Somalia: Mogadishu death toll hits 40 on third day of fighting 30 Nov 30, 2010 - 10:05:01 AM At least 15 people were killed in the Somali capital Mogadishu during the third consecutive day of fighting Tuesday, Radio Garowe reports. The fighting was between Al Shabaab and Hizbul Islam insurgent factions on one side, and troops from the Transitional Federal Government (TFG) and African Union (AMISOM) peacekeepers deployed in Mogadishu. Mogadishu residents say the city’s Bakara Market was heavily shelled, causing most of the civilian deaths. At least 30 people were wounded during Tuesday's clashes, according to medical workers in Mogadishu. "Many shells hit the market today and I saw 7 dead bodies and 12 wounded persons," said a Bakara merchant named Abdulkadir, adding that businesses were shut down due to the heavy violence. Since early 2007, when the Islamist insurgency erupted to topple the Western-backed TFG administration in Mogadishu, Bakara Market has been a main headquarters for Somali insurgents. Other shells hit northern Mogadishu district of Bondhere, which has seen three consecutive days of fighting. Mogadishu has seen on respite from violence since the outbreak of the Somali civil war in 1991. Somalia: First batch of 170 Puntland marines complete naval training 30 Nov 30, 2010 - 10:28:34 AM Authorities in Somalia's stable region of Puntland say naval training has completed for the first batch of soldiers who will form the first-ever Puntland Marine Force, Radio Garowe reports. Puntland officials at ceremony in Bossaso [Monday] Gen. Abdisamad Ali Shire, Puntland's vice president and currently the Acting President, attended the ceremony near Bossaso, a bustling Gulf of Aden port city that is Puntland's commercial hub. Other Puntland officials present at the closing ceremony including Security Minister Gen. Yusuf Ahmed Kheir, Ports Minister Said Mohamed Rage, as well as senior security officials. Puntland marines marching in Bossaso [Monday] Puntland officials say the first batch of soldiers who completed training are 170-strong in number. The soldiers marched and saluted the Vice President of Puntland, Gen. Shire. When complete, the Puntland Marine Force will consist of 1,050 soldiers who will have the main duty of protecting Puntland's shores from pirates and illegal fishers, according to local officials. Puntland, located strategically along Gulf of Aden and Indian Ocean waters, became a major base of pirate operations in 2007. But a Puntland government crackdown over the past two years has led to the arrests of more than 350 pirates and the explusion of pirate gangs from some of Puntland's coastal towns. Puntland's government, which has its own security forces and manages its own affairs, says it supports the establishment of a federal government for Somalia. Last month, Puntland announced it signed an agreement with a maritime training company named Saracen International, which is conducting the current training program for Puntland marines in Bossaso.

Somalia: 15 killed, 20 injured in second day of Mogadishu clashes 29 Nov 29, 2010 - 4:30:14 AM Clashes between Somali government troops and al-Shabab fighters have left 15 people dead and at least 20 civilians injured, Radio Garowe reports. Al-Shabab and Hizbul-Islam factions, both insurgent groups with the aim of toppling the weak interim government backed by African Union troops, have launched a new offensive to take Mogadishu. Fighting began on Saturday, stopped overnight, but resumed on Sunday morning on various fronts of the northern and southern districts of Abdiasis, Hodan, H/wadaag, and Bondhere. During Sunday's fighting, at least 10 people were killed, bringing a total of 25 deaths in two consecutive days of fighting. "We collected over 15 wounded bodies from Mogadishu's streets, mostly were civilians who caught by mortars on their houses," said a Mogadishu medical official. After exchanging artillery and gunfire for hours, both sides claimed victory but denied causing civilian deaths and injuries. Al-Shabab has claimed that its fighters have killed several soldiers, However, Somali government officials have rejected the al-Shabaab claims, saying their troops killed five militants. The two sides have been battling for the same districts for months without gaining much ground, and often exchanging control over a few districts. The fighting rages days after new Somali Prime Minister Mohamed Farmajo's Cabinet was approved by the TFG Parliament. The TFG is Somalia's 15th attempt to restore national order, but the weak TFG has been unable to confront the relentless firepower and propaganda of insurgents like Al Shabaab terror group. Mahiga, today called on the Transitional Federal Parliament to exercise the spirit of compromise and judiciously deliberate on the new Cabinet. “I trust that the period between the endorsement of the Prime Minister and now has been used productively to come up with a Cabinet that would meet the expectations of the Somali people. “I am confident that the honourable Members of Parliament will employ the same sense of responsibility and unity which prevailed during the process of confirmation of the Prime Minister,” he said. “The people of Somalia, as well as the international community, are eagerly awaiting the establishment of a functional Cabinet. With nine months left before the end of the transition period, Somalia needs a government that will prepare a Road Map and carry out the priority tasks of the transition. “I, therefore, appeal to the Parliamentarians to bring the deliberations on the Cabinet to a conclusion that will advance the peace process. The United Nations and the international community stand ready to assist the new Government as soon as the Cabinet is endorsed,” Ambassador Mahiga said.

With less than one year left on its mandate, the approval of the proposed cabinet as well as the future of the transitional government is in doubt. Less than one month after being approved by the Somali Parliament, Prime Minister Mohamed Abdullahi Mohamed is now facing stiff political opposition in his race to rebuild the country's shattered government. Just two weeks ago, Mohamed announced his chosen cabinet members, a pared down list of technocrats drawing heavily from the Somali diaspora. The group, which was cut down to 18 ministers from the previous 39 positions, was widely praised as a competent and promising team to move Somalia forward. But hopes for Mohamed's tenure as prime minister took a blow Monday after parliament failed to approve his new cabinet. Mirroring the initial vote to approve the premier weeks ago, Monday's session ended in a shouting match over whether the ballot would be cast openly or in secret. According to reports, fist fights even broke out among the 550-member body, prompting Speaker Sharif Hassan Sheikh Aden to postpone the vote indefinitely. Since being appointed by President Sheikh Sharif Sheikh Ahmed, Mohamed Abdullahi Mohamed has repeatedly insisted he would form a government based on experience, signaling a departure from the clan politics that have previously dominated the war-torn state. Somalia's Transitional Federal Government has operated under the "4.5 System" designed to share power equally among the country's four major clans and a coalition of minor groups. Mohamed's departure from 4.5 has been praised in some circles, but has received a raft of criticism from many in the Somali parliament, who believe the balance is critical to the government's legitimacy. But Qatar University Somali Analyst Afyare Elmi says such complaints are simply designed to mask vested interests in corruption. "There is no legitimate issue they have against the cabinet," Elmi said. "The problem here is that there are groups of politicians in Somalia that are benefiting from the status quo and they are trying to perpetuate and sustain the status quo. They cannot let a change of this magnitude take place at this stage." According to Elmi, the group chosen by Mohamed is the best cabinet that has ever been named in Somalia. He told VOA it was the best chance the transitional government had to fulfill its mandate before it expires in August of next year.

However, in line with the spirit of Public private partnership sanctioned in the final communiqué of the “Istanbul Conference for Somalia” of May 2010, in order to pursue priority government goals and objectives, it was necessary to obtain the services of Saracen International, a private service provider. This company, in a Public Private Partnership with the government, has embarked on a comprehensive program to assist the government of Puntland to build its capacity in order to regain control of its territorial waters and marine resources, fighting against the pirates and the Unregulated, Unlicensed, Illegal Fishing in the Puntland territorial waters. The Puntland Marine Force is a newly established law enforcement body as part of the Puntland security forces, which will be trained and mentored by Saracen International, with the mandate to protect the international maritime line off the coast of Puntland as well as the marine resources of the State of Puntland. However, this marine force will enhance security in its area of operations and contribute to the general safety and security of the people of Puntland, particularly in the coastal regions on land and at sea.
