This is one of the reasons I don't like the arbitrary methods used in distributing MPs to the regions. This is what the late Cali Khaliif Galaydh (ilaahay ha u naxariisto) and president Silaanyo were negotiating before this election was agreed. I think the plan is now to conduct a national census before the next Parliamentary elections to distribute power fairly.
They fielded many candidates and had low turnout so there candidates split their numbers getting less vote on average. That is why communities who fielded less number of candidates won more seats. Same thing happened with the HJ in Burco 26 candidates for Burco's 15 seat bringing home measly 5 kursi while HY fielded 12 candidates bringing home a whopping 9 seats.
The elections are fair they should organize better next time.
