Hope may fade because of incompetence and tribalism.

I was chatting yesterday with someone who is well connected and familiar in the affaires of both Villa Somalia and the state of the country.

 

First , the last Al-shabaab attack in the Presidential palace was almost deadly. Prior to this one , there was another attack inside the mosque of Villa Somalia, which killed many people among them the chief of staff of the prime minister. After that attack, a great mistrust have risen among the leaders. The prime minister A/weli Sheekh Ahmed, brought his own bodyguards from Baardheere to protect himself from Al-shabaab. Two weeks ago a Villa Somalia employee, who works for a telephone company brought some al-shabaab gun men inside villa Somalia.

 

That man passed easily at the main checkpoint guarded by the palace soldiers. They just waved to him. They didn't even check the contents inside his car. After he passed the gate he proceeded to the office of the prime minister. They were just as close as 18 meters to the office when a guard became suspicious. He asked the Telecom guy who was facilitating the crime about the main. Fortunately , after unsatisfactory answer, the soldier reacted quickly and opened fire before they could do any damages. The soldier who confronted the terrorists was among the contingent that came from Baardhheere, Gedo.

 

After that incident, the Prime minister is no longer sleeps in Villa Somalia. Now he spends his nights in Halane, the headquarters of the united nations . He goes to work there during the day. The distrust among the leadership is growing every day.

 

After the latest attack all hell broke loose. The leadership felt helpless and demanded immediate security overhaul. They demanded the firing of the Police chief, intelligence director and the appointment of new security minister. Most people will expect that after these latest incident, a competent and qualified people will be recruited to fill these crucial positions. Well, hold your breath. The distrust and rivalry between the President and the prime minister is so huge, each one of them is displaying his tribal colors without disregard.

 

The President appointed C/laahi Mohamed Cali ( Sanbaloolshe). In his lifetime, this man never held any position of security or anything related to military, police and intelligence. He was appointed once under Shariif government as minister of national security. In the eighties, he was the personal driver of C/laahi Cosoble, the son in law of Siyaad barre. In those days, Mr. Cosoble and his sub clan owned the ministry of posts and telecommunications. In later years he made Mr. Sanboloolshe a director within the ministry. After the collapse of the country, he was one of those lucky enough to set up an NGO , alongside Hassan Sheekh. President Hassan appointed him ambassador to Britain. Reliable sources say that he was once an Ethiopian paid spy. Is this the man who can tackle the most sophisticated job in the country. We will see.

 

The prime minister, not to be outdone by the President , went even further. Remember, the last police chief replaced by this prime minister wasn't never in any police service in his lifetime. He was married to a women from Siyaad Barre"s household, . He was a major in the Somali national army in 1991. He spent the last twenty years in the diaspora, yet , they made him a general and appointed him the Somali national police chief. Since the prime minister wants to give this post to another " D" block member, he doesn't need to find the most qualified person. How about if you can't find any competent police officer among your sub clans?, do you have to invent one ?.

 

Although some unreliable Somali websites wrote about the black history of the police chief lately, there are irrefutable evidence which linked him to many power abuses and other injustices among the innocent people. In fact , some of these accusations were written by the late Somali government newspaper Ogaal. In the last dying days of the Kacaanka, close associates of Siyaad Barre, started the Ogaal newspaper campaign to expose those who were abusing people , especially those well connected Among Kacaanka community. kidnaping, rape and illegal arrest and confinement are among the crimes accused against him. There is an arrest warrant sealed by the national security minister in Canada. Since the only criteria to be filled is tribal , I guess competence , qualification and community standing are discarded by the Somali leadership. The nation is crying for peace and security , yet the people expected to relieve the pain and lead are yesterdays despots and crooks who gained power through nepotism. Please pray Allah In this blessed month of Ramadan for better future.

 

He also said, The leadership was encouraged to appoint proven police officers from Puntland and other places, but decided to select only from certain specific clans. Despite all this , he said the biggest threat is that people arrested for Al-shabab association and other terrorism related crimes are released due to pressure coming from their families and their clans. Al-shabaab"s cash flow is growing and in return , they are sponsoring their cells to own businesses and other clandestine operations. Things could get worse before they get better.

 

Finally , he said the D block instigated federal system is having a great impact in the cohesiveness of the country, and tribes are gearing for land grabs and political influence. Each one is building his militia, diplomatic connections and cash arrangements.

 

I think, unless the power is taken from these two incompetent clans, Somalia will remain a helpless country. The Hag and Sahal have done so much suffering among the Somali people. If you are a decent peace loving Somali, then we must take the power from them in order to minimize their disaster.

So the Tribalism is so severe that Government officials would rather appoint their clansmen than appoint a competent person to do the job? I think that's terrible but at the same time I can understand the logic here.

 

In a country like Somalia, at war with itself, sometimes the only person you can really trust is your brother or cousin. Sometimes the risks are too high for you to surround yourself with officers who may be competent, but they could also put your life at risk. We all know about how the Indian Prime Minister Indira Gandhi was assassinated by one of her Sikh bodyguards. Or how Egyptian President Anwar Sadat was assassinated by one of his bodyguards in 1981. Sometimes you have to surround yourself with officers, bodyguards and soldiers which you trust, and as a result you have to appoint your clansmen. Sometimes the stakes are way too high.

 

And maybe the Somali Prime Minister or President doesn't want to appoint someone he doesn't trust to a position of high power, as it could undermine his authority. I don't endorse this, but I understand the logic here. However much I disagree with this, it is what it is. And it's because of the distrust amongst the Somali population. And trust takes years--even decades--to rebuild. Galbeedi, maybe Somalia needs either 1 of 2 options; either we elect a strong, fair man to the Presidency, a man who is patriotic and has a clear vision on how to rebuild the country from the ground up. Or we could take the cue from others and just massively de-centralize our country into several Emirates who have almost complete autonomy. Even Somaliland is taking the cue and de-centralizing, as many of the people who live in Sool and Sanaag are the ones taking charge of the affairs of their region.

 

But there is no way we can continue on in this trajectory.

galbeedi, i think you are smart person who loves all somali people, but your likening sahal to HAG is very offensive niyoow. one clan is working hard to rebuild their lands, made peace and progress and are trying to stop incompetent HAG in mogadishu from taking all power just like siyad barre and the rest becomes rooti. while HAG is massacring innocent people in shabelaha hoose, and is destroying their own city of mogadishu by supporting alshabab terrorists. niyoow sahal is safeguarding the interest of all somalis by supporting and campaigning for federalism. without federalism we will have one dumb dictator based in mogadisho telling everyone what to do.

 

your criticism on sahal people can be fine, but you should look deep and understand why do SAHAL people want to not return to one man rule? because they were massacred and robbed and they are suspicious of going back to the same old dictatorship where mogadishu is the only place that flourishes and the rest of the country is dead. sahal wants to give everyone the power to build their own lands and develop them so that they don't need mogadishu.

I see nothing wrong or worrisome with Sahal's intentions and objectives. I WANT to Sahal to succeed in their objectives. Why on Earth do we Somalis want to return to the failed government structure and policies of the Kacaan Dictator?

 

Mogadishu is filled with control-freaks who want to control every inch of our country, including Somaliland and Puntland. And they do NOT want to see the people govern their own territories in any meaningful way.

 

All Somalis should oppose this agenda. It's an agenda which has harmed our country, even during the peaceful Kacaan era. It sucked all the resources and opportunity from the country and concentrated it in Mogadishu, and nowhere else.

 

I think Sahal should play a major role in convincing the Somalis in Hiiraan, Baydhabo, Galguduud and others to oppose these Centralists and pressure them to sit down and shut up
