Ladies please, When one applies words of erstwhile era, of contemporary, or if even of ingenious genus, it matter not the least bit in my opinion so long as one understands the other’s stance on issues. Celebrating the strengths of those in our midst whilst endeavouring towards augmenting our limitations would indeed be beneficial to us all. A decision, it appears inadvertently or otherwise, to adopt a language other than our own as the mode of communication had been made, thus one would have thought it better to make an attempt to master the linguistic minutiae, literary formulae, and artistic varieties of the target language, English in this case. The use of big words, so to speak, permits one to better describe the feeling, conditions, environment, and nature of the subject matter in trying not to only capture a true, wholesome picture of the event, but to also convey one’s perception of the situation to the other. There, I reckon as observed in the discussion, is difference of cultures [operative] noticeable in the styles of writing and modes of delivery – American vs British [incl. commonwealth countries]. The former encourages the most simplistic form of writing for cultural and social reasons (many American are not of Anglo Saxon origin) whereas the latter tends to prefer a rather multifarious format, also for cultural and social [class] reasons. Consequently, and unfortunately those reasons are misconstrued in that the latter group is said (not wholly true though)to perceive the former as acquiring less intellect with no class (superior standards) whereas the former views the latter as being no more than ostentatious, pompous and snobbish in not only in their manners, but also in their style. Have you visited a General’s home with his monocles and rigid attitudes? Worse yet, have you met women (mostly British) of middle class by way of marriage or association albeit of working class upbringing? If you did, you would know where I am going with this? Are we any different? I think not. Then again there is the argument of the elites, the academes, and the intellectuals (minority, mind you in our society) as opposed to the rest (majority) which is far more complex than all other reasons. Therefore, I do not believe it is a case of some desiring to flaunt their linguistic abilities thereby looking down on others, rather I reckon it is testimony to our diverse backgrounds, disciplines, and trainings though we tend to think otherwise to be the case. This, I find plausible, inspired, and not despicable. Whatever the case might be, mellowness on all parties, and receptiveness of each other might go a long way in the end!   3. Baashi - I thank you for the clarification old chap. It would appear that you and I are of contiguous school of thought with respect to federalism, if not perhaps of the same. One could not agree with you more on the primary verity albeit overlooked by many who tend to misread the cause and consequences of the troubles of Somalia that it is the [actualities] on the ground and embryonic regional administrations as you rightly put it, that precipitate the espousal of federalism. This does not consider federalism in its various formats to be the panacea rather means to attain the elusive unity that obscured our sense of nationalism. As much as I too hold my breath for a euphoric outcome at Nairobi and wish one day perhaps you & I could hammer out the details of an aboriginal road to convalesce, I shall keep the hope alive for eternity. It would almost be impossible for me to be in disagreement with some of your desires and thinking, but then again what we desire is not quite what we possess. However, I’ll make an attempt to shed a light upon a theorem in your response which I trust might have been misconstrued, perhaps inadvertently, for which I hope you will not mind my reflecting upon it, as I wish we shall all gain from it. “ … the first ring being autonomous regions and the second being viable central authority. In this form of government, regional governments recognize the sovereignty of a central authority while retaining certain residual powers of government ” This unless my memory fails me is the true textbook definition of what federalism entails, thus my bringing the topic back for discussion. And is not this what the adopted federal systems of government in accordance with the transitional charter advocate for? A federal government (the principal authority) with its executive, judicial and legislature branches with autonomous regions/states (the secondary authority). Do we seem to be opposing something which we actually truly embrace, which is common amongst many of us? Or I am reading your thoughts incorrectly? Now, allow me to reflect upon the intricacies of three systems of governments in place today in the world (reference): Unitary, confederate, and federal. A unitary system - A unitary system of government gives control of the government to one central government, and that central government has all of the power. The central government can regulate certain powers to local governments if they deem it necessary. A confederal system - A confederal system of government is a group of independent states that form a central government that is very limited in power. In a confederal system, each state is ultimately given all powers to run their own state, and the central government is very weak A federal system - A federal system of government is a combination of the unitary and the confederal systems. In a federal system of government, powers are divided among the central federal government and the state/regional governments. The powers given to these governments are usually listed in a written constitution. If you glance at the second sentence in the definition of the federal system of government, you will note that in fact it agrees with one of your statements “ … In this form of government, regional governments recognize the sovereignty of a central authority while retaining certain residual powers of government. Note that regions, not tribes, are the basic building blocks in this type of federalism” The primary reasons, which I believe most of us agree upon other than the few who consider centralism the only viable mode of governance, for opting a federal system over unitary system are: i) the desire for a political arrangement of convenience, where existing interests and tensions make power sharing imperative if the various groups involved are to come together, and ii) the need to preserve the special character and rights of diverse people who might otherwise be kept separate by differences in ideology, language, race, religion or economic status. Here in retrospect, I am convinced you are a genuine federalist at heart albeit detest this mode of ideology on the basis of purely its non-indigenousness if nothing else, which I could go along with. Will you not agree with me in that my old chap? Even if no, perhaps then we will have attained some understanding of the conceptual underlining principles of the various genres of governances. The desire to see an end to the Somali predicament I trust is something we all strive towards, how and in what format is where we seem to differ. The issue of tribe and its place in our society, virtues and all, which surprisingly most of you seem to have displayed sings of bête-noirs, is one thing which I believe if genuinely studied and implemented perhaps by the likes of Da Vinci could have resolved our quandary. Case in point in the recovery zones. What we desire (Islamic state) for ourselves in the ultimate and the actualities on the ground (statelessness) are too far apart. Go figure! Dear Bashi, Now that we witnessed federalism to have been adopted at the Nairobi conference and autonomous region, tribal or otherwise, perhaps against your wish, are to be forged at the whim of a future government, do you not agree that time has beckoned for us, Somalis to have to reason with our minds, accept clan structure in our political structure warps and all, and recognise its involvement in peaceful negotiations as an effective instrument in reaching congruous end goal? Accepting this system of governance, would not you concur is simply realising prevalent condition in present day Somalia? If no, and I doubt you would advocate for a system of government resembling that of the centralist doctrine practised by the then military regime, and suspecting that you would go along with the accepted wisdom at least amongst political scholars of refraining from the deeds of committing oneself to the prescription of replica decree of governance deemed panacea in nature, though non-indigenous, where failed states including Somalia are concerned, where do you reckon one could look to find a befitting resolution to the predicament that has befallen Somalia? First it was the Swiss businessman gutted in a broad day light in Hargeysa followed by the hunting of a former minister and later professor by the house of the Minister of Interior. Then came foreign volunteers in Erigabo. Next came the Italian old lady in Borama. The illegal arrests and continuous intimidation of journalists who constructively criticise Riyaale and his government – namely the chief editor of Jamhuriya now in prison. And now the killing of two British teachers gunned down in Sheikh. What is next? Before we delve into the political and economic perspectives of the subject matter which might or might not explain as to the issue of Somalis being Arabs or not, perhaps the origins (linguistic, cultural, religious) of the people (Somalis), and the creation of Arab nationalism ought to be discussed. How many of you are familiar with the concept of Arabs and Mu-Arabs? Ponder over this for a while, and while you are at it, ask yourselves these questions: Are Sudanese, Mauritanians, Egyptians, Moroccans, Arabs? If so, how? Are Shamiyiin (Syria, Lebanon etc) Arabs? If so, how do they differ from the first group? And what is the difference between an Arab of Xijaas and one of Khaliij? And when is one classified as an Arab, or Mu-Arab? Again, why would an Egyptian say he is no Arab, but an Egyptian? Or Sudani or Somali for that matter. Perhaps then you could find the answer to the question that is being sought. Outside the domain of discussion perhaps, though very much pertinent, Zionist ideology which thus far had served its purpose runs parallel along Arab nationalism which has almost lost its momentum and died with its leadership of the 40s and 50s. The former succeeded in aligning itself with modernism whilst the latter is being brilliantly portrayed as being barbaric parasite with nothing to contribute to the civilised world. This ignores historical account that no other civilisation including that of the Romans contributed more to science, culture, social or human civilisation than Islam at the helm of Arab prodigy. Mogadishu University Launches Post Graduate Partnership Program With Omudurman University Mogadishu University has officially launched today at the Campus of the Faculty of Computer Science and IT a partnership program in post-graduate studies in education. This program will offer an opportunity for thriving civil society led education of war-torn Somalia to enhance its performance. The program offers a post-graduate diploma in education; MA and PhD in the field of education. In the well-organized launching ceremony, 150 persons were gathered from all the spectrum of the civil society organizations, education networks such as FPENS and SAFE, MU teaching staff and Alumni of MU. Moreover Mr. Tariq Ahmed of Sudan's embassy was also present. In the opening statement, on behalf of MU, Mr. Mohamed Nur Ga'al , director of Community Service and Continuous Education (CSCE) welcomed the guests and Mr. Hussein Iman of Public Relations & Programs had presented the post-graduate program to the audience. Then a number of the prominent civil society activists gave emotional remarks. From FPEMS Mohamed Abdullah Hussein said," It is a great day for Somali education". The famous writer and political activist, Maryann Arif Qasim said" This program is the honor for the city of Mogadishu and its people!! And we have to be very proud for what Mogadishu University has achieved". Mr. Abdullah Mohamed Shirwa` of Peace Line expressed " that education and peace are twins and MU is an example and the bride for all of us". In the name of Sudan Mr. Tariq expressed brotherly relations between the two nations and that" Sudan will do every thing to support Somali brothers". At the end of the ceremony, Dr. Ali Hassan Mohamed, deputy president of MU for Academic affairs concluded that" This program will focus on professional development, educational administration and curriculum development and there is no more excuses for low quality education". These two universities have signed partnership agreement in the year 2001, and in according to this agreement, Omdurman University shall implement its post-graduate program in the field of education in Somalia. Its responsibility includes admissions, lecturers, supervision of thesis and offering degrees, while MU will be hosting and administering the program in its campuses.
  11. Why Bush Will Fail in Iraq by Karamatullah K. Ghori George W. Bush is as unlikely to succeed in his bid to dovetail the UN in his touted re-construction of Iraq as in the effort to win the hearts and minds of the Iraqi people. Bush and his neo cons. wilfully scorned the UN and treated it as a pariah. They were cock-a-hoop that they could dispense with an ‘ir-relevance’ like UN and do without it. The boot is now on the other leg, and the imperialists are being made to pay for their hubris. It’s the UN which feels that US presence in Iraq is a liability and not an asset for the arduous task of rebuilding that war-devastated country. There is little enthusiasm around to leave the Bush team in the driving seat and serve as merely an appendage to them.A UN subservience to US is not on the cards. The tea-leaves in Iraq read no different. In fact, the American-occupied Iraq is a more snarled scenario than the UN. It’s a veritable can of worms that Bush’s mis-adventure has opened there. There was no perspective of Iraq’s history with the Bush team, to begin with. To the Bushies it was an oil-rich booty ready to be plucked and plundered for the advancement of their global agenda providing for a series of pre-emptive wars, as General Wesley Clark has just revealed. Victory in the war was never in doubt. However, for the war-aftermath they were fed wrong advice by self-serving Iraqi renegades like Ahmed Chalabi, a convicted bank-fraud felon, who were as much out of touch with Saddam’s Iraq as the Bushies. Rosy scenarios of American soldiers being welcomed as ‘liberators’ by a grateful Iraqi people were painted with deliberate mischief. The architects of the war, like Wolfowitz, were cocky and bubbling with optimism that once conquered, Iraq will pay for its own re-construction with its huge natural resources. That was wishful thinking born of total ignorance of the colossal damage the Gulf War and 13 years of history’s most punishing sanctions had done to Iraq’s oil infrastructure. Why did the Iraqis not welcome their ‘liberators’ as such? Because they have always detested foreigners coming in as their liberators and benefactors. When Iraq was carved out of the rump Ottoman Caliphate in 1921 a scion of the Hashemites of Hejaz ( present-day Saudi Arabia’s west coast ) was foisted on the Iraqis as their king. They resented their alien ruler as much as the imperial power that had catapulted him. And when they tried to overthrow him, in 1936, it was the very same imperial power, Great Britain, that thwarted their movement and crushed it. They ultimately got rid of the royalists in the bloody military putsch of 1958. But Iraq’s patch-work entity—Sunni and Shiite Arbas, Kurds and Turkomans all jumbled together—remained wobbly because the military autocrats who succeeded the monarchy had as little finesse in dealing with Iraq’s ethnic mosaic as the royalists they’d overthrown. Saddam was, no doubt, a tyrant and a ruthless ruler. But he’d two distinct advantages over his failed precursors. One, he was truly a son-of-the-soil and had grown in the heartland of Iraq’s Sunni tribal belt. He’d, in his blood, all the subtleties of that tribal culture and knew, instinctively, how to tackle tribal sensitivities. And, two, by virtue of this innate knowledge he honed, over the years, the art of harnessing the hard core tribal strengths to his advantage. Through bribes and bluster, Saddam garnered and ensured the loyalties of the tribal chiefs to his autocratic rule. That was a fail-safe formula, as far as the arcane tribal culture was concerned. Saddam knew that if the chief of a tribe was with him, the rest of the tribe would follow him without demur or rancour. Even his autocratic style of governance served him well with the tribes. A tribal patriarch had to be authoritative or else he wouldn’t be respected. Saddam fitted that bill. He was effective and authoritative to the point of being ruthless. That’s something the Bushies, hooked on their own concoction of one-democracy model-serves-all, have no inkling of. A tribal society detests nothing more than outsiders telling them what’s best for them. But Saddam didn’t rest on the tribal chiefs’ loyalty alone. He used Iraq’s oil wealth to bring worldly comforts to the Iraqi people. A fine network of roads and highways served him well too to consolidate his rule up to the far reaches of Iraq. Electricity was taken to the country’s remotest parts. A modern health-care system and an elaborate rationing scheme made sure no Iraqis suffered or starved. An excellent, education system, free from primary to university, crowned his welfare state. The Americans have not even come close, in nearly 5 months of unbridled occupation,to addressing these basic needs of the Iraqis. Thy ought to know that the first priority of the Iraqi people is for these mundane things and not democracy, which has always been alien to them; they’ve no history of democratic rule. Vis-à-vis the majority Shiites, Saddam followed different tactics. He knew the power of the hawzas ( seminaries ) over the Shiite followers and cracked the whip against them. He deprived the Shiites of grass-roots leadership by assassinating their religious leaders or driving them into exile. And yet the Iraqi Shiites remained loyal to their land. They proved the pundits wrong by not siding with their Iranian co-religionists during eight long years of Iran-Iraq War. The Shiite lot became worse after the 1991 Gulf War when they were instigated by the victorious Americans to rise in revolt against Saddam but callously ditched, and fed to his wolves, when they did. Those, like this scribe, who lived and travelled in Iraq during the sanctions know what a colossal price the Iraqi Shiites paid with their suffering and toil for their ‘sin’ of having listened to the Americans. They were the worst recipients of Saddam’s wrath and the world’s callous disregard of them. Do the Americans have a panacea for the Shiites of Iraq? No. The Shiites still suffer from insecurity as much, if not more, as the Sunnis. The brutal murder of their charismatic leader, Baqer Al Hakim, last month, left the Shiites in no doubt that the occupation forces have no blue-print for their security, interests or rights. And they have no fancy notions that the Americans would be inclined to give them a better deal than Saddam. The Bushies are still mired in the fiction that the Iraqi Shiites will hitch their wagon to Iran, although this nightmare was convincingly laid to rest during the Iran-Iraq War. Foot-dragging by Bush on all these fronts in Iraq—security, re-construction, transfer of power to grass-root Iraqis et al—is a sure recipe for disaster. On top of it, American corporate greed and avarice reeks aplenty from the recent moves to put all of Iraq’s assets, save oil, up for grabs. That is like showing a red rag to the enraged Iraqis. To a proud people ferociously jealous of their 5 millennia-old attachment to the land between two great rivers nothing could be more galling. Tribal instinct doesn’t take forays from strangers lightly.   12. The Name of the Game in Somalia is Oil By Karamatullah K. Ghori - A retired Pakistani ambassador, served as Pakistan`s ambassador to Algeria, Mali, Mauritania, Kuwait, Iraq, Turkey and Macedonia. Toronto. George W. Bush, under pressure from Japan and South Korea, has let it be known that he has dropped plans to attack, militarily, North Korea, one of the three " axis of evil" countries by his recknoning. Those knowing the mind and mentality of Bush knew, from the moment he uttered his litany of ‘ axis of evil’ that North Korea had only been included in the pack to hoodwink the Muslims and make them believe that he was not a crusader against the world of Islam only. That he has not taken Iraq or Iran " off the table", as he is fond of saying, should not surprise anyone. Bush has his heart set on taking to finality the agenda of hostility against ‘unrelenting’ Islamic countries, initially set by his father in the late 80s and early 90s. Logically, Bush should have included Somalia, the rag tag country teetering on the brink of disintegration for so long, in his ‘ axis of evil’. His military planners have long had their sights on chasing the elusive Al Qaeda partisans into their alleged lairs in Somalia. The American people, forced-fed on a diet of frenzied chauvinism since September 11, would hardly be averse to such a repeat- adventure after the ‘success’ in Afghanistan—though the chicks there are coming home to roost. The roaring box-office success of a Hollywood , adrenaline-pumping , war-thriller, " Black Hawk Down", based on the American military intervention in Somalia in the twilight days of Bush Senior in the White House, is cashing in on the popular hankering for more American ‘victories.’ The Hollywood thriller paints the American soldiers as, what else, ‘heroes’ fighting for liberty and human dignity, the lofty principles invariably cited as the justification for every military adventure abroad since the cold war. The American people are not prepared to question these flimsy pretexts because they have been made to believe that their ‘way of life’ is inextricably linked with America’s ‘moral crusade’ abroad. The media is squarely behind the ‘crusaders’ in their zeal to rid the world of all that is ‘evil’ to America. But there are still voices of sanity pleading for a less-jaundiced version of the world divided between good and evil. An unconventional website, NetNomad.com, has recently posted a ‘ Los Angeles Times’ report of Jan.18, 1993 by the paper’s correspondent in Mogadishu, Mark Fineman, at the height of American " humanitarian" military intervention there, supposedly in defence of human rights. The report paints a totally different view of U.S. military intervention in Somalia. Bush Senior went into Somalia with 20 thousand US troops in December, 1992 when he had been defeated in his re-election bid by Bill Clinton and was a lame-duck President. Why such a major overseas undertaking by an outgoing president was a question that perplexed many. His excuse was that US was in Somalia on a humanitarian mission to beef up the UN effort to stave off a bloodbath from civil war and anarchy. The real mission for Bush Senior was something else. He went in there to save the interest of US oil giants from his native Texas. After all, he had made his fortunes in the oil industry before making a mark in politics. The powerful and influence-peddling oil cartel had bankrolled him into politics, and he was anxious to pay back in kind. He might have lost his own bid for re-election but he had sons waiting in the wings to inherit his mantle. He had to lubricate their passage into high-stakes politics by obliging his powerful friends. Bush’s interest in the countries around the Horn of Africa, marking the nexus of the Red Sea with the Arabian Sea, began in the mid-80s when he was Vice-President to Reagan. Hunt Oil Company, a Texas-based oil giant, had explored for oil successfully in Yemen and discovered oil deposits there of up to one billion barrels. Geologists believed that there was a natural trough of oil that extended across the Red Sea into Somalia from Yemen. The World Bank had an intensive technical study on oil prospects in the region around Yemen done by its principal petroleum engineer, an Irishman by the name of Thomas E. O’Connor, in the mid-80s. O’Connor was dead certain that "it’s there. There’s no doubt there’s oil there." Somalia beckoned, just as Yemen had lured them earlier. Their doubts, if any, put to rest by this independent WB study, Bush’s friends in the oil cartel of America saw a bonanza for themselves and swooped down on Somalia in hordes. Bush used his office and influence to egg them on. There was also a political motive with the Reagan Whit House to decrease America’s dependence on oil from the Gulf region, because the oil producers there constantly found fault with the undisguised pro-Israeli bias of the administration against Arab and Muslim interests. For that reason alone, Bush in particular was keen that his Texas friends from the oil industry should focus on Somalia with a big search light. Inaugurating the brand new oil refinery of Hunt Oil at Maarib, in Yemen, in April, 1986, Vice President Bush insisted that it was of " growing strategic importance to the west" to tap crude oil resources " in the region away from the Strait of Hormuz." The American oil companies had no problem in winning concessions from President Siad Barre of Somalia. He was corrupt and a lackey of Washington. With his palms sufficiently greased, he awarded generous exploration rights to at least four American companies to look for oil in Somalia. These were : Conoco, Amoco, Chevron and Phillip—all of them with connections to Bush. Tens of millions of dollars were sunk into the oil wells of Somalia. The largest investment was made by Conoco. But before any of the wells could spew oil in commercial quantities, Siad Barre licked the dirt. His corrupt regime was overthrown in January 1991, and Somalia was consumed by a civil war which forced all foreign enterprises to fold their tents and get out of the country—all except Conoco. The Houston-based Conoco did not want to desert Somalia for two reasons : one, they had had the largest investment of money in Somalia and, two, their friend George Bush was, by then, in the White House. They were in no hurry to cut their losses and run. But George Bush, at that juncture, was overly engrossed with Saddam Hussain and Iraq. His " Desert Storm" was just then rolling to oust Iraq from Kuwait. So, Conoco simply cooled their heels in their huge compound in Mogadishu and bribed the civil war combatants to leave them alone. They thought they had all the time in the world to recover their losses whenever calm returned to Somalia. Besides, the thumping success of their buddy, Bush, in "Desert Storm" gave them reason to believe that he would win a second term, hands down, and then look after their interest. That was not to be. Bush’s humiliating defeat at the hands of Clinton robbed him of a second stint and Conoco of a powerful mentor. But Bush did not want to leave his friends high and dry in Mogadishu, and decided to give his favourite military option a last chance to fashion the chessboard in Somalia to his friends’ liking. That was the backdrop to Bush rushing in 20 thousand American troops to aid the UN, ostensibly, in its plan to restore normalcy in Somalia. Only his perspective of ‘normalcy’ was different. Bush also sent in a political tribune of his trust to sort things out at the diplomatic level to pave the way for Conoco to get their oil gear out in the field once again. Robert D. Oakley was his czar in Somalia. Oakley, a chip off the old block, had pleased Bush in his stint as ambassador to Pakistan in the crucial, winding- down, days of the Afghan War. He behaved more like a pro-consul than ambassador in Islamabad which did not earn him many friends there but the hawkish, conservative, Republican right was immensely pleased with his performance. They knew he was their man to pull their chestnut out of the Somalian fire. Oakley moved straight into the Conoco compound in Mogadishu which became the operational headquarters for both the civilian and military activities. Bosaso Medical Institute Honours its first Graduates - Sunday, October 12, 2003 at 11:14 Bosaso, (AllPuntland) – After three long years, the first group of graduate students of Bosaso Medical Institute were honoured today at a greatly organised graduation ceremony where all 64 graduates were awarded with certificates after successful completion. Bosaso Medical Institute, the only one of its kind in Somalia, is supported by the Kuwaiti-based IICO international charitable organisations, and managed by the local chapter in Somalia. At the opening of the graduation ceremony, Professor Abdirazaq Hussen Hassan, the head of the Bosaso Medical Institute provided a concise history of the Institute established in January 2000, its collaboration with IICO and with other international organisations, its vision and plan for the future. Professor Hassan thanked instructors, parents, dignitaries, state representatives and the public at large for their continuous support and willingness to partake in the success of the institute. In congratulating the graduates, he commended them for the persistence and hard work they had displayed over the past three years. In addition, Professor Hassan pointed out the likelihood of securing scholarships and training opportunities abroad to further develop the required skills and augment deep knowledge concentration in the medical field. “The Institute plans to expand its operations, faculties and training facilities in order to accommodate for larger number of students, and to also accept to its programs not only female students, but male students too in the very near future”, he added. Attending the ceremony was the President of Puntland State of Somali, Abdillahi Yussuf Ahmed who in a morally uplifting speech paid tribune to the graduate students for their momentous and historical achievement encouraging them to take their responsibility in the community seriously, and to play their societal role in the welfare of the community. He commended them for their patience and dedication in completing the program, and determination in furthering their training and education. “You are the future of the country. You are the leadership of tomorrow. You have done something commendable and exemplary in the eyes of many, and Somalis in particular will be proud of your achievements” added Mr Yussuf while addressing the students. “It was perilous tragedy that set upon our country. And unfortunately, one that left behind a culture of instability, institutional destruction, collapse of state mechanism, fragmentation of social fabric, scarcity and deficiency impacting all aspects of our society” he added addressing the assembly with respect to the legacy of the civil war and the current Somali social, economic, political and fragmentation. Present also at the graduation ceremony were Minister of Health Said Mohamed Mohamoud (Aduur), Minister of Interior Ali Abdi Aware, General Adde Muse Hirsi, dignitaries and other government officials. Parents, family members and friends of the graduates along with members of the community were also present at the graduation ceremony. Mr Aduur, the Minister of Health addressing the graduate students pointed out that “The Ministry of health is one of the Ministries with tangible accomplishments since its inception, and that we will strife towards further improving health conditions. And although Puntland territories are demographically vast with many medical professionals, the need for highly trained and experienced medical professionals is still prevalent”. Mujaahid –Bruv – are you in any position to disprove or support the presented argument which addresses the existence of what the author refers to as “faction cultivating strategy” on the part of Riyaale government? I know that coalition building has never been a strength bestowed upon the political elites in Hargeisa, but you know what, even Yalahow seems to be learning the robes of the political, hierarchical branches of learning where the local Somali politics are concerned. So in all fairness, I would not be surprised if that was the case old chap. Isolated incidents, my old mate are the only signs one could utilise to interpret so as to comprehend the prevailing conditions in any given situation. Take the case of Gov. Gray Davis of California recalled, the second in the US history. First, the energy crisis which was, mind you his own creation, then came his biggest political blunder of all – passing a law of which provisions allow illegal immigrants (latino - historically supportive of the Democrats) to obtain drivers license in the state. Now, I do not expect anyone to recall Riyaale as the political machinery is not quite in place, but I would not be surprised if things deteriorate reaching beyond redemption. I on my part am crossing my fingers hoping that it will not come to that. I along with others find myself at times sidestepping matters of concern, throwing a rather enervated southpaw thereby trivialising the discussion. The reason I noted “group think” was to highlight how almost improbable it is to attain generic line of rationale with respect to issues amongst us all. Diversity in kind and in opinion is what drives the discussion, and motives member contribution. Perhaps the young generation, ala Dubya generation brought up in the North America, US in particular might be of that opinion. Tragic as it had been due to diverse readings, disciplines, convictions, conditionings and most of all levels of cohesive procedural understanding of the issues debated amongst nomads, almost always discussions not only digress loosing momentum, get personalised – the greatest misfortune of all - but also the realisation of original objectives are lost with the creation of adverse divergence, crude schism of less substance, and wide disparity in opinion and principle amongst members. This could not be expected as the ideology of “group think” could not be anticipated in the congregating nomads for the simple reasons that such thinking is culturally not attributable to the urbanised second generation rural nomads. A clear disparity in comprehension and maturity of political discussions is not only evidently noticeable with tilted imbalance of highly debated issues in that nomads adopt pre-emptive approaches to topics prior to fully absorbing the crux of the discussion, root nature of the matters being contested, thereby fixating upon the persona of the individual rather than debating the issue. Lack of comprehensive understanding or lax in the art of debating might be the reason though that wholly would not quite do justice to the predicament observed. Games naturally have rules to abide by without which an existence of any genre would be unbridled, thus would cease to take nascent shape. Likewise, discussions, political discourse and dialogue in particular have a procedure and directives necessary for one to be acquainted with should one desires to partake, and in the event that such mechanisms had been circumnavigated, a cessation of civil dialogue ensues, which is being seen in this beloved discussion forum. Therefore, I though I might share some basic principles of discussion practised and adhered to by others – perhaps more social - online communities. Accepted, but neither absolute nor wholly concrete as variations of societal and cultural divergences override in some cases. Reference - Principles of Discussion - Understand the principles of argumentation Know and recognize fallacies of logic and argument. Try to avoid using them yourself. - Know and recognize principles of propaganda. Try to avoid using them yourself. - Try to use the principle of charity Interpret your partner's argument to make it as good as possible, not as poor as possible. If you misinterpret because of this principle, you will be in a stronger position when you are corrected. - Know your terms Definitions need to be agreed upon to have a clear argument. There are usually MANY definitions of any term; agree on one that allows the argument to proceed, or switch to another term if agreement can't be reached. - Know your own position It's surprising how many liberals, conservatives, libertarians, and others have only a gut feeling or casual knowledge of their own position. - Base your arguments on knowledge, rather than your own say so If you think it's so, confirm it by looking it up, rather than arguing about it. It's all too easy and tempting to make claims based on opinion, but we all frequently form mistaken opinions. - Even if it's in a book or on the web, it may not be true There are vast numbers of recorded claims in books and other media that have been soundly refuted; find out what the counter claims are and which you should give more credence. - Remember what has gone on before It is dishonest to ignore the context of prior exchanges. Remember what both your partner and you have said. Memory is brief only in verbal argument, written copies can show you to be forgetful. If you don't want to be consistent, it's OK as long as it's above board. - Broad claims tend to be very weak There may be counter examples, better alternative explanations, or just plain little support beyond coincidence. One thing if any I have no tolerance for is when one (ms African in this case) references postings, takes it out of its original context to serve one’s baleful purpose, yet manages to circumvent its primary intent and present the by-product as the original objective. Interestingly, my annotation of the original posting began with “ This young man not only understands his responsibilities quite well, needs of his constituencies, but also what is being required in terms of public service and how to work with whatever mere resources at his disposal ” And ended with “ May we sire many more Somalis sons and daughters like him! ” The discussion digressed unfortunately due to the dynamics of the overlapping dialogue in due process under different threads between die-hard secessionists vs pro-federalist. And by nature I would be damned if I am to let any wannabe secessionist or colonially inclined fundamentalist trot all over the convalescing souls of the Somali character to benefit short-sighted local idiosyncrasies.
