC. Student activists, scholars and intellectuals are all enagaged in a race to contribute to this momentous pacification process. Barbarkeey ka baxdana waa bakeeyle qaleeyn - heeleey yaan lagaa badin!

The Birth of a Nation: Aideed has an offspring of his own

Hussein Aideed, long known for his famous, US-defying father, now has an offspring of his own: the new nation of Somalia
When Hussein Aideed, Deputy Prime Minister and Minister of Interior, a central figure in the reconstruction of Somalia and one time presidential candidate, arrived at the offices of the Yemen Observer last week, he was escorted by a motorcade, a train of lesser officials, a military guard, and a few friends. The former American marine smiled broadly. He is used to traveling in large entourages. Mr. Aideed is a passionate, articulate, and friendly advocate for his country. When he speaks about Somalia, it’s clear he’s speaking from the depths of his heart. His eyes twinkle, he smiles, and long lists of the far-flung Somali tribes cascade from his lips. This is the territory he loves.
As Somalia tumbled into chaos in the early 90s, Mr. Aideed, the son of the powerful Mogadishu General, Mohamed Farah Aideed, was living in Los Angeles. He was an engineer, a former US Marine, an American citizen, and a member of the Republican Party. Much has changed in the 17 years since the fall of the last stable Somali government. Hussein Aideed has returned to his native land. His father has been killed. His country has lived through an agonizing period of strife, factionalization, and downright anarchy. The US has come to the land and left it. It has left in its wake some helicopter carcasses and a hit movie, “Black Hawk Down,†in which Mr. Aideed’s father played a crucial, though off-screen role.
Now in Mogadishu, Mr. Aideed and his colleagues are busy building a new nation, more or less from scratch. Factional leaders are being appeased, parliament members are being elected, laws are being drafted, and the head of a national police force has been appointed. “Somalia is a wealthy, wealthy nation,†says Mr. Aideed, “and we must put this wealth, once again, to work for us.†It is a nation of entrepreneurs and technical competence, he says. It had one of the first cell phone systems in Africa. It has bustling sea ports and a thriving inter-city trade in foodstuffs and building materials.
But how to transform its natural resources—coffee, minerals, fish—into market-ready products? This has ever been a vexing dilemma. Who will control what? How will resources be distributed equitably?
In his Observer interview, Mr. Aideed described the current political landscape in Somalia this way: there are four major tribes. Each one has elected a slate of 61 candidates to serve as members of Parliament. A national police force is in the works, though the devil here is in the details. Additionally, an ancient system of arbitration is being revived to settle disputes, and the still more ancient system of guidance via tribal elders is also being re-constituted. All of this is occurring as former militiamen, who were behind so much of the strife in recent years are being retrained as farmers and fishermen.
What’s needed at the moment, says Mr. Aideed, is an influx of cash. Mr. Aideed is confident that the upcoming international donor conference in Rome, scheduled for later this year, will help. Finland, the US, Italy, and Somalia’s regional neighbors will attend the conference. Each nation, says Mr. Aideed, can offer something vital in the construction of the new Somalia: Finland aid with cell phones, Italy aid with construction equipment, America military assistance, and so on. Yemen, said Mr. Aideed, has been particularly helpful in offering aid. The interior minister here, he said, Rashid al-Alimi, has been beyond forthcoming.
Mr. Aideed was also outspoken on the issue of terrorism. He is working with officials in France to bring Interpol to Somalia, with all of its sophisticated suspect-tracking equipment. Terrorists who venture to Somalia now will be walking into a the same dragnet that envelops airports and civil society in the developed world.
During his visit to Yemen this week, Mr. Aideed had two missions: to thank the Yemeni people for their support over these last difficult years, and to re-introduce his own people to the world.
“To the Yemeni people,†Mr. Aideed proclaimed in an exclusive interview with the Yemen Observer last week, “and to President Ali Abdallah. Saleh, I say we are grateful for their hard work in helping us resolve our internal problems. We, the Somali people, are on the verge of achieving something great, and we are grateful to them for all of this. Now that we have a government we want our refugees back. There are two million of them spread across the world. We will bring them back, and with their help, we will revive the economy and revive the nation.â€
About the Somali people, Mr. Aideed declared in his interview: “We are very proud but also very stubborn. No different from American people or anyone else, to tell the truth. We are very close to land and to life. We believe in using our strength, just like other proud peoples. Somalis have always refused foreign invasions and foreign control, whether it’s the Americans, the Italians, the British. Now, however, we are on the verge of domestic control,†said Mr. Aideed. “This is good for the region and a long-sought consummation for us.â€
Above all, Mr. Aideed is concerned to address his own people. He took special time in his Observer interview last week to talk directly to Somalis: “To my people, I say: We must solve our differences and we must achieve consensus. This is our survival. Nothing less than that and it [nation-building] will take time. But do not be discouraged. Slowly we will achieve what we want, and we will bring back to Somalia the two million refugees who are now abroad.â€

Mogadishu Pacification: A Grand Milestone

The ongoing process to pacify the troubled capital of Somalia, Mogadishu, deserves a support from both the Somali Communities in Diaspora and the International Community. The process is a necessary step in restoring security to the lawless country in general and, in the capital city in particular. President Abdullahi Yusuf and Prime Minister Ali Ghedi should not only commend it but should also consider it as first sign of prolonged hope in relocating the TFG inside Somalia. The pacification process, if successfully executed, will, undoubtedly, put an end to the ugly disunity among the maiden Transitional Federal Government (TFG) and thus has the potential to save the outcome of a two-year long National Reconciliation Conference in Kenya.
The TFG's support for the pacification of Mogadishu is particularly critical in light of the following reasons:
1. Mogadishu's status as the capital of Somalia is deeply engraved in the soul of all Somalis, a fact that is reiterated in the new Transitional Federal Charter. Moreover, any attempt to change this status, even temporarily, threatens to unravel the already fragile reconciliation process.
2. The proposed relocation to Jowhar and Biadoa is both unconstitutional and clearly unviable. The most recent events in and around Biadoa demonstrate that Biadoa is, if anything, less peaceful than Mogadishu itself, granted that Mogadishu’s dislocation rationale was instability, while Jowhar virtually lacks the structural infrastructures to host the TFG and its institutions.
The International Community, spearheaded by the US, EU, UN, The Arab League and The Islamic Conference welcomed the Mogadishu pacification process. For many years, Mogadishu leaders were seen as a major obstacle to peace initiatives in Somalia, including Arta in 2000. Quite the contrary, they are now encompassed in the TFG and voluntarily unified their militias for the first time. Therefore, all of us should have a foreseeable reason to believe that they are, unlike anytime in the past, genuinely interested to pacify the capital for the relocation of TFG.
The TFG has spent seven lackluster months in exile. The Somali MP's in Kenya have been thrown out of lodges several times for unpaid hotel bills and even detained by the Kenyan police force. The costly TFG presence in Kenya is, for that matter, categorically unnecessary. One account estimates that TFG spends a million dollar per month in Nairobi between lodging, food and transportation. A quarter of that amount can conveniently cover the TFG operations in Mogadishu a month. Kenyan Press has, on more than one occasion, spoken volumes about how Kenyan Government is growing impatient with regard to the prolonged presence of the TFG in Kenya. Many analysts are also pointing out to the hidden price the TFG is paying in losing its momentum with the Somali people as it continues to be exiled in Nairobi.
It is time for President Yusuf and Prime Minister Ghedi to jump on the wagon and commend Mogadishu pacification efforts. By now, we hope, the President has realized that financial support from the International Community is contingent onto the relocation of TFG to Somalia. The President and the Prime Minister should redeem this opportunity and haul the TFG branches to Mogadishu expeditiously.
Mogadishu inhabitants, on the other hand, welcomed the TFG relocation to their war torn city as manifested by the warm reception both Ghedi and the Speaker of the House experienced during their recent visits to the city. Long lines of people standing on the dusty streets of Somalia for longer periods waving green leafs and chanting patriotic songs have been the theme for every high level visit to the city. This should inspire the President and the Prime Minister to spearhead the relocation to Mogadishu. The fear factor insinuating in the President and the Prime Minister’s hearts is unfound.
Once the relocation stalemate is resolved, the other revolving issue pertaining to Frontline Troops Deployment becomes automatically immaterial. This, in our view, is the last chance for the President and the Prime Minister to rescue the TFG on the impasse over its relocation. Events of the last few weeks are serious pretexts in failing the TFG.
Being maiden itself, the TFG can't afford significant convulsion such as the last one where two opposing blocks head opposite directions. The international community can neither afford to ignore Somalia nor can the Somali people live without a functioning apparatus any longer. We urge the President and the Prime Minister to grasp this golden opportunity delivered on a silver plate and compromise this issue for the interest of greater Somalia. We equally urge Mogadishu leaders and the Speaker of the House to pave the road and publicize national reception in Mogadishu for the President, the Prime Minister and the remaining MP's in Nairobi.
Failure to compromise on the relocation for Mogadishu will inevitably be subversive to the TFG. At stake is a two year-long reconciliation efforts sponsored by the International Community. Unlike in the past, the world community is fatigued towards Somalia’s never-ending unrest and may never broker another reconciliation attempt. Meanwhile, hindering Mogadishu pacification efforts, or mislabeling it, is unproductive and may encourage destructive elements to interpret the move as grounds for calling off the TFG. If nothing else, the pacification fruits will collaterally benefit the residents of Mogadishu whose lives were shattered by years of warlordism and instability.

Former Somalia defense minister gets properties back

After a surprise visit to Mogadishu, former Somali defense minister, General Mohamed Said Hersi (Morgan) is claiming the properties he fled a decade ago. His old foes with whom he fought many years welcomed him with open hands and promised to give back whatever the general left behind when he fled Mogadishu in 1991.
General Morgan’s old enemy Mr. Yussuf Mohamed aka Indha Adde who controls one province in the south ordered the general’s large farm to be vacated by current owners who assumed ownership after the general fled the country with a convoy of armored vehicles with his father-in-law, former president, Moahamed Siad Barre. He will also reclaim real estate properties in Mogadishu.
The General served as the nation’s top soldier as defense minister under his father-in-law’s regime. He’s now back in Mogadishu and reconciled with southern warlords after he broke ranks with the current interim president, Mr. Abdulahi Yussuf Ahmed whose fragile government operates out of Nairobi, Kenya.

An exile warlord-president and his expatriate cheerleaders could romanticize these nomadic fairytales. On the other side of the inequation,ruthless warlords and clannish supporters on the opposing group, could also flex their muscle for a while but at the end of the day, change will come and the progressive voices of the scholars, intellectuals ( not clannish PH.D holders ) civil society activists will triumph and Somalia Inshallah will recuperate this disastrous amnesia.

secondly, it is exasperating and it has been done before and lastly, My "Soomaalinimo" will be questioned by your bigheaded ferocious nomads! So, I pass that Challenge! I could deal with mocking remarks- these are frantic gibe for your friends to boost their egos.
I got nothing against "puntlanders" per se, but I despise the warlord –President-Select Yeey and his nostalgic and hegemonic backward-looking policies. That has really touched some nerve here and that is why all the die-hard cheerleaders are so infuriated.
