Mogadishu wants to take control of Puntland's oil and gas

Well, for those who want to have their ways in exploring oil and gas on their clan backyards without going through federal government route, I say tough luck! You can't have a clan administration and run like a modern state with international multi billion deals and obligations that require the backing of a sovereign legal state. The government is right to obstruct these illegitimate oil deals with clan enclaves that represent no body but their selfish interests. The likes of Farole and Siilaanyo will want us to believe that this announcement by the Federal Government is affront to the will of their supporters when in fact they speak for tiny segments on those populations in SL and PL.

 

In the constitution, the central government is entitled to distribute the national resources in an equitable and fair manner between the regional administrations to ensure development and welfare of the public. These are clear guidelines stated in the federal constitution of Somalia that is the sole mandate of the Federal Government and it has to deliver it with transparency. Of course, the government is currently not able to enforce anything on those regions, but it has the power to legally obstruct any deal with these warlord-run, chaotic administrations.

It is funny: Hassan Sheekh's government is turning into a dysfunctional entity with competing interest. Parts of the government want to fight and dominate, while some other parts want to reach agreements and reconcile.

 

As to this story, the ill will and bad intent is clear. However, there is no way current federal government can enforce what the minister said.

In a normal federal country, the federal government would sign the contracts and then share the profits with the states. In Somalia's case, this is near impossible. The candhawadaag doesn't have the legitimacy to dictate anything to the northern clan states. The northern clan states in their lack of vision are signing bogus highly unfair deals with cowboy explorers, ripping off locals in the process. Whilst all this is going, the clan zealots will continue to clap for their clan chief like the mindless fools they are.

“We are working to improve the investment climate having recently revised the Investment Law to ensure that Somalia is investment-friendly. Foreign investors see the huge steps that Somalia has taken and are keen to invest.

“International investors and multi-national corporations are turning their attention to Somalia and we must now seize the opportunity and work with them.

at the international Somalia Oil and Gas Summit in London no regional leader where not presented or invited but all the major oil and gas companies were presented even Companies like Genel Energy Plc (GENL), Africa Oil Corp. (AOI) and Ophir Energy who have contract with Puntland and Somaliland attended the Conference .

Here is a quote form the article:

The SFG wants to kill and pin the constitution for which Faroole worked so hard all these years by changing it whenever it suits their narrow interest. This is bye to federalism and hello to Mogadishu dominated centralism.

You need to go back and look at other federal countries. That is not how the process works. States make the agreements - federal government just gets a cut.

 

Northern 'clan states' are the only functioning part the country called Somalia. I don't support Somaliland's secessionist aspirations but Somaliland functions. Puntland has major issues to deal with but it also functions. Whether the deals are bogus, unfair or rip off the locals is upto the locals to sort that out. And if the SFG was trying to address these issues - their input would be welcome. But for an entity barely in control of its seat of power to attempt to dictate these matters is beyond ridiculous. And when people criticize this - it isn't clapping for clan chiefs - it's looking with clear eyes at the reality of Somalia today.

First, Hassan Sheikh is not the government if what you are implying here is he only speaks for parts of the country and not others. Secondly, we've here clear violations of the constitution when a particular regional administration embarks on its own deals with other foreign entities without involving the federal government to ensure the constitution is followed and implemented. Thirdly, the two federal ministers on the article espouse the same view when it comes to the role of the Federal Government in terms of distributing the natural resources of the country as that remains the sole mandate of the government. Fourthly, the way you characterize the federal government as two camps with "competing interest" doesn't seem to be the case when one considers the realities on the ground. Fifth, if the government can't enforce its will on either PL and SL, it can certainly prevent oil corporations from striking deals with them by showing declaring its position and the unconstitutionality of the deals.

 

However, accusing the government of "ill will and bad intent" is simply a futile effort - a tired one at best - that has been the case with Farole supporters on day one. So, reconsider your strategy and narrative, especially in this case where you are the clear loser, my friend.

The Somaliland and Puntland governments are warlord-run and chaotic while the SFG which cowers behind African mercenaries is a legitimate government!! WOW
