Mogadishu (HOL) – The ongoing implementation of the Somalia Recurrent Cost & Reform Financing (RCRF) Phase III project has drawn criticism in Hirshabelle State, following concerns that the selection of districts under the initiative lacked regional balance and inclusivity.
