Baidoa : Clan Courts claim the terror attack on Baidoa.......
General Duke replied to General Duke's topic in Politics
Car bomb blast rocks Somali town A government official has blamed al-Qaeda A car bomb has exploded in Baidoa, where Somalia's fragile interim government is based, leaving at least six people dead. A policeman told the BBC that a female suicide bomber wearing a veil blew herself up at a check-point. The explosion also destroyed two other cars. "There were flames everywhere," an eye-witness said. President Abdullahi Yusuf survived a suicide car bomb attack in Baidoa two months ago, which killed his brother. He blamed that attack on his Islamist rivals, who denied responsibility. There are fears of widespread conflict breaking out in Somalia between the government and the Union of Islamic Courts (UIC), which controls most of the south of the country, including the capital, Mogadishu. Attacks There have been conflicting reports of how many bombs there were. Deputy Defence Minister Salad Ali Jelle told the AP news agency that three car bombs had exploded at police check-points, killing the drivers and three others. Ethiopian convoy 'ambushed' A local journalist said he had seen three bodies. Police commander General Ali Hussein told AFP that at least 12 people had died. "There were two suicide cars full of explosives," he said. Mr Salad also told AP that three alleged attackers had been captured. He said they were foreign members of al-Qaeda. The UIC denies links to al-Qaeda but is opposed to the government and has threatened to launch a holy war to drive Ethiopian troops out of the country. Ethiopia admits it has hundreds of military trainers helping the government but denies they are taking part in any conflict. The Ethiopian parliament on Thursday passed a resolution authorising the government to take all necessary and legal steps against any invasion by UIC. The resolution said there was a clear and present danger to Ethiopia from the UIC. -

UN council weighs tightening Somalia arms embargo 30 Nov 2006 00:19:52 GMT UNITED NATIONS, Nov 29 (Reuters) - The U.N. Security Council pledged on Wednesday to consider steps to tighten a widely ignored 1992 U.N. arms embargo on chaotic Somalia but offered no specifics. A unanimous resolution expressed the 15-nation council's intention to "consider specific action" to improve the embargo after U.N. monitors reported that Djibouti, Egypt, Eritrea, Ethiopia, Iran, Libya, Saudi Arabia, Syria, Uganda and Yemen were providing illicit military support either to Somalia's interim government or its Islamist rivals. Several of the countries named by the U.N. monitoring group this month have denied any impropriety, and a council committee has said it plans to give all of them a chance to confront the monitors at a meeting this week. At the same time, U.S. Ambassador John Bolton said Washington was not yet ready to unveil a separate resolution authorizing African peacekeepers to help prop up the shaky Somali transitional government. "We're still in consultation on that," Bolton told reporters. "We're moving as rapidly as we can." The U.S. draft resolution would approve deployment of a joint peacekeeping force put together by the African Union and the regional Inter-Governmental Authority on Development (IGAD), as the two groups have requested. The measure would also ease the arms embargo to enable the peacekeepers to legally bring in weapons. SET OFF ALARMS But it set off alarms earlier this week when the Brussels-based International Crisis Group warned the text could backfire by undermining the transitional government, strengthening rival Islamists and leading to wider war. The group, relying on an early draft, said it feared the measure would legitimize the presence in Somalia of Ethiopian troops sent in by Addis Ababa to back the interim government. Because the Islamists are backed by Eritrean troops, the group said it feared the intervention in Somalia could deteriorate into a proxy war between Ethiopia and Eritrea, whose relations remain extremely tense years after a bloody border war between them. But Jendayi Frazier, the U.S. assistant Secretary of State for African affairs, said in Washington on Wednesday that IGAD had itself ruled out putting troops from neighboring countries in the intervention force. "The country that has said that it would deploy forces at this time is Uganda, and we would look for other countries that would be willing to do so from throughout Africa, but we are not expecting that any of the immediate neighbors would be deploying," Frazier told reporters. The Islamists have been steadily expanding their reach and influence in Somalia after seizing the capital of Mogadishu in June. The United States says they are harboring al Qaeda operatives who pose a threat in the region and elsewhere. After initially backing a coalition of warlords against the Islamist forces, the draft resolution signaled that Washington was now throwing its support behind the interim government. -
US Defends Somalia Peacekeeping Plan By David Gollust Washington 30 November 2006 The United States said Wednesday it is backing an East African peacekeeping force for Somalia to help stabilize the country, rather than fuel ongoing warfare. A U.S.-backed draft resolution in the U.N. Security Council that would clear the way for the force is expected to come up for action within the next few days. VOA's David Gollust reports from the State Department. The Bush administration is defending its support for the East African force, amid charges its arrival would only worsen on-going Somali violence and perhaps lead to regional warfare. A U.S.-sponsored draft Security Council resolution, backed by the other permanent council member countries including Russia and China, would ease the international arms embargo against Somalia in place since 1992 to allow deployment of a regional force that would shore up the country's beleaguered transitional government. Based in the western Somali town of Baidoa, the Transitional Federal Institutions or TFI has international support. But it is under military siege by the country's powerful Islamic movement, the Council of Islamic Courts, which controls the capital Mogadishu and says it aims to seize the entire country and perhaps even ethnic-Somali areas of neighboring states. The proposed African force, to be set up by the East African regional intergovernmental grouping IGAD, would seek to stabilize the situation by providing force training and protection for the interim government, though not undertaking offensive action against the Islamic Courts. At a briefing for reporters, Assistant Secretary of State for African Affairs Jendayi Frazer said the United States is supporting only a narrow change in the arms embargo to allow deployment of the IGAD troops, but not fuel a wider conflict. She said flatly that the forces of the transitional government need to be trained and reinforced so that it can be what she termed a credible negotiating partner with the Islamic Courts, which she said currently sees no reason to sit down and negotiate a settlement. "We feel that this force is also important to achieve our broader Somalia objective, which includes most importantly creating a space for the dialogue to occur between the Transitional Federal government and the Union of Islamic courts. And in particular it's our view that as long as the Union of Islamic Courts continues to believe that it can have a military victory, there will not be an engagement and serious dialogue. So you have to have some parity between two sides of the dialogue," she said. Frazer said the envisaged 8,000-member force would be made up of troops from the seven-country IGAD grouping and not Somalia's neighbors, including Ethiopia which is reported to have sent in troops to support the transitional government, and rival Eritrea which is helping the Islamists. She said that contrary to claims that the IGAD force would broaden the conflict into a regional war, its deployment would actually create conditions for Ethiopia and Eritrea to disengage, while deterring further aggression against the TFI. At this point, only Uganda among IGAD members has said it is ready to commit troops to the force, whose deployment is vehemently opposed by the by the Islamic Courts. The Islamic Courts movement routed a group of U.S.-backed Somali warlords early this year and seized Mogadishu in June, later capturing most of southern and central Somalia and imposing strict religious law. In her talk with reporters, Assistant Secretary Frazer said al-Qaida terrorists were operating with what she termed great comfort in areas controlled by the Islamic Courts and providing training and assistance to a group of radicals loyal to the Somali movement. She said the United States has been in contact with all elements in Somalia including the Islamic Courts, which has publicly disavowed terrorism, to try to prevent the country from becoming an al-Qaida safe-haven. Frazer said of particular concern to U.S. officials are three al-Qaida militants wanted in the 1998 bombings of the U.S. embassies in Nairobi and Dar es Salaam and a coastal hotel in Kenya in 2002.

Camir, I agree with you in that lifting the arms embargo is more than facing of the clan courts. This is the first time the international community has supported a central government of Somalia. Our isolation seems to be ending and with it the nightmare that we have endured. Any compariosn to the situation of Iraq and Afghanistan is without merit.

XoX, I agree that pro-courts groups would not support such actions. Thus this type of attack would not sit well with them. However the clan courts have become quite hysterical lately. The IndaCade speech in which he calls on Muslim groups, was embarassing to many, hence the BBC/Somali section never reported it and many pro-court websites played it down. Some in the courts have been known to lie on many occasions, rememebr the gulf between Turki and Sharif Ahmed? And the promises of not attacking any where else and then going after Kismayu, Cabud-Waaq and so on. Already they have isolated themselves... below is todays report on CNN from Djabouti, it shows US forces flying over Somali airspace and their reaction to the courts....wait for the commercials... cnn report -

Baidoa: 3 Car bombs kill 7 and wound many...

Three suicide car bombs kill six in Somalia MOGADISHU, Somalia (AP) -- Three suicide car bombs exploded outside Somalia's government base of Baidoa, killing at least six people, including the drivers, and wounding four civilians, officials said Thursday. One of the bombers was a veiled woman. The bombing took place at a government checkpoint, Deputy Defense Minister Salad Ali Jelle told The Associated Press. "The three drivers were killed on the spot and three others who were with them," the minister said by telephone. "We have captured three who were with them who have tried to flee. The dead include non-Somalis. They are al Qaeda supporters." (Watch why Somalia is considered a terrorist threat ) A police officer, who spoke on condition of anonymity because he was not authorized to speak to the media, said one of the bombers in the car was a woman wearing a veil. Four civilians were taken to a hospital in Baidoa, he said. No one has claimed responsibility for the attack. On September 18, President Abdullahi Yusuf escaped unharmed when a suicide bombing struck his convoy in Baidoa, although 11 people -- including Yusuf's younger brother -- were killed in the blast and a subsequent gunbattle. The transitional government blamed that bombing on extremists within the Islamic movement. The group denied it, and no one has claimed responsibility. Tensions are high in this Horn of Africa nation where the Islamic movement and the Ethiopian-backed transitional government are vying for control. Analysts fear a war could engulf the region. The top U.S. diplomat for Africa, Jendayi Frazer, warned Wednesday that al Qaeda militants are operating with "great comfort" in Somalia, providing training and assistance to a radical military element loyal to the Islamic group. The Islamic Council has been gaining ground since seizing the capital, Mogadishu, in June. The United States accuses the group of sheltering suspects in the 1998 al Qaeda bombings of U.S. embassies in Kenya and Tanzania, which it denies. The Islamic group's often severe interpretation of Islam raises memories of Afghanistan's Taliban, which was ousted by a U.S.-led campaign for harboring Osama bin Laden and his al Qaeda fighters. XoX also thinks he is dealing with sane people, if they were would Yusuf IndacADE have said waht he did a few days ago? Point: They have said they will attack Baioda, so if you attack by technicals or by suicide car bombings the aim would be the same right? -

^^The idea that Eritrean support is more holly than Ethiopian support is ludicrous. This action tragic as it is, wont change anything. Baidoa still is out of bounds for the Clan Courts, thus these shamelss attacks. Also its incredible to think that some belive that the TFG would attack itself, or that the Ethiopians would attack the very governemnt it supports. That the Clan Courts who make daily threats gainst Baidoa and the government and have been ammasing troops outside the city are not the chief suspects in this action..They are. -

^^^Many here would like to hide a few points. Was it not Yusuf IndaCade a few days ago making threats, was it not the Clan Courts that were playing this card of a huge war on Somali soil if the arms embargo was lifted. Also the cars used have so far been identified to have come from Mogadishu.. Are they not holed up in Bur-Hakabo, which is not far from Baidoa? Blaming Ethiopia is one thing, but the pressure and blame will be squarly be on the Clan Courts. It wont change the programm of the TFG much, just like the other suicide attack on the President. I think too many people have been watching CNN & Aljazeera these tactics wont work in Somalia.. They are unable to capture the city thus resort to such tactics.. -

Somalia needs troops - US 29/11/2006 08:17 - (SA) Washington - The United States said on Tuesday that a regional peacekeeping force was needed to protect Somalia's weak transitional government from the powerful Islamist movement controlling the capital. One day before the United Nations security council was expected to debate the proposed peacekeepers, the US state department said the force was needed to help restore dialogue between the interim government, the Transitional Federal Institutions (TFIs), and the Islamic movement, the Union of Islamic Courts (UIC). A statement from the state department's office said: "This force will deter further aggression against the TFIs; create the required space for dialogue; and stabilise the situation." Islamists 'to invite foreign fighters' It said: "The sole purpose of this deployment would be to stabilise the security situation by providing protection and training for the TFIs, not to engage in offensive actions against the UIC." The department also said the two sides should be ready, as part of a longer-term solution, to reach a "security protocol including a verifiable cease-fire and plans for military disengagement, once dialogue resumes"., The US statement came amid rising tensions in Somalia as Islamists warned that they would invite foreign fighters to join their war if the UN authorised peacekeepers. But, the embattled Somali government said failure by the UN to adopt the resolution could lead to a "doomsday scenario" leading to all-out war. The state department said Washington would work to prevent the war from escalating into a broader conflict in the Horn of Africa. Deployment of troops 'way to go' It said: "The US will remain actively engaged in preventing the continued escalation of tensions inside Somalia, which could spark wider regional conflict in the Horn of Africa if left unchecked. "The deployment of a regional force is key in ensuring that such a scenario does not transpire." According to diplomats, Washington intended to introduce a resolution at the security council on Wednesday that would ease an arms embargo to allow plans for a regional east African peacekeeping force to deploy to Somalia. The proposed 8 000-strong peacekeeping mission would be manned by troops from the east African regional Inter-Governmental Authority on Development (IGAD). Somalia had been without a functioning central authority since 1991 and the two-year-old transitional government was the latest in more than a dozen international efforts to restore stability.
