The legislation seeks to modernize U.S. diplomatic operations, enhance public diplomacy, and establish new accountability mechanisms to ensure American foreign policy delivers results. A key section of H.R. 5300 — titled “Ensuring Smooth Travel and Investment in Somaliland” — directs the U.S. Secretary of State to review and ease restrictions on travel and business engagement with Somaliland. The measure could pave the way for a U.S. diplomatic office in Hargeisa and updated travel guidance that highlights Somaliland’s outstanding record of stability, security, and democratic governance. Somaliland’s foreign minister, Abdirahman Dahir Aden, hailed the committee’s decision as a historic milestone. “I welcome the passage of H.R. 5300 by the U.S. House Foreign Affairs Committee, led by Chairman Brian Mast. The bill opens the door to a U.S. office in Hargeisa, stronger trade ties, and acknowledgment of Somaliland’s stability, while also advancing the path toward formal recognition,” he said on X, formerly known as Twitter. The committee’s vote underscores growing bipartisan support for deeper ties with Somaliland, widely seen as a democratic success story in the Horn of Africa.   4. Puntland Defence Forces pursue Daesh terrorists in the Calmiskaad mountain range hideouts. Boosaaso (PP Editorial) — Puntland State of Somalia is carrying out the final stage of counterterrorism operations in Calmiskaad. For more than nine months, the Puntland State Defence Forces have been fighting Daesh terrorists that established hideouts in the mountainous areas. Puntland has lost many brave soldiers, and many others have been wounded. It is true that Puntland State is wary of allowing for the deployment of the Somali National Army in districts under its jurisdiction. This decision sadly puts Puntland at a disadvantage when it comes to seeking its share of weapons supplied to the Federal Government of Somalia by international partners. Nearly three years ago, Puntland State introduced biometric registration for its forces. This policy has weeded out phantom soldiers who were on the payroll of Puntland State of Somalia. In Boosaaso today, the US Ambassador to Somalia Richard H. Riley IV referred to the Puntland Defence Forces as “local forces”, despite the USA being one of the major supporters of the Somali National Army. The SNA is based in all Federal Member States except Puntland State of Somalia. The Federal Government of Somalia has an obligation to find ways to assuage Puntland State of its fears that SNA units commanded from Mogadishu might undermine, rather than enhance, Puntland Defence Forces. Managing post-civil war mistrust is a responsibility that the Federal Government of Somalia is expected to shoulder through talks with, and visits to, Puntland State of Somalia. The second step to consolidate the biometric registration achievement is for Puntland State of Somalia to follow in the footsteps of the Federal Government of Somalia and to implement a weapons and ammunition management system. “The Federal Government of Somalia (FGS) has become the first country in the world to adopt chemical taggant technology to render its national ammunition stockpile fully traceable,” reported Conflict Armament Research. Before the introduction of the ammunition tracing system, the SNA used a system that detected gun theft by registering the details of the soldier. US foreign affairs committee approves expansion of secretive arms stockpile for Israel The full bill reduces oversight on ‘unlimited’ arms transfers to Israel and also grants Marco Rubio the authority to revoke US citizens’ passports over support of ‘terrorism’ News Desk SEP 19, 2025 (Photo Credit: Brian Mast) The US House Foreign Affairs Committee (HFAC) on 19 September voted 27-24 to approve the State Department Reauthorization bill (H.R. 5300), which, among other provisions, permits unlimited transfers of US arms to a special Israel-based stockpile in the next fiscal year. “This bill is not just a reform for today, it is a lasting framework that will strengthen the State Department and benefit every commander-in-chief who follows,” HFAC Chairman and former Israeli army soldier Brian Mast said following the vote. Hidden deep within the State Department funding bill is a provision that calls for repealing oversight controls on “defense articles” transferred to the War Reserve Stock for Allies-Israel (WRSA-I) – a US “emergency” stockpile that Tel Aviv has been significantly relying on since the start of its genocide of Palestinians in Gaza. “[This is] the least transparent mechanism of providing arms to Israel,” former State Department official Josh Paul told Responsible Statecraft earlier this week. In December 2023, Paul told The Guardian that Washington was dipping into WRSA-I to restock quickly-depleting munitions Israel has kept dropping inside the Gaza Strip. “We sort of retroactively build a foreign military sales case, which may or may not need to be notified to Congress, depending on what they took and what quantities […] There’s none of the conventional arms transfer policy review that would normally happen […] Essentially, it’s take what you can and we’ll sort it out later,” Paul said at the time. Created in the 1980s to supply the US military in case of a regional war, the WRSA-I is the largest node in a global network of US weapons caches. Its full contents are not publicly disclosed. In August, an investigation by the Department of War’s Office of the Inspector General found that “the Army, Navy, and Air Force appointed officials to account for WRSA-I inventory, but those officials did not consistently comply with property accountability requirements.” “In addition, the DoD OIG found that Service officials did not conduct all required inventories between FY 2022 and FY 2024,” the report highlights. By 2024, former US president Joe Biden’s administration had temporarily lifted restrictions on the value and type of US weapons transferred to WRSA-I each year. It also bypassed transparency rules by splitting up larger transfers into smaller packages that fell under the $25 million threshold, which would have required notifying Congress. H.R. 5300 seeks to build atop those provisions to reduce congressional oversight further and allow Israel unrestricted access to the strategic stockpile. Since October 2023, Israel has acquired a vast amount of US-made weapons from WRSA-I, fueling what experts describe as the most intense bombing campaign of the 21st century. HFAC members approved the State Department funding bill just days after an official UN commission of inquiry determined Israel is violating the genocide convention in Gaza. “The Commission concludes that the Israeli authorities and Israeli security forces have the genocidal intent to destroy, in whole or in part, the Palestinians in the Gaza Strip,” the report found. NAIROBI, Kenya – Kenyan opposition politician Farah Maalim has urged Eritrea, Somalia, Djibouti, and Sudan to form a mutual defence pact to counter what he described as Ethiopia’s “expansionist ambitions,” as Prime Minister Abiy Ahmed stepped up calls for maritime access that have rattled the Horn of Africa. In a series of posts on X, formerly Twitter, Maalim accused Ethiopian leaders of pursuing “arrogant adventurism” underpinned by “fake history and unfettered Western support.” He warned that Abiy risked accelerating the “disintegration” of Ethiopia through “careless expansionism.” “Ethiopia is landlocked, but so are Uganda, Rwanda, Burundi, and South Sudan,” Maalim wrote. “Landlocked countries don’t seek outlets to the sea by territorial acquisition. Negotiate with neighbours for outlets.” He recalled historic clashes in the region, from Somalia’s 1978 defeat in the Ogaden war against Soviet-backed Ethiopian forces to Addis Ababa’s 2006 intervention in Mogadishu, which he said ended with heavy Ethiopian losses. “No Ethiopian leader in his right mind will attack Somalia,” he declared. Maalim’s warning came as Abiy, speaking in Addis Ababa on Tuesday at the launch of his latest book Medemer, dismissed suggestions that Ethiopia was destined to remain a “geographic prisoner” without sea access. “If there is any Ethiopian who believes that Ethiopia will forever remain a geographic prisoner, that person is a dead one,” he said, blaming “shuttered doors and isolation” for the country’s poverty. While stressing that “conflict and war” were not solutions, Abiy insisted it was “not wise to assume that a country as large as Ethiopia should be handed to our children while encapsulated.” Earlier this month, Abiy declared it was “only a matter of time” before Ethiopia regained access to Eritrea’s Red Sea port of Assab, describing the loss of a coastline in 1993 as a “historic mistake” that must be corrected. Eritrea swiftly condemned the remarks as “reckless saber-rattling,” warning that they threatened to unravel the 2018 peace accord that ended decades of hostility between the two neighbours and earned Abiy the Nobel Peace Prize. Senior Ethiopian officials have backed Abiy’s position. State Minister of Finance Eyob Tekalign stated that Ethiopia was “ready to stand strong against anyone who opposes” its national interests, while military officers described Red Sea access as a matter of “historical right” and “national survival,” emphasizing diplomacy as the preferred path. Eritrea has rejected such claims outright, defending the 1993 independence referendum as an “inalienable” decision. Tensions have also flared with Somalia since Addis Ababa signed a controversial 2024 memorandum of understanding with Somaliland, the breakaway region that Mogadishu insists remains part of its territory. The deal offered Ethiopia a lease on coastal land in exchange for recognising Somaliland’s independence, prompting a sharp backlash from Somalia’s government. Turkish mediation led to the Ankara Declaration in December 2024, but relations remain strained. Analysts warn that Abiy’s increasingly vocal rhetoric on Eritrean ports, combined with Ethiopia’s overtures to Somaliland, risks destabilising a region already beset by conflict, climate shocks, and economic hardship.

The comprehensive Department of State Policy Provisions Act (H.R.5300) is part of a broader nine-bill reauthorization package, the product of nine months of bipartisan work incorporating more than 2,300 member priorities. The legislation seeks to modernize U.S. diplomatic operations, enhance public diplomacy, and establish new accountability mechanisms to ensure American foreign policy delivers results. A key section of H.R. 5300 — titled “Ensuring Smooth Travel and Investment in Somaliland” — directs the U.S. Secretary of State to review and ease restrictions on travel and business engagement with Somaliland. The measure could pave the way for a U.S. diplomatic office in Hargeisa and updated travel guidance that highlights Somaliland’s outstanding record of stability, security, and democratic governance. Somaliland’s foreign minister, Abdirahman Dahir Aden, hailed the committee’s decision as a historic milestone. “I welcome the passage of H.R. 5300 by the U.S. House Foreign Affairs Committee, led by Chairman Brian Mast.
