    President Ahmad has announced plans to return to Somalia

     

    Somalia's exiled government is seeking $77.3 million to fund its relocation from Kenya and restore law and order to the war-torn country, officials in Nairobi have said.

    The money will help the transitional government to rebuild district and regional administrations and launch efforts to reconcile the country.

     

    Somalia has divided into a patchwork of battling fiefdoms ruled by heavily armed militias, according to a document presented to UN officials and diplomats.

     

    With thousands of militias roaming Somalia, there has been no effective central administration since civil war erupted in 1991.

    Last year, a group of Somali politicians formed a government in exile, based in Kenya, with Abd Allah Yusuf Ahmad elected the transitional president.

     

    Somali government officials plan to begin relocating to the Horn of Africa nation on 21 February, "but all depends on the way the donor community supports us," Prime Minister Ali Muhammad Gidi told the donors at a meeting.

    Donors have so far contributed and pledged at least $7 million out of the $77.3 million the government has calculated it needs, according to the document.

     

    The programme will begin with the relocation of the government to Somalia and will run for six months.

    International recognition

     

    Diplomats at the meeting said they expected firm commitments to be made now that a date for the return had been set.

     

    Somalia's government, formed after complex negotiations between regional commanders, clan leaders and civil society representatives, is based in Kenya because Somali capital Mogadishu is considered too unsafe.

     

    Plans to restore peace, law and order in Somalia, however, do not cover the breakaway republic of Somaliland that refused to recognize President Abd Allah Yusuf, who was chosen by the transitional parliament last October.

     

    The government is seeking $23.3 million to disarm and demobilize 53,000 militias and reintegrate them into civilian life.

     

    Re-building civil society

     

    It is also appealing for $2.03 million to relocate 987 government officials, traditional leaders and activists to Somalia.

     

    They will be relocated throughout Somalia "in order to root the newly formed institutions into the country", according to the appeal.

     

    Somali officials are also asking donors to provide money to help them form a new police force and repair police stations and command centres.

    The biggest challenge will be restoring law and order. The African Union announced on Tuesday that it had

    authorised five east African nations to deploy troops and equipment to help with the government's return home.

     

    The size of the force has yet to be decided, though the Somali cabinet has asked for a combined 7500 troops from

    Somalia has had no effective central government since opposition leaders ousted dictator Muhammad Siad Barri in 1991. Then they turned on each other, sinking a nation of 7 million into anarchy.

    NAIROBI, 9 February (IRIN) - Somalia's transitional federal government plans to start relocating from Nairobi, Kenya, to Mogadishu on 21 February, Prime Minister Ali Muhammad Gedi said on Wednesday.

     

    "We will begin relocating on that date depending on support from the donor community," Gedi said in Nairobi at the signing of a declaration of principles for cooperation with the international community. "A budget for relocation has been drawn up and handed over to donors."

     

    The declaration of principles, signed by Gedi and the special representative of the UN Secretary-General for Somalia, Winston Tubman, lays out the obligations of the transitional government and the international community in their dealings with each other.

     

    "The intention of the declaration is to set goalposts by which the government's progress will be judged, and to assess the international community's fulfilment of its own obligations to the government," Bethuel Kiplagat, Kenya's special envoy for the Somali peace process, told IRIN.

     

    Expressing optimism about the future of Somalia, Kiplagat added: "Problems can and will happen, but as long as the Somali government puts down firm roots, it will be able to weather these problems."

     

    At an African Union (AU) summit in Abuja, Nigeria, in late January the Intergovernmental Authority on Development (IGAD) and the AU both pledged to deploy peace support missions to Somalia to facilitate the peaceful relocation of the government.

     

    Djibouti, Ethiopia, Sudan and Uganda have committed themselves to supporting a peace mission for Somalia by providing troops or equipment to an IGAD force.

     

    Gedi also confirmed that Mogadishu would continue be the Somali capital and seat of government once the relocation was complete.

     

    Somalia's transitional federal parliament elected Abdullahi Yusuf Ahmed as president on 10 October 2004, bringing to an end a two-year reconciliation process sponsored by IGAD. He in turn appointed Gedi, who later named a cabinet.

     

    Since then, the new government, which includes several faction leaders, has remained in Nairobi, citing security considerations. However, it has come under pressure from Kenya's government and western diplomats to move to Mogadishu.

     

    Last week, the new cabinet approved the deployment of 5,000 to 7,000 foreign troops to help restore law and order in the country. A team of MPs also arrived in Mogadishu to assess the situation.

    SSOMALIA's exiled transitional government will begin moving back to Somalia on February 21, Prime Minister Mohammed Ali Gedi said today.

     

    The the decision to move back from Kenya followed a fact-finding mission of politicians who went to the Somali capital of Mogadishu earlier this month to assess security, Mr Gedi said.

    "Considering the findings of the mission ... we (have decided) to start our official relocation on the 21st of February," he said.

     

    But the speed with which the government returned would depend heavily on outside help, Mr Gedi said.

     

    "All depends on the way the donor community will support us to speed the operation and to start the process of relocation."

     

    The announcement came a day after Somali warlords in Mogadishu handed over the presidential palace, the main port and the national radio to the transitional government.

     

    Yesterday, the African Union authorised sending troops to help the transitional administration relocate following the government's weekend decision to accept such a peacekeeping mission.

     

    The regional Inter-Governmental Authority on Development, which groups Somalia, Kenya, Ethiopia, Eritrea, Uganda, Djibouti and Sudan, will initially provide troops and equipment for the mission.

     

    Transitional Somali President Abdullahi Yusuf Ahmed, his government led by Mr Gedi and the parliament have been based in Nairobi since they were elected last October amid continued fears of instability in Somalia.

     

    The Islamic nation of about 10 million people has been in conflict since leader Siad Barre was toppled in 1991, plunging the nation into a patchwork of fiefdoms governed by unruly warlords.

    ADDIS ABABA (Reuters) - The African Union has authorised five east African nations to deploy troops and equipment to help Somalia's fledgling government return safely to its anarchic nation.

     

    Somalia's government was formed at peace talks in the safety of Kenya last year to end the lawless rule of local militias which banded together to depose military dictator Mohamed Siad Barre in 1991.

     

    The five nations agreed at an African Union summit in Nigeria last week to send troops or equipment to ensure security when the government returns.

     

    In a communique issued on Tuesday, the pan-African body's Peace and Security Council laid out the responsibilities of a peace mission backed by contingents from Kenya, Djibouti, Ethiopia, Sudan and Uganda.

     

    The soldiers and other personnel are to be employed under the rubric of the Intergovernmental Authority for Development (IGAD), a group of east African governments that managed peace negotiations for Somalia and southern Sudan.

     

    The AU-backed peace support mission is "to provide security support to the transitional federal government, in order to ensure its relocation to Somalia".

     

    It will also "guarantee the sustenance of the outcome of the IGAD peace process and assist with the re-establishment of peace and security, including the training of the police and army", the communique said.

     

    Two groups of government officials returned to Somalia last week, greeted by cheering Somalis, while on a mission to assess security.

     

    Somali President Abdullahi Yusuf has said he wanted a combined AU-Arab League force of 7,500 troops to facilitate the government's return. But others in his administration have argued that the militias are all the military muscle required.

     

    Somalis are traditionally resistant of outside interference. The last peacekeeping mission in Somalia ended in a bloody and humiliating withdrawal by U.S. and United Nations troops in the mid 1990s.

     

    The communique did not specify the deployment size, although Uganda has already pledged 2,000 troops. Discussions on the size and mandate of the force were underway this week.

     

    Kenyan Foreign Minister Chirau Ali Makwere told a press conference that Kenya wished to maintain its mediator's neutrality and therefore would only send logistics and observer personnel, not soldiers.

    Warlords in the Somali capital Mogadishu have started handing over key state installations occupied by their gunmen to an official Somali delegation that is negotiating the relocation of the country's national administration from exile in Kenya.

     

    Warlord Hussein Mohammed Aidid's Somali National Alliance (SNA) faction handed over the presidential palace in southern Mogadishu and asked President Abdullahi Yusuf Ahmed's government to return and occupy it "very soon."

     

    Aidid himself is a deputy prime minister in Ahmed's government.

     

    Commander Mohammed Jama Nur, now a lawmaker, also gave up control of the Mogadishu seaport and handed it over to Somali parliament speaker Shariff Hassan Sheikh Aden, who is leading a delegation of around 70 lawmakers.

     

    Kenya wished to maintain its mediator's neutrality

    "The port is now officially handed over to the government," Nur said.

     

    Operations at the port collapsed in 1995 when UN peacekeepers and US rangers fled amid an escalation of animosity with the local warlords.

     

    The AU-backed peace support mission is "to provide security support to the transitional federal government, in order to ensure its relocation to Somalia".

     

    It will also "guarantee the sustenance of the outcome of the IGAD peace process and assist with the re-establishment of peace and security, including the training of the police and army", the communique said.

     

    It is not clear when the government will actually relocate, but pundits who pore over African political calendars have pencilled the second quarter of 2005 as the likeliest period.

  9. Somalia's government plans phased return

    Nairobi:- Somalia's transitional government plans to relocate in phases to Somalia, giving up the relative safety of neighbouring Kenya for a chaotic land where they have no army, no civil service and no buildings, the deputy prime minister said on Monday.

     

    The move to Somalia is scheduled to start on February 21, said Deputy Prime Minister Mohamud Abdullahi Jama, adding that officials are still waiting on assessments of the security situation in Mogadishu, the capital, before deciding where to set up their base in the country, which has effectively had no central government since 1991.

     

    Jama said the government considered it important to relocate to Somalia as soon as possible, even if it meant they had to temporarily set up base in a town safer than Mogadishu, a city split between heavily armed factions.

     

    The government - established in October following two years of peace talks among clan leaders, warlords and other Somalis - has repeatedly said it was planning to go to Somalia only to delay the move, and Jama did not provide any additional details of the latest relocation plan or say when President Abdullahi Yusuf Ahmed would go to Somalia.

     

    But Jama did say that once the government is up and running in Somalia, it plans to establish a truth and reconciliation commission to investigate human rights violations that have taken place since the country disintegrated into a patchwork of battling fiefdoms following the 1991 ouster of dictator Mohamed Siad Barre. However, the commission's scope and mandate have not yet been determined, he said.

     

    The United Nations' independent expert on human rights in Somalia, Ghanim Alnajjar, said the commission "is necessary because there have been serious crimes and human rights violations and victims are crying out". Alnajjar recently visited parts of Somalia.

     

    Transitional parliament speaker Shariif Hassan Sheikh Aden is currently leading a delegation of some 60 lawmakers and Cabinet ministers to Somalia, assessing conditions in Mogadishu. Prime Minister Ali Mohamed Gedi is planning a follow up mission to other towns after Aden returns in the coming days and briefs the 275-member transitional parliament, said Jama, who is also information minister.

     

    Whether the government decides to move to Mogadishu or another town, if faces considerable challenges - it has no money, no civil service or even buildings in Somalia.

     

    Officials are counting on African Union and Arab League peacekeepers to ensure their safety as they try to rebuild a government.

     

    Jama said the Cabinet decided on Saturday to request the African Union and Arab League send between 5 000 and 7 500 troops with a one-year mandate to protect the government as it organises a police force and army. Yusuf in December requested 20 000 peacekeepers.

     

    The African Union has agreed to send a force, but officials privately say it will be limited in size and scope. Uganda has promised 2 000 troops.

     

    But in Mogadishu on Monday, the acting head of Somalia's nominal security forces, General Mohamed Warsame, insisted Somalis could provide adequate security for their own leaders, saying 3 500 former policemen and soldiers who served under Siad Barre have offered their services to the transitional government.

     

    But if peacekeepers are sent, they should be Muslims and none should come from neighbouring countries, Warsame said.

     

    The request for peacekeepers has angered many in Mogadishu, where the deployment of US and UN troops in the 1990s sparked some of the worst fighting of the war. Some Islamic militants have threatened to attack any foreign troops deployed in Somalia.

    MOGADISHU, Somalia - Militiamen fired in the direction of the speaker of Somali's parliament as he and his delegation toured the capital's port on Tuesday, highlighting the challenge his government-in-exile faces as it considers returning home. No one was hurt.

     

    The militiamen, apparently firing from across the bay, shot near where Speaker Shariif Hassan Sheikh Aden and others were standing. Neither Aden nor any of the lawmakers accompanying him showed any emotion, but they quickly went to their next destination, Villa Somalia, which served as the official residence in the past.

     

    Aden and his delegation of some 60 lawmakers and Cabinet ministers are assessing conditions in this war-ravaged country - where they have no army, no civil service and no buildings - in preparation for the government's scheduled return from Kenya later this month.

     

    The government - established in October following two years of peace talks in Kenya among clan leaders, warlords and other Somalis - has repeatedly said it was planning to go to Somalia only to delay the move.

     

    Mohamed Jamah Furuh, a warlord-turned-lawmaker whose fighters captured Mogadishu's international port, promised Friday to turn over the facility to the government. But the last time he tried to resume operations there, rival militias fired at the ships that tried to dock.

     

    Members of Aden's delegation took the machine-gun fire as warning that if the government wanted to take control of the port, it would have to negotiate with more militias than Furuh's.

     

    On Monday, Deputy Prime Minister Mohamud Abdullahi Jama said the government's return to Somalia was scheduled to start on Feb. 21. Jama told The Associated Press officials were awaiting assessments of the security situation in the capital before deciding where to set up their base in the country, which has effectively had no central government since 1991.

     

    Jama said the government considered it important to relocate to Somalia as soon as possible, even if it meant they had to temporarily set up base outside Mogadishu, a city split between heavily armed factions.

     

    Prime Minister Ali Mohamed Gedi is planning a mission to other towns after Aden returns in the coming days and briefs the 275-member transitional parliament, said Jama, who is also information minister.

     

    Jama did not provide additional details or say when President Abdullahi Yusuf Ahmed would go to Somalia.

     

    Yusuf has asked the African Union for 20,000 troops to help provide security for the government and on Monday the AU authorized such a deployment but did not say when the force will arrive or what size it would be.

     

    The decision faces strong opposition from Somalis because the force is likely to be made up of troops from neighboring countries involved in the country's previous conflicts.

     

    The AU Peace and Security Council said in a statement that the troops will also train a new police force and army for Somalia and will be followed by an AU peacekeeping mission, the details of which are still being worked out.

     

    The request for peacekeepers has angered many in Mogadishu, where the deployment of U.S. and United Nations troops in the 1990s set off some of the worst fighting of the war. Some Islamic militants have threatened to attack any foreign troops deployed in Somalia.

    Again, the forces coming are not there to occupy but to aid and will come under the control of the Somali government. How this is wrong no one has so far explained.

    Another dimension to the argument, like I stated before there is no point in lying to ourselves. We have already had a two year reconciliation process. The outcome has been a government representing the spectrum of Somali clans and notably rival factions. Now we in the implementation phase, we have the government it has now to bring order throughout the country. What shall it do, be proactive or wait for things to unravel? No clan is being targeted no faction is being left out. We have already had months of waiting, testing the water in this period alone there has been countless senseless killings, assassinations and mini clan wars.

     

    The government has support throughout the country; however it is still in embryonic form it’s helpless and could be seen as a sitting duck. Even if one faction leader gets upset or a certain sub-clan becomes pissed things can turn into anarchy in a moment this is Somalia after all.

     

    Now calling for a 7500 foreign troops with their support you could get in place a national force that could bring about security. Now you have situation where one could offer the carrot or the stick or a bit of both. Too much reliance on the carrot wont work.

Do you remember what happened in 1999 in Badoa? when the bravest, toughest most battled hardened of them all were chased out. It took half an hour. Xuseen Aydeed, Furux, Ilqayte,, Omar Jess and some who now call themselves Islamic courts ran away from more than 40 Technicals and armour in Badoa. And this was from the RRA who had nominal support from Ethiopia. Now suppose you have RRA, Puntland, Hiiraan, Jowhar, Juba, Gedo and some from Mogadishu with real support from the AU and International community. What would be the outcome?

     

    Facts on the ground, nor history supports your arguments dear brother.

    Again to some real politick evades them completely. Uganda, Sudan, Rwanda, Morocco and even Ethiopia have formidable modern armies.

    And have more discipline than the Qad chewing militias we have created in the past 15 years.

     

    It seems people here live in cloud cuckoo land, if Somalia’s problem was that easy why the hell are we in exile and why on earth did it drag so long?

    We don’t need peace by talk we need peace by any means, these folks will only be scared of a government that has its police, army and courts.

    Juma as I said to you before, we dont need 30,000 Ethiopeans but we need a place where the government can build itself. Why rush to Mogadishu and risk destroying the progress made thus far. For 5 months this government has not got into any confrontation with a single clan. When it relocates it has to maintain this.

     

    I remember old Carta and how Abdiqasin was involved in Kismayu against Morgan thus alianating the North East and then the episode in the Port when his supporters fought Aydeed Jr thus alianating the boys from Hobyo, which then cost him later on.

     

    I dont get why those who cannot control the capital and who have failed for 14 years to do so are now blaming the government from not rushing in?

    Brother Qudac, stop looking back in anger. Somalia has a functioning transitional government that is tackling our biggest problem security.

     

    It seems all you want is one big battle in the middle of Xamar so you can laugh out load and say “See how pitiful the south is please Britain, recognise Somaliland†as was the case in that dreadful Tv show.

     

    I agree with the President and cabinet on this, Mogadishu is the world to me and others but it should not be a major obstacle. The business of governing can be done any where in the state and its a big country.

    Yes that was his stroing point, but he waited too long for the faction leaders and did not have much of a domestic plan. A.Y is trying to get security under control then build up the rest.


  21. Qudac, my brother Mogadishu is the Somali capital. However it has a decade long problem of having various well armed millitia under the lose control of clan lords, business men and so called courts.

     

    Now as for your President his aim is to bring back control, normality and a sense of order back to the capital. So far everything is working. A national government representing Somalia's clans has been formed and is functioning. The international community is taking notice. The AU, Igad and the Arab league have all made promises to support and most have recognised the AY government.

    The peace troops requested are coming, some finances have arrived. Government officials & MP's have been to parts of the country, Puntland, Bay & Bakool and now Mogadishu. They all have been welcomed. There is a huge support for the government as seen in Mogadishu, Gedo Bay & Bakool and Beledweyne.

     

    Remember its only been 5 months since the completion of peace talks and things have changed. Including a smooth transfer of power in Puntland and strengthening its grip on SOOL, SANAG & CAYN.

     

    Apart from hearsay and wishful, selfish thinking what do you bring to the table, what facts?
