Saalax Posted May 23, 2015 Hargeisa(Qarannews):- The all party talks intended to resolve the controversial issues surrounding extension of President Ahmed Mohamed Mohamud “Silaanyo” mandate, as well as the mandate for the House of Representatives appear on the verge of collapsing. The talks which had resumed on Saturday between Kulmiye, Waddani and UCID hosted by the Vice-President Abdirahman Abdillahi Ismail “Saylici” appear to be deadlocked. The two opposition parties, Waddani and UCID, are not budging from their position on the June 1st, 2016 date for both the parliamentary and presidential elections, whilst the administration and the incumbent party, Kulmiye favour the date proposed by the Somaliland House of Elders(Guurti) which will take the election to April 2017. Nevertheless, our sources confirm that a request by Vice-President Saylici for all parties to reconvene for a third time on Monday, May 25th, has been accepted. Our sources indicate that an eventual agreement appears remote with the opposition parties assuming a position of strength in the debate which seems to have the support of the International community. On the other hand, the government feels the need to adhere to the House of Elders decision necessitated by the failure of the House of Representatives to produce its new elections laws and the request of the Somaliland National Elections Commission (NEC) for more time to complete the voter registration. All in all, these talks are seen as staring contest between the administration and the opposition to see which one blinks first, whilst the people of Somaliland and the International community look on. The Somaliland Electoral extended to 2016 due to technical issues but Siilaanyo wants 2017 which both the opposition and the International community are firm against it.
